Going to send 500 ventilators to the national stockpile. They stocked up before the surge. Is there free rent during this crisis . A controversial proposal coming from two city councilmembers. No rent for up to three months and a lot of landlords are not happy with this. Scott bud man is in san jose with more. Scott . The new plan would let renters apply for a grace period where they wouldnt have to pay rent for three months. Not a delay, just no payments for three months. It would help a lot of the People Living here, but its also leaving Property Owners and managers asking, whos going to help them. With job losses mounting, many san jose renters are facing a stark reality. They may not be able to come up with the rent. We want to raise our children here. We want to take care of our parents. Please keep us home and help our community before its too late. Two san Jose Councilmembers presented a plan via zoom. Fully waive rent for three months. Its a plan the city council will consider on tuesday. Their families are not going to be able to pay that back rent and so theyre having to make choices between feeding their families or paying the little they can toward rent. The status quo you spends 46 of your income on rent, you lose your job for two months, that pushes that share out of your income all the way up to 55 . The catch for landlords, the plan as it stands would require them to apply for Small Business loans to get the money theyre losing from tenants. Thats not going over too well. I spoke earlier to the owner of wedge wood properties, a Property Management company here in the south bay, he called the plan unfair because it asks Property Owners and managers to lose thousands of dollars per tenant without any guarantee theyll make the money back with government loans. That plan goes in front of the city council tomorrow. In san jose, scott bud man, nbc bay area news. We will stay on the story tomorrow as well. How stable is your job, a new survey shows one in five major Silicon Valley companies is considering layoffs. While the vast majority of businesses say they plan to keep hiring, 13 responded that layoffs are necessary. Another five percent say theyre thinking about it, 61 say theyre hiring at their usual pace. The survey was done by the Silicon Valley leadership group. Santa clara county may be nearing its peak of cases, thats the word from the top Health Officer in the county. He joins us live today with what else dr. Cody had to say. Damian. Reporter this is the Emergency Operations center for Santa Clara County, this is where all the updates are coming from. The numbers appear to be leveling off, thats the good news, the bad news is, this is not over yet. We still dont have widespread testing. This is what the new normal looks like. We started with a question at the top of everyones list. Have we bent the curve . I dont think weve peeked. What i can tell you is we have slowed things down. For example, if you look at the beginning like right around when we put the shelter in place order, the it was growing fast, right . It was numbers were going up quite a bit every day. And now that weve had that order in place for more than two weeks, what you can see is that the growth has slowed. So were still growing, but were not growing as fast. What will be your benchmark. What are you looking at when you start opening a door, if you will, and allowing people to start normalizing every day life. This is a really really really really hard question. I mean, if you remember, it was really hard to put this in place. Really hard to put this in place, and i would say that the actions that everyone collectively has taken have slowed things down. Its going to be really hard to know how to let up, how to time that. And where to do it. Were looking to experiences and other parts of the world that have already been with this through this, what worked and what didnt. And so i can tell you that in places that had a lockdown. Extreme shelter in place like we have, if you take it all at once, things rebound. Do you see the 49ers playing in a packed stadium come september . I dont know. We all need a chuckle these days. We do have the rest of the interview on our website. It should be uploaded in the next couple hours or so. Our digital team is working hard on that. We have ten minutes with dr. Cody, but thats a lifetime considering she is in high demand. Thank you, damion. An update on the outbreak of an east bay nursing home. One person has died and 48 others have tested positive. The Health Department confirms 27 patients and 22 staff members. All patients and the entire staff were tested after two caretakers showed symptoms. The two people who died had been in hospice care. Public health is now testing at two other senior care facilities in the county. The San Jose Fire Department continues to be hit hard, 15 firefighters have now tested positive for the virus. Two have recovered. We first told you that a san jose firefighter had contracted covid19, that