And run their business. This weighs heavily on all of us including those of us at pg e. This is not how we want to serve you, and this is now how we want to run our business. Were actually in the business of providing power, not taking power away. So, we feel the impact of the decision, and i understand how it alters, how it disrupts the normal flow of life and the normal flow of community. But theres another part of the reality that were in. With winds like the last 24 hours or so and the conditions of the vegetation, we could not run parts of this system given the risk to Public Safety. We struggle with the decision as we do with any decision to turn off power. We weigh the level of acceptable risk given the circumstances, the wind and the vegetation, and we determine that we must have zero risk of a spark. So, what exactly was the risk . Well, we know from history that wind speed, the wind speeds at which our lines can be affected and cause a fire. Wind speeds at about 45milesperhour or higher lead to risk on the distribution lines, the little lines that go to your house, of causing a fire. And about 55milesperhour, that same risk appears on the transmission lines which are the big wires that hook to the little wires. We also know what level of fuel content brings the highest risk of fire, how dry the grass and other plants are, what level of this brings the greatest risk of fire, and also how humidity affects us. So, in this event, the fuel content of the vegetation was at critical levels, very dry. Humidity, very low. And of the 33 counties that were affected by our action so far, at least 21 had wind gusts above 45milesperhour and at least 15 had wind gusts of about 50. And we saw peak wind gusts at 77milesperhour in this event. So, we faced a choice here between hardship on everyone or safety, and we chose safety. And i do apologize for the hardship this has caused, but i think we made the right call on safety. A call, by the way, we made on the twoyear an verse niversary devastating north bay fire and less than a year after the horrific campfire. Ive been asked is this the new normal for us, for all california utilities, and the entire west . A number of states have gone into the psps kind of program. And the answer is this is not the future any of us want to live in. Our goal over time is to reduce wild fire risk further across the system, to shut off power less frequently, and to further minimize the impact of shut offs. And we can do this through several parts of our Community Wild Fire Safety Program through system hardening, managing vegetation near lines, and better tools on situational awareness. Sumeet singh is in charge here. Given the risk to Public Safety, the desire to have zero spark, we will likely have to make this kind of decision again in the future. And if and when we do, there are many things we need to do better next time than we did this time. First, we commit to communicating with our customers and communities with as much notice as possible, with as much clarity as possible, and as frequently as possible. And we did not deliver on this commitment this time. Our website crashed several times. Our maps are inconsistent, perhaps incorrect. Our call centers were overloaded. To put it simply, we were not adequately prepared to support the operational event. And this will improve. Second, we commit to restoring power as quickly as possible. Now, we have to wait for the weather to pass. Then we have to inspect every line we turned off. Thats about 25,000 miles of line. And then when everything is good, we can turn the power back on. In a moment, sumeet will tell you how many customers have been restored. So, thats the prose icess. As i said at the beginning, i want to be clear on this. The buck stops with me on these events. I do have the benefit of 23,000 colleagues here at pg e to help me and a number of contractors, and they work the mechanics of the event and do it well. But heres why i bring this up. If youre upset about this event, do not take it out on those folks. We have thousands of men and women literally thousands out there right now working tirelessly to restore power including many who actually lost power themselves. Weve had employees shot at, punched, used profanity, cursed, all kinds of bad things. These people are here to help you. Theyre working for your safety. Theyre bringing the lights back on. And they actual will you live in your communities. So, its important that we let them do their work as we need them to do it. Ill conclude with this i personally have the very simple primary goal and its one of the reasons i came here to pg e which is to prevent any catastrophic event and have loss of life and property like the ones weve had over the last two years. Thats my goal. So, now, let me ask sumeet singh to provide an Operational Update on where we are. Sumeet. Thank you, bill. Good evening, and thank you for joining us again. As of 5 00 p. M. This evening, our team of more than 6,300 employees and contractors along with 44 helicopters are actively engaged or supporting the conducting safety inspections, repairing equipment, and restoring power across the service area. Of