This is cbs news bay area with juliette goodrich. We begin at 6 00 with breaking news. Oakland is getting more Law Enforcement help on the ground. The california Highway Patrol confirmed to us moments ago Governor Newsom is sending chp officers to the city as it deals with growing crime concerns. The mayor and Police Department requested the help with traffic enforcement. Officers will focus on sideshows, auto thefts, and freeway shootings. One of the most recent shootings on 580 last month left an 8yearold little boy in grave condition. So the state right now is committing six chp officers and a sergeant to oakland along with a 1. 2 million loan for automated license plate readers. So its unclear how many that will buy or where theyll be installed. Oakland mayor sheng thao told the chronicle her administration is doing everything we can to both prevent violence and hold people accountable for carrying out crimes in our city, adding that she is grateful to the governor for the support. There is a new level of protection against robberies in the city which are up 22 over last year, by the way. You saw a pg e crew out there doing work, youll likely see a police car right next to them. Its new. Katie nielsen has learned utility workers and their tools are increasingly becoming targets. Reporter every weekday pg e pays offduty Oakland Police officers to provide security for gas and electric crews working within the city. A Union Representative says thats now just considered a cost of doing business. Deanna tibbs owns oakland puzzle company. There morning she was concerned when she saw an Oakland Police squad car parked in front of her building. I brought my daughter to work today and i went up to them and i said is there something going on because i want to make sure its safe before my daughter gets out of the car . Reporter but the Police Officer is off duty working overtime paid for by pg e to provide security for the crew doing maintenance on an underground gas line at east tenth street and sixth avenue. Are. Youre in a situation when folks dont have basic utilities because were unable to provide an umbrella of protection for pg e to fix a problem. Reporter Barry Donelan is president of the Oakland Police officers union. He says pg e started hiring offduty Oakland Police officers in november of last year after a number of utility crews were robbed at gunpoint, thieves demanding the crews hand over their tools and personal items like cell phones and wallets. Its sad that were in this situation. This should be a clarion call to city officials that weve got significant challenges around Public Safety in oakland. Reporter according to Oakland Police, pg e pays for 24 hour protection for their gas and electric crews monday through friday. There are up to eight offduty officer as signed to pg e each day with each officer working an eighthour shift at a cost of about 100 per hour. That adds up to a tab of more than 6,000 per day, millions of dollars per year pg e has to pay for the added protection which begs the question will it be customers who have to pay for it in the end . Obviously really upsetting that crime is so bad here that pg e workers are at risk. Reporter a representative for the union that represents pg e workers says right now oakland is the only city where they are paying offduty officers for added protection for the utility crews, but if it works, they might expand that to other cities where pg e crews have been robbed like richmond and San Francisco. We have previously reported on how home depot started hiring offduty oakland officers. It started a few years ago in response to shoplifting and attacks on employees. Store officials reached out to the city after issues at the store near fruitvale avenue threatening to leave if they didnt get proper help. We should also point out that our own kpix crews use private security on some assignments around the bay area, including in oakland. We want to get to more breaking news out of Contra Costa County where a hazmat scare is forcing evacuations in a san pablo neighborhood. Anne makovec tells us this centers on a discovery in a backyard shed. Reporter and that shed is apparently in the backyard of a retired chemistry teacher. A hazmat crew says there are hazardous chemicals inside, but they arent sure yet what they are. The evacuation is for people within a oneblock radius of that home including parts of giant road, miner avenue, 11th street and palmer avenue in san pablo. Those people could be kept away from their homes up to 24 hours and the evacuation area could expand. Firefighters and county health say the homeowner is cooperative, but it sounds like it was a haphazard storage operation in his backyard. Theyve been using a robot to try to figure out exactly how much is in there when it comes to hazardous chemicals and how dangerous they could be. They all have been found in various containers at various stages of degradation. So theyre very unstable. Were trying to mitigate the situation at this point to make sure they get disposed of safely. Theyll have to secure the chemicals before getting rid of them and if they have to cart them through the neighborhood, thats when they might have to expand the evacuation zone. Evacuees are being directed to the Contra Costa Community college gym on mission drive. Taking a live look now at the neighborhood, police have it blocked off and as you get closer to the home, that is where they have their crews in place in case in does become more of a hazardous situation. In call originally came in as a gas leak. The people in this neighborhood who had to evacuate did not have much warning or time to pack for what could be a potential overnight stay. Other headlines around the bay, San Francisco mayor london breed is urging people not to jump to conclusions about what burned down a building under construction in hays valley. The flame ripped down scaffolding and cracked windows. No one was hurt, but eight People Living nearby were displaced. Neighbors told us there have been previous encampment fires in the city they warned the city about months ago. The mayor said, we are working to addr encampments, but are limited by a federal we are unable to prevent people from setting up an encampment in an area just cleaned. This is the situation we are in. Power splicing has been pointed out as a possible cause of that fire. Again, investigators have not confirmed anything just yet. The fbi and 29 local Law Enforcement agencies are celebrating the results of a twoweek Human Trafficking crackdown. The task force conducted 17 operations across the bay area, 21 trafficking victims recovered or identified, including four children and they arrested nine suspects. Nine of those victims and two of the suspects were in Contra Costa County. This task force is also investigating four other cases in contra costa. Officials will announce charges at a later date. The focus is on supporting the survivors in the meantime. It is very difficult to move away from whats going on. Oftentimes there can be a drama bond between the trafficker and individuals being trafficked, requires long term resources and Long Term Support and response. Nationwide the fbi says 200 Human Trafficking victims were identified or rescued and nearly 200 suspects were identified or arrested. Coming up tonight at 11 00, we will speak with a sonoma group dedicated to helping women escape trafficking. Contra costa county