forced the department to send dozen of firefighters home to selfquarantine with their families. A cluster of 15 confirmed cases is the largest among bay area First Responders. Were looking at infection rates across the bay area, none comes close to san jose, oakland fire has confirmed cases and three firefighters in quarantine. San mateo has one confirmed case. We will continue to track these numbers. Tourism is the number one industry in industry, and the industry is crippled. Lets bring in Jessica Aguirre from home. When will tourism recover. It may be a long time. And that is the key question, raj. 26 Million People left their hearts in San Francisco last year, tourism and hospitality is the number one industry in San Francisco. If you think about it, hotels generate alone 450 million in tax revenue. As we go into week four of staying at home, the losses are mounting and its staggering. I spoke to an Industry Expert to find out what its going to take, when the shelter at home order is lifted to get that economic Engine Running again. He says its going to start with all of us and thinking local. What is it going to take once they lift that shelter at home order for San Francisco and the state to get back on its feet in terms of tourism . Well, its going to take for us to the actual citizens of the bay area, im crying out for everyone to travel. Trust and twrafl, once this ban is lifted and we feel its safe to travel, and trust in travel, we can put our neighbors to work. San francisco travel, the tourism arm of San Francisco, if you go out to their site, right now, its getting people excited about even a staycation. How long do you anticipate a recovery financially for the Tourism Market . Im really confident ive been doing this for 30 years, and as a native San Franciscoan. Ive seen this industry be resilient after 9 11, after the great recession, and it takes either a couple months or years, but the good news is, theres light at the end of this tunnel. Light at the end of that tunnel means recovery is going to start with leisure travel. And then work travel. And the third arm is convention travel. Coming up at 7 00, were going to talk to peter about the losses of conventions for San Francisco. And what its going to take to get that back on its feet, especially now, are Companies Going to be hesitant now that we can do this from home and talking like this, are people going to want to go back together . And how long is that recovery going to take. A lot of layers to the story. Up next, bay area restaurants burglarized. The reason theyre being targeted by thieves. They were left on the doorsteps of shelters. See how a bay area man is doing something good for pets that people were forced to give up. Im jeff ranieri, tracking the rain thats moving through the bay area now, ill get you ready for tomorrow, in about 7 minutes. What we do now will forever change our tomorrow. So lets do the right thing, today. Lets stay at home. Lets wash up. Lets always keep our distance please, six feet apart at least. Lets look after ourselves, as well as others. It will all be worth it. We can all do our part. So those on the front line can do their part. And when this is over, we will all, continue, to thrive. Bay area restaurants are seeing a devastating drop in business during the stay at home order are getting hit again. This time during burglars. A look at some of the restaurants recently targeted. Mary ann . Im here in san jose at jack holders, it was burglarized during the weekend. Just days after jack holders in san jose provided free meals to more than 200 First Responders, someone smashed a window and broke into the restaurant. The initial reaction is anger. Youve been violated, you did something nice for your community. And then you come here and some low life has broken into your place of business. The thief stole tablets that link the restaurant the to door dash. A lifeline for the restaurant now surviving on to go orders. A burglar broke into loft bar and bistro saturday morning. Stealing alcohol and electronics and causing 5,000 in damage. For a Business Owner that had to lay off employees, and being clo closed without a choice, its like being stabbed and pouring salt on your wound. Theyre one of the few businesses still operating during the shelter at home order. In the east bay, burglars recently broke into slow hand bbq in pleasant hill. Grabbing a cash register. It contributes to the fear and vulnerability that were all feeling right now, its awful, its awful. Forcing restaurants to battle bleak business and burglars. In san jose, Marianne Favro nbc news. Tracking how covid 19 got to the bay area. Theres no patient zero, the first case we saw as we originally believed likely came from travelers during the earliest days of the outbreak. The Study Compares viral genomes from 29 patients. The strain came from people traveling from europe, including early cases in San Francisco and sacramento county. Other cases were tied to the same