Built. Somebody was not watching what was going on. Somebody has to be responsible for the end product. The ball was rolling, but it wasnt done right on everything. Reporter kpix5 first learned heavy ceramic tiles were falling off the sides of homes in early october. Kay bee homes initial response was to warn homeowners not to stand directly underneath their homes. Now two months later inspectors are doing inspections. Sources tell us about 70 homes overall need to be fixed. Many homes will need complete tile doovers. A kay bee homes spokeman would not agree to an interview but sent this statement, following through on our commitment to rectify exterior tile concerns, kb home hired a thirdparty expert on tile replacement. We are working to finish inspections quickly to promptly implement the consultants recommendations. Off camera a kb home executive told channel 5 most homeowners were happy with their purchase, but as the tile experts continue to listen to what the walls are saying, one homeowner just wishes the company would listen to him. Am i happy . Go around and talk to the neighbors. I dont think theyre happy. Well, look at all the marks on all the tiles and stuff. One tile falling from up there is going to take somebody out and you got them all up look at them look at them does that look professional to you . Reporter what would you tell them . You better get off your [ bleep ], dude. Something has got to be done, you know. Something is going to be done. I dont know what to tell them, not a good word, you know. People are not happy. Reporter now you can see the tiles that came off today, you can see as we zoom out, somebody is standing underneath their garage right there, could have been hit by something as these tiles kind of expand and contract with the changing weather. Now there will be a Homeowners Association meeting here on Communications Hill on december 11th at 5 00 and that is when they apparently are going to be giving kb homes a lot of their mind or a piece of their mind at least. Reporting live in san jose, enramirez, kpix5 len ramirez. Kpix5s emily turner is live in the coffey park neighborhood of santa rosa where workers who thought they would have a job are being told to go home. Emily . We were giv d to go home will call you reporter in the last month it was not uncommon to see lots of crews working into the dark hours of the evening until at least 7 00 with lots of lights. Now look at how dark this neighborhood is behind me. That change has to do with a change in contracts and while that may be part of business, its certainly very frustrating for those workers as well as the homeowners who just want to get back in a home as quickly as possible. They are headed out or theyre parked doing nothing, but either way hundreds of crews and the machinery they use to clear debris wont be working. Basically were told that our contracts were done and that its time to go home. It was two checks, finish up and well call you if something changes. Reporter rob brozak came from reno from this job expecting to work until february, but this morning he and local trade groups say at least 300 laborers were told to finish up and head home. They worked for a prime contractor ecc, a company out of burlingame that signed a deal for debris removal with the army corps of engineers. Deal is good for another month, but the corps said the phaseout has already begun. That contract doesnt end until december 27th. Why stop working or transition now . Well, that contract has a capacity for a certain dollar amount originally as it was initially put out. So were coming up towards the end of those dollar amounts. So were doing that transition to make a clean transition from one contract to the next contract. Reporter the contract was for 119 million. With that ecc cleared more than 559 lots of debris helping move the Recovery Process along, but this close to the end of their budgeted contract amount with a month of work still to go and at least a week until a new contract is awarded the corps said ecc has scaled back their crews significantly affecting not just laborers, but homeowners, also. Its disappointing, not only just in the slowdown of work so that houses dont get built quicker, but the fact that we didnt know it was coming so we could expect it. Reporter now we know this is going to be upsetting to a lot of folks, especially folks who lost their homes in this community. I did finally talk to ecc over the phone before we went to air and they said its important for you to know that when this new contract is awarded, the rampup as a result of that they say will more than make up for any lag that could potentially come in the rampup to that. Hopefully theyre right in that regard. Emily, ecc said once it signs this new contract work will ramp up, but how confident is everyone that the contractor and the army corps of engineers will agree on a new deal . Oakl reporter whether or not theres a new deal is a 100 guarantee. Somebody has to do debris removal. Whether or not its ecc we dont know. That has gone out for bid and those bids are due and will be awarded next week. It could be ecc. It could be their competitor across the highway. Were waiting to find out. Ultimately once that is awarded theyll get to work and ramp up and say theyll hit the deadline of early 2018 and hopefully at least for the local labor that doesnt have a job, theyll be able to be picked up by one company or the other. Lets hope. Emily turner live in coffey park, thank you. New at 6 00 Oakland City Council wants police to stop helping federal immigration agents even in cases involving violent suspects, but our new poll shows most people in oakland dont think thats the right call. In our exclusive kpix5 survey usa poll we asked should Oakland Police assist federal authorities in cases involving undocumented immigrants who are suspects in Violent Crimes . An overwhelming 62 say they should assist. 