But we begin in south texas which could be looking at heavy rain and flash flooding today from the remnants of hurricane hanna. That storm made landfall on saturday to devastating effect. Janet shamlian is in Corpus Christi, texas. This area is already under enormous strain because of the pandemic. Whats the biggest concern there . Anthony, good morning. The issue right now is high water which is still swamping communities like the one im in here. This is a double wammy for the region. As you noted, not only are First Responders having to manage the cleanup right now. They are dealing with surging cases of the coronavirus. 90mileanhour winds whipped across south texas over the weekend. As hurricane hanna slammed into the coast. Strong gusts blew this semi off the road. Its driver appeared shaken but safe. Homes and businesses were submerged. Fema approved an Emergency Declaration for federal aid. Florida has now surpassed new york as the state with the second largest number of coronavirus cases. Its also one of the many states where testing is a major issue. The u. S. Now tests an average of roughly 850,000 people a day. But some experts estimate that that number should be around 4 million. Our lead National Correspondent David Begnaud joins us from florida. David, is the state able to keep up with the urgent need for tests there . Not as much as theyd like to. Thats why the feds have stepped in. The feds opened up five surge sites as theyre known here in south florida. And the idea is this one, for example, where we are, you drive up. They give you the swab. You stick it in your nose and swab yourself. Then theyll send it off to a private lab in kentucky. They are bypassing the lab corp and quest folks who are taking 7 to 10 days in some cases to get the results. The hope is youll get it back faster. Thats the hope. Im never going to be happy until we have this under control. Reporter this is admiral brett giroir, the White House Coronavirus Task Force Member in charge of testing. He says the average wait time is between 4 and 7 days. And he acknowledges that is just too long. We have enough tests right now, if we use them in the right way, to achieve the goals we need to achieve. Reporter some testing sites around the country are still struggling to meet the demand. While some labs have taken more than two weeks to provide results. In new mexico, the governor who is a democrat, Michelle Luhan Grisham has placed much of the blame on the federal government. There is no national strategy. I still spend most of my days chasing testing supplies for our state. Reporter marylands governor is a republican, larry hogan. Hes calling for more federal assistance for the private testing labs. Its starting to feel like it did back in march and april where everybody was overwhelmed. Reporter take a listen to dr. Ashisha jha. We have not enough staff to run a lot of these tests. Were running out of swabs again. If the federal Government Back in february or march had decided to take testing seriously, we would have built up adequate testing supplies. Reporter katey evans says her husband was in a delaware hospital with the virus six days after he was tested. But on the same day he was admitted to the hospital, katey got a call from state officials. Katey says the results for kevin and one of her daughters were part of a group of 12 tests that had been mistakenly labeled as negative. Had the hospital not reread his results, i would have received a phone call saying that he was negative. Who knows what would have happened then . It could have been so, so much worse. The protests focused around police brutality. They were seemingly inflamed by President Trumps plans to have more federal agents. Many demonstrators say the violence undermines their message. In austin, texas, one man was killed during a march there. Carter evans has been following the unrest. Reporter footage uploaded to facebook captures the moments shots rang out in downtown austin. About 100 people were marching at the time. One of them, 28yearold garrett foster, was killed. Police say foster, who had protested regularly since the death of george floyd, was legally carrying an ak47 at the time. He and other protesters, according to authorities, surrounded a car after the driver turned aggressively toward demonstrators. The driver opened fire, striking foster before speeding away. The driver later called 911 and claims foster pointed a rifle at them before they fired at him. His wife being an africanamerican and wanting to be a champion of justice and making sure all people are treated fairly and equally. Reporter a blue jeep barreled through protesters. One person opened fire, wounding at least one other demonstrator. Police declared a riot in seattle saturday night after vandals set fires and destroyed property. Authorities deployed tear gas and pepper spray. Daryl breauxs car was damaged and those using the demonstrations as cover for mayhem are drowning out the positive meaning of the protest. 