On the east coast in maine. Another long and tense night as this manhunt continues for that mass shooter. Less than an hour ago, police and fbi agents cleared the scene of a home they were searching in beaudin, maine. Earlier in the day, officers were heard repeatedly yelling, robert, come up with your hands up. But it seems no one was inside. Robert as in robert card. The 40yearold is accused of opening fire last night at a lewiston bowling alley, then driving to a nearby restaurant and bar. At least 18 people are dead, 13 others are wounded. The youngest victim is just 14 years old. He was bowling with his dad, who was also killed. Robert card was in the army reserve for about 20 years. Two Law Enforcement officials said card reported hearing voices and threatened to shoot up a National Guard base. Heres a neighbor of robert cards father. I mean the cards are really good people. Theyre hardworking, farming people, and this whole thing is absolutely mindblowing. What makes this crime so heinous is in a typical year, maine might have 22 murders. Much of the state of maine is being told to shelter in place for the second straight night. Businesses are closed, and schools are closed as well. Were going to talk more about this manhunt in a few minutes. This coming into our newsroom. Our investigative units is learning that cruise is pulling all of its Driverless Cars off the road nationwide. This comes a couple days after the california dmv suspended Cruise Service in San Francisco. Tonights move impacts cruise cars in austin and phoenix. In a statement, cruise called this a, quote, proactive pause so that it can examine its processes, systems, and tools and reflect on how to earn back the public trust. Cruise plans to continue testing cars with human drivers at the wheel. Some other headlines that we are watching this evening. An arrest after a Deadly House Party that involved high school students. The father of the victim tells us his son didnt know the person accused of the crime. 16yearold kamarian tucker was shot and killed over the weekend at a house party in oakland. Three other people were wounded in that shooting. Tucker, who went by the nickname k3, was a football and basketball player, went to Liberty High School in brentwood. His dad says he was a good kid and a great big brother. I just think about the future, and he always told me that, i just dont want to be a failure. The reason why were out here is so we dont have to deal with these like this. Our hearts go out to that family. That house party, that shooting, was in oakley. The teenager arrested for the crime, 18yearold jason walazata of antioch. Charges are expected to be filed against him tomorrow. Well, is a legal loophole being exploited by car burglars. A state senator is hoping to close that loophole. Currently in order to get a conviction on these types of breakins and burglaries, prosecutors have to prove that the car was locked at the time of the crime, even if the burglar broke the window to get in, which happens all the time around here. Today state senator scott wiener joined mayor london breed in front of the palace of fine arts, which is a hot spot for car breakins. They announced theyre backing a statewide bill that would eliminate this lock rule. The bill will be introduced in january when the legislature reconvenes. Its an absurd requirement. It makes no sense. Can you imagine being a tourist, going to a city and not only having the rental car that you rented broken into, but having your passport stolen and having your trip delayed or disrupted in such a significant way, and then to return to the city that you came from, and then to tell everyone about this bad experience that happened right here in San Francisco. Its happening everywhere. San jose is hoping technology can help curb its crime problem. San jose is going to use millions of dollars in state grants to install 300 license plate readers, specifically to cut down on retail theft. Theyre going on major thoroughfares and by shopping centers. San jose p. D. Says it expects to have the first wave of cameras up about i this Holiday Shopping season. We want to get back to a developing situation happening in maine. A widespread manhunt after last nights mass shooting. The question right now and the question remains where is that suspect . We mentioned much of the focus this evening has been on this home in bowdin. No sign of the suspect. Officers were there for hours but have since left. Lets bring in our Public Safety consultant, retired San Jose Police detective michael leininger. Let me just start by saying this. Is he even alive . That remains to be seen. What we do know this scenario will end in one of three ways. Hell surrender. Hell be shot by Law Enforcement o or, quite frankly, hell submit suicide. This was an hourslong standoff at this home, but no one was inside. At least thats what Law Enforcement tells us. Whats the strategy here . Showing up at this home a night later . I would think that had to have begun last night. His residence, i was able to locate it, and you would definitely put a Surveillance Team on that. As far as entering the home, you do so when its safe. They have robotics. Theres flashbangs. Im reasonably certain within short order, they were actually surveilling that