21 think they should not. Kpix5s phil matier spoke with oaklands police chief who is in a tough spot on this one. Thats right. We have a number of elements at play here. One, the politics of the Trump Administration, two, Public Relations with minority communities, but also a question of Public Safety during these Police Incidents involving the feds and thats what we asked the police chief about today. Lets take a listen. Know that we are not part of trumps Deportation Force matier vo so now the council is moving to ban any and all coo even when it c i have the responsibility to provide Public Safety. Reporter its really important oakland not be played as a patsy here. Flashback to august when Oakland Police held traffic when Oakland Police handled human traffickers. They asked if we could provide traffic support to help keep the scene safe. Reporter today no criminal charges have been filed on the raid, but one person was held for being in the country illegally and faces possible deportation. There was much public outcry that we need our community to feel safe and to know that we are not part of trumps Deportation Force. Reporter so now the council is moving to ban any and all cooperation with i. C. E. , even when it comes to criminal investigations, something councilman noah guyo says may be going a bit too far. We are a sanctuary city, but when there is some organized major criminal activity and we need support from the federal level, im fine with that. The reality is in oakland on our street theres major activity gang related that has impacted those of us that are trying to follow the rules. Reporter caught in the middle are Oakland Police. Would this affect Public Safety . It could, but at the same time the issue is whether or not it is the will of this community to say that they do not want any form of participation. Reporter if that means not clearing the area so no one gets hurt . It is a difficult question. I support my no. 1 mandate, if you will, is Public Safety and so whenever our safety is at risk, my oath of office and vow is to protect this community. Reporter but if the mayor and council say no cooperation i serve this community through the voice of our city council and if it is the will of our city council that there is no ability to cooperate and that they remove that discretion from me, that will be honored. In cases invol reporter we should repeat our poll found that 62 of oaklanders think their department should work with i. C. E. In cases involving violent criminals. I talked to the police chief before we got the results of that poll. But one thing i kept hearing from her is shes concerned about Public Safety, yet the people want the police to work with i. C. E. Heres the situation. Lets take that raid back in august. When they go in with human trafficking, suppose somebody in there was armed. Suppose there was gunfire exchanged. Suppose it spilled out into the street. People around could be hurt. The oakland pd was there to make sure people were kept away. However, at the same time there was a incorporation of seeing Oakland Police officers on hand. It didnt get violent. So they were seen as assisting in what later was called an immigration raid. Politics, but Public Safety as well. And perception. They take it up. Well see where it goes from here. Our survey usa poll also asked do you approve or disapprove of the job libby schaaf is doing as mayor of oakland . Tonight it is dead even. 43 approve, 43 disapprove, 14 unsure. We also asked is oakland headed in the right direction or is it off on the wrong track . Most people, 49 say wrong track, 39 say right direction and 12 are not sure. We spoke to the mayor about the polls just a while ago. Ssing we are in this moment where people have a lot of concerns about government in general and so i think actually half Approval Rating is not terrible if you compare that with other politicians. Now the mayor also says she is committed to addressing several issues facing the city in order to bring those poll percentages up. In the south bay an 11year old is accused of leading police on a high speed chase in a stolen car. Kpix5s maria medina tells us he is just one of nearly a dozen juvenile suspects arrested in a san jose crime spree. Yes im no to mince words reporter 11 suspects arrested ranging in age from 17 to 11 years old for allegedly committing Violent Crimes and many of them are no longer behind bars. They are back home. Now this crime spree began friday with an 11yearold and several other teams punching