Pg andy now facing a huge penalty in connection with a massive wildfire. Over the last few years, many of us have got used to tracking air quality when wildfires send smoke our way. Those fires have erased much of the progress california has made in reducing Greenhouse Gas emissions. They are also causing another problem, ozone pollution. Here is david scheck and her. Reporter this years wildfires made the countrys airquality horrible. We have heard a lot about the large particles of toxic chemicals floating in the smoke, but it turns out those wildfires created another kind of pollution, ozone. Which we call the ozone layer. Not that ozone, we like that ozone, high in the atmosphere, protecting us from the sun. But when ozone forms at ground level, it is a kind of pollution that can trigger asthma, especially in kids. So lets talk about the bad ozone that is down here. Most of the time, it comes from a chemical reaction, like exhaust from cars and factories gets baked by the sun. That is dan jaffe, or at least it will be, when we figure out how to use zoom. Can you hear me now . We could do the entire interview like charades. Sounds like o zone. He has been studying ozone pollution for the last 30 years. Ozone tends to be a summertime problem. We associate it more with cities that get a lot of sunshine. Talking about los angeles, and places that have smog. Is ozone smog . Basically. Ozone is the major ingredient in smog. But jaffe says that ozone comes from more than cars and factories, because wildfires can release similar chemicals that react with the sun and create ozone. Here is how he knows. In 2020, during the pandemic, way fewer people were driving their cars, so you would expect ozone to go down. On the east coast, airquality data shows that is exactly what happened. But on the west coast, where people were also driving less, there were massive fires that year, and ozone pollution actually went up. In terms of your research, it finds a sort of double whammy effect of fire. There is particulate matter, but also ozone problems. Yup. That was the first sort of clue as to the role of fires. Reporter we saw that again this summer. Jaffe says fires in canada were the source of elevated ozone levels in the midwest and eastern states. So, bottom line, wildfires can make our ozone problems worse. Im david schechter, on the dot. California regulators are proposing a 45 million penalty against pg e for the 2021 dixie fire. The says the flames were sparked by a tree falling on the utility s power lines. That fire burns nearly 1 million acres in the sierra foothills. If approved, the utility would pay 2 million to the state, another 2 million to local tribes, and 40 million for capital expenses. A warning from unions representing Kaiser Permanente workers, they say if a deal is not reached, they will strike for a second time on november 1st, at this time it could last eight days and will include more people on picket lines. 75,000 workers went on a three day strike last week without a resolution. The two groups were trying to hammer out a new contract on thursday. A live look now over San Francisco, where the city is trying to have the legal battle over homeless encampment sweeps moved to a different judge. Last december, a federal judge banned the city from sweeping encampments after being sued by the coalition on homelessness. The city says the case should be handled by the same judge that oversight 2020 lawsuit. After that case, the city removed most homeless tents in the tenderloin and put those people into hotel rooms or other shelters. The coalitions lawyers are accusing the city of judgeshopping , saying, in part, after a series of losses, it is not surprising that the city is unhappy with the way its case has been going. But that does not give the city the right to try to pick a different judge. A spokesperson for City Attorney david hsu told us, in part, the court and coalition on homelessness have already treated these two cases as related. The accusations of judgeshopping are strange, because the aclu and the coalition consented to both cases being related before a single judge. In the meantime, the City Attorney is suing the owners of three Single Room Occupancy Hotels over what city officials are calling unsafe and inhumane living conditions. All three hotels are located in or around chinatown. The lawsuit accuses the landlords of neglecting just about everything in the buildings, broken doors and windows, busted plumbing, insect infestations, and mold , expose lead paint, and even seismic safety risks. For years, we have tried to bring these properties into compliance and made only modest progress. Our entreaties were shrugged off, our warnings ignored , our violations disregarded. The lawsuit is seeking penalties, fees, and release of the property violations that would cost the defendants millions of dollars. In san jose, Police Arrested one of the five suspects following a takeover robbery at the gucci store. They stole nearly 50,000 worth of purses and other merchandise. This happened at the valley fair mall. Surveillance video shows five masked suspects entering the store, and within 20 seconds, they made off with merchandise. Police were able to detain one suspect and take him into custody, recovering two of the stolen purses. The others got away. Not a sacrament of county, where Sheriff Deputies day dozens of people were seen leaving a Convenience Store following a sideshow in rio linda. The Sacramento Sheriffs Office is around 40 to 50 people broke into a 711 on sunday, taking off with beer, cigarettes, snacks, whatever they could get their hands on. It is here, we have got a 100 of an inch of rain in the north bay, but that is all so far. Very few places have got measurable rain out of that. We will track it, because it will try and hold together as it moves across the rest of the bay over the next few hours. Meantime, here are the highs, staying with this pattern for now, relatively cool. Look at the numbers in the south bay, mid70s. If you had to north bay, you can pick up numbers there, all coming in relatively cool for this time of year. So if we take that band of rain and move it forward, lets switch things up, and get back to that monitor. We have got some light measurable rain in the north bay, could get some more moving across the south bay and across the bay area over the next few hours. That would be pretty much the end of it. My early tomorrow morning, like anyone 00, 2 00 timeframe, that system is gone. Just to check up what it might deliver in terms of rainfall from the going forward, we wont see much in the north bay, but if we look at our southbay totals, kind of reorient ourselves toward santa clara and the trivalley, you can see a little bit of something. That is it. We get a break, then another chance toward saturday, you will see another opportunity for some more light rain. But it is really small. So small, in fact, we have not put it in the sevenday forecast yet. So we know we have our change tomorrow. As gray and misty as the last few days have been, the next few days, totally different. Sunshine comes back, temperatures go up, we are even looking at a daytime high of 80 degrees, here. By thursday, then we start cooling down and the small chance of rain we were talking about shows up. Did not put any drops in the forecast yet, but we are watching that. But if there was a next opportunity where we might see more rain, some of the forecast models are growing in confidence, it could be back here. We will remember where we parked our car, where our keys are. We need to open it at 25 years. I guess i was proven right, because none of us can actually remember where we put the time capsule.