home. You are an expert in these type of crimes and mass shootings. These are highly trained federal and local agents. How frustrating is this, or do they know something, michael, and theyre just waiting him out . I certainly hope they do know something, but its entirely possible they dont. He had an eightmile head start. When an active shooter scenario begins, officers have one main mission, one goal, and thats to get to the scene as soon as possible and engage the gunman, which gives you know, he had a plan, and he escaped before officers got there. An eightmile head start, you know, a minimum, 10, 15 minutes, up to an a half hour, he could anywhere. There are heavily wooded areas within a few miles of where he dumped the car. Again, there may have been a manifesto in the house. Theyve alluded to the fact they found a note. Relatives may have an idea. I think at this point they keep all their options open. They utilize their resources wisely. If they do have any indication where hes at, they want to do so in the most safe manner. An ar15 rifle can fire up to 600 yards and up to 60 rounds a minute, and a semiautomatic at almost 900 rounds a minute in a fully automatic mode. They need to be extremely careful. Every one of them looking for him is a potential target themselves. From what authorities are telling us, he is highly trained in using these weapons. The public part of this, now we are more than 24 hours in. What are you telling kids and parents and the Community Members not just in one town, but all over that state . I think its important to tell them the truth. This could have happened just as easily at a school. So they need to learn to follow instruction and clearly understand its for their own good. Staying at home, staying at the workplace, staying at school. Wherever theyre at, its actually the safest thing they can do unless theyre escorted by Law Enforcement. I know maine has no ccw laws, so there are plenty of folks with guns running around there. They can be escorted that way as well. But they really need to listen and Pay Attention to the news and take this matter very, very seriously. This man is simply incredibly dangerous. Two items about pg e. Earthquake safety for your gas meter and that proposed 22 rate hike. Lets start with the gas meter. What happens during a big quake . Other earthquakeprone areas have made important safety upgrades. So why isnt it happening, widespread at least, here in the bay area . To illustrate the danger, a uc berkeley researcher went back to the great kanto disaster in tokyo in 1923. The 7. 9 magnitude earthquake killed 10,000 people. The 100 ensuing fires after that quake killed about 80,000 people. The winds were so strong that they wound up generating firewhirls, fire tornadoes. In one location, it killed 40,000 people who were taking shelter. Gas lines pose a similar type of danger today. Japan now requires gas meters that automatically cut the gas flow off when those meters sense any shaking. L. A. Is the only big city here in california to embrace automatic gas shutoff devices on new buildings. That came after 50 gasrelated fires after the 1994 northridge earthquake. Lets bring in nbc vaf jaxon van derbeken. How do these meters work, and how much do they cost . Well, youve got two kinds of devices. One is in the meter itself, and thats basically just the cost of the meter, a few thousand dollars. But pg es already replaced putting in smart meter technology. This would just be in addition to that. Also then theres the aftermeter devices, which are quite compact and fit right in the line. And those activate with shaking as well. Those are a couple hundred dollars. And then theres the price to install them. Both of them are relatively inexpensive as compared to the price of a fire after a quake. In theory, i can go aftermarket, and if im handy with that kind of stuff, for a few hundred bucks install that meter myself. Or i do have a new pg e meter at my house. Is it in there already or no . Reporter no. Pg e says that theyre looking at a couple of devices similar to the ones they use in japan. In japan, they mandated all gas meters have the shutoff technology built right in as opposed to in the line after the meter, which is what they have in los angeles as a mandate for new buildings. So pg e is looking at the kind of metering technology they have in japan as being a possible replacement for our existing meters here in the bay area for example. Is it a long process . Why arent we doing it right now with pg e in the bay area . Reporter well, historically theres been reluctance, i would say, by utilities because once these meters shut off the gas, then individual technicians and crews have to go out to individual homes and relight the pilot lights and check for leaks. So thats burdensome, and they compared that to what they believe to be, you know, acknowledge a few fires may be prevented. But subsequently San Francisco studied this very issue in 2017 and said that the costs, even the inconvenience, were far outweighed by the benefits of preventing mass fires. And charles scott, an expert we talked to, says that this technology could prevent something on the order of half the fires that could otherwise occur in a big city like San Francisco. You bring up some very good points. Final question while we have you. A couple weeks ago, you told us about that proposed pg e rate hike, about 22 for all pg e customers. Whats the update on that . Reporter well, the Public Utilities commission is likely going to hear that next month, and they have a couple of options. Both of them involve less cost and lower rate hikes for pg e ratepayers, about half. They both involve less undergrounding than what pg e wanted to do. They talked about 10,000 miles of undergrounding, but it looks like from the cpucs perspective that a more effective mix of making lines more resistant to starting fires, what they call covered conductors, is the best way, at least in the short term. So pg e is not going to get as much money as it looks like it wants. 