Air. They have been putting in line the last 24 hours. They will set backfires back onto areas that are already earned. In essence snuffing the fire out. Not sure if that is what is going on right now. They do want to get line in all the way around the perimeter of the fire. They will let the middle burn out in sections like this. You can see it is being pushed by the wind. These are very difficult fires to fight. Because of the low humidity. The high winds and high temperatures. It appears to be may be a backfire that is progressing right now. You can see to the right of the flames which is the direction they are burning. That has already been burned out. A lot of work going in this afternoon. 49 structures that we know of have in detroit. Within 20 have been homes. Sonoma county sheriff has said 21 homes have burned to the ground. 28 other buildings lost in this fire. So far. Good news no lootings have been reported. No casualties or injuries that we know of. There are about 1300 firefighters involved in this firefight. This is going to continue through the afternoon and into the evening. They worked to get line built around the fire. The other thing to keep in mind is a lot of this work they want to get done before the weekend. As everyone including National Weather service and our own darren peck predicted we are going to get high winds through this very same area. They want to make sure they can get as much of the fire out as possible. It doesnt take much to spark this thing back up when you have 60 and 70 mileperhour winds over the top of those ridge tops. What that does it takes an ember and it can send it a mile ahead. Of the actual fire. And start what is called a spot fire. Much further down the canyon. Then you get into other problems where you are chasing literally chasing spot fires all over the place. There is so much wind blowing. It is almost an uncontrollable situation. We saw the planes flying above doing airdrops. You see how large the fire is. There is one plane. We know there are more than 1300 Fire Fighters and personnel on the ground. It looks like this thing is burning out of control. 5 containment right now that we know of. The Weather Service issuing a red flag warning. For this area. Tomorrow night 8 pm all the way through the weekend. The winds obviously a big problem. Wilson walker has been on the ground. He can feel them picking up right now. We are waiting a live News Conference at pg e headquarters. In San Francisco. We will get an update at some point with respect to the power shutoffs that are due to begin again tomorrow. Probably earlier than later. Somewhere just afternoon about 1 pm. In some areas. This would be down lower from the Northern California locations where the fire is burning now. This would be in communities all the way down to San Mateo County. And much of the east bay. Much of the north bay. It will affect almost 2 million people. Kincaid fire just to get you up to speed again broke out the other night. 9 30 pm. Clocking winds around 60 miles or even more. We will continue to follow the latest developments with the kincaid fire obviously. Bring you the latest on the firefight. We are also standing by for that pg e press conference for the latest on that. We want to get you to a story with don ford. He was speaking to one lucky man whose home was surrounded flames. And actually survived. The flames raced up this hill up to the side of that house. It didnt burn. Looks like somebody dropped a bomb in front of my pool. There is nothing left. Reporter brian is one of the lucky ones. He said flames surrounded his house. He looked up and said ther were flames shting 3feet in the air all around here. The fire must have come up the hill and jump the road. Caught all this barking landscaping on fire and started to burn the house down. Reporter shadowed windows and burnt siding landscaping in all directions completely burned. But his house is standing because this property is a classic example of defensible space. Many nearby homes are nothing but ashes. Burned out cars lost memories. The roads are still dangerous with burned power poles blocking the way. Pg e trucks moving from one site to another assessing the damage. Brian said. Unbelievably lucky. Unbelievably lucky right now. We want to get you back now to the pg e headquarters in San Francisco. The press conference is gotten underway. Across the north bay. The National Weather service is forecasting gust for many areas and elevated terrain. 