Milestone yet. Why one county is refusing to reopen stadiums despite the green light from the state. We are going to see a super spreader event. No question this is dangerous. Bad news and good news in the forecast, the high fire danger continues but cooler temperatures are coming later this week. Breaking news, crews have been battling an Apartment Fire in san jose for the past 45 minutes. Video just coming into the newsroom shows firefighters working to contain any hotspots, you can also see flames damaged some windows and the roof of this building. Right now the area is blocked off. So far there are no reports of any injuries and no word on a cost tonight. Right now on the kpix 5 news at 7, and streaming on cbsn bay area, a big leap for San Francisco, the first bay area county to turn yellow today on the States Coronavirus tier map. The yellow tier means restaurants, places of worship and theaters can increase capacity to 50 . Offices can welcome back nonessential employees with up to 25 capacity. Also tonight, 56 private and Charter Schools have been approved for in person learning. Indoor climbing gyms will also be allowed to reopen and other gyms will be allowed to increase their capacity to 25 . All of this starts next tuesday. The rest will gradually go into effect in the following weeks. The concern of a spike in coronavirus cases is always a worry. There will still be people who are not comfortable going back indoors, and thats fine. But for those who are comfortable and confident, this is really great for Small Businesses that just took it in the teeth starting in march. I was surprised to hear that people were mentioning going back to work and filling office spaces. I feel like downtown has been kind of a forgotten neighborhood of the city. As for the San Francisco 49ers, they will not be able to open their doors to fans at levis anytime soon. Devin fehely tells us, is soon as the state revealed his new playbook on sports stadiums, Santa Clara County through a devastating block. Reporter Santa Clara Countys chief executive officer describe the states plan as reckless and mind boggling and said that sports teams and their fans are simply going to have to get used to the idea of empty stadiums. Putting an audience in a stadium in large groups is just asking for trouble. Its like a petri dish. The doctor says allowing thousands of fans into levis stadium or any other sports arena is a sure fire way to spread the virus and undo all the work thats been done. We will see a super spreader that no question, this is dangerous, this is the worst thing in the world to be doing at a time period when california is beginning to see some light. Under the states plan counties in the orange tier can have fans at 20 capacity, roughly 14,000 levis stadium. Ticket sales would be limited to People Living in 120 mile radius of the stadium to discourage outofstate travel. Masks would be required at all times except when eating or drinking in your seat and tailgating would be prohibited. A largescale organized event like a Football Game might actually pose less risk than other gatherings of a similar size. You can imagine if someone is positive in section 102, we can easily know all the different visitors in that section through the ticket sale platform. Without some kind of other treatment beside social distancing, having these large congregations is a great risk no matter what, and weve seen that across the nation. Lets take a live look of the oakland hills, parts of the bay area could be left in the dark again starting tomorrow due to high fire danger. Pg e says the shadows could impact thousands of customers and that includes more than 4300 customers in napa county. In 960 in neighboring sonoma county. If pg e does decide to turn off power it will be that second safety shut off in a week area and Fire Departments have extra resources on standby so they can be ready for anything. We responded to multiple vegetation fires every day and working with our neighboring departments as well as cal fire. Paul heggen is here now and that this is not uncommon for october. But, it has been warm and it has been steadily warm. And weve got to be ready. And still dry as well. So we still have to be ready, especially later this week. This is a look at that National Fire weather snooper map, it gives us a snapshot of whats happening up and down the coast. We look for red and yellow dots, red dots indicate where current fire conditions exist, and only three are in yellow which means close to red flag, so conditions this evening are not that bad, even so we do have the red flag warning that continues through early tomorrow morning for the northbay mountains. I dont think the wind will be Strong Enough and the humidity low enough on a widespread basis to boost the fire threat but we are at that time of the year when the biofuels are just crispy. We have a greater threat later this week, this goes into effect 10 00 tomorrow evening through 8 00 friday morning, more of the bay area included, the winds will be gusty or and humidity lower. We will take a look at the colored temperatures in store in the extended forecast in just a few minutes. Take a live look outside at San Francisco where a new measure could result in legal action. This one is aimed at people who make those nonemergency calls to 911. Those are determined to be racially motivated. Our reporter is here to tell us about the new measure and what inspired it. Reporter it is called that karen asked, it is coincidentally named after the karens of the world all caught on video in recent months and years raking making racially motivated nonemergency 911 calls. Those are the viral moments that were captured worldwide. Barbecue becky at lake merritt, the woman who called 911 on a blackbird watcher, patty and San Francisco called police on children running a lemonade stand. The District Supervisor wants people who make those calls to be civilly liable in the karen act. So, if you make phone call, you called the police on me and they come in an altercation happens and i choose to sue the Police Department or you, you could be liable for at least 1000 and much more than that because you brought on to me in a non emergency. This is not the first piece of legislation of its kind, a senator offered a bill that would apply most civil and liable