A big fire breaking out in the east bay overnight. It happened at an apartment complex that was under construction in concord. That fire ripped through all three floors of the building. It was under construction so nobody lived there at this point. So no injuries are reported. But that cause of that fire is still under investigation. Developing this morning, in the east bay, police in mart these are looking for the driver of this white van who sit a 7yearold and then took off. The boy was hit on vine avenue between leslie and more real just before 4 00 p. M. Yesterday. Were told he suffered major injuries but is expected to survive. Now to curran county. Two people are dead and multiple others injured after a shooting. Gunfire broke out last night around 7 30. Police say five people were shot and two women were killed. The shooting appears to be gang related and no word yet on any arrests. Taking a live look at ocean beach in San Francisco where the parking lots were shut down last night. Reporter good morning, so were coming to you live here from one of the many waterfront parking lots in the city of San Francisco if you try to go to the beach this is what you are going to see. It is important to note that the beaches themselves are still open. But Public Health officials are not going to make it easy for you to get here. And so they want you to stay home. San francisco parking lot closures include but are not limited to baker beach, china beach, chrissy field, fort funnesson and lands end and of course marina green. They are meant to limit the potential for large gatherings and to reduce the spread of covid19. San francisco has 71 confirmed cases since wednesday. Now the Health Department recently released new numbers for seven day average and it is up 45 new cases per day over the past week. Once this virus takes off, at a high rate, its very aggressive. And we need to take this pause now and as much as possible, stay at home for the fourth of july. Reporter so the actual beach closures vary from city, county, state and federal. In general, the parking lots and the highway parking are closed. Access to the water is generally still allowed so you can still play on the sand and enjoy the sunshine except for a few cities like halfmoon bay in pacifica. They have closed their beaches as well. Now to san rafael from the city has shut down some streets to boost outdoor dining. This was the scene last night on 4th street for several blocks. The event is called dining under the lights and it comes on the heels of a new warning from bay area Health Officials. Urging people to stay home. Like living room chairs in the middle of the street. How can abated that . So amazing. Just because you can doesnt mean you should or that its safe. San rafaels dining under the lights is a weekly event and is expected to last through the summer as long as restrictions are not tightened again. Happening today, extended temporary street and parking closures starting in downtown danville. The goal is that restaurants can expand their outdoor dining, closures are only during the weekend and will continue through august. Oakland has a Similar Initiative under flex streets. Restaurants and retailers can use sidewalks, parking lanes and traffic lanes but they must request a temporary license from the city. Businesses generally must pay fair market value as well to use city property. Officials say they may pay less though if they serve an area disproportionately impacted by the pandemic. Santa clara county is adapting to the pandemic and now announcing a plan to allow all business in the county to reopen. The one requirement theines follow social distancing and mask wearing and capacity limits. Each business must submit its plans to the county which will be accessible to the public. If the criteria can be met, most businesses will be allowed to reopen. That includes hair and nail salons and gatherings of up to 20 people indoors and 60 outdoors will be allowed. We need to adapt. This virus has adapted to us. And we need to adapt to the virus. Some local salon owners say these are rules they are prepared to follow to reopen. Im going to be wearing mask and you are going to be wearing a mask and we wont have waiting rooms and well check your temperature. The new order in Santa Clara County go effect july 13th. Now the north bay where the citys, town and county of that pa launched a covid19 Compliance Task force to make sure the health and safety of residents, employees and visitors is good. The task force will be monitoring failure to maintain physical separation, people not wearing Face Coverings, and failure to follow local compliance orders. Officials say if the business fails to implement the mandatory measures they could face fines or get temporary restraining orders. This morning, the state Employment Development department is drowning in unemployment claims forcing a lot of people around the bay area to go for weeks without paycheck. Our Unemployment Rate is 16. 3 . 7million claims have been processed so far and 37. 5 billion in benefits have been paid out. That might sound like a lot. But state lawmakers say edd is failing to send out muchneeded money. All clear and antioch over to hercules 24 minute drive time. And you are still in the green through the Altamont Pass with only a 20 minute ride from 205 as you head towards 680. S. And counting. The u. S. Saw its highest single day of new covid19 cases thursday with more than 51,500 cases reported. This is all according to Johns Hopkins university. Here in california, a troubling cause for concern. The positive test rate in the state is now 6. 