It was closed for 17 hours after a semi crashed into three cars and ran off the road early yesterday morning. One person was killed. Two others hurt. Caltrans says it now knows what caused two fires this week in traffic lanes on the eastern span of the bay bridge. As kpix 5s mark kelly tells us the investigation points to road flares. Reporter caltrans called it an unusual set of circumstances. Two fires just this week. One monday, the other close by. One of our engineers discovered the fire that was in relatively the same spot. Reporter take a closer look. Caltrans says it was likely road flares from workers that set this black rubber on fire driving over it looking to be nothing more than a black grate but its a rubber seal that plays an Important Role in protecting the bridge at its expansion joint. It covers the joint and its a rubberlike material that protects the joint from any sort of debris or even chloride that can wear and do damage unnecessarily to it. Reporter mondays fire six feet of the seal burned. But acaltrans says it will replace all parts that caught fire. And when we do that, it will not be problematic for our motoring public. Reporter mark kelly, kpix 5. Caltrans isnt saying what kind of maintenance was being done on the bridge or how many flares were left behind. Lets check the commute with liza battalones. Its been a problem commute for all feeder freeways leading toward the bay bridge toll plaza. We have had accidents on 580, i 80 and if you look closely at this shot you can see an ambulance on scene now. Those flashing red lights, injury accident at the bay bridge toll plaza blocking toll lane number 9. The earlier crashes we had on west 580 in oakland and west 80 in emeryville have been cleared out. But long delays continue. The toll plaza backup extends through the macarthur maze and westbound 80 is backed up through emeryville into berkeley. So those are the big delays. Theres still that accident in fremont northbound 680 approaching washington. Its in the slow lane. But good news for the peninsula drive. No delays there. Again all lanes open for the earlier accidents but a long commute westbound 80 getting towards the bay bridge toll plaza. Youre going to see those delays extending now beyond the macarthur maze in oakland. So that is a hot spot. If you plan to head through the berkeley area, westbound 80 not too bad right here. We are hearing from kcbs traffic air force. Traffic is backed up in stretches for west 80 towards el cerrito. Slow traffic through i80 through the berkeley and emeryville areas. If you plan to make the Richmond San Rafael bridge commute, thats Still Holding steady. With the forecast, heres roberta. This just in, liza. It came to rest on the sidewalk that turned out to be a tan colored mazda minivan. They thought it might have been some kind of a drunk driver who lost control and then went up on the sidewalk under the median. He was suffering from injuries. They took him to the hospital. No more grass. State water regulators have banned lawns from new commercial buildings. They also ruled that no more than 25 of landscaping and all new homes can include grass. Builders can get around the rule by using recycled water from showers and toilets to irrigate larger lawns. Meanwhile, beachgoers be prepared. The state is saving water by turning off the showers at some beaches. The rule went into effect yesterday. The showerheads are now off but some faucets in Half Moon Bay are still on and will be turned off soon. Beachgoers hoping to clean off before getting into their cars found signs alerting them about the shutoff. I think they are doing the right thing. They have to ration water. Honestly im torn. Consumer reports says today it will no longer recommend liquid laundry detergent pods because of a poisoning hazard for children. A study found 17,000 cases in two years of children under six swallowing or inhaling the chemicals in the pods. Now Consumer Reports is urging households with children in that age group to stop buying them. Today the Obama Administration is stepping up its efforts to convince capitol hill democrats to support the new Iran Nuclear Accord. Paypal spins off tomorrow from ebay into its own publicly traded firm. Also weekly unemployment claims down by 15,000 to 281,000. Thats all helping out the stock market this morning. Devin fehely explains the city has struck a deal with its police and fire unions over pension reform after three years of fighting. Reporter representatives from the Police Officer and Firefighters Union said that they have been hemorrhaging members fighting a largely losing battle of attrition as officers leave for better pay and benefits with other departments. They hope that this tentative agreement will begin to reverse that trend convincing new people to join the respected departments as well as convincing those already here to stay. Now its our job to rebuild our Police Department and provide the residents the services they expect and that they deserve. We have had three separate accidents all of them in the stretch of west 580 between the Altamont Pass and the dublin interchange. So it is contributing to very slow travel times now west 580 extremely heavy. Its going to take you 55 minutes to make the commute leaving the Altamont Pass approaching the dublin interchange. So long delays there. Its also been a tough ride for the bay bridge where the metering lights are on. Traffic is backed up through the macarthur maze approaching the pay gates. San mateo bridge looks like we have a brandnew stall. You can see lights there. Looks like bridge crews are on the way to either assist with a stall or accident.