the approximately 738,000 customers that were impacted as a result of this event, we have restored power to approximately 31 or 228,000 of our customers. Those restorations have occurred in part sierra foothills, the bay area, as well as hum bolt. Weave about 510,000 customers that remain currently out of power, and we have teams, as ive stated, of more than 6,300 that are actively working at the moment to try to as safely and as quickly restore power to our custom can y customers who have been impacted. At this time, weve determined that the adverse weather conditions have subsided to the point where we could begin the safety inspections, made that decision earlier this afternoon, with the exception of a footprint in the sierra foothills that includes the paradise and the surrounding areas and the kern county which we anticipate that the weather is going to subside later this evening and later tonight going into potentially tomorrow afternoon. And for these remaining counties where we have not commenced the safety inspections, we will continue to monitor the weather. And we will begin our safety inspections as soon as the weather subsides. So, bill touched on this, and ill reiterate, some of the discussions weve been having the last couple of nights. The process that we use to ensure that we safely restore power back to our customers first starts with the determination of what we call all clear which is a determination where weather has passed our Respective Service territory and the risk of potential wild fires has subsided. Subsequent to that, our crews and our contractors are dispatched, and theyre already prestaged at those locations. So, as soon as we get the allclear, we are ready to move into action to conduct the safety inspections, check for damage, repair the damage, and then safely restore power to our customers. As part of a safety inspections that weve performed earlier today, we have found multiple cases of damage or hazar that has been suspected to be caused by the wind event such as fallen branches that have come in contact with our overhead lines. And if they were energized could have potentially been the source of ignition had it not been for the shut off. As a reminder, we can only conduct the safety inspections during daylight hours, and we will resume inspections at daybreak once they subside at the end of this evening. I also want to briefly recap the weather conditions that we experienced over the last 24 hours. As bill stated, wind speeds in fact did exceed our safety threshold in many areas which is a 45mileanhour peak wind gust when we see vegetation coming in contact with our distribution lines. As bill mentioned in 21 of the counties we have observed our peak wind gusts in excess of 45milesanhour. A couple of examples that ill share with you, 77milesanhour on mount st. Helena in Sonoma County, 54milesanhour in the northern part of napa county, 53milesanhour recorded in plaster county, 56milesanhour in butte county, and 54milesanhour in santa cruz county. Finally, to reiterate what bill mentioned, we sincerely appreciate the patience of our customers and our communities during this event and our subsequent inspections. We fully understand and appreciate the impact that this has on everyone, the hardships, the disruption. And i can assure you that we are working as safely and as quickly as possible to ensure the lines are safe and we can restore power as quickly as possible to our customers. With that, i will request chief customer officer laurie gto com up here. Youre listening in to a live News Conference from the ceo of pg e as well as bill johnson who just took over pg e about six months ago saying the buck does stop with him. But he did admit flatly and bluntly that pg e was not adequately prepared to support this operational event, so really taking the blame of what were all experiencing in these last 48 hours. This is the first time weve heard from johnson during this emergency, johnson saying the goal of bringing him in to head pg e was to make sure the catastrophic event of loss of life didnt happen again. Hes also the one shepherding pg e through the chapter 11 bankruptcy. Johnson saying that pg e could do better, that it would do better, that it failed when it came to notification, clarity, really talking to its customers, that it did not deliver by that website that crashed, and that the call center was overwhelmed, also promising that the next time it would do better. And there is where the caveat is. Even though he says pg e is in the position to do power, he acknowledged this could be the new normal. Its not what they want, but he didnt rule out the fact that it would happen again under the circumstances in which were living. In fact, he said we will very likely have to make this decision again in the near future. You see some of the numbers there. Bottom line, about 30 of the customers who did not have power have power being restored at this hour. Janelle wang is with us to talk about the power outages. Its slowly coming back on in the past hours. North bay, east bay, and south bay. Theyve called us, viewers saying the lights have gone back on. But the heavily hit