45 years ive been black. Michelle, i watched all weekend, saturday and sunday. It was so tender and so touching and so well deserved. Good morning to you. Reporter good morning, indeed it was. The 80yearold civil rights icon was honored, certainly remembered yesterday, and that casket carrying his body arrived here at the Alabama State capitol here in montgomery where the public paid its respects. It was especially poignant because this was the intended end of the 1965 march for Voting Rights. And that peaceful march as you well know was ended or ended, rather, in what has become known as bloody sunday. Two horses pulled the flagdraped casket of civil rights leader john lewis through the streets of selma. Good trouble reporter as the crowd gathered to watch some chanting his motto good trouble as he was carried across the Alabama River one last time. My life is better, selma is better, this nation and this world are better because of john robert lewis. Reporter congresswoman terri sewell led the prayer service. She called lewis a friend, a mentor, and a hero. This is personal for you. Very personal. To walk in the footsteps. John lewis with john lewis, thats a treat of a lifetime. And i got to do it over and over again. Reporter sheyanne webbchristburg was at the foot of the bridge sunday. Shed been there before with john lewis. In 1965, she was just 8 years old, the youngest marcher that day. She, too, was met with teargas by Alabama State troopers. What does it mean for you to be here today . When i look at what happened on the bloody sunday march in the a 60s, people were beaten by the troopers and the policemen. But today we will see congressman lewis take his last march, and hes being embraced. Hes being escorted by them, and he deserves that. And the picture of bloody sunday has never left my heart, neither my mind. Reporter people who never met lewis were also compelled to be here like the bolgers who wanted their little girls to witness history. They said goodbye as state troopers saluted the man their predecessors had attacked. And then as 3yearold Madison Bolger struggled for a view, state trooper bubba bell swept her up on to his shoulders. Validation perhaps of john lewis long, hard fight. That was a sign that were headed in the right direction, and it was a sign to him that his work was not in vain. Reporter of course recent events have showed us that we have yet further to go. But the work, the passion, the sacrifice of leaders like lewis certainly propelled us further ahead to a better place, a better place than this was in 1965, and 150 years before that when montgomery was the capital of the confederacy. I saw the services from his family who always called him robert. And one sister told the story of when he left home to go see dr. There was serious flooding but no reports of injuries or deaths with winds around 90 miles per hour. The storm was able to tip over this semi truck. Watch this. And damage some buildings. Meanwhile hurricane douglas is passing just north of the Hawaii Island of kauai. The storm brought strong winds and rain. If it made land fall, it would have been the third to do so in history in hawaii. 36 states are now seeing an increase in daily coronavirus cases. Over the weekend florida surpassed new york in total cases with more th420,000 cases. California still has the most in the country. Five new federally funded drive through testing sites in southern florida are aimed at lowering wait times. Over the weekend the trump administrations top official in charge of testing acknowledged the wait times are much too long nationwide. He also contradicted President Trumps past claims that anyone who wants a test can get one. He says thats currently not true. Well, americans laid off due to the coronavirus are getting smaller. Thats because congress has not renewed the enhanced benefits that expire this week. Nancy cordes joins us from capitol hill. It doesnt seem like there was a lot of progress made over the weekend. Nothing to assure laid off workers in the shortterm. Republicans are expected at long last to release their one trillion dollar relief proposal today after meetings all weekend with the white house. And heres what we know about that plan. It would ensure that unemployed workers get federal dollars but no more than 70 of the wages they made before losing their jobs. Republicans do not want to maintain the current 600 per week extra payments because that means some people get more in unemployment than they made at their jobs. Democrats say this gop proposal is unworkable. That it would overload state unemployment offices. They want one lump sum for everybody and theyre blaming republicans for putting this off until the last minute prompting a potential lapse in benefits. Here is some good news for cash strapped americans. Over the weekend white house officials announced support for another round of 1200 stimulus checks. And for extending those expiring eviction protections. Those measures are also in a democratic bill that passed the house two months ago. But negotiations over unemployment, over money for testing, for schools, for state and local governments, all of that could take weeks. On friday i asked Speaker Pelosi if she would be open to some kind of shortterm measure to make sure these Unemployment Benefits dont lapse. She said emphatically, no. Great to see you again. Its been a while. And robbie, start with you. Biden leads significantly in most national polls, but the margins really matter especially in the battleground states. Explain why. The electoral chooses the president not the popular vote. Just looking at honestly, the popular vote number doesnt really matter at all, but in the battleground states in a lot of polls ive been seeing, and i think your polls reflected this as well, were seeing biden at 50, 51 , really good, however, there is still room for trump to catch up. Theres room for him to get, say, 5050, or 4951. Thats getting right in that margin of error. So i would not be sitting comfortably if i were the biden folks now and i think activists around the country should till petal to the medal all in on this. I think were a long way out and the dynamic could totally change. We mentioned edmentioned, 1 could change their mind and still vote for the president. If youre the president