Brennan good morning, welcome to face the nation, we begin again this morning with the latest on the coronavirus. As the situation both here and around the world has gotten even more serious. There are now 460 u. S. Cases of covid19, commonly referred to as the coronavirus, in 33 states and here in the district of column i cant. 19 people have died, 16 of them in the state of washington. The governor of washington jay inslee joins thus morning from seattle, good morning to you, governor. Good morning, good morning. Brennan you have got morest, ntowa, t a wed one ys affected. Why havent you been able to contain the virus . Well, look, this is a challenging thing that the whole world is recognizing and what we are doing here is the things i think our state should be doing. We are mourning our losses which have been significant. We are acting based on science and a commitment for all of us to be soldiers in this battle and we are doing that. We are having citizen whose are doing what they need to do, which is we are doing teleworking so we can reduce people being exposed, people are staying home from work when they are ill and all systems of government, i think, are working as diligently as possible to be very aggressive against this potentially i fatal disease. So those are the things that are going on, but we should not minimize the task before us, giving the transmission every single social contact between humans anywhere in the world today is a potential exposure. So we now are making scientific decisions about making sure we get as much testing as possible, making sure we restock our medical supply chain and making sure that we make good decisions about minimizing those social contacts which we are doing in the state of washington. Brennan there is supposed to be state led. Do you have all of the support from the federal government that you need . Well, certainly there were troubles at the beginning of this with the testing protocols, be but right now, i believe the agencies of the federal government are being very diligent in helping our state. They are restocking our stockpile of protective equipment and medical supplies. We have had with hundreds of thousands of new pieces of supply come in in the last couple of days. That has been very helpful. We need the federal government to really accelerate the production of these the ability to do these tests and we will need the federal government to certify a new system of providing these tests to really ramp up the capability of the independent labs which ultimately we are going to need. I am very glad we started our testing protocol very early to develop our own state capacity. It has gone up by about 20 fold in the last several weeks. Brennan but but to do nationally what we need we really need to get the private sector labs and we need federal government to help in that regard. I think they were moving in that direction and we need the federal government to help really vital lies and mobilize our manufacturing capacity to do in world war itoilize the supply chain. Brennan you are at the epicenter of this, i mean, your state is, in particular. You saw the dramatic actions taken in italy with quarantining a quarter of the country, china is obviously an authority humanitarian state so it can do things democracies wouldnt, but i mean, you are in the middle of major industry in a big city of seattle. Have you contemplated shutting it down . Well, we dont use that kind of language, but we certainly are contemplating requirements for what we call social distancing in the Public Health realm. Brennan but nothing like what italy has just done overnight . We are contemplating, in in fact i am am going to a meetingn about an hour about this subject right now. We are looking at extending what are voluntary decisions right now. We have asked a whole host of communities to consider whether you really need to have your events right now and they are being canceled, control con has been postponed, we have a number of School Closures, we are i dont know tell playing some nexty to protect our vulnerablepolatie and the like and we are looking to determine whether mandatory measures are required. So far, yhe public is responding very listen to Public Health requests, people are now staying home when they are sick. They have telework, very, very effectively, so that is working. But we may have to go to the next step, and we are thinking about those seriously to get ahead of this curve. The difficult decisions brennan the next step means quarantine . Not necessarily quarantine, but reducing the number of social activities that are going on, and we need to make decisions about that, looking forward, looking with the modeling suggests the infection rate will be Going Forward and this will be or could be hard for the public. Brennan your local paper the Seattle Times reports even before this outbreak of the virus your local Health Systems were pretty taxed. In declining requests for more Public Health network funding. Do you shoulder some of the blame here . Well, look, our national Public Health system nationally3 could always have used additional hope but we have had a lot of things to do in the state of washington, including financing our schools. We run a constitutional obligation to generate about 8 billion for our schools, and we have done that successfully. Our Public Health system has remained stable while i have been governor, but, look, all of this can say generating more support for Public Health nationwide, we are going look forward to those issues. I am please our legislature followed my lead and appropriated 100 million to attack this problem and pleased that congress has acted and we are pleased the federal government is helping us right now. We had a good meeting with Vice President pence here and his agencies now are responding to our requests. Brennan okay. And so so far we have had enh tests so far. That brennan i want to ask you about that. Everyone ordered had it. Brennan that is good news i want to ask you about the Vice President s visit because he praised your action, you were very complimentary just now to him, but then the president of the United States had this to say on friday. So i told mike not to beinses with the governor. Brennan are politics complicating any part of this . Well, i really dont care too much what donald trump thinks of me and we just kind of ignore that. It is background noise because we really need to work together, republicans and democrats. This is a national crisis. We are doing that effectively as i have indicated. I have had good meetings with the agency