Now, a Navigation Center for the homeless is planned right next door to that building behind the fence that you see. And opponents are saying that there are clear Public Safety concerns. They would like the city to stop construction on the Navigation Center. She was grabbed by a man when she tried to get inside her building last week, and that attack was caught on security tape. She points to what she sees as a drug and Mental Illness problem in the city and joined the group which has been opposed to the Navigation Center, and they filed a lawsuit over it. Today pointed to other recent incidents of crime across the neighborhood. Please take action. Dont build this year. You dont have the capability to properly manage it. Given the citys inability to keep the people safe from the effects of the shelter even before construction is finished, were calling on the city to halt the project until a court decides. One homeless advocate certainly condemned the violence but did question how a shelter that isnt built is tied to things like broken windows and other came. The Mayors Office says there is no link between an increase in crime in the area, adding that the mayor is pushing for more shelter beds to strengthen the Mental Health laws. She said this week halting the shelter is not the solution and the plan is to do what we can to build as many beds as we can so we can address this issue in a humane way. A water main break damaged some cars there as well. People have no Water Service throughout the day. Crews were able to fix that break. Much improved but not back to normal. This was not the only problem. Just before our 11 00 newscast last night, we learned of another break nearby on fresno street. The good news today, Water Service has been fully restored to customers in that area. Santa clara and firefighters teamed up today to knock out a small brush fire. Three lanes of the freeway had to be briefly closed. No word on what caused that fire. If you are driving in the east bay or taking bart, you know there are big delays this weekend. We told you about the maintenance yesterday. Some lanes near the lafayette station are closed and there is no bart station because of important track replacement work. We spoke with drivers and bart riders who had to use a bus bridge. I had my trip all planned to the minute because im meeting somebody and now i dont know what its going to be. But its all right. The project will also alaw bart to replace insullator cables and tiles. They are recommending drivers take alternate routes. Its about shortterm rentals like airbnb. How some are gaining the system in a city where Affordable Housing is already at a presume yum. Renting out your room for a few days has been hailed as a great way to meet new people and make extra money especially here in highpriced San Francisco. But some are taking advantage of a loophole to turn their home into a hotel. They are skirting city laws and getting away with it all while taking valuable housing off the market. Monica and jim are heading to court to sue their former landlord. The couple lived in the lower part of this San Francisco duplex for four years but say it became unbearable after the landlord turned the top apartment into a fulltime hotel, regularly listing it on airbnb. We would never know what the group was going to be like upstairs as far as loudness. Or sobriety. Or sobriety. One night there was a huge fight and people were arguing and furniture was falling down and it was like 2 00 in the morning. In San Francisco any home rented out for less than 30 days must be registered with the city and someone has to actually live there fulltime at least 275 nights a year. The home above jim and monicas apartment tried to get approved as a shortterm rental by submitting an application to the city stating a woman was the renter paying 4,000. But she was their property manager who did not live in the unit. They say no one lived there while the home was being rented out nonstop online. The city agreed and denied the rental application twice, telling the homeowner and property manager it does not appear you reside in the unit from shortterm rentals are being hosted. That was last year. But at the beginning of this year a neighbor complained to the city saying the apartment was still being rented out. The owner of the home lives in china, but traveled to San Francisco to be questioned by monica and jims lawyer. Why, if you knew you could not do airbnb at the property you kept doing it for more than a year after the application was canceled with the city . Because i have heard from the friends around me that they have been doing airbnb, so i continued to do that, she said. She and her property manager declined our interview requests, according to their attorney. There is an ongoing challenge with folks that want to challenge the rules. A Senior Analyst with the San Francisco office of shortterm rentals. The agency in charge of permitting and investigating rentals. It is just a one bedroom, right . He says about 45 of new shortterm rentals include false information on their applications. Most claim someone is living in the home when its not actually their primary residence. Even after you deny an application because its fraudulent, do people come back and try to do it again . It happens sometimes. We get people who reapply and reapply. His office is working through a monumental backlog. Hes one of only a team of four in charge of regulating the citys 1,300 approved shortterm rentals. 1,100 more are still pending. It now takes the city up to nine months to review applications. But during that limbo period, the city allows rentals to be posted online immediately. That means because of the backlog people can continue running illegal rentals and profiting potentially for months before ever getting caught. Correct. You still have people abusing the system. Three careers ago, a new law allowed the city to fine home share i sharing places. But we have learned San Francisco hasnt issued a single fine. The city tells us because once it learns about illegal listings it asks companies to take them down and cancel all future bookings. Home sharing sites have done just that. I think the system has been working. Matt heads Public Policy for airbnb, which is home to the largest number of shortterm rental listings in San Francisco. Does your company bear any responsibility. We shake them down as soon as the city identifies them. Would we like them to have more aud kwat resources . Absolutely. We have a mutual interest with the city to have these operators off the platform. What is your interest in taking these down . Because youre making more money while theyre up. But the system is the city notifies us when they identified a fraudulent operator or somebody that has an incorrect number. What is the vested interest for you all to take down these listings because you are just profiting as long as theyre online. Thats the law, and thats the agreement we have with the city, that they notify us and we take them down. Thats how the system works. Typically six days. But if this continues to happen, does that tell you that the system needs to be fixed . It is important to take a look back at it, but thats going to with a decision that will have to be made by the Mayors Office. The Mayors Office is looking into how to reduce the backlog of applications but didnt say when it expects to make any changes. We reached out to every member of the board of supervisors. So far no one is commenting. The oversight is lacking. Monica and jim ended upsetling with their land board for an undisclosed amount but say no sum of money can make up for what they went through. They couldnt afford to find another place in San Francisco, so they moved out of town. If there is that much fraud, then there has to be more oversight.
