White woman called police on a man drawing assigned with chalk on his own property in pacific heights. We spoke to the man who said that woman accused him of committing a crime. Reporter the video has gotten millions of views since a person who lives here posted it on social media. He was using chalk to write black lives matter when a couple walking by said he was doing something illegal. Reporter what is your name again . What is your name . His name is james and he has lifted this home 18 years and runs a dog walking business. He started stenciling with chalk. My first instinct is, again . This . Again . We are not doing anything illegal. Call the cops. Lisa and robert. I will be right here. She decided to call men with guns because of my chalk art. He says he knows Many Police Officers in the neighborhood. Reporter they didnt even get out of their car shortly after this video was taken. I am a person of color in pacific heights. This is San Franciscos maybe just richest and widest hood. Reporter the woman was identified as lisa alexander, the ceo of a skincare line. We reached out to her multiple times but got no response. That is why black lives matter. Reporter he says he is a proud filipino who knows what discrimination feels like. This is not the first time i have experienced fear and even a little bit of loathing that just kind of creeps out. Reporter birch box, makeup Distribution Service posted this on its instagram account, saying they have cut ties with her and does not agree with the views of lisa alexander. If you want to come to my house and talk to me like an equal, i will hear what you have to say and i will consider an apology. Reporter he had 33 twitter followers on monday. Now he has a platform is more than 10,000. We see evidence of little racist groups or behavior or exclusion, i want them to speak up. I want them to say something. I want them to make a difference. In San Francisco, kenny choi, kpix 5. Protesters took to the streets on saturday calling for police report. This comes on the heels of a newly released analysis of promises not kept within the department and problems within the department. They analyzed years of information. The report identifies disparities on people of color. The new police chief says he is working to make changes within the department. We now have a welldefined deescalation of policy for the department. We now have a stronger, more robust body camera policy that requires us to activate the body camera. That increases transparency and accountability for the department. Reporter protesters want funding for the Police Department to be cut but the report says the Department Needs more money to make appropriate changes. There were protests and unrest in atlanta overnight. Demonstrator shattered store fronts and burned a wendys, where the latest shooting happened. It was in reaction to a Deadly Police shooting. Reporter this video shows two White AtlantaPolice Officers wrestling with 27year old Rayshard Brooks at a wendys drivethrough friday night. Brooks gets one of the cops tasers and runs with the officers and so in pursue. It appears to the eye he points a taser at that officer. At that point, the atlanta officer reaches down and retrieves his weapon from his holster. He discharges it and strikes mr. Brooks on the parking lot and he goes down. Reporter brooks died at the hospital. I do not believe this was a justified use of deadly force and have called for the immediate termination of the officer. Authorities say the incident began late friday. Reporter police were called about a person asleep in his car and blocking the drive through lane. The mayor says after a series of questions and administering a sobriety test, officers attempted to arrest mr. Brooks. Cellphone video shows the shootings aftermath. I have been parked here 20 minutes, unarmed and you blew up [ bleep ]. [ bleep ] wow. [ bleep ] wow. [ bleep ] i feel like both of your careers are definitely done. Reporter the mayor announced the police chief is stepping down. Protesters gathered near the scene in other parts of the city. State investigators at the local District Attorney will lead several probes to determine whether charges will be filed. Danya bacchus, cbs news, los angeles. Atlanta police have identified the officers involved in that incident. Garrett rolfe is a seven year veteran it has been fire. Officer Devin Brosnan has been placed on administrative leave. Atlanta police say they uovernight protests. Ring the a fiery scene was caught on camera in North Oakland friday night. Crews battled a small fire set along telegraph avenue. Flames burned in the street and smoke poured out of the building. Crews knocked down the flames in about 30 minutes. We are also learning at least one business was looted. Coronavirus cases are on the rise in more than a dozen states. State are seeing record spikes in recent days, including arkansas, texas, florida and north carolina. Here in california, recent increases in daily new cases in los angeles can be traced to expanded testing. Other experts are concerned as more businesses reopen. What we need to be reinforcing is the fact this should not be the end of mask wearing and the end of social distancing. The cdc says every public gathering right now carries a degree of risk. Santa clara county Health Officials are encouraging Construction Managers to encourage social distancing protocols following a spike of coronavirus cases that construction sites. The county says 10 cases of coronavirus at more than 30 possible exposures were reported at one location alone. One in san jose and another saw multiple cases and were forced to temporarily shut down. The tip purloined the tenderloin is the center of the citys coronavirus. In early may uc hastings another tenderloin residents sued the city. That led to a settlement. 