45 to 60 Miles Per Hour. With this event. These are dry offshore winds gusting to 45 to 60 mile per hour. A dangerous situation. We are the National Weather service is forecasting peak gust from 55 to 80 Miles Per Hour in the more exposed and elevated terrain. Throughout our territory. Northern operations predictive services. The other federal forecast agency that we closely coordinate with on any high risk wind event. Is also looking at a high risk event. They are forecasting the event to potentially exceed the 99th percentile. Said another way in extreme event. Pg es meteorological and Data Science Teams continue to study the event as granular as we can. And the map that is shown over my right shoulder encapsulates over 5 billion data points that we have been able to model the last 30 years. At granular resolution in our territory. With forecast we are able to put the wind speeds in localized areas and historical perspective. What i am showing you on the right. I have a screen now and i love to point things things out. On the event we are expecting some values to reach values that max our database out. These yellows and greens that you see on the map here. We are expecting wins in those areas you much at the top of our Historical Records that go back 30 years. That is unfortunate nature of the event on the horizon. Pg e meteorology in our Data Science Team will continue to step Emergency Operations center. Moving forward through this event. Leading up to it and moving forward. We will be monitoring as we get closer to the event. Weather stations in real time. We have more than 600 weather stations that are owned and operated by pg e. And several hundred other weather stations we rely on from the National Weather service and remote weather station networks that we can leverage as we go into the event to determine if it is materializing as we were forecasting. I will stress this is a serious situation that is in front of us. Fuels are be very dry after the event we just went through. This will be a strong offshore and dry wind event. We absolutely must be prepared for it. With that i will turn it back over. What is the equivalency of the humidity we might be looking at . What would be a general correlation . Great question. The relative humidity in this event. I didnt mention them. They will be bone dry. To use that colloquialism. Essentially we are looking at relative humidity is from 5 to 15 . Developed in this event. To put it in perspective that is typical humidities you would get more in the desert regions around the world. You can imagine very dry very dry air moving into california through this event. Which is exacerbating the fire risk. Mark good evening everyone. I am the Incident Commander for the october 23 ps ps event. Im here to provide an operational update. As of about 5 pm this evening or 1700 hrs. We restored essentially all of the customers that were impacted by this event. That is roughly 179,000 customers. These customers existed and 4 general areas of the Service Territory for us. There is a pocket in the sierra foothills. This pocket that was in the north bay. And then 2 individual counties San Mateo County on the peninsula. Kern county down in the southern end of the state. Essentially all of those customers are restored at this time. The exception is in Sonoma County. We have about 1000 customers as of the start of this press briefing that remain out of service. That is primarily due to the kincaid fire. That is an active fire. That cal fire is in charge of the incident. We are reporting under their command. We do believe that we will be able to reduce the impacted customers to roughly 700 customers. By the end of the evening. It is important that we Work Together with cal fire. They own the scene. They own the entire footprint of the perimeter. And the adjacent areas to that perimeter. We want to stay out of their way. And support them wherever you we can. While they fight the fire. In addition to that we want to look for opportunities where we could restore service. From a numbers perspective we had 6000 on the Ground Resources and 42 helicopters that supported that restoration effort. We were able to restore 93 in about 11 hours after we got the all clear. That was really enabled by that heavy air and ground attack. We are pleased with our progress. We are looking forward to getting the final customer restored when we are able to do so. In terms of damage findings. We have reported nine reports of damage have come in. And have been confirmed by the field crews. Several more damage cases have been submitted and they are in the process of being reviewed. Most of these are tree related events or debris. Things that are making contacts of our lines. When we have foreign material get into the electric system. That can cause arcing. It can cause sparks. That can cause fires. Each damage case we find is representative of a potential fire ignition. That is really the foundation of the Public Safety power shut off plan. To remove the threat. With that we are tied in as i said with cal fire. We do appreciate the efforts of the first responders. To keep the community safe. We are supporting them to keep them safe from energized equipment. And some of our gas system as well. We look forward to working with them to obtain full containment on that event. With that that i will turn it over. Thank you mark. Good evening everyone. Im responsible for our committee wildfire safety program. I want to talk about the upcoming event. To pick up aware got left off. In regards to the meteorological forecast. Given the forecast the scott shared in the historical nature. Of what can be anticipated. We are preparing for what is likely going to be a widespread safety shut off across our Service Territory. To combat the risk of a catastrophic wildfire. We have not made the final determination yet to move forward. We expect to make that decision