directors. I think that the Vice President has been helpful in this regard. So, look, we are focusing on peoples health, not on political games man ship right now and thats what we need to do and i feel good about those efforts. Brennan all right. I think we have no concept of the scope of this epbee haveeeo test and the fact of the matter is we cant make good judgments about the measures we should be tabling in seattle or in danbury or hartford unless we are able to do these tests and what is unforgivable is that the administration didnt see this coming and didnt put the resources in early to make sure that can everybody had these tests available, but we are likely going to have to take much stronger measures as time goes on, but nobody understands where the epidemic is the worst until we get tests widely deployed. Brennan now the Administration Says there are tests in the pipeline. They said about a million were sent out for delivery, arrival on friday. Are you seeing that in connecticut . We are not seeing that in connecticut. We now have private lab capacity to do tests, but our understanding is that we are nowhere near that number that was proffered by the Administration Last year of a million. We are doing a lot more screening in our state, but we do not have the ability to give a test to everyone who wants one, as the president said was the case on friday afternoon. And that is incredibly concerning. Given the fact that we saw this epidemic coming we could have made a decision back in january or february to accept the who test that was available to us or start putting serious resources into developing our own test the administration did neither and they did neither, margaret, because this president has created a culture of misinformation which no one want to give him bad news and that created a disincentive in the white house and in the administration to come up with an early test. Brennan well, dr. Anthony fauci, who we just heard from and is going to be on 60 minutes said the risks to the average American Contracting the virus is low and the risk of a serious outcome is low. So is the anxiety out pacing reality . Well, i think that is right that for each individual american the risk is still low but if we do get into a situation where we are taking measures on a city by city or state by state basis in which there are Massive School closures, all of a sudden the effect on the average american is very high, and we are simply not ready to be able to support families if schools are closed for two weeks or three weeks in certain municipalities or certain states and we could have been doing that planning well before now. Brennan you have been you sat on this committee, should we be expecting School Closures around the country . So i think we need to be prepared for School Closures and business closures, and we need to understand that no city is going to take those measures unless there is some assistance from the federal government. So what we should be talking about right now are things like paid sick leave, putting the federal government in a position to be able to assf they have to stay home, to take care of a stick child, or to quarantine themselves, instead we are talking about industry bailouts and tax cuts. We should be talking about assistance for average a americans and thats not a conversation that is happening. Brennan but how much of that is in the court of the state governments . I mean we are talking about the federal government needing to respond here but it is governors like governornslee on the frontline that need to act first. And the first wave of federal assistance to states will help, the states now have some Additional Resources to stand up more response efforts, but again that money came way too late. We were begging the administration for emergency supplemental back in february and they refused to give it. They refused to come to congress to ask for that money and i am plaid congress came to the rescue last week but that money could have out the door a lot early. Brennan and secretary of state mike pompeo had sharp words with for the chinese this week and basically put blame on them for not sharing information earlier and he indicated that is inhibiting the response with wie vaccine. Is that real . Is that what is affecting the u. S. Response . Well, the chinese early on were not sharing information, so that is correct. They had been much more forthcoming since then. But what is inhibiting our response to the United States is, in part, a president who is lying to the American People, who are telling them a vaccine is a counsel of months away, who is telling everybody they can get tested if they want. If we really want to talk about what is going to potentially create pan figure in this country it is an administration that is not being straight with the American Public about the extent of this epidemic and the real life consequences that could be put upon americans. They are responsible for the death of thousands of americans. They harbored al qaeda. Here is what he said about that call. Thats an extraordinary statement. You have read the classified parts of this agreement. You cant share the details, but is he essentially right . He got a deal, the last administration couldnt . Is this a good one . So i dont think there is a good deal with the taliban. He had made promises there wouldnt be prisoner releases. There are reportedly mass prisoner releases as a requirement of this deal. May not may not. At the same time i generally season supportive of trying to neanmentith the taliban in which they agreed to never again harbor terrorists that may attack the United States in exchange for a phased u. S. Withdrawal. What we are doing today is not working. Another 20 years of u. S. Troop presence in afghanistan is not the answer. So i think it was inevitable the deal this president cut was not going to be as good as a deal that the Barack Obama Administration could have cut but i dont know what the alternative was to having these conversations. Well, what we are prioritizing when we look at the cruise ship situation is number one making sure people who are sick on the cruise ship get the medical care that they need, that they are appropriately evacuated and sent ccd teams on the ship and personal protective equipment on to the ship and making sure number 2 we can get people off the ship as quickly and safely as possible, but we are working with the department of defense, coast guard and the local authorities to make sure we have a safe place to take these people to because we dont want to endang jerry the local community.
