Virus, you can still depend on the mail to come on time, but some workers say thats not necessarily the case. Here is nbc bay areas melissa colorado. Reporter this video posted to twitter last week shows an empty post office in berkley. It was really strange. It was a little bit like like this government building with nobody in it. Reporter last week dee said the same thing happened to her when she stopped by berkleys Main Post Office to send a package. A spokesperson for the u. S. Postal Service Confirms there wasnt enough staff last month to man all of berkleys post offices, forcing some to close. Today all offices are back to normal, but now there is concerns that covid19 infections among postal workers and a new rule by the post master general is slowing down mail delivery that could have dire consequences in november. Yeah, i mean im really worried. I have been registered as an ab tennessee voter forever. Reporter Shirley Taylor with the American Postal Workers Union says post offices are understaffed because a hand full of workers have come down with covid19. Weve had two to five in berkley. Weve had them in martinez. Weve had them in pittsburg. Reporter the virus is not the only thing causing delays says taylor. President trump named top gop donor to be his new post master general. Taylor says he put in place these new costcutting rules including one that reads extra trips to deliver mail are no longer allowed. It is going to back up the mail. It is going to cause problems when the election comes because voting by mail is a sacred thing. Reporter some voters we spoke with questioned whether this is more about politics than policy. Im just like imagining, like weeks and weeks of contention and debate and the president saying it was rigged. Reporter a spokesperson for the u. S. Postal service says they are seeing a huge volume in packages and that is due to the overwhelming number of people ordering essential items online. In albany, melissa colorado, nbc bay area news. For the first time in a week Governor Newsom gave an inperson briefing and it came with a healthy dose of what he called, quote, early good news. After ramping up restrictions several weeks ago, he says numbers are starting to head in the correct in the right direction. You can see here new cases are down 21 , hospitalizations down 10 , and icu admissions are down 5 , and the 14day Positivity Rate this is a big one down to 7 . Still, he stressed we have to stay diligent. Encouraging signs, but one week does not make a kind of trend that gives us confidence to generate headlines. We are looking forward to that and well need to see another few weeks of this kind of data to come in to feel more confident. The governor adds the drop in new cases is because more people are Wearing Masks and social distancing and because of the recent business closures. He warned it could be quite a while before many of these businesses will be allowed to reopen. Raj, take a closer look at the slight decline. This is the number of new cases added each day in our state since april. The blue line shows the 14day average. You can see lots of peaks here starting from june 24th to midjuly. We had nearly 12,000 on july 7th, nearly 13,000 on july 21st, but the number you can see since then trending downward. Yesterday reported 5,700 new cases, well below the twoweek average of 8,800 cases. Now, the percentage of people testing positive for the virus is also dropping. Thats what we call the Positivity Rate. You know, the 14day average now at 7 . You can see in april here it was really high, it was 40 . Thats because there were so few tests given out and the people that were tested were basically sick, they had symptoms. Look at this week. As you can see, it is going down slightly right here at 7 . Last week we were at 7. 5 consistently. Now, we dont want to get above 8 . That is the jelyellow line. Thats the state threshold. If we get above that the governor may shut down more businesses. The ultimate goal is to get the Positivity Rate below 5 . Look at where things stand here in the bay area. Tonight more than 54,000 confirmed cases. Alameda county right here continues to be the hot spot in the bay area. It reported 322 new infections today. A San Mateo County supervisor is doubling down to stop the rapid spread of the virus. He wants to implement a fine if you dont wear a mask. Tomorrow the supervisor will introduce a new ordinance aimed at anyone who violates health orders. Under this ordinance people not wearing a mask in public can be fined from 100 to 500 depending on the number of previous infractions. Businesses can be fined anywhere between 250 to 3,000 per violation. Last week San Mateo County became the last bay area county to be added to the states watch list. Well, a major shakeup in the bay areas biggest city. An unexpected announcement. San joses police chief is retiring. Chief eddie garcia just made that announcement about an hour ago. Our own Damian Trujillo broke the story earlier today on twitter tweeting the chiefs statement about his time in san jose. He grew up in snl. Nbc bay areas marianne favreau is at Police Headquarters with the big announcement. Reporter ed rhee garcia is a local success story. As you mentioned he grew up here in san jose and started at the department as a Patrol Officer more than 28 years ago. Since then he has worked his way through the ranks. He has become a narcotics officer, a homicide investigator and ultimately the police chief. Today mayor sam liccardo praised him for his commitment to the community. After more than 28 years on the force and four years as its chief, san joses top cop, eddie garcia, says he is retiring. In a statement he told nbc bay area news, i came to san jose as a young boy from puerto rico, learned how to speak english here