The bay area and its part of a storm system to our north. You can see the dark clouds and rain from this alert wildfire camera up in siskiyou county. Its good news for all the fires up there. A little closer to us in Sonoma County we can see a line of gray clouds moving in. The north bay will be getting the bulk of this, but other parts of the bay area could see showers. Were also expecting big waves, but a High Surf Advisory starts tomorrow. Waves could be as high as 16 feet. These surfers are taking advantage of calmer conditions in capitola this morning. Those first showers are beginning to hit the coast of Sonoma County, having a hard time making their way further inland at this point, a better chance of the showers making their way farther inland later into the evening and overnight. The showers will fall apart as they move farther to the south. Lets look at the rain chances across the bay area later tonight, which are going to be a little on the low side, into the 10 to 20 change for the Santa Clara Valley. Nothing to get too excited about there, nothing more than a few sprinkles, same thing inland in the east bay, maybe a slightly better chance in the trivalley seeing a drop or two hitting the ground. Better rain chances along the coast and around the bay, a 40 to 50 chance for San Francisco and oakland and higher chances in the north bay. This is where you have the best chance in the 50 to 70 chance range of picking up anything more than 0. 01inch of total rainfall. Lets take a look at the big picture perspective of this storm system. You can see the bulk of rain is falling farther to our north. Thats fantastic news for the fires burning in far Northern California and oregon. The more rain they get, the less smoke that can drift down towards us. Well look at futurecast and track the rain through the bay area for tonight and add up how much to expect coming up. Theres been a lot of talk about making San Francisco more business friendly since the pandemic. Opening up a new place takes a lot of paperwork, time and money, but recently one Business Owner spoke out about her unique challenge in the Mission District where she said its gone beyond your usual red tape. I encourage the Planning Commission to find reasonable and official ways to protect and preserve what needs to be protected, but still allow for a breath of fresh air in this particular corridor without needing for normal citizens to be victims of political power plays. Reporter replacing a departing shoe store on Mission Street would mean having to do outreach with various neighborhood organizations, a process coram said went largely well before finding herself lost between what is actually required by the planning guidelines and what may be desired by any one neighborhood group. If i want to have any art inside my business, theyre going to provide like a list of artists for me that i should pick from that list and they were pushing me to close at 10 00 p. M. Reporter she was also asked to sign an agreement to some of those terms but refused even though she feared it might jeopardize her application with the city. Nowhere in the Planning Department or anywhere in official city like document says like you need to sign a memorandum of understanding with people. This makes no sense. Reporter that she says was her real frustration, that the process left her feeling like she was playing by a set of rules that were not entirely written down. This is a concern we have heard before, but rarely do we hear it so publicly. I am not the only person. I know so many people. Just no one wants to come out because everybody has businesses here, like everybody wants to have another business here or whatever the reason is, like no one wants to just deal with this. The numbers tell a story, you know, from 2000 to 2022 we lost over 14,000 latinx individuals in this neighborhood because of gentrification displacement. Reporter eric argello is founder and president of kya 24, the group that was to protect the 24th street corridor as a latino cultural district during past and future booms. He credits the Community Input process with helping his district manage inevitable change. Basically theyre really set to integrate those businesses into the community and actually it serves them better as businesses when youre integrated and know the community and know the issues of the community. I think the history is important, the context of things, you know, because if people dont understand the bigger picture, they think its just some mysterious thing thats managing things, but its very intentional, very open. I just feel like the processes are just getting abused. Theres so much to preserve and protect in this neighborhood. Theres so much culture, so much history. No one wants to lose all of that. Reporter coram says she is speaking out in hopes of filling some of Mission Streets vacant storefronts. She thinks the complexity of the permit process is one of the deterrents. I became political almost because i was forced. All i wanted to do was open a business and like have it run and do exactly what im doing today. Reporter the mission is