whats the demographic you are most concerned about here . You know, its senior voters. He outperformed with 55plus voters for years ago. And he needs to do that again and thats critical for him. Look at a state like florida, where real clear politics averaged polling is about seven points behind biden. That is a huge problem for him. Hes got to make that up with senior voters. If he doesnt win florida this things over for him and that is critical. Focus on seniors and especially seniors in florida. And on the pandemic, robbie, a big issue. Cost him a lot of numbers in the polls. Shifted his strategy in the last week or so. Can you turn this around in the view of voters, do you think . Yeah. Like i said it is still early. Much as it may not feel that way it is still early. Everything could change. However, i think the president is doing essentially everything he can do right now to help biden win and kind of brought back out his 2016 Campaign Play book. The bombast and, you know, all kinds of assertions that werent true. Hes in charge now. You know . Hes accountable. He is the way things are, and he needs to show maturity about how hes managing the situation. He needs to show results. And whats been just mind boggling to me is he continues to choose these fights that prove not just that hes in a pretty extreme and hateful place, frankly, you know, in terms of trying to bring this country together, but hes totally ignoring the issue that everybody cares about, which is this pandemic. And to your point. Hes try add few things here or there, but, you know, telling us to wearing a masks but for example also sending federal officials and stoking division in american cities, and so i think its going to be very hard for him, unless he gets his act together. But there is still time and thats why ive been saying to democrats, you know, we cant let up here. Theres still frooroom for thise to tighten up. Could that strategy backfire . Absolutely. Republicans do an amazing job at every election cycle, especially president s election cycles on absentee voting early voting in florida. Out perform democrats consistently. Doing anything to suppress that only hurts republicans in a key state like florida. Thats a real problem for him. I will say i disagree with robbie. Look, the only path donald trump has forward, to win, its a real path. Make this race about joe biden. As long as this race is about the pandemic or about donald trump, he cant control the pandemic. And more importantly, he absolutely cant control donald trump. So what he can do is drive his message on joe biden and make this referendum on joe biden not on donald trump and his presidency. Robbie, how significant is joe bidens vp pick and who would you choose . Oh oh well, i definitely think its a bit more important than its been in the past, because i think people do see this as a passing of the torch in a way for the party. And in a race where bidens not able to go out and campaign much, this is a very significant event. That said, i do think its important for us always to keep in mind, people vote for top of the ticket. Not the number two. Look, i love the options that im hearing. Everybody from someone like susan rice, tremendous Foreign Policy experience to karen bass who ive worked with in the house of representatives, kamala harris, also from california. Some of the names. I think any of these folks are going to be great, but, again, we shouldnt see that somehow as a replaceent for biden. This is his campaign. His message. You know, hes going to need to get it done. Who would be pick, robbie . You love them all. I think susan rice is really interesting. Has Foreign Policy experience. I think bidens spent a lot of time with her in that place. I believe theres a lot of trust between those two. So i think thats a great choice, but, you know, when i was talking to hillary about this back in 16, what matters end of the day, the trust between these two people. This house wont seem the same its the role for which she was most famous, playing melanie in the 1934 classic film gone with the wind. It also scored Olivia De Havilland her first of five Academy Award nominations. She would go on to win two, the first for playing an unwed mother in 1946s to each his own. She returned to the oscar stage over a half century later as a presenter at the 2003 oscars. This night is a memorable one for me and so was that night 53 years ago. Mine is about a viewer thank you, viewers an eagleeyed viewer to be specific. Helped save the life of a 28yearold reporter in florida. Victoria price was undergoing she is, rather, undergoing thyroid surgery today after a viewer spotted a lump on her neck. The woman emailed price saying it reminded her of a lump on her own neck that turned out to be cancer. On twitter, ms. Price wrote, had i never received that email i never would have called my doctor. The cancer would have continued to spread. Its scary and a humbling thought. This is a cbs news special report. Imreport. Im Norah Odonnell in washington, dc on a solemn day here in the nations congre for final time. Lewis died ten days ago at the age of 80 after a six month battle with pancreatic cancer and lewis casket arrived at joint base andrews and we will see his casket transferred shortly. This is just outside of washington, dc. The speaker of the house, nancy pelosi, is there at andrews to greet lewis body joined by 20 members of his family and former congressional staff. And what is going to be an extraordinary goodbye, the hearse is going to be escorted by a military honor guard throughout washington. It is the third of six days of tributes for the georgia congressman who