Being allowed to offer Curbside Pickup starting monday will help provide some relief financially and emotionally. Reporter San Mateo County and fris are breaking with other bay area counties and allowing retailers and manufacturers to enter phase two of reopening. It does include all retail in San Francisco, and were talking about close to 95 of businesses that have unfortunately been closed. Reporter in San Francisco if a shop has a curb it can also pick up. Customers in both counties are expected to wear masks and practice social distancing. Allowing people to come down and pick something up at the toy store will help increase foot traffic in commercial corridors. Nearby restaurants are hoping that will translate into an increase in orders. We still get people saying oh, we didnt know youre offering takeout. Reporter at lucettis in san mateo owners say allowing customers at neighboring shops on 25th avenue will be a welcome sight. Any kind of foot traffic we can get, it will help our street. Reporter San Mateo Countys Health Officer is expected to update the health order and offer more details later this week. Jean elle, nbc bay area news. Now, around the bay area it is a mixed bag as far as which counties are going with the state guidance and which counties are going it alone. Jean just talked about San Francisco and san mateo counties. You can see marin also intends to reopen more businesses monday but says it could pull back if theres a spike in covid cases. Sonoma, napa, and solano counties already loosened their stayathome orders last week but santa clara contra costa and alameda counties arent budging, at least not yet. Although alameda did hint it could lift more restrictions in the coming days. Well, new at 11 00 tonight, unlawful, invalid, and unenforceable. Thats what the Wisconsin Supreme Court called the state stayathome order. The court found the States Health commissioner exceeded her authority and in turn struck down the order. Tonight on msnbc Wisconsin Governor Tony Evers responded to the ruling saying the state has been thrown into chaos. Were the wild west, ali. There are no restrictions at all across the state of wisconsin. When you have no requirements anymore, thats a problem. And were just leaving it open. Were going to have more cases. Were going to have more deaths. Wisconsin currently has almost 11,000 cases and more than 420 people have died. Well, the white house and the cdc not seeing eye to eye on how to reopen the country. And that risk is becoming more public. The Associated Press got a copy of the cdcs reopening plan. In it the agency recommended a Strong National response that took the responsibility off the governors sayin it s too ngerous for states to go it alone. The plan also recommended keeping businesses closed until after 42 days of declining cases. The white house ultimately recommended 28 days. In the end the white house shelved the cdcs guidance. Today Chuck Schumer said following the cdcs advice is critical. America needs and must have the candid guidance of our best scntists. And calling out the real heroes of the bay area. I thought we could start, you know, by talking about some of the essential workers. Essential means the people who are allowing us to function every single day. Reporter kerr singling out Grocery Store workers and delivery drivers for keeping the bay area going. As President Trump pushes states to reopen kerr called for more unite from government leaders. I think thats one of the things thats demoralizing today is just how divisive our president is. Reporter but he says he does know that people are suffering and that we can only get through this by strength in numbers. If youre a citizen and you just want to get groceries for your elderly neighbor who could use your help or maybe, you know, buy takeout food from a favorite restaurant to help keep them afloat, i think it could mean anything, but its the general idea of just trying to help one another. Reporter cheryl hurd, nbc bay area news. More than a dozen california counties will be allowed to reopen beyond what youll see around here. The 17 counties mostly rural have met the states conditions. Under their phase 2 clothing stores, bookstores, and Sporting Goods stores can reopen right away. But soon offices, restaurants with seated dining and shopping malls can also open back up. Cases continue to climb in the bay area, though. More than 100 new cases in the past 24 hours. Santa clara continues to be a hot spot with 2,300. Alameda now has the second most cases coming in at 2,100. New at 11 00 tonight, damage control. Cities across the bay area piecing together the budgetary mess that this pandemic has left in its wake. In San Jose City leaders are now projecting a 72 million shortfall. And that means difficult decisions ahead. Nbc bay areas Sergio Quintana joins us from san jose with the details. Reporter the steep dropoff in tax revenue and city fees has blown a hole much bigger in the San Jose City budget than earlier anticipated. But for now the city is not going to be cutting fulltime staff jobs. In a city budget meeting conducted via zoom the mayor paints a painful picture. The total deficit is 72 million. Reporter mayor sam liccardo says this budget shortfall is worse than the recession in 2008. But unlike that slump police and fire staff will not be slashed. Instead a freeze on hiring of more unsworn Community Service officers. The good news is were not laying csos or Police Officers off as we had to back in 2008. Reporter parks and libraries are going to be the hardest hit. But at the moment Public Recreation programs arent operating anyway because of the shelter at home orders and restrictions on group gatherings. And libraries wont likely be reopen for months. Tom trudell with friends of the Almaden Library says theyre disappointed but under the circumstances they understand. I have a hard time imagining how people can launder out a library and stay six feet apart. Its kind of like pingpongs bouncing around in a box. How do you coordinate that . A rash of window smashings in downtown martinez not what struggling Business Owners need during this pandemic. But tonight word of a possible arrest after several vandalisms along main street. One Business Owner posted his frustration on social media complete with a photo of broken glass in the front window of his hot stuff cafe. The uptick in vandalism comes at a time when all main street merchants are just struggling to make it by and they say the timing of this is just cruel. Nick bovis, owner of lefty odouls has agreed to plead guilty to wire