Testing without a safety driver. Warriors fans of fired up for the home opener. We are there as kids get a special surprise for the game. I am super excited and i hope the warriors win. This is cbs news bay area. With juliette goodrich. Clay good evening point as the war rages on between israel and hamas, more than 7000 miles away, a Bay Area City Council is now facing backlash for taking a position on the conflict. In half an hour, the Richmond City council will take up a resolution expressing support for palestinians in gaza , and condemning israels response to the hamas attacks. One jewish group has called the language biased and inflammatory. Katie nelson is life now where there is both criticism and support for the councils decision on this. Katie . Reporter juliet, we have seen protesters here both carrying the israeli flag as well as the palestinian flag. Councilmembers are already here, there inside council chambers. But in about 30 minutes, they will open the doors for people to go in and that is when they are expected to take up the issue of whether to adopt a resolution supporting palestine. Rebuilt this entire kitchen from scratch. Reporter passionate life is food, he is a classically trained chef, originally from israel but moved to the u. S. To follow his wife he has worked in some bigname kitchens like all a better and shape pennies before building out his own space in richmond almost 10 years ago. We care about the city and we want to be. That is why he says he was shocked to hear there was a resolution going before the city council not just in support of palestine, but of accusing israel of ethnic cleansing. A punch in the stomach. I feel unwelcome. Because i am jewish and an israeli. The resolution itself is only two pages long. The title, affirming support and solidarity with the Palestinian People of gaza. Richmond mayor and vice mayor are the one sponsoring the resolution. And in a statement, the vice mayor says richmond is not an island, our tax dollars are funding this war in gaza and we have a moral obligation to speak out. But the former richmond mayor, tom, disagrees. Please richmond has so many problems, so many challenges, so many needs , the city council needs to Pay Attention to what affects people here every day. I find that people who say local government should not be involved in International Politics only say that when local government takes a position that they disagree with. The executive director of the center for American Islamic relations in the bay area. She says local politicians are the ones who set the tone for the community so the support for the people of palestine is necessary. Local governments have long been , quote unquote, involved in foreign policy. The critics in this case, are likely also the ones that are cheering on governor gavin newsom as he visits israel. Questions the citys motives, saying if the real goal was about support the resolution would be a call for peace, not support of one side. I dont know the intentions, i know the impact. The impact caused only divisions. Caused only hatred. Reporter the public portion of Tonights City Council meeting set to get underway in just about 30 minutes. And no doubt there will be lots of people speaking out on both sides of this issue , just because of how contentious this is all become over the last three weeks. Will open up the dialogue, certainly share that and have more tonight at 11 00 point katie, thank you so much. The resolution comes as the death toll in gaza is rising rapidly israel is ramping up its airstrikes ahead of an expected Ground Invasion against hamas militants israel says it has launched 400 airstrikes on hamas targets over the past day many of the dead and wounded appeared to be civilians including children. Hospitals in gaza are running out of fuel to power generators, video shows ambulance arriving in the dark at a hospital in north gaza with staff lighting the way with their cell phones. Meantime for one of the two elderly israeli hostages released yesterday by hamas is speaking out about her kidnapping, with her daughter translating. Clean my mom is saying that she was taken on the back of her motorbike and that while she was being taken she was beat by sticks. She says she was treated well but separated from her husband early on. He is still believed to be among more than 200 hostages held captive by hamas in gaza. Today, the state puts the forward progress of Autonomous Vehicles in reverse point the dmv suspended some of the permits for the company, cruise , and for now they are not allowed to travel without a driver. So and map of in studio now with more for what this means for the future of Autonomous Vehicles. This was obviously a huge blow to cruise , specifically, one of the companies that has been running Driverless Cars as the fight over avs takes another turn. Reporter the dmv says driverless cruise cars present an unreasonable risk to Public Safety and that cruise mishra attempted information, cruise says this is because a crash earlier this month, the car with a human driver hit a pedestrian, then got trapped under the cruise car and dragged as it tried to pull over. 1023 says the following safety protocols and that our teams are currently doing an analysis to identify potential enhancements to the response , to this kind of extremely rare event. I spoke with an expert on autonomous transportation, he says there is no reason this company should be testing their Technology Without a driver in the first place. Having a safety driver does not prevent you making progress the safety driver does nothing, then you got safety covered and you are still doing testing. So removing the safety driver isnt actually about safety. It is about Public Perception and keeping investors happy and things like this. Cruz has a history of incidents. Last month one of their cars collided with a fire truck, leaving a passenger injured several vehicles brought traffic to a standstill in north beach on a busy friday night, and they have been accused of blocking