We believe we have the ers beginning with the goal of 10,000. Reporter he emphasized that this would not be an entirely fresh project in such programs are deployed on a local level already for hiv and tuberculosis. You have trained professional workers and local Health Departments that do this every single day. The question that is asked of us is to do it at a scale that we have not seen. Reporter part of that is retraining current workers online on the science of Contact Tracing to beef up the workforce. Here is how it would work. When somebody test positive for covid19, we want to identify those who have been in close contact with that person. For each of those persons that we are Contact Tracing, we want to be able to contact them first and check their symptoms and offer testing and recommend isolation to start. Reporter the goal is to make sure the Healthcare System doesnt get overwhelmed with new cases just as restrictions begin to loosen. To reemphasize this concept of it is not a switch but a dimmer, we are constantly looking at how quickly we move that dimmer and understanding where we are with that data. We are not talking cosmetic surgeries but heart surgeries and cancer surgeries, things that have been put on hold and pause to make sure there was enough room and hospital wards for covid19 patients. Those necessary surgeries will begin once again in the state of california. Live tonight for kpix 5 Health Officials believe the first coronavirus depths occurred in santa clara county. These two patients died on for very six and 17, weeks before the reported first death in Washington State. We report that this suggests the virus was far more widespread than first thought. Reporter the new information shows that in late january and early february when everyone was focused on limiting travel from china and cruise ships that the virus was here already and spreading in this community. The information i can share truck she revealed new details on what are now the first two fatal the rooms of the coronavirus in the United States. They are a 57yearold woman who died on february 6 and a 69 yearold man who died on february 17 and both died in their homes. A 70yearold man who died on march 6 was also added to the new victim list. None of these cases had a significant travel history. We presume that each of them represent Community Transmission and there was some significant level of virus circulating in our community in early february. Reporter that is about one month before californias previously first death and three weeks before the nations first fatal case in Washington State on february 29 and also a time when testing was very limited. The university of california said so much was not known about the virus, which could have been spreading here as far back as december. Remember in december we also work seeing a lot of influenza, and it was difficult to differentiate coronavirus from influenza. We would not recognize it even if it were here, and of course most people, or at least a lot of people infected with this virus, are asymptomatic. Reporter the new cases came to light after the medical examiner ran routine postmortems on the victims with health, help from the centers of disease control. They had flulike symptoms but did not die of the flu. These individuals tested negative for other viruses but there were was continued suspicion by the medical examiner that the deaths were caused by covid19, medical examiner set autopsy tissue and they sent it to the cdc for definitive testing. Yesterday we received the confirmatory test results. Reporter doctor cody also said if she could have confirmed the covid19 was here back in early february, she wouldve issued the stayat home orders a lot sooner and as it was the orders did not take effect until march 17. 86 new testing sites will open up around the state including areas referred to as testing deserts. Right now about 16,000 tests are being done each day. The plan is for 25,000 a day by the end of the month and that is only the beginning. Our goal is north of 60,000 tests per day and that is phase 1 goal and a short term goal over the next number of months. We want to have a minimum of 60,000 tests and we are hoping to get closer to 80,000. All essential employees will no accessto coronavirus testing and it applies to those in the public and private sectors and anyone with symptoms who cant otherwise get access. There are some churches that may have a larger congregation where people want to be at a church in person but if they are in their car they can maintain distancing. It all started with a 911 call about a man with a baseball bat. What is he doing with it . He is just holding it. Is it in a threatening way . Yes. The Police Released the bodycam footage showing officers fatally shooting Stephen Taylor last saturday. Since the shooting Community Outrage has grown and the attorney of taylors family said there is enough evidence to arrest the officers involved. Police say he continued to wave around the baseball bat despite being tasered twice and that is when officers opened fire. Get back down. Drop the bat, man. Drop the bat. Drop the bat. Shots fired. Shots fired. The police chief said he release the video today to show transparency. We know this incident has got a lot of attention in the community and that is why we are releasing this video now before the investigation is complete we can provide as much information as possible to our community. The bay area air Quality Management district has reached a settlement with chevron for its refinery violations. Chevron will pay nearly 150,000 for dozens of air quality violations at its richmond refinery. According to the district, the violations happened between 2016 and 28 teen and have since been resolved. The money from the settlement will be used to investigate and enforce air polity standards around the bay area. As her stayathome order continues, we see clear skies and a lot less air pollution. San Jose State University has been tracking the dramatic decline in air pollution and air polity Officials Say it is all thanks to the 70 drop in cars out on the roadways.