served more than 30 years on capitol hill, and hes coming from his home state of alabama. On sunday, there was a momentous final crossing of selmas Edmond Pettis bridge because in 1965, 600 marchers led by a 25yearold lewis were attacked by state troopers. Many were brutally beaten, including lewis, whose skull was fractured. And that television footage of that bloody sunday shocked the nation and it galvanized support behind the Voting Rights act which was signed into law five months later by president lyndon johnson. After the procession, it will lie in state at the capitol. Nancy cordes on capitol hill. This is an honor afforded to just a few dozen people in our nations history. It is one of the highest honors that one can receive. Reporter it is, norah. Its very rare. It has to be approved by congressional leadership. Normally for former president s, to lawmakers, really extraordinary individuals and its meant to give the public a chance to say goodbye. Typically, the casket will be placed in the rotunda of the u. S. Capitol and the public allowed to file past. Things are going to be a little different this time around, of course, because we are in the middle of a coronavirus pandemic, and the capitol has been closed to visitors since march and so instead, the casket will be placed behind me at the top of the east steps here at the capitol and the public will be allowed to file past in a socially distant manner at the bottom of the steps. Just to give you a sense, norah, of how rare this honor is, in the past ten years, only four individuals have laid in state here at the u. S. Capitol. World war ii veteran back in 2012. President george h. W. Bush in 2018. Former arizona senator and of course, vietnam veteran john mccain in 2018 as well and then last year, former maryland congressman elijah cummings, a great friend of the late john lewis and today, and over the next couple of days, its not just members of the public, but his Close Friends here on capitol hill who served with him for decades who will have an opportunity to say goodbye. And you mentioned this is extraordinary, certainly, in the midst of a coronavirus pandemic. How will this look different . How can americans pay their respects . Reporter well, the family of john lewis is actually asking americans who dont live in this area to avoid traveling to washington, dc. They dont want anyone to put themselves into harms way. And so the people who are here, people who come from the surrounding area will be allowed to line up outside. Theyll have to stay 6 feet apart from one another. Theyll have to wear masks. They wont be able to get as close to the casket as the public normally would when an individual is lying in state. Theyll be at the bottom of the east front steps. The casket will be at the top, but they will be within eyesight. They will be able to file past. They will be able to see the casket itself. And then they will move on. And capitol Police Officers will be here on hand to make sure that people stay safe in the line, and the family of john lewis is asking individuals who want to be here, but dont have the opportunity, to post tributes online and to tie a blue or Purple Ribbon on their doorknob of their home to signify the passing of this great man. We see now the family of john lewis exiting the plane there as they have traveled along with him from montgomery, alabama, here to the u. S. Capitol where there will be a ceremony later today and as nancy cordes was just pointing out, later tonight, the casket will be moved from outside of the Capitol Rotunda on to the east front of the capitol, so people can come by, but it is one of the hottest days of the year here in washington. I want to bring in Michelle Miller now in montgomery, alabama, at the State Capitol where lewis lay in repose overnight and michelle, it was quite a ceremony yesterday. I know that you knew john lewis for many years. Tell us about yesterday and the last time that you saw him. I knew him through my father. Theyre friends. Ive known him through my husband and certainly, professionally. I have to say though, as i watch all of the festivities over the past, now, three days, troy, alabama, his hometown, selma, the scene of bloody sunday and that walk, that historic walk and then carriage across the Edmond Pettis bridge and here in montgomery, the State Capitol, i think of him saying simply, oh, lord, why such a fuss . Such a humble man from beginning to end because he truly wanted to showcase others in their plight in the fight for equal justice. I think about the last time that i saw him, norah, and it was at the library of congress. Ironically, its such a fitting point that im here in the State Capitol of montgomery because the connection is there. I was there moderating a panel on the opening the rosa parks exhibit at the library of congress and he insisted on being a part of that. This was just days before he announced that he was stricken with stage four pancreatic cancer and i remember meeting him in the private offices of the library of congress and noting that he looked just a bit, a bit slower than usual, thinking perhaps he was just tired, but his enthusiasm about being there on that night and the minute i saw him on stage, he just was electric bar, elect. Always seeking to shine a spotlight on someone else. It was so exciting about rosa parks. Her entire life being cast in the way he thought was purposeful, not just that moment on the bus in montgomery where she launched the modern day s t civil rights but her entire life was being showcased there. So rosa parks, we know that connection. We know the connection to Martin Luther king jr. , but again, as