not unique with its own set of procedures. Districts around the city have different conditional use rules, limits on chain retail, et cetera, but San Francisco is also trying to cut back on some of the bureaucracy long considered Small Business unfriendly. So one of the conversations underway at city hall now is how to balance those two ideas, less red tape and still have the protections and inputs from local neighborhoods. The mission has been the center of that conversation for decades now and at least that respect, it shows no signs of changing. Thank you. We reached out to the Planning Commission. They declined comment. Tomorrow will not be business as usual in oakland. Dozens of local shops and restaurants will be closing as part of a oneday strike to protest the rise in crime. It comes as a new poll shows just how much the problem is weighing on people in oakland. Anne makovec has a look at the numbers now. That study found crime is overwhelmingly oaklands top concern for 83 of respondents. This was released by a local advocacy and Consulting Firm they say as a wakeup call to show oakland leaders what matters to residents. 92 want their leaders to focus on reducing crime. 74 feel things in oakland are going in the wrong direction and believe the quality of life has gotten worse. The study was conducted earlier this month. Tomorrow businesses are closing their doors to prove their point, protesting rising crime and calling on city hall for help. A strike is set to start at 10 00 a. M. Some businesses will close for a few hours, others the full day. The conference starts at le cheval which is closing because of crime and slow sales. Today we spoke with some long time customers reflecting how things had changed. I used to come here, wed wait till the place closed down before wed leave. Now its like oh, its getting dark. Maybe we should leave now. The strike comes a week after city leaders were criticized for missing the grant deadline to receive millions in state funding to help combat organized retail theft. The city had recommendations how to hire more 911 dispatchers and Police Officers and create a Grant Program to help businesses buy security cameras. Those recommendations are due by december. Thank you. Oakland business corridors could benefit from slower speed limits. The steph says its main goal is to reduces traffic fatalities and serious injuries which occur twice a week on average, but it also hopes to support local businesses with these safe oakland streets initiative. 11 corridors from east oakland to fruitvale to downtown lowered their speed limits to 20 or 25 miles per hour. The next two years over 50 Business Activity corridors totaling over 25 miles in the city of oakland will also have their speed limits lowered. The city knows it will take more than new rules to save lives and say its up to neighbors to obey the limits and yield to pedestrians. The safety push comes just as two people were killed in east oakland this weekend when a speeding stolen car rammed into them. The coroner identified the victims as 64yearold derek shaw of richmond and his passenger, 67yearold barra hampton of antioch. The 25yearold suspect slammed into them at 703rd avenue and holly street causing the victims car to roll and hit a parked car. The driver tried to run on foot but was arrested. In san jose a second pedestrian has been hit and killed by a car in just four days. You can see the smashed window of the car, this happening in the willow glen neighborhood around 6 00 this morning on Willow Street and meridian avenue. The man died at the hospital. It happened a mile away from fridays deadly crash in the rose glen neighborhood. A car hit a man crossing fruitvale avenue on a mobility scooter outside of a marked crosswalk. There have been 37 deadly collisions and 22 pedestrian deaths in san jose so far this year. We are expecting to learn more this week about the man arrested in a stabbing spree in the Berkeley Hills this weekend. The chronicle is reporting the suspect is accused of stabbing his mother. Berkeley police have not confirmed that. They are waiting to release more information once charges are filed. This happened saturday after midnight. Officers found a woman stabbed at a home on overlook road. They say the suspect chased another man in the home down the street where they found him and a second woman who had been stabbed. She was treated at the hospital. The suspect was arrested after a police chase when he crashed his car. Reports indicate the suspect has a long criminal history with more than a dozen arrests in california, illinois, louisiana, and florida. Right now martinez neighbors are getting a chance to speak out about last novembers accidental refinery release of a toxic chemical. You may remember it left those cars and windows covered in dust. Yes, its been a year. Neighbors wondered for months about the safety of their soil until a report in july found no elevated levels of harmful metals, but some neighbors have told us they still have concerns about how these releases have been handled. Still ahead, they serve School Lunches and keep campuses clean, but