5 kpix Wilson Walker on what must be done and when. Reporter the number of tents here has exploded over the last year and a half. The coronavirus has only made the situation more dire. Now, a settlement that promises some change. People i talked to that live here and work here are joyful and gleeful. They never thought they would see this day. Theyre looking for a brighter future. Reporter long frustrated by the disaster on the streets, the tenderloin housing clinic director is bullish on the settlement. It requires 70 of the tents in this neighborhood to be removed by july 20. The 30 remaining must eventually be removed, as well. It should not take a lawsuit for the city to do its job. At this means we get more urgency and people get off the streets and we address the unconscionable situation in the tenderloin right now, i think it could be a good thing. Reporter the District Supervisor has mixed feelings. He is worried that only 30 of those on the streets are eligible for hotel rooms now held by the city. Right now, they are still relying on the same criteria for who gets to come inside. That means you have to be over 60 years old or have an underlying medical condition. That leaves out thousands of people. Yeah. Our primary frustration with the tenderloin plan is that it was developed with any kind of issues but no collaboration from the community itself. They are not satisfy. Reporter they want to move the remaining homeless into safe sites next to the library. What needs to be done is to make sure the entire unhoused community can move off the streets and have the opportunity to shelter in place like everybody else. Reporter the job with placing the ineligible into homes like hotel rooms started but it presents another challenge for the city, now that there is a deadline looming. If you do not want housing and you do not want to move to one of the shelter areas they are creating, you say no, i just want to risk the health of residents by living on the sidewalk, you cant do that. It is not acceptable anywhere in San Francisco. Reporter the effort is under way. There are 400 tents along the sidewalks of this neighborhood. In just over a month, some 300 of them must be gone. Reporter how confident are you that the city can accomplish this by the july deadline date . I think there is some chance they make this announcement they will hit these places and because they have not brought in any criteria and not secured hotel rooms and not fill the empty once they fall far short. I 100 confident. The economic and the legal consequences to the city will be severe. I dont have any doubt at all those will be met. Reporter that deadline is july 20. Outreach teams continue to work their way through the list of those who meet the criteria for a hotel room. The city is working to determine the location of the next safe sleeping sites. In San Francisco, Wilson Walker, kpix 5. Police have arrested a 65 yearold man in series of brushfires that force people out of their homes early yesterday. Authorities say a total of six fires were set. The first three happened friday night. Crews were quickly able to contain those fires. Residents reported a fire in larkspurs blue rock neighborhood the this fire burned approximately a half acre and prompted the evacuation of about 20 homes on cedar avenue and opal street. Authorities say a short time later, two more vegetation fires were reported, 10 larkspur plaza drive and the other on rose lane. All of this fires were quickly contained. I did not think it was a fire. I was thinking something bad is happening. It was a bit surreal. You have to go through the crisis you are prepared to do. You know, you are not sure it is actually happening. Investigators say a man was taken into custody after a witness saw him leaving the area of ablaze in larkspur plaza and notify police. A judge is sending a message to the governor. Stop issuing governor orders that step on the toes of state lawmakers. Since the start of the pandemic, the governor has used his Emergency Powers to shutdown the state and its economy. So far, federal and state courts have backed him up, blocking previous challenges. Republican lawmakers say the new ruling from the superior court judge reinforces the separation of powers. As for the governors reaction, his office says he is disappointed. Coming up, after being closed for months, local black businesses are seeing a significant boost in support. We will explain the mostly natural factors that have turned this into this. Blackowned businesses across the bay area are seeing a boost following weeks of protests and a renewed focus on racial justice. We met with owners that say they are starting to see real change, a change that goes beyond above in sales. Reporter the sign black owned in the window of the shop on broadway is the reason it was spared during a night of looting and arrest in oakland. The neighbor who lives upstairs in the building above the restaurant told me it was like the red sea had parted. It was mayhem and chaos. They saw the signs in the kept going. Reporter the following day, the restaurant saw its highest sales ever since the beginning of the shut down. That tells me that me and my business are important to this community, which is heartwarming. Reporter she says she has witnessed and experienced