For covid19. Out of the 35 residents, six have passed away. There is a surge of people who tested positive for the virus at the east bay post acute facility. We believe that is in castro valley. 17 staff there and 9 residents tested positive. No one at that facility has died. But back here in hayward, we spoke with a man outside who is concerned about his grandmother. She has lived at this facility for two years. I was able to go up to the window. She was there. Shes good. Shes good. But just a little upset that no one called us from the family. We have to find out from a news alert. And evidently theyre still not talking to anybody. You know, i just want to know whats going on, who is in charge here. And make sure that my grandmother and the other residents are will be. Reporter well, some people out there may recognize him. He just happens to be a City Council Member in union city. Information is not complete at this time. We dont know when the residents tested positive. We have no timeline on when the six people died. As you know, care home facilities are very vulnerable to this deadly virus. Well have more information on this story coming up at 11 00 tonight. Reporting live from hayward, im cheryl hurd, nbc bay area news. Cheryl, good information and our hearts go out to all the families. We talked about hayward, castro valley, and Nursing Homes have been a hot spot for this disease from the very beginning. The number of cases now in Pleasant Hill at a facility there has gone up. The Carlton Senior Living center now reports 16 people have tested positive. Of those 16 cases, five are patients and 11 are staff members. A third nursing home in the east bay has also been hit hard by the virus, and the state is promising to help staff in a facility in arinda. Nearly 26 people who live there are sick. Candas anderson welcomes the states help running the 47bed facility. Thats our number one concern from a county level. So many of their own care workers have come down with the covid virus, and will be working to fill those needs, back fill those with state workers to come in and provide that level of care. She says the state is planning a joint inspection of the facility with county officials in coming days, which could lead to even more involvement. We are following some breaking news out of alameda county. The Master Tenant of the ghostship warehouse will be released because of coronavirus concerns. Right now 11 inmates have tested positive. Hes awaiting his second trial for the warehouse fire. It was a hung jury for the first trial. The Sheriffs Office says he will have to wear an ankle monitor while out. The new trial is set for july 6 of this year. We hear about new york and louisiana and houston. There are many hot zones across the country, but lets start here at home in terms of the numbers. You can see each county here in the bay area. 4200 reported cases across our region. In Santa Clara County alone down at the bottom, about 1300 cases reported infections here. Now, lets compare this to the epicenter in u. S. New york has nearly 17,000 reported cases. Your see the graph here. New york in the orange and then california in the blue. New york has 149,000 cases, almost nine times as many. The death toll here in california, 442. New york has 14 times higher, with the death toll there in the green, 6,200 right there. So what is happening here in california . What are we doing right . Lets bring in our reporter. Reporter experts and Disease Control say the main difference isnt about density or area. Much of it has to do with two major things. When we started staying home and sheer luck. As covid19 tears across the country, california has managed to slow the virus. It was a days long process to test people and allow them to disembark at the port of oakland. Two passengers and one crew member have died. If you live in the south bay, you probably get that loud text alert at 4 30 this afternoon. A new county directive ordering businesses to take stock of ppes. With the projected covid19 peak expected next week, county leaders want to know who they can lean on locally since state and federal aid is not reliable. We know we need ppe to protect Health Care Workers, first responders, and other medical staff so they can continue to deliver Critical Health Care Services to everyone in our community. But from the beginning, the one thing thats been consfanlt tan fighting it with soap and water and vigorously washing your hands. So how is it an infection that has killed hundreds of that has infected 100,000 people and killed so many, no match for just plain old soap and water . So we spoke to a biophysicist about why coronavirus and soap dont mix. How does that work against the virus, just soap and water . Absolutely, yes. So if you ill go back with this example of me being the virus. When i show up to the door of the cells, and in my pocket will say i have any instruction with my genetic material, the envelope thats carried in is a lipid envelope. Now, lipids are kem ii ii iic chemically similar to soap. So with the addition of soap and scrubbing, it essentially disintegrates that particle, or that envelope rather, and when that envelope is gone, the virus is