22 is a steep number, yeah. I think perhaps half of that is more manageable. Thank you, jaxon. Appreciate it. Lets move on now. The sea otter in santa cruz that made International Headlines for stealing surfboards. Tonight a possible explanation for her aggressive behavior. Turns out she was pregnant. Earlier this week, the otter known as 841 gave birth to a pup. The two are now swimming happily in the ocean off the coast of santa cruz. Over the summer, the otter gained notoriety for approaching surfers and stealing their surfboards. Wildlife officials werent sure why it was happening. At one point, they were even trying to capture her and relocate her. Today we spoke to a photographer, mark woodward, who was breaking the news of her pregnancy. When i first spotted her on june 18th, that was the first time anybody knew she had gotten on a surfboard this year. And starting maybe three, four weeks ago, i noticed she was getting a bigger belly. And then i was down here last friday. I saw 841 without a baby. Then i came back on tuesday and saw her, and she had a teeny little sea otter pup with her on her stomach, and it was definitely the smallest one ive seen. So i assume it was a newborn. Job well done to that photographer. The department of fish and wildlife is no longer looking to capture 841 but will continue to monitor her behavior. Heres something a bit eerie just in time for halloween. The bay areas haunted history. Are you a believer . Do you want to go back to the dark path or down this way . That way. Okay. They want to go the lit way, not the dark bath. This is the berkeley haunted hike. Its a twohour walking tour around the uc berkeley campus. It includes stops at long rumored haunted spots like the faculty clubhouse and clark kerr campus. It also includes her own paranormal experiences. Among the many success stories, there has been undercurrent of criminal activity that continues to haunt this vibrant community, feeding the myths and legends of a dark, mysterious world of underground cities, gangs, trafficking, and murder. Its also a stop on the new walking tour that shes launching next week in the city. We asked her how she decided to turn these tours into a fulltime job. We started doing these tours as fundraisers to raise funds for the videos that i film, the paranormal documentaries. Then to be honest, you know, when covid hit, i had a job as a covid investigator. Then that whole program was shut down. I couldnt find a job again because i needed to be outdoors or remote for various reasons. So i thought why dont i just do the ghost tours . And thats how i launched them. So it was basically something i love to do anyway, and its lots of fun. And if i could do it as a living or even as a side job, thats great, right . Youre coming us from the great star theater in chinatown. Is that place haunted . In my opinion, yes. I actually came here around 2017, i think, to usher for a show. I was not here to do anything paranormal. My friend was in one of the musicals. I went down to the womens bathroom. I could see a female ghost with long dark hair, asian, thin, tall, with a white gown. She had gone mad because i think she had been trafficked back in the day. I dont know when but a long time ago, but had lost her mind and committed suicide or something. So i saw her in my minds eye, and i came upstairs, and i talked to the bartender, and i did not teller what i saw. I asked her are there any ghost stories associated with this theater. She said to me, yeah, yesterday my friend went down to the womens bathroom and she came up, and she said theres a female ghost down in that bathroom. So when i heard that, i was like, thats corroborating what i felt. Thats one of the key pieces of paranormal investigation is whether people can corroborate with each other. So i set up the investigation, and they were very kind to let me bring in first the alameda paranormal researchers and then on another day, a very good psychic medium called june hearn. We made sure not to tell them anything i had sensed because we dont want to influence anybody. And one member of alameda paranormal researchers said he saw a woman in white floating across a doorway, and he was kind of a skeptic too. That matched what i saw. Then the psychic went down to the bathroom, and she said, theres a woman crying down here, which is kind of what i felt. Theres a woman in distress down in the bathroom. Paranormal investigators there in chinatown at the great star theater. Pretty fascinating. A live look at the bay bridge. Happy halloween.