at 8 am tomorrow. Which is saturday. If we do called the Public Safety power shut off that decision will be made in consultation with our state Agency Partners that are here with us in our Emergency Operations center. They include the state Emergency Operations center. California public utility commission. And the cal fire if we do anticipate the forecast as a scott shared as well as what the National Weather service has published. Weanti that this shut off could impact approximately 850,000 of our 5 million electric customers. So very significant impact. The customers are located in portions of 36 counties. We anticipate the wind unfolding in a couple of different time periods across our Service Territory. I want to cover that next. One item i would like to note in recent regards to the number of customers. We are continuing to evaluate the weather. The weather forecast. As well as identifying all possible opportunities to sexualize our system. So we can minimize the impact to our customers. These numbers may further increase or decrease based on the result of both of those factors. What is behind me is the format regions. The time periods that we anticipate on saturday. Where we can begin the d energization. The weather event is anticipated to be several hours after. What is shown in back of me. I will cover this in a moment. The reason why we are backing up. The d energization. It will take some time to ensure that we are safely deenergizing the system given the complexity of the integrated electrical system. In the northern sierra foothills which includes 13 counties. We anticipate if the weather holds a scott discussed begetting d energization around 3 pm. We would next move to the north bay. In the mendocino area. Were we would anticipate d energization eight counties or portions of it counties around 5 pm on saturday. The third area being the bay area. The coast in the southern portion of the sierra foothills. We would anticipate deenergizing at 7 pm on saturday. That is the sequence of steps as we currently forecasted. One saturday. Lastly we do forecast a reverse santa ana type of a weather phenomenon that we have continued to see during this month. In kern county. We anticipate that to occur on sunday at 11 am. As i stated our goal here is to continue to ensure that we are minimizing the impact to our customers. As well as minimizing the impact from a duration perspective. So the times here are subject to change. We continue to monitor the weather forecast. If things move up we potentially can move things up. If we can have the opportunity to further delay because we see multiple hours delay in the weather forecast. That may impact the area. That is exactly what we are going to do. We are asking customers to prepare for outages of 48 hours or longer. Given the potential duration that is currently being forecasted for this event. At the moment we are forecasting that the weather is going to subside monday afternoon. From our Service Territory. That is the best forecast we have at the moment. We anticipate that as we get posted to monday will have better line of sight into what that exact timing looks like. By our geographic footprint. In regards to customer notifications we began our 48 hour customer notification starting yesterday. Via phone email and text message. We are also initiating our 24 hour customer notification today. We will do another notification 4 hours before shut off. One thing i want to clarify if you do live in one of the counties that have been listed that we have showed here. But did not receive a notification from us. You are not currently in an area where we anticipate that power could be turned off. That is the best information we have at the moment. As the weather changes we will provide that update. If you have provided your Contact Information and did not receive a direct notification from pg e were not part of the shut off at this specific point some of the additional things we are doing in regards to coordination. We are working closely with our state county local and tribal agencies for preparations. We are continuing our twice a day state agency calls. With the entities i discussed. Three times a day discussions with our potential impact it counties. We have also assigned a dedicated points of contact to sohat we can provide and be responsive to all of their needs and supportive to the best of our capacity. We are also working with some the key critical facilities. So much of what we did during the october 9 event. Some of these include transportation agencies. Such as bart. Called the cut tunnel. Tom lantos tunnel. To ensure we are working with those respective entities in providing temporary and back of generation where we can. So we minimize the disruption to the communities to the extent possible. We also have 28 locations that have been confirmed in regards to the Customer Resource Centers. And our goal is to ensure we have at least one Customer Resource Center and every impacted county. Some of the counties are obviously going to have more locations. We are working hand in hand and in partnership with the respective counties to identify the locations and ensure they meet the appropriate