Reporter an offduty pilot riding in the jump seat of the flight from everett, washington, to San Francisco tried to shut down the engines midflight. The jump seat pilot, who is the extra pilot they give a ride, tried to shut down the engines. Theyre Emergency Landing four minutes out. Doesnt sound like hes caused any issues in the back. I think hes subdued. We warned Law Enforcement as soon as we get on the ground. Reporter the flight was diverted to portland. 44yearold Joseph Emerson of pleasant hill, california, an offduty Alaska Airlines pilot, was arrested and faces 83 counts of attempted murder and reckless endangerment. Alaska airlines, which owns horizon air, released a statement saying, the jump seat occupant unsuccessfully attempted to disrupt the operation of the engines. The horizon captain and first officer quickly responded. Engine power was not lost and the crew secured the aircraft without incident. The airline also said no weapons were involved. The federal Aviation Administration sent a message to airlines saying the incident is not connected in any way, shape, or form to current world events. The fbi is now investigating. We heard today from a former fbi executive director about what is next. They are going to unpack this persons life, understanding what his ideology was, is there any leanings towards terrorist ideology . Is there just a mental instability . Theyre going to go through his social media, all of his computers, his phones and, of course, hes facing really serious charges. We wanted to learn more about him and we mentioned emerson lives in pleasant hill. In fact, it was all quiet outside his home today. There are halloween decorations in the yard and his neighbors said he always seemed like a nice guy. Nothing abnormal about him, very caring, loves his kids, very nice to our grandson when hes over there. So we are certainly trying to learn more about emersons background. We know he was faa certified to fly special airlines and he had been a Flight Instructor at a flying club in concord based out of buchanon field. He is expected in Court Tomorrow afternoon. Meantime accounts from passengers are starting to come out, a local woman posting on x saying she was on the flight with her two kids. She said at first a Flight Attendant told everyone they needed to land because of an emergency but didnt say why or even where they were going to land. She also said at some point she believes after they landed the flight crew announced it was a disturbance in the cockpit and a mental breakdown. So far investigators have not said if that was the case, but the faa says this is not connected to any current world events. There have been other hijacking attempts and crashes involving crew members, but they are very rare. In 1994 a fedex pilot facing termination was convicted of trying to crash a flight from memphis to san jose. The crew subdued him and he was sentenced to life in prison. Then in 2015 Authorities Say the copilot of a german wings jet crashed into the french alps after locking the pilot out of the cockpit. 150 people were killed. Several International Carriers changed their protocol to require two pilots in the cockpit at all times. Those rules were already in effect in the u. S. , but recently airlines started lobbying to change that regulation to allow a single pilot to solve the pilot shortage. Pilot unions pushed back saying it would compromise safety and the fight continues. Hamas released two more hostages. The two israeli women were handed over to the red cross and will be taken to israel. The group said that release was for humanitarian reasons. Hamas has released four hostages now. It is thought the group took up to 200 people two weeks ago. It is not known how many are still alive. United nations says the humanitarian crisis is playing out in gaza. His first stop was university of hong kong where he talked about climate change. He took part in a fireside chat with a professor and pro vice chancellor of the university. The governor said he signed a law requiring all cars purchased in the state by 2035 to be zero emissions. He said 27 of all cars sold in california are now zero emission cars. Pollution at ports, like the port of oakland, have long been a topic of controversy with charges it negatively affects the health of People Living nearby. Weve seen giant container ships idling in the bay when they were backed up during the pandemic. Now new rules will clamp down on one source of emissions that has so far been ignored. John ramos looks into this. Reporter for decades state and federal regulators have been trying to cut down on the amount of pollution at california ports, but theres always been one major exemption. It looks like thats being closed now and it may affect places like richmond. At the port of oakland the concerns over pollution have been twofold, the semi trucks waiting for pickup and delivery, and the giant ships themselves as they sat sometimes for days with engines running to keep the ship operating, but in 2007 new rules mandated that ships drastically cut their emissions by plugging into shore power and kill the engines. If youre a container ship and youre at the port of oakland or port of l. A. Or long beach, we plug in more container ships in those ports than any other ports in the entire world. Reporter mike jacob with the Pacific Merchant Shipping Association says his industry spent 1. 