5 . Hospital cases are up more than 50 and icu admissions are up by nearly half. This morning santa claire is unified is refusing to discuss a chronicle report that more than 40 School Principals were quarantined after an in person meeting last month but superintendent kemp did address it as a Virtual Meeting the following week. Unfortunately one of the members of our Leadership Team tested positive for covid if the days following fridays meeting. Yesterday, the army confirmed that specialist Aaron Robinson was a suspect in her disappearance. Investigators say robinson committed suicide when police approached him near fort hood on wednesday. An hour later his girlfriend was arrested for her involvement in the case. When she went to the armory room, robinson was with her. And he took a hammer and bludgeoned her. Killed her in there. Vanessa guillen vanished from fort hood in april. Her familys attorney said the family believed she was sexually harassmented and told robinson she was reporting him. What they did is they went to each wall and just randomly selected targets and then threw rocks at them or batted them down with long sticks. Thats terrible. And stomped many of them on the ground as they lay there. Im kind of shock that had someone would do that. I dont know out of boredom or something . I have no idea. Neighbors are now going by and checking on the remaining nests as authorities continue to look for leads on who may have done it. Happening today, san mateo beach parking lots will also be shut down for the Holiday Weekend. Those lots closing at sunrise. Communities around lake tahoe are seeing a large influx of visitors meantime. Parking lots and camp grounds there are packed and single lane streets are often clogged. At the same time the pandemic is making staffing shortages more acute. Weve had to hire more people to keep up and keep our staff safe and the public safe. So theres these layers of challenges. More people, less managers to help take care of it really means Everybody Needs to step up their game and leave tahoe better than they found it. Yeah, tour its say that so far the crowds are behaving well, Wearing Masks and trying to maintain social distancing. Live look now at ocean beach. One of the spots where a beach hazard warning is in effect for the entire weekend. The National Weather service expects swells of up to 4 feet along the coast of the bay area and in monterey bay. Dangerous rip currents are also possible. So that makes you feel a little bit better about the fact that a lot of the beaches are closed anyway. Not the best place to hang out this Holiday Weekend. All right. A check of our friday traffic and i think you are getting a little bored there. A little slow today . Yeah, a lot of people took the day off today and maybe i should have too because it is very quiet out there. But you know, there are a few people hitting the roads and if you are one of them, and getting ready to head out the door, you are in luck. In the Altamont Pass. But no the case this morning. The holiday is really helping you out as far as traffic goes. 21 minute drive time to go westbound 580 from 205 over to 680. In fact most of the major roadways are in the green which is you know what you like to see if you have to hit the roadways. 13 minutes on the eastshore freeway from highway 4 to the maze. Highway 4 itself is in the clear with a 25 minute drive time to go from antioch over towards hercules connecting on to 80 and 101 looking good. Northbound from hellyer to sfo. No troubles to report there. Getting the live look at the bay area bridges, so far easy ride out of the east bay heading into San Francisco. Golden gate bridge also looks great. Were seeing a pretty clear ride as you head out of marin county into the city about 14 minutes drive time to go between the richmondsan rafael bridge and San Francisco. And if you are taking the san mateo bridge, we havent had any troubles across the span at all this morning. In fact, traffic looks good east and westbound. Westbound taillights headed to 101 and about a 13 minute drive time right now. No delays on 280 and only seven minutes. Thats it, thats all it will take you to go northbound guadalupe parkway from 85 over towards 101. Its 5 50. And everyone is getting ready for the weekend. So heres your forecast with mary. Yeah, excited about our july 4th Holiday Weekend. And changes ahead. Now were starting off our day with that strong onshore flow. So its a gray start along the coast and right around the bay. Low clouds and areas of fog. And even a little bit of drizzle in spots this morning. All because of that stronger sea breeze kicking in. But as we look to the july 4th Holiday Weekend, High Pressure will build right back in for us. So here is a live look with our Treasure Island camera and we are in the 50s this morning. 57 concord and oakland and looking at 55 for livermore and San Francisco. 56 in san jose. And 53 right now for santa rosa. Lets take you through the day and what you can expect along the coast. Cool in the low 60s. With that fog sticking around for you. For the bay were going to have some clearing and mid to upper 60s and then warming up inland in the low to mid80s with mostly sunny skies. Now anne was mentioning that beach hazard statement. Thats in effect all the way until 8 00 p. M. Sunday for bay area beaches. Were talking the risk of rip currents, sneaker waves and sudden breakers. So i know a lot of beaches are closed this Holiday Weekend. And thats just another deterrent for you just how dangerous its going to be out on the bay area beaches. This is what you can expect. So one more day of normal july weather for us with warm temperatures inland and mild around the bay and cool at the coast. But as we look ahead to the weekend, this ridge of High Pressure builds in. So a warming trend in store for us for saturday and for sunday. Now lets show you futurecast and taking you hour by hour. Were going to have that clearing for most of us except for the coast. And then plenty of sunshine for all of us as we look ahead to sunday. As High Pressure builds in. Now lets show you our daytime highs. For the south bay we go, were talking upper 70s from santa clara and sunnyvale and cupertino and low 80s from campbell as well as for san jose. For the east bay mid 80s in concord and pleasant hill. As well as for antioch and brentwood. Upper 70s low 80s around the bay. And at least for the trivalley around the bay, mid 60s in San Francisco and sausalito. Upper 60s in oakland. And into the mid 70s for santa rosa and sonoma and napa in the north bay and 83 for windsor. Your july 4th forecast. Hot temperatures inland mild around bay and for the coast.
