Negotiations are continuing in an effort to pass a new Government Spending bill. Two days after senators blocked a house approved resolution that would have paid the bills through midfebruary. There is no sign of when the government will end the shutdown. The key point is immigration. Republicans and the white house are refusing to negotiate on that issue until the government is back open. They may propose three weeks of funding. The daca Program Allows undocumented immigrants to live and work in the u. S. Democrats fear such a bill will just die in the house. Give us a vote in the senate. Guarantee us a vote in the house. If you have a vote in the senate, it means absolutely nothing. Because you have stalemate. This is the trump shutdown. Senator Chuck Schumer made the decision. The decision yesterday, lawmakers appeared to spend much of the time blaming each other. The shutdown is already having an impact in the bay area. In San Francisco, the gates are locked at fort not stopping the dogs. We spotted people and dogs walking right through the gate. And alcatraz is staying open on a limited basis. Daytime Ferry Service is still operating as per usual. At all evening tours are being canceled for the time being. The shutdown has made for some erie sites at major landmarks across the country. In washington dc, the curtains are drawn at ford theater. In new york city, the statue of liberty and ellis island are closed to the public. In philadelphia, the liberty bell is offlimits until until congress can strike a deal. The shutdown comes as President Trump celebrated his one Year Anniversary in office. We asked former San Francisco mayor willie brown how he thinks the country is doing one year in. He survives equally. The quality of the opposition from a voter attractiveness standpoint is so much lower then it should be. And in view of the fact that he is dealing with a collection of people that are so disappointed in their own lives, he represents relief. So he is okay. Let me translate that. The opposition is pathetic. They dont look good. They are not entertaining so trump wins. That is right. Meanwhile, i have aged like five years. Time has no meaning. Things happen one day after the next. It feels like it was a week ago. Everything is a little more blurry after the first year. The institutions have held. The Judicial Branch in particular has stepped up to act like it is supposed to. There are issues with the diminished standing in the world potentially. For the most part, the institutions have stood. And it is all about whether or not donald trump keeps being donald trump. Yesterday, a few days ago, when his chief of staff, kelly said you know, he was not fully informed before he took the position on the wall. The next minute, trump says he does not know what he is talking about. So he was either going to be growing up. Nobody has gotten him out and he has not changed. There was this whole thing maybe well pivot and become more president ial. At the inauguration, he was up there giving a speech and people were saying, this is going to be the time, from here on out. He is going to be a statesman and yeah. He is consistent with being unpredictable. That is the only thing you know about this man. You can just assume that he is going to do something bizarre. And you look forward to it, frankly. And believe me, he will survive the next three years doing exactly the same thing. Unless somebody else get that. Workers from a popular oakland restaurant are demanding that the owners sell the business took this after 17 former employees accused charlie hollowell of Sexual Harassment. He owns boot and shoe service pizzeria and penrose. Now seven managers say they are going to quit unless hollowell sells the business. Take a look. The employees called in sick and protested outside the pizzeria last night Holding Signs like no creeps in the kitchen. Hollowell announced he was stepping away from daytoday operations. Some employees say it is not enough. All i want is for him to step down from the company. This is worth it, i think. It is not clear if the employees are stepping down. Managers told us all the employees protesting last night will still have their jobs today. Other bay area headlines this morning. In san mateo county, police are looking for two robbers that stormed into a bank. Police say the thieves walked into the chase bank at woodside yesterday and demanded money. They were armed with guns and wearing black. Police said they took off with an undisclosed amount of cash and nobody was hurt. Flames tore through a marijuana grow house in east oakland at a warehouse on 44th avenue. Firefighters say nobody was inside when they arrived. Crews did find about 15 marijuana plants. There are new details this morning about the 13 children found living in unimaginable conditions in southern california. We learned all 13 children have diminished mental capacity. The 17yearold girl that escaped has a 1st grade level education. Ever since being freed, they have not asked anything about their parents. 12 of the 13 children had kept journals. Several boxes of them were recovered. Riverside county workers say they are stunned that nobody had reported the family. We did not get one phone call. Nor did the police department. And we have staff teams of professionals that man the hotlines 24 7. The biggest concern now is the six children who are over 18 are not children, legally classified as adults. County Officials Say they will be seeking custody of them as well even though they are no longer minors. Thousands of bay area homes are sitting on old storm drains. When they burst, who is responsible . It may surprise you. And a look at womens marches in the bay area. Pink hats and picket signs filled cities across the bay area yesterday. L womens pink hats filled cities across the bay yesterday for the Second Annual womens march. People of all ages, races and genders walked together, calling for equality and in protest of President Trump and his policy. This crazy climate that is the Silver Lining that is uniting people and bringing people together and inspiring people to run for office. According to the mercury news, more than 150,000 people marched yesterday in the bay area. Joining us to talk about the womens march is the president and founder of emergent america. Merge america is a National Political organization where we focus on recruiting, training and providing a powerful network for Democratic Women interested in running. We do so in 24 states. It started right here in the bay area. You are the cofounder of emerge california . That is correct. That is our first affiliate. We have received a demand from women all over the country and other states. That is when i started emergent america. There are some bay area politicians that are alums of