areas are still sonoma and napa counties. This is a pg e outage map. You can see this area, theres 3,000 people in this area still without power and it was just updated about a half hour ago. If we move to other areas around the bay area were going to go down to the east bay and you can see the area around oakland. One area that was hit hard, the area of oakland. Theres downed power line in the montclair neighborhood so theyre working on that. Near skyline nearly 4,000 people in oakland without power there. Were going to move down south even further. Lets go around castro valley. In this area, right around there, 1,600 people without power. This is updated at 5 35 p. M. So, just in the last half hour were getting these updates. Were going to go to the south bay where the power is slowly starting to come on. Robert handa is down there. He noticed lights coming back on. San jose is like the allen rock area, the foothills of east san jose. Los gatos is a greater area but you can see not many people around los gatos without power right now. This area along highway 17. Thats mostly in the foothills and along the santa cruz mountains. So, the power is slowly coming back on. Weve seen about 100,000 customers come back on in the last hour. So, thats very good news. It is a slow process, but theyre working on it right now. Thank you. Good information there. Lets take you outside. Its 6 15 now, live view in san jose. It is still daylight which means the crews can still turn on power across the region. Lets bring in the chief meteorologist jeff raniere, all of this predicated on the wind speed. This time yesterday was a different story. The wind for the most part really is at 20 miles and less for most of the bay area. Ive seen about pop ups to 25 or 30milesperhour in the past hour. But we are starting to see things subside. So were on the downward side of all of this wind. The fire danger was real last night, especially in the Higher Elevations, 1,000 feet and above. We had sustained winds at 50 plusmilesperhour for several hours at a time. You have the top gusts at 77, mt. Diablo 75. Santa cruz 20 to 50milesperhour gusts. Down at the lower elevations as expected, not as gusty. This was not a surprise to us. You can see in fremont we only got up to 24milesperhour. I think thats where the big frustration was for a lot of folks. You only had 24mileperhour winds but your power was out. Thats the deal on the top wind gusts. What does it look like at 7 00 p. M. . I dont think its going to be that gusty. Downward side of this event. Only 6 to 13milesperhour. Let me move to the other side of this map. Well advance this into tomorrow morning and were looking at relatively calm winds, 4 to 11milesperhour. Bottom line, red flag fire warning expired. That happened at 5 00 p. M. Tonight at least for the bay area. But the winds, its now moving down towards Southern California, even parts of Northern California. So, let me get that map in there and take a look. Red flag fire warnings remain in the central value of sacramento, the foothills, and the Higher Elevations of the sierra and also right there for Southern California, los angeles, and san diego. Were going to talk more about those red flag fire warnings for other parts of Northern California coming up throughout the hour. Again, the good news right now we are starting to see the wind situation shift out of the bay area albeit it is at the expense of other areas that remain under the fire danger right now. We just heard a few minutes ago the ceo of pg e accepting blame for this. We also heard from governor newsom. Hes taking the offensive blaming pg e for decades of mismanagement. This is not from my perspective a Climate Change story as much as a story about greed and mismanagement over the course of decades. Neglect. A desire to advance not Public Safety but profit. The governor went on to say no state in the 21st century should experience what were going through. The bay areas biggest city isnt putting up with it either, saying pg e cant dictate the lives of millions of people. The mayor demanded compensation from pg e. Weve spoken with the Governors Office about the large public cost. Were going to continue to press that issue and expect that there will be some computation from pg e for the considerable public cost resulting from these power shutdowns. La car doe went down to say shut offs cost san jose more than half a Million Dollars in overtime costs just for the city workers. He said at one point there were 68 Traffic Signals without power. Now its just down to 4. Up next, the big concern around the region was fire. We saw one overnight and this afternoon on the peninsula. The hillside that caught fire right near sfo amidst this Bay Area Black out. Turning off the power is an extremely difficult decision to make because we know how much or families rely on power. Take a look, a tense night in moraga. Fire broke out about 2 00 a. M. About a mile from st. Marys campus. The power was already out last night. Firefighters had to go door to door evacuating the neighborhood. Part of that hillside, you see it completely scorched. Thankfully no homes were damaged. A lot of concern. Here