provisions and requirements and working to be able to deploy these upscale to the extent possible. Looking down the line once the weather event does pass. I think everyone is familiar with the process we employ now. We are forecasting at the moment by mid afternoon on monday. We will immediately began our safety inspections. So for the prior 2 events we have had nearly 6000 resources. And qualified personnel. That have supported this effort. Including more than 40 helicopters as well as leveraging support from external agencies to bring aerial fleet Safety Patrol capabilities to bear. We are doing all of that. In addition to that a couple of days ago given what we were anticipating here we have already reached out to our Peer Companies across the nation. To bring in additional qualified personnel to help us in regards to the safety inspections. And the restorations. Through the established neutral Assistance Program and effort. We have gotten traction as part of that effort. We requested 1000 additional at ethort. Ersonnel through once we have completed all of our inspection safely. We will be doing the damage assessment. Ensuring the repairs are completed. And ensuring we are completing the repairs for safe restoration. Considering the long winded even in the inspection and repair time we strongly advise preparing for outages of 48 hours or longer. As we have said from the start we fully understand the impact and disruption. These events have on everyone. Especially people who depend on electricity and our customers who depend on electricity for medical needs. It is interesting we are at the eve of one of the biggest festivals that celebrated by myself and my community. Which is the indian community. It is the festival called diwali. The festival of lights. Is not just me and my family and every Single Member of my community in my heritage. That potentially could be impacted. Im sharing that in the spirit that there is emotions behind. A live News Conference from pg e headquarters in San Francisco. The news is not good. They are ominous words extreme event. That is what they are predicting the next 48 to 72 hours. They are going to knock power down to almost 800,000 people. Here in the bay area. They want you prepared for it. 36 counties is what he is saying will be affected in 4 different regions. The sierra foothills 3 pm will be the time the power would be cut. The north bay in mendocino area at 5 pm. Bay area and coast to 7 pm. They will be notifying you as long as you have signed up on their website by telephone text or email. One of those ridge tops waiting for hopefully the wind to die down. It is going to kick up again. Firefighters trying to get more containment before those massive winds kicked up this weekend. Darren peck has been monitoring those wins. Just from looking at the satellite imagery of the fire. I can tell you the smoke plume has intensified coming off of the kincaid. We kind of got off easy for the first part of the day. Three hours ago it started putting a lot more smoke into the air. Look at the view from the top of the salesforce tower. That is all smoke from the kincaid fire. The majority of it is being directed to the southeast. It is still going over Solano County and east of most of the bay area. It takes a small shift in the wind. Anybody could be getting it. Im going to jump ahead. To the worst of the wind for this forecast. Sunday morning at 7 am. Look at the wind speeds for the communities. Low 40s for santa rosa. This is the time frame will likely see the peak gust in the mountains. From 70 to perhaps 80. It is sunday morning we get the worst of it. It is not only sunday morning. It will calm down into late sunday afternoon. Sunday night we will see another peak that comes through the mountains. Remember the difference. Even though the wins in the mountains were the worst of going to be. The difference with this event it will be more widespread wind. You will notice this a lot more in your communities in the north bay and east bay hills. We will be done by monday. Temperatures cool down to average by early next week. That will do it for the news at 5 pm. We have more coverage on the fire and those potential power shutoffs coming up. News at 6 pm begins right now. Now at 6 pm some late details on pg es a massive weekend blackout. An extreme event. Their words prompting a power shut off. For much of the bay area. Crews in Sonoma County racing against time to control this fire. This is the kincaid fire. The tactics fire crews are using to get ahead of any new fires that broke it out. The south bay getting a bit more colorful. First of its kind event this weekend. Artists will take over buildings. News is 6 pm starts now with the latest effort to put out a kincaid fire. In Sonoma County. Our crews in the field reporting the fire and the winds have picked up this evening. Within the past hour and we have seen towering flames at the height of this fire. We want to get you the latest numbers right now on the kincaid fire which has grown to 21,900 acres. At last check the crews have this fire barely contained. 5 only. 49 buildings have been destroyed. Right now thousands of residents cannot go home. All roads east