a woman and stealing her car before lead teens punching a woman and stealing her car before leading police on a chase. It was a 12 hour crime spree in san jose with at least one other carjacking at gun point on saturday morning and another high speed chase with a stolen car later that night. Police say theyre working on figuring out if these teens are behind other armed robberies and crimes that happened around that time, but the police chief said they are frustrated many of them are no longer in jail. Yes. Im not going to sit here and mince words with you, yes. I think its too quick. I think if these crimes had been committed by adults, we wouldnt be here. If these crimes had been committed by adults with the same causes and facts that we have, those individuals would still be incarcerated. Reporter one question the detectives have is whether these teens were working together. One suspect remains on the lewis and because the suspects are loose and because the suspects are teens, theyre identities are not being released. Maria medina, kpix5. Reporter American Airlines is saying dont panic right now. Dont change in your ticket. Dont call just yet and ill explain, why but a lot of travelers are saying how did this happen . This has the potential to be a travel nightmare. Reporter have a flight on American Airlines next month . Well, it might not have a pilot just yet. Its ridiculous. How could they do that to us . Reporter a Computer Programming glitch has left 15,000 American Airlines flights between december 17th and 31st without pilots. Somehow a programming error occurred that allowed pilots to swap flights in a broader time frame. Its frustrating for lots of people. It doesnt sound right. Reporter so now what . Well, travel Industry Experts say if you have an upcoming flight on American Airlines, dont panic just yet. But it may not be as bad as the union is painting it to be. For one thing, american has 15,000 pilots and it has more than 1,000 of those pilots who are on reserve. Reporter and those reserve pilots by contract must work when called. Today American Airlines issued this tweet saying, were planning on flying this Holiday Season and expect to avoid any cancellations. Theres a risk that not all flights that are scheduled will operate, but if your employer went to you and said hey, would you like to make 150 extra, i think youre going to have a lot of people looking at that and saying thats pretty compelling. Kind of a double edged sword. A lot of people want to travel at christmas time. Thats kind of their job. Its what they hired on for. So id say they probably should go to work. Reporter now a similar computer glitch happened back in september to ryan ayer and they had to cancer ryanair and they had to cancel 2,000 flights. American airlines homes theres enough leadup time to the holidays they can get enough pilots on board. I did speak to one American Airlines pilot who didnt want to go on camera that said it may take more than time and a half to entice pilots back onto the holiday schedule. These redwood cities are tall and you wouldnt expect them to travel through space. Kpix5s john ramos explains the story behind the well traveled redwoods. Reporter they say the apple doesnt fall far from the tree, but along the back of pierce Palo Alto Park is a grove of redwoods that have no doubt traveled a lot farther than you have. On july 9th, 1985, the Space Shuttle challenger ascended into the heavens with mission activist Lauren Atkins who took along some seeds from the 1,000 yearold palo alto giant redwood tree that inspired the logo for his hometown. It went into orbit around our planet. When he came back down, he gave them to the Parks Department where he got the seeds from originally. Reporter they planted the seeds and they began growing, but six months later challenger lifted off again and in time there would be no happy return. So in 1987 the city planted a governor of the young saplings in the park as a memorial to the fallen shuttle. They dont look very healthy now and the citys arborist says theyve always been a bit odd. The trees look strange. They look kind of bet. Some of them look like its growing for the sun. Did outer space do something to these trees . We just dont know. Reporter its been 30 years and the memorial plaque is barely legible. Most who come here have no idea that these trees once circled the earth 126 times and traveled nearly 3 million miles. Its slowly sinking in. Thats pretty incredible that those were seeds at one time in space brought back to earth and planted here as a memorial. Reporter bill kraft came here to walk his dog, but when he heard the story of the trees, he couldnt resist touching them. Ive been around redwood trees for many, many years, but i have not really touched something that has been from space. Thats pretty amazing. Reporter theres something about space that inspires us all. Even the trees spend their lives looking up at the heavens, but there are some here that have actually been there. In palo alto, john ramos, kpix5. Well, originally 20 trees were planted, but soil conditions are not ideal and only nine have survived. The arborist says they are probably coming to the end of their life cycles.