and ultimately became chief of the tenth largest city in the country. I will forever be grateful to this city and this department. Theres nobody who cares more about the city and this police force than eddie garcia. He gave his heart and soul to the city and to the community, and he has done so much to help rebuild the department that was really in desperate straits when he took over. Reporter desperate straits because garcia took over after pension reform sank morale and triggered a mass exodus that saw the department shrink to about 800 active duty officers. Most importantly, he has helped to build the faith that officers in themselves and their own mission. Reporter while garcia has faced criticism over how his department has responded to some of the recent black lives matter protests, the chief said he made the decision to retire months ago and it had nothing to do with the protests or covid19. In a statement, the San Jose PoliceOfficers Association said, chief garcia never forgot what it was like to push papa troll car through the streets of san jose and what a difficult job Police Officers have in trying to keep our residents and businesses safe. Chief garcia tells us that he will step down from the job in december, and mayor sam liccardo says that there will be a nationwide search to find his replacement. Reporting live in san jose, marianne favro, nbc bay area news. Marianne, thank you. It is a big issue here. School starts in a few weeks for so many kids and it is an uneasy time for parents, students and teachers. A lot of us just unsure how to prep our kids. Lets bring in jessica aguirre. He spoke with a woman trying to make things as easy as possible for a lot of us. We need to listen to her because we need help and guidance here. Even when we didnt have covid, navigating the School System is super complicated and getting sometimes the resources that you need is super hard. But imagine not speaking english and trying to navigate now with covid or not having the money that you need to be able to provide the resources for your children. This pandemic is making it really, really difficult, but there is a woman who has a plan. I spoke to her today. And she is the executive director of an Organization Called bay area plan. It is based in oakland and it has a plan to empower parents so that they feel safe addressing issues in their childrens school. They act as an advocate. It also tries bringing School Districts and parents together so that any changes that have to happen are heard and then implemented. We bring together a very diverse multi Cultural Network of families across the bay area. We have some amazing arabic moms in san jose and oakland supporting each other, latino moms who are speakers of spanish. We are leaning to learning from families from multiple backgrounds and figuring out ways they can provide peer support to each other. Explain to me. What is it exactly like . Now when school starts, what will it look like with the families you are working with . So what it looks like for us is really ensuring in the next seven days that we have every districts information and that we have clarity about what parents should be expecting across every district. It looks like us really leaning into reading the opening plans, figuring out ways to give districts advice, connecting them with the family leaders we have in our network and making sure that things are transparent. Reporter yeah, which is really tough, raj. You know, you have been getting the emails from the School District telling you the Different Things that are happen. It is hard enough for, you know, anyone to follow those, but imagine if you dont know the language. With this organization, not only are they doing that but giving peer support. They are helping with the digital divide. Theyre really trying to grab the whole holistic plan if you will about giving the families access to the information they need. Every parent wants to feel they are a part of their childs education and theyre helping and now we all need a little help more than ever. The plan, they have a plan. Thats a good organization. Yes, it is overwhelming for so many of us. Thank you, jessica. Reporter yes. With kids separated from their classmates there are no easy answers as to how to make school feel like school again. Tech companies are trying to bridge the gap between Distance Learning to make things feel a little more normal, but even the most Successful Technology has a challenge reaching everybody. Our business and tech recorder scott budman has the tech angle to this pandemic education. So this tied of the color wheel often represents what type of color . Warm. Reporter this is a peek into out school, a bay area startup that recognizes were out of school. I dont really know what this is. Reporter and online. Out school, where teachers work with a small time is one of Man Companies usinghnology to help parents, teachers and students make sense of education during the pandemic. Anything that we can do to help make the series really feel more like school. Reporter sococo was originally a business app. Think of a mix between slack and second life. But now school is sococos hot spot, creating virtual classrooms. And it just feels like you are going into mrs. Smiths class and period one, period two, you are running into your friends in the hallways, you are having conversations. All of these things are what really makes school great. And how do you recreate that in a Virtual World . It has classrooms, meeting rooms, it has a kitchen, a cafe. Reporter professor chris jones showed Us Summer School at san joses American Institute of mathematics. We met him virtually inside his office. They feel like going the pod is something that they can see who else is engaged. It is not just like, you know, two