penalties. It will have a second reading next week and then it will head to maryland and breed. Up next, it could be a late hill. What nancy pelosi is getting doing to get a stimulus bill finally done. Stomach and what some voters are doing to get to a mailbox. Stomach and way the park workers are outraged tonight over the governors the state release of new guidelines for reopening theme parks, but most will remain closed for now. Big theme parks can only reopen if there county is in the yellow tier. That means the bay area Six Flags Great America cannot reopen just yet heard same thing for disneyland, Universal Studios and the other big theme parks in southern california. Thousands of park employees are already signing a petition tonight asking the governor to rethink his decision. We think we deserve to reopen, and we can do it safely. Our workers want to go back to work. And up inclusion in yellow puts a lot of instability in peoples lives. As they did clear all personal Care Services like massage and ted to studios to reopen with limited capacity regardless of the county status, stay uptodate on what is reopening in your area, it is changing by the day. You can had to kpix. Com. Lets take a live look outside from our exclusive sales force camera looking east tonight, and clear skies. It feels like we are in this endless cycle of really pretty weather and then it starts to warm up and then we have our shut offs. Just neverending it seems like. This has been one of the warmest october is on record so far across the bay area. On the other side of the country is already looking like winter. This is a picture of my parents backyard outside of minneapolis where they picked up 7 inches of snow already. Its because they are on the other side of the weather seesaw, so where the weather pattern has been keeping us very warm, the middle of the country has seen dramatically cooler than normal conditions. Not a huge shift in the weather pattern through the next couple of days, but a subtle change that will help us out in some regard. The northerly winds overhead are going to persist which means the offshore winds will come out in a burst and the high fire danger remains. But then we will start to see temperatures returning to normal by the end of the week and even slightly below average temperatures for saturday and sunday. In the short term we have to be concerned with the fire danger which i dont think will be a huge issue as we head through tonight. There are a few spots in napa county that will have some issues, but things are going to deteriorate in terms of the fire threat as we had through tomorrow night and into thursday morning. Drier conditions, gusty or winds, especially in higher elevations, and we are looking at a five or six on the fire danger scale. In the shortterm, its pretty nice out there this evening, a nice looking treasure island, the temperature downtown at 61 degrees. Santa rosa down into the 60s, otherwise mostly 70s, 82 in concord. Current wind speeds, not that strong, the wind has been dying down, so this is another hopeful sign for the fire danger tonight. Not seeing any strong offshore component at ground level. Things do change as you climb in the atmosphere. Temperatures tonight will drop into the 50s. Slightly above average for this time of the year, but overall really comfortable as we head into tomorrow morning. We will warm up at a decent pace. Temperatures at lunchtime in the upper 60s and low 70s around the bay, one more day of substantially above normal temperatures for inland portions of the bay area on monday, talking about mid 80s for the santa clara valley, which upper 80s for the north bay, and even low to mid 90s east of the diablo range and around the bay temperatures will be well into the 70s. We start to cool off on sunday and that trend will continue into the weekend. Even though the winds will pick up, they will not be a whole lot of pollen getting dispersed. So saturday and sunday, a little more cloud cover, low to mid 60s by the bay and low to mid 70s inland. Heres a look at your top national headlines, a live look at capitol hill, top aide to House Speaker nancy pelosi says democrats are moving closer to a deal with the white house on a new stimulus package. Both sides agree the packet should include another round of stimulus checks. Money for schools and reinstatement of federal unemployment benefits. But they are at odds about safety in the workplace and funding for state and local governments. Im optimistic because i do think we have a shared value, not many, but a shared value that finally they want to crush the virus. There are many ideological points in that, and we dont want to go in that direction. If it is targeted right, absolutely. On the campaign trail, President Trump wrapped up her rally in erie pennsylvania, prior to that the president walked out of an interview with 60 minutes. You have to watch what we do to 60 minutes. You will get a kick out of it. Meanwhile the former Vice President joe biden is off the campaign trail to prepare for thursdays president ial debate. The Biden Campaign says the president is afraid to face more questions about his covid response. They knew what was going on, they knew it could hurt people and they had the information since january. They covered it up. And so what we have to do, is weve got to let joe biden take over. Bay area ballot anxiety. What some boaters are doing to avoid u. S. Mail. And then later, ransacked by bay area raccoons, what they got their paws on during an Early Morning breakin at a bank. I want to make sure im actually going to be counted. There are some fake boxes they put out to make my vote not count. In its lawsuit the Justice Department claims that the company has leveraged billions of advertising dollars to stifle its competition and build a monopoly. Theres really this kind of reckoning going on with tech. For a long time it was this great thing that was changing our lives and everyone thought favorably about the tech industry. The duo climbed this tree, somehow got into the air ducts and made their way to the bank, because they actually fell through the Ceiling Tiles of the bank. The raccoons knocked over computer screens, scattered papers and sat in the bosses desk with their feet up on it, ordered a pizza, yeah, made a mess of the place.