Emergency Responders from getting to and from lifethreatening incidents. Because they are not very transparent about how much engineering theyre doing , they dont claim to follow any of the Industry Safety standards, neither team does, so we really dont know how to go out on the road and see how it turns out. The teamsters union, which has been fighting for safety and drops says todays decision is too little too late. We these are problems that we had been warning them about for a long time. So they would have listened in the first place or engaged with us, or engaged with city officials before they were making those decisions, things wouldve turned out differently. The City Attorney sent out a statement claiming vindication, the city is now suing the state over its approval on the first place. That case is ongoing, as for cruise , the company is steps to reply for reinstatement but no timeline. Again, this affects only cruise , not waymo. Test certainly needed, thank you. A bus collided with a delivery truck from the San Francisco food bank. This was in market and Church Street just after 11 00. San Francisco Police say two people were hurt, no word on who was involved in the crash. The bay area pilot of accused of trying to shut off the planes engines midflight he told investigators he took psychedelic mushrooms two days prior, and that is according to Court Documents filed today. So it comes as we got our first look at 44yearold Joseph Emerson in a portland, oregon courtroom today. He pleaded not guilty to 83 counts of attempted murder in state court. Prosecutors also charged emerson with interfering with a flight crew. The charging documents are certainly shedding new light on what happened in the cockpit of the Alaska Airlines flight bound for sfo. Emerson was offduty sunday, and riding in the planes jumpseat , the two pilots testified that emerson then threw his head seat and said im not okay. They said he then allegedly pulled on the two red handles that would have activated the planes emergency fire system and cut off fuel to the engines. But the pilot said they wrestled with him and asked him to leave the cockpit. A Flight Attendant told investigators emerson walked to the back and said you need to cuss me right now or its going to be bad. Complaint says the crew put handcuffs on his wrist. Then, during the flights dissent , emerson allegedly went for the emergency exit , the Flight Attendant says she was able to stop him by placing her hand on his eventually restrained , the plane landed in portland safely. After we landed, about five Police Officers came on and escorted the gentleman on the back of the plane and he was an ties and the whole situation, the entire time was very odd. Court documents say emerson told investigators he was depressed and had taken psychedelic mushrooms for the first time about 48 hours before the flight. According to federal officials, emerson said, quote, i pulled both emergency shut off handles because i thought i was dreaming and i just wanted to wake up. The faa released a statement saying pilots can lose their certifications for using psychotropic drugs. On top of that, Alaska Airlines says they have a zero tolerance policy for Substance Abuse , and the department of transportation has a mandatory drug testing program. Veteran airline captain, laura says those policies are what make incidents like this so rare. We have every six months pilot medicals where they examine us extensively , physically, mentally, all aspects. And the faa has a very tight, very restrictive regulations as to what we can and cannot do. Reporter Alaska Airlines tells us emerson has been removed from service, they say they are talking with the union about his status he was next scheduled to fly this thursday. We do have the full charging documents on kpix. Com. Still had, it may have been a relatively calm fire season but Forest Managers in the east bay are not taking any chances. We have a look at the hightech tools they are using to prevent the growing danger. We had dead and dying trees all due to Climate Change, we had to start digging outside the box. What is better for these Young Warriors fans then going to the home opener . The fun at cretors, we handcraft every batch of our delicious popcorn. Like our cretors cheese and caramel mix. Great on their own, even better together. Try cretors, handcrafted smallbatch popcorn. We can all agree it has been a relatively calm fire season in the bay area. But Forest Managers arent breathing a sigh of relief quite yet. They know the potential for disaster is still there. And the east Bay Regional Park District offered a tour today to show off the remarkable machines that they have been using to lessen the danger. John ramos got a look point reporter mans technology created the Climate Change that is fueling our wild fire danger, and now technology is being put to work to try to manage it. The east Bay Regional Park District is the largest in the nation, with more than 125,000 acres, backing up to many bay area cities , so managers were alarmed when, in 2020, they noticed a huge die off of trees in the forest. We realize that we had basically an emergency, a Public Safety emergency because we had dead and dying trees all due to Climate Change. That we needed to deal with, and we had to start thinking outside the box and thinking of new and innovative ways to be able to process that. The result is a massive fuel reduction project now ongoing in shimbo Regional Park at 365 acres of eucalyptus forest is being thinned out. We are spacing out and leaving the larger trees, taking out the vast majority of these smaller trees, they present far more fire risk than the larger trees. To do that, they employ a stateoftheart machine called a harvester that cuts smaller trees off at the base, strips all the foliage off it, and sniffs it into uniform sized logs, all in one operation. Forwarder, which picks up the strip to logs and loads them into a truck for transport down to the staging area, where they are stacked into huge