say theyre overworked and underpaid, the issues that could lead to another major school strike. Two unions in San Francisco unified will vote whether to walk off the job in the coming weeks av contract negotiations stalled with the district. One union represents more than 6,000 teachers. The other represents staff, including custodians, school nurses, and lunch workers. Our Leslie Gooden takes a closer look at what theyre fighting for. The environment right now with the district is a great exodus. A lot of people are leaving, a lot of staff and teachers. Reporter Christian Benitez has been working within the San FranciscoUnified School District for ten years and currently serves at the custodial supervisor overseeing 14 sites. Staffing is another big issue that were having as well. A lot of people dont want to work for San FranciscoUnified School District like people within our department, especially with the classified, because you can go somewhere else within the city because our department within San FranciscoUnified School District, were at about a 20 disparity. Reporter christian is part of the Service Employees international union, local 1021, that represents classified staff, such as custodians, cafeteria workers, clerks and others. All in total over 1,000 people. Reporter the custodian supervisor says the union will be taking a strike authorization vote on september 30th, citing the district has unfair labor practices. Everybody is doing the work of two or three people. Reporter what is that like . Thats horrendous because a lot of people cant take vacations because there isnt enough people to cover them. Reporter the united educators of San Francisco, the union that represents teachers in the district, two are gearing up for a potential strike. We reached out to the district for comment and they shared the following ent reading in part, we have met on a regular basis with them and have multiple dates on the calendar to continue our discussions. Sfusd has 16 bargaining units and is committed to a budget process that prioritizes Financial Decisions that most directly benefit student experiences. They note typically bargaining for an agreement this size usually takes a year or more which christian says these negotiations have gone on longer than a year. So were going four years without a contract right now. So weve been in negotiations for that time, right . And nothing has been concrete. Were still in negotiations as we speak right now. Dont want any more smoke blowing towards us. For the bay area, weve seen showers trying to move into the north bay the past couple hours. The first wave of moisture fell apart as it moves in, but it adds to the moisture in the atmosphere overall. We will see that rain hitting ground level as we head farther into this evening, but not likely until after sunset in the north bay, substantial showers in san jose about 10 00 or 11 00. It will be brief and light and becomes briefer and lighter as it moves farther east and southeast. Anything more than a few sprinkles in the trivalley and Santa Clara Valley would be an achievement for this kind of season. After the sun comes up tomorrow, were done. Well see sunshine the rest of the day. How much rain are we talking about . Lets bring in the forecast model numbers. This is never perfect, but its a good idea overall what to expect. Were looking at the possible for a few sprinkles in the Santa Clara Valley, same thing basically for fremont, redwood city, livermore and antioch. There are parts of the east bay that may register maybe 0. 01inch of rain, but its basically around the bay, along the coast with a chance of a little more than that. A few hundredths inch of rain for San Francisco, amounts in the north bay more impressive the farther north you go to potentially more than a 0. 1inch for santa rosa which doesnt put an end to fire season, but any moisture definitely helps. Through tonight we will see temperatures drop off but not that far with a layer of cloud cover rolling in. Our temperatures will bottom out in the low 60s. That blanket of clouds is holding warmth near ground level, once the clouds clear out, well warm up. Well see plenty of sunshine for most of the day which is good news for your Furry Friends like barkley here. Temperatures in antioch reaching to just above 80 degrees. That might be too warm for an afternoon walk, but overall very pleasant readings expected across the bay area. Thats kind of the continuing theme as we head across the rest of the bay area, very close to normal temperatures, not just tomorrow, but the rest of the workweek, mid60s along the coast, near 80 degrees down the peninsula and redwood city, low to mid70s for San Francisco and oakland, around 80 degrees in Santa Clara Valley which is very close to normal for this time of year and inland in the east bay. Your temperatures might be a degree or two warmer and top 80 by a couple degrees for most of the trivalley into the delta. Inland we see the warmest days the next three days and backing down as we head into early october, more 70s on the map than anything else by friday, saturday and sunday.