this program and a teaching women how to run for office . That is correct. We have mayor libby schaaf who is a fantastic alum. We have london breed running for mayor. I hope Everybody Knows that. And we have malia cool and running for the board of equalization and many more. We are really making a difference here in the bay area. Lets talk about the march yesterday. What was the turn out like and what was the feeling like . Melissa, i could not go to the march last year because i had knee surgery. It was incredible for me to not only be there but be able to speak. I went with my 14yearold daughter. I was so impressed with the incredible diversity and enthusiasm. I really believe in these marches. They get women and men really motivated. That is what we need. That is what we need, for women, progressives, to get motivated for 2018 because we have a big election. So you gave a speech. The theme was elections, voter registration, et cetera. Exactly. I talked about getting women to run for office. I said to women in the office, run, run, run. Not enough women run for office. That is the single reason we dont have more women in office. Why not . They dont think that politics is the realm in which they want to participate for they care about their Community Spirit they want to help nonprofits. But getting them to connect the lines and think that politics might be a good round for them is difficult. That is what we do. We say, you care about the environment . Why not serve on the water board or the city council where you can make decisions about the environment. It is just helping women to see politics in that realm. And getting them to realize that they dont have to have a triple masters degree to be on the city council. What about asking for money . It seems like it is taking more and more time with politicians in certain offices. Do you find that women sometimes are not comfortable requesting or demanding funds . Absolutely, melissa. That is one of the barriers. I give a speech. I say that if you can potty train a child, you can fund raise. I have children. It is far harder than fundraising. It is really again just about walking through how you fund raise. It is not that different from what they do in their community is. They just would be doing it for themselves as a candidate. I tell them you are asking people to do something easy. Riding a check writing a check. You are doing the hard part. You are campaigning. When you help them see that, they are great fundraisers and they can do it. Did you get a lot of feedback saying, you inspired me or i am going to register or any interesting feedback . Absolutely. Particularly from the younger women. These younger women are the ones who will be on the frontlines. They are the ones we want to see think about running for office. I definitely got that feedback that people want to have tangibles. Giving them tangibles to run for office and recruit women i think particularly men want something to do in this movement. So empowering them to say, you can be great recruiters. And then to support women candidates that is something everyone can do. And of course to vote is the key as well. I have not heard, on the republican side, of an emerged type of organization does one that specifically is interested in recruiting female candidates for the gop. Are you aware of such a thing . What do you think . Republicans have been excellent at filling the pipeline. They have been focused on down ballot races for years. They have been incredibly successful at that. You are right. There is no emerge for republicans. They did have a Program Within the National Committee when i started this in 2002 that has since disbanded. And they quite frankly are doing a terrible job with women. The ranks are very low. I would really encourage republican women to get busy. Get some more republican women to run for office. That is not my job. I get Democratic Women running. But i think people should do it on the republican side. Wonderful. We will have all the highlights later on in the day. You may know what is on your property but do you know what is under it . Aging storm drain pipes are buried under a lot of bay area neighborhoods. And there is a Storm Brewing over who is responsible for paying to fix or replace them. Kelly oconnell had no idea there was a county storm drain pipe under her property until it started to disintegrate and create this sinkhole in her yard. The whole bottom part of this pipe is gone. It is just gone. Like many other pipes, this one carries storm water from county property here underneath private property come out to a creek blocks away. But who carries the responsibility when one of these decades old resting pipes break causing damage to your property . According to contra costa county, you do. We dont on the water. But you do on the pipes . That is correct. The section in the unincorporated county. Contra costa countys mike carlson says that while the county owns and operates drain pipes under public property, the county interpretation of california drainage law requires homeowners to maintain a portion of those pipes that run under their property. You are required to pass that water from one side of your property to the other side. That they would basically say they are not responsible for maintaining the infrastructure does seem appalling. They say this is the type of maintenance only municipalities can handle. Many homeowners may not even know they are there. A group concerned with Water Quality warns pipes running like these over the state were made more than 50 years ago and are reaching the end of their lifespan. It is the reason people pay taxes and fees to public agencies, to maintain these facilities. That is a problem. According to the county, California Homeowners pay taxes to fund sewer and water utilities. Most cities and counties dont have storm drain utilities. They say there is no funding to repair or replace these aging pipes. There is no mechanism to maintain these pipes. Now it appears a storm is brewing over who will ultimately have to pay. The only portion of this pipe above her is your portion. So the argument could be made that a majority of this system is owned by the county. Therefore, you would need the responsibility of the portions on private land. In this case, the majority of the system appears to be in the county. Then they sent kelly a letter saying she should pay to get the drainage permit and she should perform the work to county standards. I was in shock. How could a private citizen be expected to do that . A job that she estimates would cost more than 60,000. I really feel this is the countys responsibility. But kelly said she will feel responsible fixing the pipe under her yard. The problem downstream is causing problems to her neighbors. In contra costa, im