youre looking at it here. This is a brush fire that ignited here south San Francisco. It got a lot of attention obviously, started in the hills above brisbane. Did get close to some houses which really rattled nerves. Scott budman is live at the pace of that hill. This is exactly what people were afraid of. Reporter yeah, it was on their minds, jessa. Behind me San Bruno Mountain where 11 acres briefly burned today, enough to rattle nerves before firefighters quickly put out the flames. There were some tense moments for homeowners when fire broke out just before noon on San Bruno Mountain above brisbane. Absolutely, theres homes up there. Reporter about 11 acres of brush ignited. As we were driving more into brisbane, it kind of blew up even more. Reporter sending fires in on land and from up above to quickly quash the threat. There were no evacuations. People may have to evacuate and we did have the Brisbane Police department and other Law Enforcement here as well on the ready if we did have to do that. Helicopter going up to the lagoon and filling with water and dropping water in the trees. Reporter trees near neighbors who had fire danger on their minds. But this fire didnt move fast enough to do any damage to nearby houses. It seems like theyre getting it contained. Reporter contained thanks to fastresponding crews and lots of water dumped from above. And they were all, i think just trying to figure out how to go about it. And then all of a sudden they just headed up there and started dumping the chemicals from the helicopter. Reporter some teams will remain on the hill in case of any hotspots. They tell us they still dont have a cause. Im scott budman, nbc bay area news. Up next at 6 30, our black out coverage continues. Were going to take you live across the bay area as many of our communities are getting their power restored. Plus holding pg e accountable, lawmakers making demands. We invesgate next. The whole reason theyve been shutting off the power is to prevent fires. Knowing that power is off eliminates one of potential threats. Its like its going to be apocalypse. No customers, no money. I dont know what a better way is but it certainly cant be this. The lights are starting to come back on, pg e telling us that 31 of the 735,000 people that lost power in the state now have power back. But people are still upset. Pg e still getting a lot of criticism from the governor to sam liccardo, local mayors, and a lot of customers. Everyone still asking why a billion dollar black out was the best option. The newly appointed ceo taking the blame but pointing out that the blackouts are likely to happen again and he admits pg e was not prepared. Our website crashed several times. No using computers, paper and pen like we used to do it. Reporter thats right. Pretty mixed feelings here at Williams Elementary School in san jose. Were going to show you some of the unexpected things that happened during this outage. The lights did come on but in an empty classroom. The power is back, but not until everyone here learned a lot about dealing without it. I thought it was a little bit laughable. The kids had just left and all of a sudden the power came on. Im like is this a joke. Reporter what could be more appropriate for a classroom dealing with a power outage than a lesson making a light bulb. Thats what this class did today. In fact, the k through 5 school even turned the lawn into a classroom. Its not that bad because we can work outside and we can get more fresh air. Reporter williams and its 657 students were one of four san jose unified schools to conduct classes without power. Gray stone, brett hard, and leland high also carried on in the dark. One of the biggest concerns caused by the outage was that fire alarms didnt work. So, at each school a district Operations Officer was assigned to roam the campus as a walking fire alarm. Getting back to basics without electronics had its benefits. Instruction has been adapted so were not relying on laptop computers, projection systems, or the internet. I think the biggest advantage would be having no electronics because we can finally get out and interact with other people. They handled it really well. It wasnt as horrible a day as i would have imagined it to be going into it. It was kind of funny when it came right on after they left. Reporter yes, in fact, some youngsters told me better late than never. But as youve been hearing im not sure a lot of other customers will be as philosophical as the students. Well said. What are we seeing . The good news is red flag fire warning did expire at 5 00 this afternoon. There you can see the warning. At 5 00 p. M. , that did expire. What about the fire danger into tomorrow . I want to put it into perspective. This is a burn index that firefighters use. You can see today it was 160 which is considered very high. Tomorrow drops down to 60 which is still in the high category and thats because the brush is so dry. But again were on the downward side of this wind event for the bay area. California is not in the clear. The same wind event we dealt with earlier this morning is hovering over parts of Northern California and Southern