strain as the very first u. S. Patient in washington state. That strain was also detected in patients in sonoma, marin counties and aboard the grand princess cruise ship docked at the port of oakland. San francisco opened a new testing site today. The new location right there at pier 32 allows First Responders or others to drive up or walk up. The site will be able to test up to 200 workers each day by the end of this week. By providing them dedicated testing, we can aswathe anxiety and speed the recovery, sao that these First Responders can be with their family and continue to serve the health of our city. This has been 1k357bded to allow Grocery Store workers and pharmacy employees to be tested in the near future. Its not just people were talking about, its animals as well that are struggling. Many cannot afford to take care of their dogs and cats. A pleasanten man is finding a place for wayward dogs and cats. I was quite thrilled after being kooped up for four weeks, that i could get out of the house for eight hours. And do some good. Hes an engineer whos been doing this kind of volunteer work for about four years. He says before the covid19 crisis, he was transporting three or four animals at a time. Its an effort that will likely prevent those animals from being euthanized. None of them want to put down a dog or a cat. Sometimes theyre forced into these circumstances. Yesterday his special cargo included two mama cats with 6 and 7 kittens each. Delivering them to foster homes in castro valley, danville. When i dropped them off, these dogs are running around, tails are wagging, theyre happy, they realize theyhave b foster to step up, as the crisis has led to an infwluchl of newly surrendered animals. If youd like to foster an animal, contact your local animal shelter. Some behind the scenes newsroom talk jeff and janelle, janelle was flirting with the idea of adopting an animal, which would be great. It would be great. At first i would foster it, see how it goes. My daughter would love a dog, and i know you have a dog, lucy, whos making appearances. Well hope shes making an she needs a haircut, so we have a clip in her hair so she can see. Thats not an essential business. I know. Yes, all right, lucy is a true weather dog, you guys, when that weather changes, she knows something is coming in, and with that rainfall the past couple days, your pets paws are probably a little wet. Were going to get some dry weather in here where you can get outside and enjoy it. Lets get you a look right now, what were dealing with is this storm system thats just off shore. Its slowly moving up to the south. Weve had some isolated thunderstorms in the north bay. Whats unusual about this storm system, the way its moving, the rain is moving from the south off to the north, this is going to keep heavier pockets of rain over movado. Petaluma through 650. The north bay is really getting hit the worst with this wet weather we have moving in right now. As we head through tomorrows forecast, and we see a slight chance of a spotty shower down there over the south bay, maybe for san jose and gilroy, right up there for the north bay, nothing big. My forecast tomorrow has temperatures warming up a couple degrees. I think youre going to need that jacket, especially for the morning. Well start with the 30s, 40s, then by the afternoon, well get to the low 60s here for the inland valleys, with a little bit of a breeze, it will feel like the upper 50s outside. Were going to go over that full micro climate forecast in complete detail. We have made some large headway here, the end of february, were at 38 of normal, right now were up to 64 of normal for the central sierra, which includes lake tahoe. Well take a look at the reservoir level in about 25 minutes and ill share something cute from just mail bag. Well get a little email here. Hopefully getting everyone out of the case of the mondays, if you have them here. Everybodys trying to get through it. Well see you in about 25 minutes. Up next. Thats not stopping the bay area musician from continuing to make music. How hes staying positive in this new normal. The best way to predict the future is to create it and change the world. Here at abbvie, were inventing medicines of the future to create tomorrows that will be healthier. And happier, while making medicines that help people right now. Because thats the present we wanted to live in. And thats the future we all want to see. Abbvie. Here. Now. Sheltering at home and coming to you live from my home in pleasanton where i have my new studio up and running. What happens if you cant play your regular gig and youre a musician. If youre around intrip id musician, you create your own gig at home. What a poignant song. Hes an east bay mu six. A big hangout down here. Obviously, hes furloughed, and he really captured in that song what so many people are feeling with the loss of their job. His wife has been furloughed as well. He raised money for livermore and waiters. Just some of the