just got more than 1 million from the federal government with the goal of keeping young people out of the criminal justice system. So the money will fund evidencebased training for police and engaging and interacting with young people. The countys chief probation officer told me her office has put a focus on investing in prevention and has seen fewer people ending up in custody because of the efforts to disrupt the cycle early. Thats why you get into this line of work because you believe in rehabilitation. You believe Second Chances are possible and with the right services and supports people are empowered to make better decisions for their lives and so i think that this training for Law Enforcement is going to just be able to allow to us deepen our work that much further. The Law Enforcement agencies that take part in this training will then be able to train more officers. The Department Plans to partner with university of pittsburg to evaluate how this program is going. A new Program Designed to prepare young people for careers in the culinary industry is serving up rewards for the community. Guillermo also known as g grew up a few blocks from the restaurant, which is also in the mission. He said home life was hard for him and his two siblings and he dropped out of school. Reporter one day his grandmother took him to a program to earn his ged, where he found out about sprouts, a nonprofit which help is atrisk youth launch culinary careers. G was placed with chef seth whose restaurant is one of the regions few live fire restaurants, no stoves or microwaves, only wood and flames and multicourse meals that can run into the hundreds of dollars per person. I mean the journey was hard at first because i was smoking crack. Reporter the chef said he overcame addiction, incarceration and homelessness and working in a restaurant helped him kick the bad habits. It teaches you how to show up well from the very start to the very end. Reporter and he says training someone like g in a rigorous fine dining setting where everything has to be just right can help him wherever he has to go. If theyre trained to work at dennys, they cant work here. If theyre trained to work here, they can work anywhere. Reporter at 19 years of age, g is not exactly sure what he wants to do, but he knows he made the right choices so far. If you can get into a sprouts, you know, Chef Training Program or an Internship Program anywhere, i would recommend doing so because they have good, you know, leaders, people that can tell you what to do and people who understand where youve been in your life and have gone through the same situations. Its a very understanding environment. I dont feel like im doing Something Special because im not. Its like people are supposed to take care of each other. Reporter 150 years ago this redwood forest near guerneville was clear cut down to the ground, but one tree survived and it may be providing inspiration that can be the salvation of all these trees. People visit the town of guerneville to enjoy the fun of the russian river, but it is the backdrop of majestic redwood trees that gives it its beauty. Jeff stumps name is apropos to the setting because the huge tree stumps he passes are evidence of the clear cut logging that went on here in the 1800s. It would have been remarkably different and i know it affected people back then even because people started thinking about how to do things differently. Reporter but even now the ancient trees live on. Other full size redwoods have sprouted out of their stumps and roots carrying on a genetic resilience that is simply breathtaking. This is what they call a fairy ring. You see how these trees are ringing this spot . This was a giant redwood that stood here, probably the size of that opening. Reporter its hard to imagine a tree that massive. Most of the current trees are only a century or two old, but there is one that stands out literally. This is the clar tree measuring 278 feet tall with a diameter of 16 feet. It is said to be the tallest tree in Sonoma County and almost certainly the oldest with estimates around 2,000 years. Its constantly growing, but 140 years ago it was a spectacularly beautiful tree. Reporter somehow it survived. Somehow through all of what happened here it survived. Reporter no one knows why it was the only tree left standing, but its existence, its persistence, is inspiring an of the to preserve it and the forest around it. The lands owner, a Timber Company called rmb family trust, has agreed to sell the 394acre forest to the save the Redwoods League for 6. 5 million. The money must be raised by september 29th and the conservationists are hoping that a tree that was alive during the roman empire will help them do it. I think were lucky. Were lucky because a tree like that gives us a sense of awe, right . That sense of awe is really important in the work that we do. Reporter once the money is raised and the land is purchased, it will be donated to the county for preservation and eventually the creation of a new park so the public can experience its majestic beauty. I had all the windows open today just getting the free air conditioning, letting that appliance rest as long as it, can let the power bill rest as long as it can, too, because well heat up heading into the weekend. Another windowsopen day tomorrow. Lets look at the changes in store. Another cooler than average day thursday, temperatures 5 to 10 degrees below average, but the heat dome wont take over the west coast. It will build closer to us and that means a boost in temperatures heading into the weekend. Sunday looks like the peak of the next little heatwave which like every other heatwave this summer will be mercifully brief but noticeable. As the heat builds, well keep an eye on air quality, not just ground level that gets trapped by the heat dome, but smoke drifting down from the flat fire in oregon. It looks like a little more smoke will infiltrate skies over the north bay and right along the coast as we head through thursday. I dont think much of it will make its way to ground level, but maybe some deterioration to moderate category thursday. The wave of smoke that follows that up looks like it stays just off the coast. Well keep an eye on that. We can see maybe moderate air quality for the north bay and Central Coast thursday and then moderate air quality across the board by saturday and sunday for a different reason. Thats the ground level ozone trapped by the heat dome overhead. Looking outside now, a little cloud cover trying to sneak back in. The fog will roll back in with aggressiveness through the rest of this evening, 59 degrees now in San Francisco to 76 degrees for the warmest spot in santa rosa. In august this is really unusual, but also really nice that were avoiding the inland heat at least a couple more days. The fog will continue to spread out widespread, reduced visibilities to begin the day thursday. It doesnt take long for the fog to burn off in the inland valleys. It will take a little longer around the bay, slightly faster than today. Along the coast you wont see much sunshine tomorrow, maybe more glimmering through by friday. Temperatures tonight drop into the 50s pretty up everywhere. Temperatures tomorrow will warm up, but its a slow process, not just the fog slowing down the warmup, but a decent onshore breeze. By lunchtime the warmest spots are in the mid70s and tomorrow afternoon only low 80s in the delta.
