Its a grim situation in Santa Barbara county where 17 people are now confirmed dead in the wake of major mudslides. As cbs news tom wait reports from montecito, a desperate search is on for people still missing. Reporter the search for victims continues in Southern California. Kind of doing what they do when theres an avalanche. You go around and poke. If you feel something difficult you try to figure out what it is. Reporter two days passed since a rainstorm triggered mudslides in the santa ines mountains. This is still a searchand rescue operation, First Responders saying other survivors may be trapped in the mud somewhere. There are several factors that go into determining how long a victim will be viable. Air temperature, soil temperature, weather conditions and the like. Reporter 500 rescue workers have been combing through the debris field. They have already canvassed more than 75 of it but what remains are the hardest hit and least accessible areas. Much of the efforts are taking place here in montecito northwest of los angeles. Thats where hundreds of homes have either been damaged or destroyed by the slide. So now that whenever rent is brought up, especially in the bay area, things can get very heated on both sides of the issue. So whats being talked about and mulled over a hearing today, its a proposal that was written in favor of tenants. Right now, the way state law stands, its a limit to rent control and says buildings built after 1995 cannot be rent controlled as part of the act. Whats being talked about today, ab1606 would get rid of that mean local governments could make rent control apply to every, single building including brandnew ones. At the same time, we have seen literally millions of vulnerable tenants around the state of california who are at risk of being evicted and we have to do things to protect those vulnerable tenants, as well. Reporter according to state law and how it stands now, when a tenant leaves a rent controlled unit, landlords are able to increase rent up to market rate. Yesterday, a group of prominent House Republicans began pushing a proposal that includes a severe crackdown on illegal immigration and sharply reduces the number of legal immigrants. It would offer threeyear renewable work permits to Daca Recipients without a path to citizenship. That could undermine bipartisan negotiations. Earlier in the day lawmakers from both parties said they have agreed to negotiate on four broad areas involving immigration. One local lawmaker believes a series of immigration raids are pay back for the bay areas sanctuary policies and Court Battles over daca. I. C. E. Reporter the new death reported here in Santa Clara County. That person was under 65 years old and had not been vaccinated. Heres a look at some of the numbers so far on flu deaths in california. Santa clara county has seen 5 people die from flu complications so far this year. Solano county has just reported its first death. And four people have died in contra costa county. The latest two flurelated fatalities takes the death toll in california to 29. 70 of those people did get the flu shot. But Health Officials say the vaccine is the best way to prevent your family from complications of influenza and its not too late to get vaccinated. Even if you get the flu even with the vaccine, you may be less ill and may not require hospitalization. Symptoms of the flu similar to those of the common cold but are more severe. The h3n2 virus is the main strain making people sick and its hard to fight. You can see the muzzle flashes and one of those gunshots struck the grad student in the right side. He says it took days to emotionally process what could have happened. The settled lawsuit claims that the Energy Company overcharged state and local governments for natural gas. Kpix 5s jackie ward reports from San Francisco. Reporter this is something that david chiu proposed nearly a year ago and finally today, we are getting a hearing on it. And thats a small victory for housing tenants groups. So heres why landlords are not pleased with this. Ab1506 wants to eliminate rent control for all buildings. Right now the costa hawkins act prohibits that and only allows rent control in buildings that were built before 199. [ yelling ] theres a housing shortage and this sort of bill creates it reporter landlords across the state were so annoyed with the proposal that they were able to delay any progression until now. Still, it may be difficult for a rent control proposal to pass at the state level because of legislators from nonurban areas. If the bill passes theres also fear there would be a significant decline in new construction. The California Apartment Association told capital weekly in october that new private investment in rental housing with come to a screeching halt. So this is the one and only agenda item for the Housing Committee in sacramento today. That hearing is at 9 a. M. In San Francisco, jackie ward, kpix 5. Searchers are looking for survivors after the devastating mudslides in Santa Barbara county. 17 people are confirmed dead in and around montecito. Another 17 people are missing. The slides have destroyed about 100 homes and another 300 homes are damaged. Authorities say most people who were under mandatory and voluntary evacuation orders tuesday did not evacuate. National guard crews are in Santa Barbara county. The 129th rescue wing from Moffett Field is helping with searchandrescue efforts. Mudslides can happen weeks and even months after the rain stops. San Jose State University professor Laura Sullivan green says areas burned by wildfire are more prone to slides for two reasons. The fires destroy vegetation which absorbs water and helps keep soil in place and fires cause chemical changes in the soil causing it to repel water. Instead of it absorbing into the soil, it runs off and carries the soil with it and mixes and creates the mud flow. Burn areas remain susceptible to flooding and slides for up to two years after a fire. Thats a scary thought considering the hundreds of thousands of acres that have burned down there but i guess this morning the concern is fog. Fog is a problem. Its covering a lot of our views of our live cameras. I want to show you the visibility map right away. Leave earlier if you can today. Half moon bay visibility down to 1. 