inactivated. So, again, soap and water and vigorously watching your hands is such a battle front here. And really such a great thing. So he told us that you really think of the virus as like a home invader that comes into your house, rearranges the furniture, gets all the instructions to all the parts of your house and infiltrates it and replicates itself over and over again and creates new instructions for your body. Thats why its so damaging. He also says in terms of antiviral drugs, it takes ten years to develop those. So the only thing we have to fight it besides washing your hands and making sure you dont spread it is the current batch of antiviral drugs that we have right now. We like his analogy. Stanford is conducting one of the biggest tests of its kind, trying to determine if someone who contracts the virus and recovers has built up any immunity through antibodies. Stanford has been researching the Antibody Test with thousands of volunteers, including some people at a park last week. You see them there. Now the hospital is testing its own employees to see who might have been infected already, and if that explorer protects them from getting reinfected. Public Health Professor h. Wesley clark says Antibody Research is a new frontier. Then what we can do is identify people who have developed some immunity, which is important here because the new virus, not a whole lot of people have any kind of immunity. So a closer look at the Doppler Radar satellite right now across the bay area. We have these high clouds that have started to stream in from that storm off to the south. So as we move through tomorrow morning, notice the south bay would have the best chance of that rainfall with spotty chances over contra costa and alameda counties. With this setup, everyone should prepare for a hit and miss shower tomorrow. If you have a job planned or youre going to head outside for a little bit in that fresh air. As we move through the afternoon, well see that storm pull away and our chances will start to decrease. Temperatures really dont fluctuate with this storm. It brings in mild air, so low to mid 60s for much of the bay area tomorrow. But one teacher in the east bay at Dublin High School is really taking it up a notch. Michael gambrosio is a teacher and assistant coach and decided he needed to do something else. He got his students involved because he wanted to help the community. He created a Facebook Page and just within days he had hundreds of people saying they wanted to help him and a slew of projects to work on. So tell me about some of the projects you have taken on through this Facebook Page. What have you done . It started off with just helping people who may have been over the age of 65 and couldnt leave their house, and we were getting, you know, picking up their prescriptions, which lets you help families that may have lost jobs with diapers and food. But the biggest project we just completed is we wanted to help the local restaurants while still helping the people that were working at theal. We collected money, which we collected over 5,000 in about four days and contacted all the local restaurants and we purchased these 500 gift cards. And some of the restaurants matched our donation, which then we sent those gift cards to the hospital. What is do you want your students to remember about this moment in time . If anything, its to tell the kid that this to understand what really life is all about, being there for your family and supporting one another, and that in the blink of an eye things can change and everything can be taken away from you. Boy, that is true. Things can change in the blink of an eye. He says one of the things he does with distance learns that is really powerful is after the lesson is over, he leaves the zoom open so the kids can talk to each other. What we know right now is that the ship is on its way into open waters. It just passed alcatraz and now moving toward the Golden Gate Bridge. Hundreds of crew members are still on board. The cruise line is working to get the crew members back home. Theyre from dozens of countries from around the world. The ship will sit and hold in open waters until it gets word where it goes next. Bernie sanders suspends his campaign, setting the stage for a faceoff between joe biden and President Trump. The former Vice President expected to be the democratic president ial nominee. This is big stuff. The senator senator sanders says he still wants a voice. He told supporters he will stay on the upcoming primary ballots to strengthen his influence on the Democratic Party platform. Then together, standing united, we will go forward to defeat donald trump, the most dangerous president in modern american history. In a written statement, joe biden promised that senator sanders will be part of the Democratic Partys path forward. Lets bring in larry girsen worken from home. Bernie sanders lost steam several weeks ago. Any significance to the decision made today . Well, i think it was a matter of timing, raj. The fact of the matter is, sanders had to win 2 3 of the remaining delegates between now and the convention. Thats a hard uphill climb, given the deficit he already had. The thing that really did