5 billion installing the equipment and has achieved a cut in emissions of 80 as a result. Theres absolutely no question that this is a rule we have successfully implemented as an industry for the better part of a decade. Were exceptionally proud of the investments that weve made. Reporter but the federal epa has Just Announced new rules that will bring that cut up to 90 and make it apply to each individual ship rather than a companys fleet average. Jacob says that will be a paperwork nightmare, but he doesnt think it will actually affect oakland very much, but where it will have an effect is here in richmond. This port is where the specialized ships hauling new cars are offloaded and around the bend near the richmondsan rafael bridge the tanker ships line up to deliver oil to the chevron refinery. Those two types of vessels have always been exempted from the rules because unlike container ships, they dont follow a normal circular route, bringing them back again and again. So you might see a car carrier in california once. You might not see it again for another five years or ever again and thats true for foreign tankers, too. Reporter under the new rules, tankers and car carriers will have to meet the emissions targets phased in between now and 2027. The California AirResources Board is trumpeting the new regs saying in a statement, once the new regulation is fully implemented, it will deliver a 90 reduction in pollution from vessels at berth and will result in a 55 reduction in potential cancer risk for communities near the ports of los angeles, long beach, and richmond. No one is sure how this will work if a ship arrives without the equipment to meet the standard, but at this point the industry has four years to figure it out. The western States Petroleum association is suing the state over the mandated equipment tankers must carry saying some of it hasnt even been invented yet and no one from the association would speak on camera today citing the ongoing litigation. The air Quality Management district said the bay areas five refineries arent doing enough to track emissions from their facilities in the community. The district says they need to update their tracking plans to include hydrogen sulfide. That is a colorless gas that can cause headaches and vomiting. The refineries all currently have websites where you can track emissions in realtime. Now to livermore where police say a gun shore owner shot and killed a man who was trying to rob help. This happened at east bay firearms. Livermore police say a man armed with a hammer entered the store on first street yesterday and d to steal a gun. They say the store owner fired two rounds hitting the man who later died. Police say this appears to be a case of selfdefense and the store owner is not a suspect at this time. The man who died is from redwood city. In san joses buena vista neighborhood a twoalarm fire damaged a couple homes around noon. The homes were vacant Officials Say. This is on west san carlos street near buena vista avenue. You can see the fire completely wrecked a building. Theres still no word how it started, no injuries reported and the fire crews are now investigating. Another storm system will send most of its energy and moisture towards the pacific northwest, but it will send more cloud cover towards us, kick in a stronger onshore breeze and deliver a generally cooler air mass. It wont give us much of a chance of showers. Youll see a little gray on futurecast as the marine layer tries to push inland tonight. What fog there is burns off quickly, sunshine the rest of the day tomorrow with temperatures a few degrees above average inland. In general inland temperatures are 4 or 5 degrees above normal, close to 80 in san jose and los gatos, 83 degrees in morgan hill, low 80s inland in the east bay, upper 70s for fremont and redwood city. Temperatures in San Francisco and oakland will be close to normal. Generally near average temperatures around the bay and coast. Inland parts of the north bay, youre the exception to that. You should be well into the 70s by tuesday afternoon with temperatures in novato reaching almost 80 degrees. All in all, looks like a nice dog walking forecast. Similar drop in temperatures around the bay, but since you arent as warm tomorrow, its not as much drop for midweek, just running with the below average trend through the last weekend of october. Along the coast your temperatures dont fluctuate that much either. The coolest days by friday and saturday, highs in the upper 50s to finish the workweek heading into the weekend, but even with the cooler air, not much shower chance there either.