3. Sfo down to 8. Hayward is being impacted, as well. So you see a lot of that fog working its way around the bay and also hanging around those lowlying areas. Livermore visibility at 5. Concord 3. Petaluma and napa seem to be getting it the worst where those gauges are, visibility down to a third mile and high clouds out there. So youre definitely going to notice that for most of the morning. It will be a gray gloomy kind of start to the day. Heres a view of coit tower just moments ago. The fog was hovering right over it moments ago and blocking that view so we only saw the glow but now its moving in and out around the bay. But we are going to see patchy fog throughout the morning drive today. Cloudy until this afternoon. And then High Pressure will take over our weather pattern especially in time for the weekend. I know it slows me down when i was coming into work but we are going to begin over at the bay bridge toll plaza. It looks like they just turned on those metering lights so its going to get slower and slower. We have about a 12minute ride from the maze into San Francisco and we are dealing with that fog for drivers heading along the eastshore freeway. Were also tracking an accident, this is along 580. This is a look at the backup from the crash along 580 out near the altamont pass. So this is 205 as you are heading out of tracy making your way towards livermore. And were tracking big delays. Your cruising speed around 10 miles per hour. The crash blocking two lanes. Once you get past that, though, things look much better. And they are in the green as far as your ride but our travel times showing yellow just under a 25minute commute from 205 to 680. The faa is looking into another dangerous incident at San Francisco international airport. An aeromexico flight in mexico nearly landed on the wrong runway on tuesday. At the same time, another plane full of passengers was stopped on the runway waiting to take off. Air Traffic Controllers noticed that error when the incoming plane was about a mile from the airport this is the latest in a rash of mishaps at sfo airport in the past few months. Bridesmaids burglarized. Petaluma police say a thief is targeting wedding parts. The burglar broke into the brides room at Calvary Chapel saturday. She stole wallets from purses while the bridesmaids were gone. The suspect has bright orange hair, police say she also stole a wallet from Saint Vincent de paul church a few days earlier. Police are trying to track down two men who robbed and shot a ucberkeley student. It happened in berkeley at vine street and Martin Luther king, jr. Way last month. Jessica flores reports. M. , that student was getting out of his car when those robbers tried to take his backpack and police now have released Surveillance Video hoping someone may recognize these suspects. It shows two robbers wrestling with the grad student for his bag. It happened around 9 30 p. M. The grad student said he didnt want to let go because in his bag he had his laptop with his dissertation on it. The video, you can see finally he lets go and thats when the gunshot happen, three of them. One of those gunshots struck the grad student in the right thigh. Past that accident things pick up but its still sluggish. 880 through oakland near the coliseum northbound side on the right side of the screen in the green. We are getting reports of a motorcycle accident blocking at least one lane. Its along 880 and 7th involving a motorcycle and truck. So emergency crews are heading there. Well report in the next traffic report. We see fog in the Traffic Cameras and we are seeing it on our visibility map, as well. So lets zoom in and show you some of the dangerous spots. Hayward down to fourmile visibility, Half Moon Bay cleared up a little bit there. But right along the bay we are seeing more of the fog building throughout downtown San Francisco. Petaluma and napa stayed at a third of a mile visibility all morning long. Santa rosa where the gauge is, is not bad but, of course, all those valley locations, the fog settles in and heres a view of the coit tower. I saw it moments ago and now its gone because that fog has definitely covered it. Heres another glow of coit tower there. The fog is low over downtown San Francisco. 51 in concord. San francisco now at 53 degrees. San jose 55 degrees. Temperatures are warmer. They are right there at that dew point. And thats why that fog has formed. And we dont have any wind to speak of. So that wind is not helping push anything out of our area. When we have calm conditions like this, the fog just settles in and doesnt want to move. Today we are going to see drizzle to the north bay. Most likely Sonoma County or north of that. Foggy throughout the day. Warmer on the weekend. Lets talk about the rain. Yesterday it was supposed to be just a drizzle but some areas saw measurable precipitation. Not much. More rain by the border of california and oregon as High Pressure starts to reach our region. Once it get here we are not going to see the chances of rain as more storms stay to the north but today until 1 p. M. Or so santa rosa may get rain coming through, maybe parts of Sonoma County. So most likely the north bay and the coast there. By this afternoon, clear skies in the forecast. So the fog and the cloud coverage should clear up later on today. But tonight the fog will be back. Rescue boats are back on choppy waters in the east china sea. They are looking for survivors after a stricken oil tanker that collided with a freight ship burst into flames. Officials say the front part of the tanker exploded yesterday and is still on fire. The tanker collided with a cargo ship on saturday. Officials warned the tanker could sink, possibly triggering an environmental disaster. Shots fired at a Southern CaliforniaCollege Campus and the gunman is still on the loose. Police say that a single bullet struck a window at a building on the csusan bernardino campus. It happened around 6 p. M. Last night. No injuries. But evening classes were canceled and the campus was briefly on lockdown. Students say they are glad the police took the time to make sure that everything was okay. At first we got scared and everyone started yelling at our professor because she was still talking on the mic basically lecturing. All the lights were on so we all got very nervous. A san jose couple is taking legal action to get back a private road in San Francisco that they purchased at a tax auction. In 2015, Presidio Terrace was sold to them for 90,000. The San FranciscoTax Collector had listed the street as delinquent on nearly two decades of property taxes. San franciscos board of supervisors approved the sale but then repealed it in november and returned ownership to the homeowners association. Thats because it turns out the tax bills were sent to the wrong address. Michael cheng and tina lam say they still havent gotten their money back but want to keep the property.