times a day they have a zoom meeting with somebody. Theyre actually going somewhere. Going to talk about hers first. Go ahead, scout. Reporter theyre using technology to take an extremely tough situation and make it a little more human. Now, even as those companies catch on, there are costs to be paid, both by the School District and the parents for the technology, but also the technology itself. Even here in the heart of silicon valley, there are still tens of thousands of people who dont have access to broadband. And while inclusion funds are trying to bridge that digital divide, even they admit it wont be anything near an even Playing Field by the Time School Starts up again. In san jose, scott budman, nbc bay area news. Lots to think about. Thank you, scott up next, more than 20,000 acres have burned and it is still raging. Temperatures not helping that situation. It is really warm in Southern California. Yes. In the 90s, but hopefully we have some relief soon this week, jeff. Yes, i think, you know, once we get to thursday and fridays forecast there will be some relief in Southern California for that fire, the apple fire, burning in the San BernardinoNational Forest just north of banning. So, again, next two days tough, 20 to 50mileperhour wind gusts, 80s and 90s, but by thursday and friday we should start to see it cool down. Now, talk about some cooling, we have a lot of that coming our way as we head through the next two days. Check it out. We have this colder system dropping down across Northern California. It is going to help to drop our temperatures and also pick up the wind. So lets get a look at tomorrow. Im seeing a 3 to 6degree drop for us. It will put us to 64 in San Francisco. 85, concord. 78, san jose. Look at my extended forecast. By wednesday i have down to 76 degrees. Thats 10 to 15 degrees below our average, even the chance here of some spotty drizzle. Now, dont worry. We will have more on that coming up. I wanted to also get you the latest on this hurricane towards the eastern seaboard. This will continue up over washington, new york, even impacts into boston as we head through tomorrow. When it launched in 2009 it was meant to be a nod to the best of the best from the Livermore Valley has to offer, the best grapes, best wine makers. Out of respect for the black lives matter movement, nottingham sellers has decided to take a stand, retire supremacy, saying the name seems insensitive to the black community. Theyre launching what they called endsupremacy initiative. The goal is to use it towards bringing more people of color into wine making and to end systematic oppression. In light of what has been happening and kind of the social unrest around everything going on, we just decided to kind of rather than let it fizzle out, we knew we were going to wind down the program. That money will go there. When all supremacy ends and they have no more of that vintage, they will still continue to give 15 of their sales, but with their new bordeauxstyle wine that is going to be called the pivot. Aptly named. So they say it is really about their commitment and reflective of what they stand for, that they are pivoting as well. That will be the new vintage. There is no end in sites as negotiations continue over a new relief bill. As the politicians negotiate, millions of americans are just in dire need of some financial help here. Enhanced Unemployment Benefits are now expired as of last week and evictions are expected to rise. Top Trump Administration officials, again, negotiated today with Congressional Democrats but the two sides are far apart apparently on just how much the government should be spending. It is absolutely essential that we reach agreement. Tens of millions of people are out of work. What the democrats want, they want theyre slow rolling it. The Washington Post reports the white house is considering going around congress, just by dl passing with unilateral executive action. The president at odds with one of his top medical experts. Yesterday dr. Deborah birx claimed the virus is widespread and in a new phase, and the president tweeted she was pathetic and was caving to pressure from House Speaker nancy pelosi. I think were doing very well. I told dr. Birx i think were doing very well. She was in my office a little while ago. She is a person i have a treate her very badly. Im just referring to the fact that i thought really they should say the job weve done, whether it is on ventilators or testing, weve tested now over 60 Million People. President trump was always asked today about the possible sale of the chinabased social media app tiktok to microsoft. He says the u. S. Treasury is entitled to a large percentage of the sales price because the u. S. Made the sale possible. The president threatened to ban the app if it is not sold to a u. S. Company. Check your calendar. The election is three months from today. Can the Trump Administration overcome these historic hurdles . Lets bring in our political analyst larry gersten. Larry, lets talk about the money and politics, but as parents here, what about the school year . How much should the president , how much should the white house be guiding us on this . Well, as far as the president is concerned kids ought to be back to school, thats all there is to it. The interesting thing is the extent to which his own task force is not aligned with the president , not anymore, in so many ways. Dr. Birx just over the last weekend said, well, the kids should go to school only if only if 5 or more 5 or less, rather, of the area is not positive, testing positive. Guess what . 