Reporter Graham Barlow the Sacramento Field Office said the bureau says the gun that used to be a pastime thing for hobbyists and just the past few years has tune turned into the hot new weapon for criminals. They have become a way for people that cannot go into a gun store and buy a firearm to obtain a firearm. Reporter building an on serialized firearm for personal use is legal under the federal law. But selling it is not. There are people buying these kids for purpose of assembling them, finishing them, assembling them. Then selling them to the double highest bidder. That is a big problem and that is where we focus our investigations. Reporter they say these air 15 style rifles and a stink in a sacramento area. Ever assembled any workshop behind a private home destined for sale on the black market. This is an ar 15 type rifle. Reporter 50 of guns taken into evidence are ghost guns. And, Law Enforcement is recovering hundreds of them at crime scenes. But, also more recently, semi automatic pistols. It is the type of thing that we recover in my office on a weekly basis, weekly. These are being used . And what type of crimes . Murder, robbery, assault, and aquatics trafficking. You name it. Once you join a whole from one side. Reporter you can buy all the parts easily and there are plenty of youtube videos that walk you through how to build a ghost gun stepbystep. We bought some parts used in making an ar 15 when we were at a gun show in reno this past summer from a private seller. Got the complete lower parts kit. Reporter we called it when we got back to his online store. All these parts are perfectly legal to buy and own. Even in california which has some of the strictest gun laws in the country. But here is where it gets tricky. Check out this lower receiver, the centerpiece of any gun. It is called an 80 lower because its only 80 complete. You still have to drill out three holes to make it functional. Easily done with a 40 to like this. Since it is not complete, this is considered a part and not a gun. So, at 80 it doesnt need a serial number and it is legal to own in california. But, if you drill it out and finish it, it is a different story. Then, under state law you are guilty of felony possession of a firearm with no serial number. I dont think you will find most legitimate dealers wont carry them. Reporter bill morgan only set sells those that are drilled and serialized at his store, guns, fishing and other stuff in vacaville. The on serialized 80 presenters are not worth the risk. Customers who buy them are supposed to register them but, often dont. Everybody is worried about confiscation. The problem becomes if Something Else were to transpire. He and many gun owners are not happy about a new law Governor Newsom just signed to crackdown on californians who dont register their homemade guns. And will require the so called firearm precursor parts be sold only by licensed dealers and only after the buyer undergoes a background check. The stabbing happened tuesday afternoon on a warm springs bart train between the baker and south tabor stations. The stabbing happened over a pair of sneakers. Prosecutors alleged brim was trying to steal from another man when williams intervened. When the train pulled into south hayward station, brim ran leaving paramedics to tend to williams who was bleeding from multiple stab wounds to the neck. Today, there is a moment of silence for williams at the bart Board Meeting less than 24 hours after the bar general manager declared the Transit System to be safe. It is not only you but, healdsburg, winnsboro, catalina will be dipping down in the low to mid 30s. Its really just you guys. Everybody else is staying in the mid and upper 40s. It is just the isolated nature of those valleys up there with the dry air mass it feels very dry. Other than that daytime highs just like this. Just like today, we will change it all going all the way through monday. It is by tuesday night in that seven day forecast were things start to look a little more interesting. Remember the timing with lorraine on tuesday there but, it is not until late tuesday. The real focus is wednesday and by the way things stand now that turkey is not getting rained on. There is no rain on thursday yet, but here is the point i have got to keep stressing. We are far out on the edge of the forecast here to get to specifics.