piles. The two machines work in tandem and automatically keep track of what has been removed. Takes it down, moves it through the feeders, it is scaling it, giving them a volume so you can get the tonnage, which feeds into the overall project. We know how much tonnage and volume is there based on what was removed from the field. It doesnt stop there, after thinning, the forest floor is covered with leaves, branches, and smaller debris, so incomes a machine called the master cater. Two of the material, creating a light shredded mulch that makes the forest floor look clean and tidy. It really does leave us with a nice beautiful end product, really. Something that we are going to break down over time a lot faster than woodchips. We finally, what you do with the thousands of tons of eucalyptus trunks that are not suitable for lumber . It is unfeasible to truck it to the nearest Generation Energy plant near sacramento, so the district has brought in the carbonate or, a huge mobile incinerator that shoots air down into the burn chamber. Here is what one looks like an operation. Burning so completely that smoke cannot even escape. It leaves only a light carbon product known as biochar that has value as a soil for farms and areas experiencing landslide. The scale of the project is massive and we hope that our successes and the things that we have learned will help embolden our community and really pave the way for other Government Agencies to follow in her footsteps. The necessity is the mother of invention and the need to prevent more disasters is giving birth to innovation in forest management. In the east bay regional hearts district hopes it can inspire others to think outside the box. We all just learned so much from john story, too. Thank you. The east bay parks project being funded by a 10 million direct appropriation from the state budget to develop longterm solutions to wildfires using sustainable tools. I learned a lot there, did you . Lets take a look from Treasure Island towards downtown San Francisco and you can see the tops of the buildings have largely disappeared including Salesforce Tower. Now shift that you just before the break, i think we are going to be using other cameras for the rest of this evening out that bob has taken over. Cooler temperatures as we head to the rest of the week, especially noticeable inland. More cloud cover on wednesday, even a chance for a few sprinkles north of the golden gate, also somewhat breezy in the afternoon. More clouds on friday with even cooler temperatures, and will gradually warm up to the weekend. Still below average but pleasantly so as we head through the last weekend of october. Rain chances with these waves of cool air our next to zero but theyre not quite zero. There is a chance of a few sprinkles or showers tomorrow, mainly for the north bay, same location friday into friday night, 10 to 20 chance north of the golden gate or some drizzle right along the coast. The wind is going to be noticeable as we head through the first half of the day the wind will start to pick up, that will be overly breezy by lunchtime but as we head to the afternoon, 15 to 25 mile an hour on a widespread basis, not just at the coast but even the inland valleys will get some of the stronger gusts which will calm down. Once the sun goes down. Look at the temperature kpix 5 livermore over the next 10 days, the last day you will experience above average temperatures as we stay in the 60s even inland all the way through the weekend. A little bit of warm up says it is closer to normal temperatures by halloween but another cooldown as we head into the first few days of november right now, lets take a look outside from our hotel and we can see all that fog hanging out. 57 degrees, the temperature in downtown right now. Another symptom of the marine layer. The nine right now in oakland inland, in the low 70s. In san jose, in livermore, and in concord, everyone will end up in the low to mid 50s by early tomorrow morning with the north bay valley cooling off a little bit more , dropping down into the upper 40s to begin the day. We are going to see that cloud cover overhead but again, your chances of a shower our next to zero so good weather for katie the pirate here, the cutest pirate you will see this halloween. I wonder if she says are in this costume. Thats terrible, im sorry about that. Temperatures reaching up into the mid60s tomorrow afternoon, probably sneaking into the upper 60s lets fill in the rest of the map here point show you those high temperatures with no more pirate jokes. 70 degrees for the santa clara valley, san jose moss meadows, morgan hill, all around 70 degrees. Thing below 70 degrees as we mentioned in livermore. Mid60s like for fremont is staying below 70 in redwood city, Half Moon Bay only hitting the low 60s and theres a chance of the upper 50s tomorrow at midtoupper 60s for San Francisco and oakland, temperatures inland and the north they are the coolest and low spots because you have thicker cloud cover overhead a little bit earlier in the day. You have the best chance of seeing at least a couple of sprinkles here or there. I think they are going to be few and far between. What a look at sevenday forecast well start inland where temperatures are going to remain low average throughout the duration of the sevenday forecast. But closer to normal as we head into the last couple of days of october, monday and tuesday. Again, late october weekend will feel more like the middle of november but it does look like were going to stay dry even with these waves of airmen again, they just dont have access to a whole lot of moisture which limits the potential for any showers that would add up to anything more than a couple drops on the windshield for temperatures around the bay backup rose to 70 degrees by monday and tuesday of next week , and along the coast after a few days hovering around 60 you are going to warm back up into the mid60s for the second half of the weekend same thing by monday and tuesday as we finished the month of october.