nancy pointed out, what an honor it is for him to be at the u. S. Capitol, only a handful of americans as was she to lie in state there. The first woman, second africanamerican and now shares that with the honorable congressman, john robert lewis. Yes, and jim clyburn, one of the members of the congressional democratic leadership has said of john lewis, he was one of the most courageous persons i have ever met. Thats what part of these tributes are here today as we just saw nancy pelosi there, the speaker of the house, greeting members of the family, welcoming them to the nations capitol for what will begin two days of america paying tribute to this icon of the civil rights movement. We are going to witness this afternoon, not only an incredible ceremony on capitol hill, but what is a carefully planned and choreographed movement throughout washington, dc to pay tribute to these many places that mean so much. I want to bring in cbs news Political Correspondent ed okeefe because he is along the funeral procession route, there at the Natural Museum of africanamerican history and culture and i know, ed, that the motorcade will pause in front of the museum and this is such, i remember we anchored cbs this morning from outside the museum. One of the most beautiful blplas ive ever seen. Not only pays tribute but the persistence of john lewis, right . Reporter it opened in 2016, quickly becoming one of the hottest tickets in town. Unfortunately, like Everything Else in the nations capitol these days, its closed. Normally youd see food trucks and thousands of tourists out and about, but of course, it is closed with all the others. This has been 19th and 30,000 artifacts from Harriet Tubmans hymnal book and lewis said in part, it is my hope that each and every person who visits this Beautiful Museum will walk away deeply inspired, filled with a greater respect for the dignity and the worth of every human being and stronger commitment to the ideals of justice, equality and true democracy. And that day he spoke, norah, there was a famous photo, now famous photo taken of former president george w. Bush and Michelle Obama where they warmly embraced on stage. An example of the bipartisan the count country needed. From there, theyll go by the Justice Department which he was instrumental in having renamed for the former attorney general robert f. Kennedy. Theyll go by the league of negro women and then by the u. S. Capitol for the ceremonies later today. It is remarkable, the many places that john lewis has touched in his life and his career in congress. As you point out, that will put the places he will stop along the way, pay tribute to those. I want to bring in nancy cordes because john lewis, the hearse will stop outside the mlk memorial for 30 seconds, and the history of john lewis and Martin Luther king jr. As they met when john lewis was just 18 years old. It followed from a letter that john lewis had sent to Martin Luther king jr. And Martin Luther king jr. Sent him a bus ticket to come from montgomery to meet him, from troy to montgomery, i should say, and mlk jr. Used to call him the boy from troy. Lets listen in for just a moment. And the precision with which the honor guard carries out this solemn duty on display at joint base andrews, scene weve witnessed most recently with the funeral of john mccain and prior to that, former president s of the united states. One of the places the hearse will stop on the way to capitol hill is the mlk memorial, which john lewis spoke at the Ground Breaking of that memorial back in 2006 where he mentioned that this monument is a reminder to each of us that it is better to love and not to hate. Its better to reconcile and not divide. It is better to build and not tear down. I want to bring in nancy cordes on capitol hill and john lewis throughout his entire career preached nonviolent resistance and protest that was, of course, the phrase good trouble. Get in good trouble. Reporter thats right. And he was arrested dozens of times, norah, and some of his mug shots, he would smile because he said that he felt like he was on the right side of history and it was that mentality that he brought here to capitol hill over the course of 17 terms. He led a protest on the floor of the u. S. House at one point over gun safety. He was someone who was not afraid to get in good trouble as you put it, even once he had ascended to the heights of power here in washington, dc because he felt that the fight was never over. Its the reason that he went back to the Edmond Pettis bridge every year, bringing democrats and republicans and members of the media. So people wouldnt forget what he and other civil rights icons had fought for there because he felt that the fight wasnt over, and even once he was in a position of power here on capitol hill, there were still times when he was spat upon, protesters yelled the n word at him, particularly during those very heavily fought negotiations over obamacare, 20092010. It was a very difficult time. Nancy pelosi recounting that time was moved to tears on cbs this morning. He was someone who bore it all with dignity and a couple of days ago, stenny heuer, a very close friend of john lewis told me he was the most christlike figure that heuer had ever known and when you talk to lawmaker after lawmaker, those who knew him well and didnt know him as well, they all mentioned his humility, the fact that he knew how to use the spotlight but didnt feel that he always needed to be in it. I love that you mentioned that, nancy, your interview with House Majority leader saying of john lewis, that it was because of his innate goodness that he exuded at all times.