32 states are above that figure. Not a good idea. Also, dont forget girard over the last week, said, guess what, we dont have enough tests and were not getting them returned back fast enough. Then, of course, you have the president s fight with dr. Fauci. This is his task force which is taking on the president on school and so many other things which makes which makes matters very difficult to resolve. Lets talk money here. The new relief bill we were just talking about, it will help americans and it could also help President Trump politically a lot here. What is the primary holdup . Some big hurdles here, raj, some very big hurdles. First of all, lets talk about the package itself. 3 trillion the democrats are proposing, 1 trillion the republicans are proposing. The heart of that package as far as so many people, 30 Million People are concerned, has to do with that stipend, that weekly stipend to deal with unemployment. The democrats want to keep it going at 600 through january. Republicans want to slash it to 200 with a potential increase in september up to 70 of a workers wages. There is a huge gap there and it is not likely to be closed very, very quickly. You put that together with the fact that republicans dont even agree with themselves in the senate, and that makes it hard for the democrats to decide who are we negotiating with, mcconnell . The guys who dont want it at all . The president . It is a mess. You know, democrats put this package together nine weeks ago. Republicans started last week, knowing, knowing that friday would be the deadline. Last question. What does joe biden do . Does he continue to play defense or go on the attack at some point, or when will he do that . Biden has to at some point come out of the basement. Now we know it is hard, absolutely. It is very, very hard. He has to. He has to come out of that basement to make his case, and his case is going to be largely democratic case. Ill tell you, california has a lot at stake in that case because we have ourselves a 54 billion hole that must be filled with the money in that package that the democrats have set aside, 500 billion for the states, 375 billion for local governments. If we dont get that money, our Education System goes kaput just like that. Biden is going to be arguing for these things. He is going to be arguing for the democratic package, and come november 3rd, just 13 weeks from tomorrow, the public will have a lot to decide, largely because of the way this coronavirus issue is being managed. And it will continue to change im sure in the next three months. Thank you, larry. We will talk to you down the road. Two housing studies today show the bay area market going in opposite directions when it comes to prices. Home prices are up, rents are down. If youre trying to make it in the bay, it can get confusing. Our business and tech reporter scott budman tries to make sense of the current market. Reporter the pandemic housing shift is on, pulling the bay Area Real Estate market in different directions. Home prices, higher. You really need to compete if you want that home. Reporter according to red fin because of fewer homes on the market. There is a patio out here. Reporter but also because buyers are more comfortable than ever using technology to shop instead of being there in person. You really have home buyers saying to make an offer without seeing the home first. That allows it to be really fast. Reporter meanwhile, rents are dropping fast. Zillows latest data shows recession and the pandemic are combining to drive down prices. The rental market is under pressure from a few directions here at once. Reporter not to mention that working from home means you dont have to move here in the first place. If you started a job at a tech company in the last few months, a lot of them have not moved to the bay area. They dont need to because theyre not going to go to the office there. Reporter it turns out the drop in rents is more pronounced in urban downtown areas than in the suburbs. A, because we no longer have to live so close to the office and, b, because so many things we take advantage of downtown are at least partially closed. In san jose, scott budman, nbc bay area news. Up next, another troubling sign of the times. The michelin star restaurant in San Francisco thats closed. Santa clara county is adding two more coronavirus testing sites this week, one at san antonio elementary in san jose. The other is the south county annex in gilroy, open 10 00 a. M. To 3 00 p. M. Tuesday through friday. Testing at both sites is free and a doctors note is not required. However, as those sites ramp up another abruptly shut down. The testing site at san joses ritter park office is closed until further notice. No word on why. A new survey suggests the state of california is strongly pro mask. Theyve been mandated since midjune. The survey finds that three in four californians think everyone should wear a mask in public all the time. 12 said most of the time. 83 said their lives are disrupted by covid. Only 13 say theyre likely to take a bus or Public Transit in the next three months. 87 say they are not likely to ride Public Transit any time soon. Well, this continues to happen. One of the bay areas most criticallyacclaimed restaurant has closed temporarily because of potential exposure to the virus. Michelinstar state bird says it is temporarily closing out of a. They will be back soon. The restaurant next door the owners have also closed, called the progress, temporarily. Lets check in with jeff ranieri. A bigtime cooldown moving on in. It will feel like an early taste of fall. Ill go over that and the increasing wind and our chances of la nina, my longrange outlook. It is coming up in about seven minutes. You dont necessarily have to go it alone when teaching your kids at home this Unusual School year. Im consumer investigator chris chmura. We will show you where you might be able to find free tutoring help. Thats next. All this week reawe are focussed on back to school