California. Right here around the Sacramento Valley we have a red flag fire warning thats continuing in the mountains. And then in Southern California also a red flag fire warning until 6 00 p. M. Tomorrow, 20 to 50mileperhour gusts from los angeles down to san diego. Real fast we have new information on the fires down there. I took a look at cal fire. 900 acres are burning right now, no containment, and dealing with 20 to 50milesperhour wind gusts. Well see you shortly. The power is out for many people in Sonoma County where people in that county have clear memories of how deadly and dangerous wild fires can be. Two years ago we saw the wine country fires. That doesnt reduce the frustration of everyone in the dark there. A lot of businesses are taking a serious financial hit. Tim. Reporter yeah, were in petaluma near the airport. You would never know it when you look behind me, the power has returned to this Shopping Center at about 4 30 this afternoon. Youre looking at restaurants that will probably be open tomorrow. Thats the story in petaluma. In sonoma we found businesses still hurting and tourists changing plans. For a couple from colorado, a fall visit to Northern California seemed like the perfect get away. Its supposed to get down to 20 degrees where we live, and we thought we would come out to california where it was warmer and bike to some wineries. And unfortunately, theres no power. Reporter like so many towns in this part of the state, sonoma relies heavily on tourism. Without power, this motel is nearly empty. This downtown bar is open but also empty. I feel terrible for them. Theyre losing a huge amount of revenue with no recourse. Theres nothing they can do. Each day the hotel, everybodys checking out. Theyve got a case here. Nobodys going in. A restaurant. I think its terrible for the economy. Reporter thanks to a generator in the alley, this cafe is busy serving coffee and bread products but little appreciation for how pg e is handling the threat. Were the best country in the world, we shouldnt have the excuse the power lines are going to fall down. Thats inept. Reporter one of those visitors from colorado also not impressed. All our utilities are under ground. Where we live we have over 300 inches of snow a year and weve never had the power go out, not once. Reporter late tonight we did check with one of the businesses. The power still not back on there in sonoma. Here in petaluma, the power is on but too late to make a difference to the restaurants. Theyll be open tomorrow. Thank you, tim. As weve been telling you, the union has been working without a contract since june. Among the Big Questions now, what comes next . A state legislature wants regulators to open a formal investigation into pg es investigation making. Heres jackson van derbeken. Absolutely unacceptable. This is unchartered territory for us and for pg e. Reporter state senator jerry hill frequently criticized plead guilty pg e. Had pg e acted responsibly here or are they running scared trying to protect themselves from liability . Reporter it turns out the cpuc has staff embedded at pg e Operations Center monitoring decision making. As pr pg e, the company stressed the mass shutdowns are the best alternative to deal with years of drought and the worst wild fire conditions since the 2017 north bay fire storm while it works out how to upgrade its equipment. We could all monday morning quarterback this from mier approximamy perspective, but we should go forward and have the unwaivering commitment to do that. About monday morning quarterback, were in the middle of all this. You talk about the blame to pg e but the cpc represents the people. Shouldnt they take some of the blame here . Actually theyre as we say in the story, theyre in the command story trying to get a handle on whats going on. Last year, pg e shut off the power and it looked like success but the regulators accused them of being disorganized. So it looks like weve got a repeat here with a lot of disorganization and a lot of blame to go around. Pg e still has a lot of work to do with had it comes to clearing its power lines from trees. Theyve only done 1 3 of what theyre supposed to do this year alone. And also they this over 10,000 problems they found that they havent fixed all of them yet. Pg e also has a big issue with trust and this only added to that. Can bill johnson turn the agency around at this point . Thats a good question. Bill was brought in after the oust of earlier ceo after the campfire. He came from the Tennessee Valley authority. So, he knows how to run big utility organizations. In this case, i think even he may have underestimated the challenge. Its a big challenge for him and pg e. Jackson van derbeken, thanks for your insight. Police showed up in force today at a south Bay High School over reports of a female student pulling a gun out on another student, a boy. Officers arrested the 16yearold girl at del mar high in glenn this afternoon. Officials say that what happened actually took place yesterday off campus. When San Jose Police arrived, they put the school on lockdown until they made that arrest. The student did not have a gun on her. We have a