implicit biases for years. I have been speaking to it for a while as a blackowned business in an industry that is predominantly maledominated and white male dominated. The financing of the business, you know, everybody thought i was maybe crying wolf. Reporter now she says she sees a new level of awareness. They have locations in berkeley and oakland and say sales have jumped 20 from before the shelter in place. We had a recordbreaking friday yesterday in sales. We are getting tons of shout outs on instagram and people are tagging us on blackowned business lists. We have been super supported. Reporter new research showed about 40 of blackowned businesses in the u. S. Have closed for good, compared to less than 20 of white owned businesses during the pandemic. There are definitely challenges that come with being a blackowned Business Owner from resources being available to people discriminating against you trying to get a lease or alone. We have navigated that successfully. Reporter a highend fashion boutique consciously hired a diverse staff to represent its brand. As many of you know reporter for the last 13 years, the owner has been highlighting designers of color. This month, it is donating a portion of sales to organizations that support the black lives matter movement. Black Business Owners say they hope the show of support is longterm. They want to see a real commitment to sustain them and a conversation about race in america. Turning our attention to the forecast, we have to accomplish two things today. First, we have to get rid of the clouds. That will happen for most of us by the early afternoon. Once we have done that, the second thing will start to take place, which is the warmup. Changing algae and high salt contact have changed a lake to break pink. The lake in central india was initially created when an asteroid hit the earth about 50,000 years ago. At least 36 people were taken into custody that stemmed from a shooting friday night that left 27yearold Rayshard Brooks deb. Georgia investigators say brooks had fallen asleep in his car at a drivethrough at a wednesdays restaurant. He failed a sobriety test and a struggle ensued with two officers. Brooks allegedly grabbed an officers stung gun. One officer shot him during a foot support purs. The Atlanta Mayor says she does not believe it was justified. In the bay area, new report highlights issues within one Police Department, especially concerning the use of force against people of color. A group of independent experts wrote the 70 page report after spending almost a year analyzing the vallejo Police Department. They found many problems and invalidated some of their policies. They offered 45 recommendations to reform the vallejo Police Department. Demonstrators say change cannot come soon enough for the Vallejo Police force. They are going around just shooting these young boys up. I believe they are too unhappy. Reporter a common complaint by these protesters. Vallejo police unfairly target people of color and often use excessive force. They parted pointed to the killing of a man killed that walgreens on june 2. You handcuff them and you take them in. You dont put a gun up at them. Reporter the shooting is under investigation and city leaders released this video and an independent rapport. The report says officers use force regularly and sometimes without considering if it is the best response to the situation. It also says some officers received lowlevel suspensions for significant violations. The new chief says he has already implemented some of the recommendations. We now have a welldefined deescalation policy for the department. We have a stronger, more robust body camera policy that requires us to activate the body camera. That increases transparency and accountability for the department. Reporter the report says some of the problems are caused by a big staffing shortage. The independent restaurant report says viejo cobbs are underpaid and overworked. They say they are male dominant. Female officers account for less than 10 of the force. One of the recommendations is doing better at recruiting females and officers of color. Some protesters have been calling to defend the police but this independent report says if you want to fix the viejo Police Department, the city needs to spend more money, not less, to make those changes and reform the Police Department. San francisco is using funds to fight hunger during the pandemic. The city is using more than 1. 5 million in revenue to help people hit hardest by the coronavirus outbreak, including seniors, low income families, undocumented immigrants and pregnant women. Funding will be used to buy meals for community groups. The San FranciscoUnified School District is also getting some help. The tax was passed in 2016 with a charge of 0. 01 per ounce feet. New numbers show how badly the pandemic has impacted oakland. Total cargo volume plunged nearly 17 in may, compared to the same time last year. Let me get you into the seven day forecast. There is one other element we have to talk about. Wednesday, thursday and friday, the second half of this week, it will be warm. We will be in the low 90s for the inland spots. That does start to bring us close to 10 degrees, 11 degrees above average for this time of year. That is when you start to feel some of the heat. The bay will go up to the low 80s, the coast will stay in the upper 60s. Low 90s is muggy and it will be hot but we have been through worse already. Thankfully, we are not going back to the 100s but 90 is enough. Today is relatively mild. Thank you.