and keeping up in the classroom. Tonight, help for parents struggling to fill the gap with athome learning. Lets turn to chris chmura. Most moms and dads havent been to school in years and we have to play teacher. Youre ready to teach the quadriatic, right . No. It is true, parents did not get a refresher in algebra, physics or any other subject before the pandemic, so you could use a hand, right . Well, we found free help. As it turns out Many Companies and Public Libraries have partnership with online tutors and sessions are sometimes free. Several companies provide those lessons, tutor. Com is one of them. We have had a real uptick in outreach from institutions like libraries and schools and companies who really want to help and support their families and their communities in this very difficult time, and so theyve reached out to us. They are offering us as a benefit at Public Libraries. Again, you go to their website. Typically you would go and find tutor. Com on their main home page. Click the link, enter your Library Card Number and then you can connect with one of our tutors and get help. For parents who have never done this before and perhaps were unaware they had this option available to them, who is doing the tutoring and how does it work . We have over 3,000 tutors that work with us. They go through a rigorous application and vetting process. They go through a very rigorous subject matter exam, and only 3 pass the exams that come to us, 3 of the applicants. They are put through a background check, a criminal background check that goes back seven years. It is an education verification background check. Once they become a tutor for us, they are assigned a quality specialist who works with them to ensure that we are offering the highest Quality Service that we can to the communities that we serve. And then how it works is that when a student comes to the program site, you choose your topic and your subject, and then you are entered into an online classroom. In that online classroom there are a variety of tools that students can use to communicate with their tutors. We want to make it engaging, so we have multiple white boards and highlighters and, you know, a text tool, a pencil, a pen, a graph and calculator, graph paper. They can talk to the tutor. They can chat with the tutor. How much time do the kids get with the tutor . The average session length for k12 is somewhere around 25 minutes. For college level, it is usually about 35 minutes. So, you know, the problems are more complex. It takes a little longer. We try to encourage students to work on their own, so they may come to us, they will get help, we will do one or two problems with them. We will confirm that they have understanding, content mastery at the end, and then we will encourage them to go work on their own. White says you can schedule a session or request one on demand. To see if you have free tutoring available check with your employer at hr to see if it is a perk and ask your local library if free tutoring is available. Join us on thursday night because we are keeping up in the classroom all week long. We have a special thursday night at 6 30 right here. Jessica aguirre is going to host. I will join her, too and we will have lots more about keeping up in the classroom. Back to you. Okay. Thanks so much, chris. I think were going to get a check of our weather . Why not . Weather sound good. Lets bring in our chief meteorologist jeff ranieri if he is with us. Jeff, are you there . Im always waiting for you guys. There you go. Even when theres a commercial break, yes. Happy monday, jeff. Im right here all the way through the commercial breaks, ready to go. You know, a lot of folks may be happy to hear that this week we do have some cooler weather rolling on in, kind of a taste of fall, and weve bee 100s wid the bay area, so i thought it was a good idea to start off with a look at my longrange forecast. Where do we go from this point out looking into fall . Some really good stuff to share with you here. Right now into the 15th i have an 85 chance in my forecast that hot 100s stay away. Thats good news for the fire danger. Only a 10 chance of consistent rainfall, so thats really low, but we will have some spotty drizzle and fog chances, of course, continuing. For fall, a 50 chance la nina develops. Thats the cooling of the pacific waters. Since 1980, 43 of the time this has brought us aboveaverage range. It is not a lock on major rain for us, but it is something certainly to look forward to. Lets get a look at the cooler temperatures and what is going to be causing it. It is all about this colder system dropping down across Northern California. The main thing it is going to do is push all of this heat off towards the south and keep it back towards las vegas and Southern California. The wind is also going to pick up, and i did want to focus in on that just because a lot of us are home. The wind can be kind of one of those annoying weather elements when it kicks up anything you are trying to do outside. It can definitely get derailed. We are looking at 15 to 30mileperhour wind gusts on average here as we head through tomorrow afternoon. Then as we hit wednesday, it will stay 15 to about 25 Miles Per Hour with the northwesterly breeze. That will slightly increase the fire danger, but overall i think we will be pretty good here in our forecast. Always we start off tomorrow morning, we will begin with some cool 50s. We get that fog back at the coastline. Also right here over San Francisco. Some patchy, low clouds for the east bay and the north bay and the temperatures in the 50s. As that system begins to move closer to tomorrow, well begin to see the numbers drop. You can see my forecast in the south bay, not quite as hot. I have it at 78 in san jose. 78 in cupertino.