today, the Tipping Point was the wisconsin primary. Back in february, sanders was a heavy favorite to win that primary. A poll taken just a few days before the election, however, yesterday found out that the wisconsin folks favored biden by almost 21. You put those things together, and sanders deciding no, this is probably as good a time as any. Let my folks down gently, let them know how important theyve been, but time to close up shop. What is the strategy . Bernie sanders is still on the ballot collecting delegates. Does that hurt joe biden . Not necessarily. He wants to collect those delegates because he believes hell be able to have more of a force when it comes to the platform. All the planks, as theyre called, the various issues that got on the platform. Look, hes in a delicate spot. On the one hand, he knows his time is up. On the other hand, there are people that have been with this man for five years. They have worked their hearts out. So he has to be careful the way he lets them down so hell be available to biden downstream with his delegates. A lot of passion in the bernie camp. President trump took a swipe at joe biden questioning why president obama has not endorsed biden. Will that happen and when . What is the protocol here . It certainly will happen. Look, the president has been president obama we should say, has been very careful to stay out of that fight. You dont want to be on the wrong end of a fight should somebody you didnt expect to win winds up winning. So the president let widen and sanders go at it along with the other candidates. Now that its settled, you can expect obama to get in full throttle. Thats going to be very important when it comes to cinching up the africanamerican vote, which Hillary Clinton did not do so well with four years ago and biden must do well with. Moving forward here, is this going to hamper joe biden in terms of campaigning to be president in november . Because theres no really Campaign Stops or visits with covid19 here. Covid19 is a problem, but it could be a benefit. Why is that . If you look at the recent polls, it shows that the public is increasingly unhappy with the way that President Trump has managed the countrys dealing with this whole issue. So the longer it goes on, where people become more and more unhappy, this becomes a Major Campaign issue for joe biden. Would he rather be out there . Absolutely. But in a sense, the longer this goes with the country not answering the bell as fast as it might have, according to critics, the more that biden has a beautifully builtin campaign issue. Its also helpful that sanders leads the campaign now, or technically suspends his campaign now, so that biden has time to really bring together his forces with the biden with the sanders forces. Im talking about campaign personnel. So it doesnt appear that biden will be hurt in the short term, especially given his gift, if you will, by the way the president has been managing this issue. Contingency plans. What if at some point joe biden is infected here, what is the backup plan for the Democratic Party . We know this much, if someone is infected, theyre likely to be out of commission for two, three weeks. That doesnt mean a whole lot particularly right now. Of course, weve always got an issue, whether its biden or sanders with his heart attack of prominence in a political world, if theres a serious problem, and the person has to withdraw. Then you are back to square one and the party has to run around like crazy trying to figure out what to do. But thats something i think people arent going to think about, unless it happens. Thats not to say they dont have a plan. It could be that the convention is settled, before hand. But right now theyre thinking first and foremost about bringing the biden and the sanders forces together in a way that they really congeal. Because as sanders said today in his remarks, the number one goal as far as hes concerned is defeating President Trump. She says shes 61 years old, diagnosed with lung cancer. And the cdc recommends people like her stay home because of her condition. But she says the only way she can use her food stamps is at the supermarket. She asked us a question by email reporter we took that question to the department of social services. The state says it has applied for federal approval to let food stamp recipients use benefits online. And today, the federal government, the food nutrition service, or fns, approved californias request. So we want to know how is it going to work . Where and when can you reseem . The approval received is consin tent upon working with existing retailers, amazon and walmart. Theyll continue to work with the federal government to bring additional retailers on board and implementation is expected in late april. Well be looking for updates on the states website right here. Through the afternoon, well see that storm pull away and that will take most of those rain chances with it. So the morning would have our highest bet here of some rainfall tomorrow. Youll see on the forecast map here, los angeles nearly half inch. I think max totals could be around 0. 2 of an inch for the south bay. North bay, things drop down to about 0. 01 of an inch.