julie watts. This morning, negotiations continue on capitol hill after the senate failed to approve a temporary spending bill. The government officially ran out of money for the fiscal year. Half of the militarys civilian workforce was furloughed and the National Institute of Health Interrupted medical research. Already, funding is in jeopardy. Republican leaders pointed the finger at one person. Senator Chuck Schumer shut down the government. Democratic leader Chuck Schumer led his partys charge to block government funding until republicans compromise for protections for so called dreamers. Young people brought to this country illegally as children. They want a deal on immigration. Then they will think about reopening the government. It is a shakedown strategy. Chuck schumer puts the blame on the president. Negotiating with President Trump is like negotiating with jello. He said the socalled dealmaker keeps undermining the talks and his own party. It is next to impossible to strike a deal with the president because he cant speak to the terms. Republicans are now pushing a fallback bill to fund the government for just two and a half weeks, promising to use that time to craft a daca compromise. The idea of letting this continue to fester is unbelievable and unacceptable to most americans. But democrats want more proof that the talks wont fall apart again. Otherwise, we are just becoming accomplices to their incompetence. And we cannot do that for the american people. Negotiations continue. At this point, there are no votes scheduled in the house or senate, which makes it look increasingly likely that the shutdown will go on for at least another day. They have a budget that is separate from the overall government. State lawmakers are pushing for new reforms to confront Sexual Harassment in the workplace. This legislation proposes helping victims of harassment in all industries across california. It was very much expected. Breanna thomason works for a trucking company. And she says she was sexually harassed. I had one of my Truck Drivers come on to me. She left the company for an unrelated matter. We met her looking for a new job at the state employment agency. She says if she wanted to complain about what happened, she ran out of time. Current law only gives workers a year to file a claim with the state. This is one of the few areas of the law that provides such a limited window where someone can assert their legal rights. We allow a longer statute of limitations for a fender bender then we do for people to file claims of serious Sexual Harassment and discrimination. Now these Assembly Women want to extend the statute of limitations from one, up to three years and. The kind of trauma you experience as a victim of Sexual Harassment and the fear of retaliation that you face for speaking out, often makes women wait. This attorney works for a nonprofit representing lowwage women in the workforce. She says the number of calls from victims is up less than 25 . To me too movement has been affecting everyone. We huron from farm workers who calling us and speaking out about their rights and janitorial workers. They said they did not know about time limits for reporting what happened to. The ones who are the victims are sometimes too afraid to come forward. That was lamar abrams reporting. The proposal is getting some pushback. Critics say giving people more time to complain increases employers liability. Another push to allow local governments to extend the last call to 4 00 a. M. At bars. San francisco lawmaker scott weiner introduced the legislation this week. But the new bill would not be rolled out as quickly. It is a fiveyear Pilot Program for six cities to test including San Francisco and oakland. Right now, the idea of a two arbor extension is getting mixed reviews. A lot of weird things happen after 2 00 a. M. Nothing good happens after 2 00 a. M. You could just stay out longer. Council members the extension wont be at every bar and restaurant. Just a select few. And if things get too rowdy, city leaders have the power to turn the clock back to 2 00 a. M. And the highspeed rail line am i faster than a speeding bullet for the cost. The cost estimate for phase 1 has now jumped by 35 up to 10. 6 billion. The added cost is due to adding barriers, adding rightsofway and adding utilities along parts of the first 119mile segment. That pushes the overall cost of the project to nearly 67 billion. It was originally projected to cost 40 billion. Bay area mayors say they are ready to descend the sanctuary city policies even if it means going to jail. This amid plans for a massive immigration raid in the bay area and northern california. No matter what ice or anyone threatens if they want to arrest me, they know where to find me. This is one of the issues that i would not mind going to the jail for the first time in my life over. You are ready to go to jail . Yes. Last week in sacramento, the state attorney general said he cannot confirm whether the raids will actually happen but kpix5 learned that ice is preparing to arrest more than 1500 undocumented immigrants across northern california. So we asked former San Francisco mayor willie brown if he thought these immigration sweeps are just a way for the federal government to strike back at sanctuary cities. Total and complete payback. The moment you say sanctuary state, sanctuary city or sanctuary county, clearly the Trump Administration and jeff sessions, the attorney general, place a bullseye on your head. And the network it will be groovy. Californians are going to keep being sanctuary friendly. They will keep looking out i whole number people contribute substantially to what happens in the state in every category period. You are going to have californians running away. They might hide. But they are not leaving. A strong show of support for immigrants. These big ads were launched. They say one country, one future. City leaders say the campaign will highlight Services Available to the immigrant community. Similar incident happened in santa rosa. And an electrical problem will keep the Oakland Main Library closed today. The outage started on wednesday when a breaker failed at the building on 14th street. A contractor is still trying to fix that. There is also a plan to hook up a generator if necessary. The main library will stay closed. Other bridges are open but without in the area. Caltrans it says it will open highway 101 before the monday morning commute. The highway has been closed for 11 days after a wall of mud and water swept through the city and over the highway. And highway 101 was caked with about eight feet of mud in some areas. Looking at that, it looked like a creek. That is the 101 there. It was covered with five feet of mud. That is incredible. It has been closed for 23 weeks.