ways were creating the new normal. Extended family dinners by zooming together. All their families were out throughout the east bay, and then theyre doing some outdoor social distancing with their kids, one of the oldest kids, calvin is still working at a Grocery Store. One of those front line workers. The other kids sit across from him in the yard so they can still socialize and meet their siblings. Many of the ways that were all kind of adapting to new ways around us. Into the to be outdone. Weve been sighing lucy all week long on tv, i want to introduce you to my dog. Olivia, can you bring luke up please. I thought you saw her with the dog a while ago. Shell make an appearance. Heres our cute little luka and olivia. She and her photographer rich use a boom mike to social distance while getting critical interviews. One of our concept producers brian, vr boxing is part of his morning workout. Its a killer cardiosession. Hes young, good looking and in shape. This makes complete sense that hes doing this. Hes got moves. He does. Up next at 6 30, San Francisco makes a big move to help the Homeless Community after two people test positive for the virus. A notable announcement about californias stock of ventilators, why other states are now taking note of what were doing. New precautions at San Franciscos largest homeless shelter, where two people tested positive over the weekend. The city is shifting its focus on how and where to house the homeless during this pandemic. A lot of critics are questioning why this took so long. This is Multiservice Center south. The citys largest homeless shelter with 340 beds, the biggest in northern california, run by st. Vincent due paul society. Id rather be there in there han on the streets. We talked about the cramped conditions there. Over the weekend two residents tested positive for the coronavirus. They and 19 other potentially exposed residents have been moved out. While the city cleans the shelter, puts in place new screening rules and starts requiring everyone there to wear some sort of mask. But a leader of the citys homeless effort says their bigger strategy now is to house 4500 at risk homeless in vac an the hotel rooms. There are many factors that go into Opening Hotel rooms, including meals, transportation, security, cleaning. City supervisor says that action is too little too late. Its not enough. Every single older, sick or Vulnerable Person should be in a hotel if they can selfcare, tonight. We have the room, theres no reason why they shouldnt be able to commit to that. Haney points to laguna honda where staff now have covid 19. He says the city may already be too late again for the homeless. Nbc bay area news. Other states desperately need more ventilators, california is answering that call. Governor newsom is sending 500 ventilators to the national stockpile. The state scrambled to stock up on ventilators before the surge in cases. So far, things have remained manageable. The governor pointed to physical distancing as one of the big reasons why, and urged everyone to keep it up. We continue to do that. We continue to hold the line, then these models will continue to buy us time, because you by definition are bending the curve which allows us the days and weeks to do exactly what you see being done right behind me here at sleep train arenarena. Its an example of an organization volunteering space. This is the former home of the kings. You can see the kings owner on the right side of your screen, the kings still owned that arena, the governor is also identified the Oakland Coliseum as a potential surge site. Lets bring in larry garston from home. This is a big platform for Governor Newsom. Millions of californians are tuning in on a daily basis. What can he gain here politically, if he plays this right in. A lot. They say a crisis brings out the best or the worst in someone. And it seems to be bringing out the best from Governor Newsom. This is a person who is the west coast version of Governor Cuomo of new york. Heres a person who really wasnt known much outside of california, and has not only the platform for californians. Its clear that at least for the time being hes exceeding all expectations. I watched his News Conference today, he had every number you could possibly want. Right at his fingertips. He knew where all the beds were, how many ventilators we had, he didnt have a lot of people around himp he had basically himself and he was flawless in the way he managed the entire presentation. We know that hes very gifted when it comes to public speaking. Lets talk about recently, ive watched every one of the daily briefings for the last three weeks, more than four or five times hes publicly praised President Trump for them working together. Thats a big change from a couple months ago. Why is he doing this, whats the strategy here . I think he realizes its easier to get along than fight. He went through the fighting process a couple years ago, when he argued with the president about the