follow up on the story about stolen bikes. The bikes were in a u haul and belonged to a nonprofit in the east bay. Someone stole that u haul from outside an elementary school. It belonged to the cycles of chains, a nonprofit teaching kids how to ride. The chp found the u haul with 15 of the bikes inside it. Were in restoration mode at this point. We are. Power is slowly getting back on. Great news. Im sure a lot of you happy to see this. Only 5 to about 10milesperhour. Well talk more about those winds and where its moving next in a few minutes. All right. Here we go. Lets take you to oakland. Much of the days the winds have been getting in the way of pg es efforts to get the lights back on. That means the traffic has been difficult for people trying to maneuver their way whether at a fourway stop or at a stoplight. Melissa colorado joins us from a neighborhood where most people spent the day in the dark and figuring out how to manage day to day activities. Reporter not a lot has changed. The waiting game continues. The traffic lights still out. The gas pumps still not working. I did see a couple of minutes ago pg e crews in the neighborhood. Theyre likely assessing, examining, the equipment and powerlines. Homeowners are crossing their finger that is tonight is the night their lights come back on. That was the sound heard throughout the montclair neighborhood of oakland on thursday. Restaurants and stores left in the dark shuttered their doors. No customers, no money. After a day of mixed messages from pg e, the city of oakland says the company cut off power for 48,000 people on wednesday night. My wife has medication she has to keep in the refrigerator. We had to go to the hospitals and pharmacies try to find where that could go. Reporter nine schools closed, nine rec centers shut down, 80 traffic lights went dark. One of the few businesses that managed to stay open was safeway. Its kind of pitch black, a bit creepy. Reporter shoppers bike adam jacobs had to be escorted in one by one because all the lights were out and only one cashier was working. Salt and vinegar chips. Thats as exciting as it gets. Reporter while Oakland Police say it was a quiet night with no reports of break ins or looting in the neighborhood, people want to know when will pg e turn the lightsack on . I think theyre reacting to their own errors in the past. I would rather have this than awe fire. Reporter and we got some great news for parents here in oakland. Elm hurst will reopen tomorrow. The other eight schools are waiting from a final call from pg e. Parents should expect a robo call tonight with information. Hopefully this is the final stretch for many of us. This black out comes with a cost for a lot of people whether its checking into a hotel for a night or two or losing everything in your fridge, the numbers add up. Should you be saving your receipts . Will pg e cover some expenses . Samiri car doe said the city is going to try to recoop. I think the answer is going to be no. You think back to the fires and e floods, its common, homeowners and Renters Insurance Companies will cover unplanned expenses during a disaster but they view the black out differently. The Insurance Institute told us that it basically views this completely different. Insurance companies likely will not cover lodging, mileage, meals, spoiled food, et cetera. None of those temporary living expepss. Why . The triple i says that benefits from your home or rental policy kick in during mandatory evacuations, when theres a fire or Something Else at your home or your home is threatened by a disaster. But thats not happening here. So, that means your everyday homeowners or renters policies will not pay out. Nonetheless, some policies differ. In that case, what i say here is just pick up the phone and call. Talk to your agent. Just see on the off chance maybe you are eligible for reimbursement. Get a personalized answer. Dont just guess. Perhaps you have the gold plan or Something Like that. As for pg e, as jeff said, it is already announced that it is not going to help you out here. Yeah, and the good news, the winds down below 20milesperhour for a lot of the bay area. Hopefully theyll get a lot lot more of the power restored. You can see only 11milesperhour in santa rosa, 11 in diablo, 6 in san jose, 8 in San Francisco. We are, again, done with this wind event. The wind totals anywhere from 77milesperhour, st. Helena. We had sustained winds in Higher Elevations for several hours early this morning and that is why the fire danger was high. It ranged all over the place. San jose only 21milesperhour gusts. We did not except that gusty of winds at the lower elevations. That was no surprise to us. Just think it made the frustration a lot worse when you didnt have that much wind and your power was out. Now unfortunately the wind situation shifts to Southern California. This is very important to show you because theyre going to be dealing with the same situation we just had this morning. Theyre already in it. You can see the red to magenta areas into tomorrow morning showing wind gusts here anywhere from 40 to 50 plusmilesperhour. So, red flag fire warning until 6 00 p. M.