fraud and cooperate with the u. S. Attorney and the fbi. Bovis, arrested back in january along with San Francisco public works director mohammed nuru. Prosecutors are accusing nuru and bovis of several schemes including bribing an sfo commissioner for prime restaurant space at the airport. As california manages the covid crisis, now the state is trying to avoid another one. Wildfire season. Today Governor Newsom unveiled a new wildfire safety division. Pg e funding for cal fire and money for various more fire engines. It has been a dry winter for the state, and the governor says california needs to get ready for the season ahead. State superintendent Tony Thurmond says students and teachers may have to wear masks and might have to switch to staggered learning in order to give students more space. In that scenario one group of students show up in the morning, another Group Reports to school in the afternoon. We do know there might be some scenarios where we might need if you have fewer students in a class, that might mean more personnel. Reporter but can districts afford to hire extra staff . The numbers say no. Thanks to the pandemic, california is facing a staggering budget shortfall. Public schools and Community Colleges might lose more than 18 billion in state funding. As it relates to the costs, we know that this is going to be daunting for us. But we cant hide from the challenge. Reporter the Oakland Unified School district faces another challenge. School closures. The district is moving ahead with closing kaiser elementary and merging it with san copa academy in the fall. This womans two daughters attend kaiser. It doesnt make any sense to anybody to be giving up facilities at the same time when the superintendent, the governor and Public Health officials are saying we need more space. Reporter jayaraman is part of a coalition of parents and Public Health experts who want Governor Newsom to stop districts from closing and merging schools during the pandemic. Im terrified because we all know, we all know now that density is what causes infection. Reporter in oakland melissa colorado, nbc bay area news. After two months delay san jose is finally putting some empty trailers to use to house the homeless. The state donated 100 trailers earlier in the pandemic. The trailers have been parked on a cityowned lot near the happy hollow zoo. Some of them needed lots of repairs to makehelivable. According to the mercury news. Just this week the cityil voted to spend 700,000 to open some 90 trailers for people with confirmed cases of the virus or for people with Underlying Health conditions that put them more at risk. We do not know when restaurants will fully reopen in Santa Clara County but the city of san jose is preparing for it. This afternoon a City Committee approved the socalled al fresco plan. That proposal allows restaurants to add more Outdoor Dining on sidewalks and in parking lots. San jose could even close off some streets to accommodate more outdoor seating. We know this wont be a solution for everyone. Were going to need to find solutions wherever people are and to be creative. The full city council is expected to vote on the plan next week. Okay. A young girl in San Francisco is bringing her neighborhood together with a daily brain teaser. Every day 11yearold ella klein hangs a new puzzle outside of her window for people to solve. She posts the answer to the puzzle the next day along with a new puzzle. It started as a School Project where kids needed to come up with their own brain teasers. Ella liked it. So she kept it going. My dad heard people le i jus keep going. It made me feel really good that i could do something for the community. Fun, right . Ella has been busy. Ella has created a new brain teaser every day for the last three, maybe even four weeks. Oh, boy. Thats a big challenge. Way to go. Chief meteorologist jeff ranieri could do that. Again, there is going to be some big changes coming in that forecast. I have you dun here to 49 in the north bay. That will be the coldest location. 55 in San Francisco and the east bay at 53. Now, there is only a very slight chance of an isolated shower tomorrow. Otherwise, i do think well see some sun breaking out by the afternoon just a little bit, and those temperatures will be going warmer. Notice i have some low 70s returning back here to the south bay. Right over to contra costa Alameda County 71 in livermore. 70 in martinez. And 69 in oakland. So if you happen to be heading to one of the nurseries that are opening to get some gardening stuff for the hardware store, the pharmacy, you might need a jacket for the first part of the day, but by the afternoon that 70 in palo alto will be feeling pretty good to you. Right here in San Francisco it will be cooler with 64 in the mission and 62 in the outer sunset. And well bring to you our north bay microclimates where its 67 in santa rosa and 64 noe valley. Tomorrow we have some clouds. Some sun for the afternoon. So what i want to do right now is push it ahead toward the next storm system. Its going to get here once we hit sunday. So you can see at 10 30 at night on saturday that storm system is well off to the north. Wen as we move through sunday morning well see that first wave of rainfall moving throughout the entire bay area. So everyone should have some showers sunday morning and then well see that continue through the afternoon. Then were going to see a second wave of rainfall as we move into monday as well. So pretty good totals here considering may. I think this storm could actually put especially the north bay over our average for may. The blue color. Everybody looking at at least. 2 of an inch. But notice the Higher Elevations for the Santa Cruz Mountains would be close to a half inch. Also right up here through the north bay. And then once we add in the monday rainfall to this, the sunday and monday combined, youll see it, especially over the east bay Higher Elevations. We could be in that half to 3 4 of an inch category. Some decent rain once again coming sunday and monday. San francisco temps in the 60s the next seven days, and for the inland valleys a little bit of a roller coaster, up to 80 on friday, back down to 71 on sunday, and then well see gradually some low 70s return next week. We did hear about governor gavin newsom and also california Fire Agencies getting ready for fire season, which is great. At least in the intermediate weve got this rainfall to keep the fire danger a little bit lower for right now. That is some good news at this point 37. Yeah. Every little bit helps. Thank you, jeff.