wildfire coverage, about the high speed rail dollars, the government wants to take about. The battle between california and feds. Now hes saying a better way to get what i want is to go along with the system. The 500 ventilator loan is priceless in terms of the symbolism, because it shows the extent to which newsom is bending over backwards to help the president. Clearly theres something for each of these people to win, california, its showing the next generations leader when were talking about politics. Would you be surprised, 2022. Would you be surprised that Governor Newsom would run in 2024. He has to get reelected. Depending on whether the democratic nominee would win the election. Whoever wins in 2020. Hes young relatively speaking. And hes got 15, 20 years ahead of himself, thats a lot of elections ahead. Lets talk money. California has committed 2 billion for managing this crisis. Where is the money coming from, is it going to come from our public schools, our health . Where is it going to come from. The Rainy Day Fund. So many people discharging the state for raising all this extra money, why do we need it . This fund is now 20 billion. The first two billion to come out of that or some preliminary work that will be repaid with that 2 billion chunk. The Rainy Day Fund cant equalize all the tax dollars that arent coming in. The personal income tax pays 70 of the budget. The sales tax no budget money coming in, thats growing to hurt desperately, thats why nancy pelosi is involved with phase four, she knows, she understands that state and local governments have to be repaid for all the money theyre laying out. The governor the likelihood youll have a lot of cooperation from nancy pelosi down stream. Otherwise, the schools take a big hit. K through 12 takes 40 of the budget. We need to have we need to see whether the federal government will compensate for the money theyre not getting in from state and local. Its going to be a critical 6 to 12 months of this fallout, regardless of when this all independents for us. Thank you very much. Big announcement from President Trump about efforts to get protective equipment to Health Care Workers on the front lines. 3m has been in a public balk and forth with the white house. The company has now committed to making more than 55 million face masks each month. Were going to be getting over the next couple months, 166. 5 Million Masks for our front line Health Care Workers. So the 3m saga ends very happily. The president also saying, bay area companies, apple and sales force for helping provide ppes, apple ceo tim cook announced his company is making face shields each week and has already delivered some to kaiser per permanente. Johnson has had the virus for 11 days now, yesterday his doctor advised him to go to the hospital for tests. His symptoms were not getting better. Tonight johnsons office says the Prime Minister is conscious and not on a ventilator, he has temporarily given authority over to his foreign secretary. Up next at 6 00 ventilators in short supply and high demand. Santa clara county wants to buy your used ventilators. What its offering to take them off your hands. What we do now will forever change our tomorrow. So lets do the right thing, today. Lets stay at home. Lets always keep our distance lets stay at home. Please, six feet apart at least. Lets look after ourselves, as well as others. It will all be worth it. We can all do our part. So those on the front line can do their part. And when this is over, we will all, continue, to thrive. And change the world. Here at abbvie, were inventing medicines of the future to create tomorrows that will be healthier. And happier, while making medicines that help people right now. Because thats the present we wanted to live in. And thats the future we all want to see. Abbvie. Here. Now. The rain didnt stop dozens of janitors from taking to the streets today. Theyre protesting unfair working conditions. The janitor s cleaned the building, 150 of them laid off last week, they suited up and marched to headquarters today while practicing social distancing. While every other employee working in the same building is being paid and taking care of their families, the people who clean the offices of this company unfortunately have not. They dont get paid by, theyre paid by a Third Party Vendor here, the janitors will be paid their full salary for the upcoming week, while negotiations continue. And theyre going to start Santa Clara Community is turning to the community for help. Theyre looking for old or broken ventilators to be refusherred. In exchange, they will then be sent to hospitals around the county. This call to action ensures theyre going to have the equipment they need and all around Silicon Valley every hospital will have the equipment they need to make sure we can save lives. Santa clara county would like 1,000 ventilators for the surge in covid19 patients. As we begin week 4 of our sheltering at home, lets begin with our chief meteorologist.
