Shark attack. Take a look at video from Sand Dollar Beach south of manresa state beach. The 26yearold surfer now identified as ben kelly was attacked and killed by an unknown species of shark. It happened about 1 30 this afternoon. We have learned two other surfers were in the water at the time of the attack. It happened less than 100 yards offshore. We spoke to a marine biologist would talks about the particular dangers of that area. Its very common to see these juvenile predominantly fish eating sharks in the northern part of the bay. However, the shark that attacked our surfer friend early this morning that happened down at Sand Dollar Beach, attacks down there are very common, but only on seals and sea lions. The water one mile north and one mile south of the attack is going to be closed for the next five days. Deadly shark attacks are extremely rare. No matter what you might think, theyre rare. The last one recorded in california was back in 2012 in Santa Barbara county, the last shark attack in Santa Cruz County was not deadly. It was also back in 2012. Take a look at these photos of a shark spotted today just about six miles north of the deadly attack. That shark very close to a kayaker as you see right there. Most of the recent shark encounters have occurred on the Central Coast or Southern California. Now to our coronavirus coverage and the back and forth between tesla and Alameda County. So on saturday, the automaker upped the ante by filing a lawsuit in federal court against Alameda County. This seems like kind of the next move in their efforts to reopen. But theyve got orders for every model. Reporter county leaders say theyve been working with tesla on a safety plan to protect its thousands of employees. Tesla cannot actually sell its cars in the lone star state. Texas law prohibits manufacturers from operating or controlling a dealership. Only franchise owners can sell cars. Tesla pushing to reopen its plant comes as Alameda County sees a large increase in covid cases. The county reporting 60 new cases today, bringing the total number of cases to more than 2,000 there. The countrys leading expert on covid19 is in a modified quarantine tonight. Dr. Anthony fauci was exposed to a white house staffer who tested positive for coronavirus. The doctor says he is low riskbased on the type of exposure. He is working from home and is going to be wearing a mask for 14 days. Fauci expected to appear before a Senate Committee on tuesday, and he says hes going to be there. Hell be wearing a mask and keeping six feet away from everyone. Fauci tested negative for coronavirus yesterday. The head of the cdc and the fda also quarantining. New at 11 00, former president barack obama is blasting the Trump Administration for a wide range of issues, including the president s handling the pandemic. Mr. Obama has been largely silent on political matters since leaving the white house. But yesterday during a call with thousands of people connected to his administration, he pointedly criticized president trump. He called the Coronavirus Response an absolute chaotic disaster, warned that americans very rule of law is at risk, and declared that, quote, this is how democracies become autocracies. The call was partly to rally support for his former Vice President and president ial candidate joe biden. The u. S. Death toll from the coronavirus reached a grim new milestone today. More than 80,000 people have died from covid19. The number of confirmed cases stands at nearly 1,350,000. There are also disturbing new developments as several child deaths are being linked to coronavirus. In new york, three children have died of an inflammatory syndrome getting covid19. The syndrome damages the heart and blood vessels. This comes after months of observations that children were not getting seriously ill from the virus. It turns out a lot of peoples benefits are being put onto debit cards from the past, and those cards have fees listed in the fine print. Stacys job is helping people visit exotic places, but planes are parked, hotels are closed, and people are staying home. So im currently furloughed. Reporter stacy is now collecting unemployment. She tipped us off to an ongoing glitedd, offers benefits by check or debit card. Direct deposit is not an option. The edd website says you get your money sooner with a debit card. Well, stacy waited weeks for hers and got nothing. When she finally called in, she couldnt believe what the operator said. Eight years ago was the last time i claimed unemployment, and edd was putting my payments on this 8yearold expired, nonexistent card that i dont know if i threw it out or its somewhere in my house or whatever. So i had no access to it. Reporter stacy requested a replacement card. Our inbox is full of complaints with workers in the same boat, finding their money has been parked for weeks unbeknownst to them. Bank of america runs the debit card program. It recommends you check its special edd website to see if theres an old debit card with your new benefits on it. Theyll replace it free. The edd says an unemployment debit card is valid for three years from the date its issued. So how could money be deposited onto a card like stacys issued eight years ago . Bank of america said an underlying account remains active even if a card expires. It explained that its proactively issuing replacement cards to some people though it declined to say how many. A spokesperson stressed bank of america is not making any interest on the money thats sitting idle, and to help workers solve the mystery of their missing benefits, the bank said it increased phone staffing tenfold. As we looked more closely at the unemployment debit card, we found Something Else fees. A 1 atm fee, a 15 emergency transfer fee, and a 10 express card replacement fee. This is for people who have lost their jobs, and i dont think there should be any fees at all for anything. Reporter the fees are part of bank of americas contract with the state. Consumer advocates have applauded california for fewer fees compared to other states. Still, its a lot of money. Lets look at 2013. The National Consumer law center said California Workers paid 1. 8 million in edd debit card fees that year alone. Unemployment was around 9 . Now its perhaps 20 . So watchdogs suspect todays workers will give up much more than 1. 8 million in bank fees. This is a huge windfall for bank of america. Reporter michelle evermore is whether the National Employment law project. Shes calling on bank of america to immediately end the fees. Workers who are unemployed need the money. They shouldnt be paying fees to large Financial Institutions, and direct deposit should absolutely be an option. Reporter we asked bank of america about the fees. It said, we are waiving express delivery fees for replacement cards, and we are pleased to support the state of california in their efforts to provide these critical funds to millions of residents during these unprecedented times. Stacy wants the state to rethink how it pays benefits and eliminate the bank middleman who is between Unemployed People and their Unemployment Benefits. Yeah, i think direct deposit would be easier because its just one less step. Reporter one more time, heres the website to check to see if you have Unemployment Benefits on a card you probably forgot about. We asked the edd for information about all of this. We sent them some questions last tuesday. Yesterday they responded and said, we might get some answers next week. Were going to leave this up while we talk one last bit about fees. You dont necessarily have to get stuck paying those fees. You can use the debit card at stores just like you ordinarily would use a debit card, and theres no fee for that. But if you need to get your money off of that intermediate debit card to pay bills, bank of america says you can transfer that money for free. You can also set up recurring payments so each time the edd puts money in, it can be sent back out to the Financial Institution or bank that you usually use. Notice our temperatures around the bay area, pretty uniform, mid50s, but the biggest change at this hour are some of our inland valleys, the areas in darker blue out towards the trivalley. Many locations 15 degrees cooler than the same time just after 11 00 last night. Winds onshore will bring in the low clouds. Well see some drizzle and mist very likely.
