Repeal obamacare entirely. Gwen and on imgation. Immigration. We have to finish the wall and make it clear if anybody comes over that wall they have to go back. Gwen on the democratic sired, Hillary Clinton has more to worry about than donald trump. You may have seen they chat launched a account. I love it. Those messages disappear all by themselves. Gwen a joke that fell flat, it is a f. B. I. Continues to investigate whatever happened to her state department emails. I think its a huge distraction from what we should be talking about as a party. Gwen state fairs, rallies, punches and counterpunches. Its august and the campaign is in full swing. Joining the round table tonight, molly ball, National Political correspondent for the atlantic. Josh gerstein, senior White House Correspondent for politico. Ed okeefe, Congressional Correspondent for the Washington Post and reid wilson, chief political person for morning consult. Award wing reporting and analysis. Covering history as it happens. Live from our nations capital, this is Washington Week with gwen ifill. Corporate funding for Washington Week is provided by how much money do you have in your pocket right now . 21. 2 could something that small make an impact on something as big as your retirement . I dont think so. If you start putting that money towards your retirement every week and letting it grow over time for 20,30 years, that retirement challenge might not seem to big after all. Additional funding is provided by newmans own foundation, donating all profits from newmans own Food Products to charity and nourishing the common good. The corporation for public broadcasts and by contributions from to your cbs station from viewers like you. Thank you. Once again, live from washington, model rator gwen ifill. Gwen good evening, donald trump continues to cast a long shadow over the president ial candidate this week, attracting crowds from New Hampshire to alabama and creating a sensation at the iowa state fair, where he desended in a helicopter. Admittingly, its been fun to watch but we also began to see the glimmer of a policy debate. Trump proposed deporting 11 Million People who are in the u. S. Illegally, ending the practice of allowing immigrants too send money home and ending birthright citizenship. Donald a woman is going to have a baby. Just before the baby they come over the border. They have the baby in the United States. We now take care of that baby. Social security, medicare, education. Give me a break. Many people, many of the great scholars, say that anchor babies are not covered. Were going to find out. Goiment roughly half of the other republican candidates greed with most or all of it. Some like scott walker said they didnt want to talk about it. John kasich said its not possible. What do you think, were going to chase them down and put big lights own top of cars and go into neighborhoods hunting them down . Thats not what america is. Gwen others like jeb bush took trump on. Jeb its a constitutionally protected right and i dont support revoking it but to suggest that people born in this country are not United States citizens and they dont have this in the constitution, i reject out of hand. Gwen trump says only the media is worried about policy and he may be right for now but trump has managed to do what none of the other 16 republicans in the race have. He has captured the imagine nation imagination of the summertime voter. Whos been hurt the most by that rise . Molly it seems like they all have. Jeb was the frontrunner before trump stole his thunder. It was about a month ago today, i was looking at the charts, the polling averages that trump rose above j in the polling and weve seen jeb really tumble. He didnt stand out much in the first debate. Scott walker, who was the iowa frontrunner, hes lost a lot of steam. Marco rubio, thought to be in the top tier, he has tumbled a lot in the polling and theres a real question on a lot of these campaigns minds is this a temporary effect . Is it going to fade and people are going to get tired of trump and sanity and order will be restored in a few weeks or is this the new orlando, the new face of things . Gwen i wonder, this week in particular, jeb bush went in saying i dont really need to talk about trump to trump. Actually going after him. What changed . I think theyre hearing from donors donors and supporters who say come on already. Youre in a solid second place in New Hampshire. A second solid second or third place nationally but youre slipping. You have the ability to do it, go do it. By the time he got to New Hampshire, the gloves came off. It makes sense to do it in New Hampshire. Thats a state bush needs to win desperately. A state he can win. They plan no spend 10 million in advertising in those states. Gwen they started a stadium rally in New Hampshire. Trump arrives in his big plane. The reinforcements are finally coming. I can tell that you folks in miami headquarters are thrilled to see that. They sit on the largest political war chest in american politics, except for the Donald Trump Bank account. Gwen josh, as we watch this, how unusual, how different is it . For instance, to want hes in alabama,n not exactly an early voting primary state. Of it does have the feel other rises that are taken place in previous cycles. Im thinking of herman cain the layup last time around. Theres a sense of more urgency here. Maybe something about the sentiment of the voters this time around. It feelings like trump might be able too sustain this and might be able to defy the laws of political gravity. You do have a sense that this could go on for some time, maybe even close to some of the actual primary and caucus votes. Gwen what i find interesting about the polls is not whos up or down, who are the folks supporting donald trump on any candidates . I spent today culling through morning consults, the people who have responded to our polls and said they would vote for trump. I called them up and said what do you see in him, why do you support him . First of all, immigration. Second of all, the ability to turn around the economy, all couched in this language of hell say whatever needs to be said. Theres a sense that too many politicians are just paying lip service, that theres no action behind their words and that, by the way, this there is a political correctness, a phrase that keeps coming up among voters thats holding them back. Donald trump has none of the issues with keeping his foot out of his mouth. Hell sail whatever he wants to say. Thats really attractive to voters right now. Were a decade into hating washington, hating congress. The country on the wrong track rather than helding in the right direction. Hes the antipolitician. Thats whats so attractive on a about him. They dont care about his stands on health care, which is to the left of the rest of the republican field, or abortion, which was, at least the last time he thought about running, was to the levitt of the rest of the republican field. They care that hes not a politician. Gwen so if youre country of the candidates running for office, you have a choice. You either take him on and jeb bush decided to do that to some degree this week or you make nice. Listen to marco rubio for a moment to hear what he had to say this week. Marco four times in the last five election the American People have voted for change and the change doesnt happen. So people are upset. Theyre angry. We can use this anger to motivate us but we cannot let this anger define us. Gwen he was trying to give a speech about taxes, but what he was also trying to do was speak to what reid has mentioned, which is that theres a lot of unhappiness out there but hes still trying to be opt misk is. There room for that in kind of Election Year . Molly that doesnt seem like a message thats really breaking through. I think its fair to say that all the other candidates are afraid of donald trump. Hes had an electric fence effect on others who have tried to attack him. Rick per illinois gave a whole speech on him and he seems to be running out of speech. Lindsay graham started attacking trump from the beginning and hes still in the last place. The fact that trump has survived all these controversy that would have killed a conventional candidate. Not just the consulting comments about mexicans, about john mccain and war veterans and christians and women. Every single time, this will kill him, but it doesnt because the voters like, as reid said, that he doesnt respect any conventional boundaries and hell tellis it like it is. Gwen i do think that heidi klum is going to take them down. Lets talk about the granular stuff. We did get a little policy this week. On the birthright citizenship question, we saw scott walker, who used to be the leader in iowa say ah on one hand and on the other hand is that a an example of a clear position that people could take that people are now scared to take if it means opposing or offending donald trump . Youll offend trump and his supporters and you set yourself up for problems in the general election, something that scott waublinger remains conscious of. Hes tried to emphasize his conservativism but just enough to leave the idea of being a crossover artist as the nominee. The flip side is bush, whoa sticks to his principle, which has been no, i dont agree with that. Hes always had the attitude you risk losing the primary in order to win the general election and i think we saw a little bit of that this week. Even he said he didnt object to the term anchor babies and wasnt clear what he was talking about. Anchor babies or birth tourism, people coming largely from china to have babies here. Gwen he asked a reporter what should i call it . The reporter said im not run for president. The there seems to be some willingness to give some nod to that part of the Republican Base that is agitated and it feels like with the 17 candidates running for president , why is donald trump representing that element of the Republican Party . It was really odd to see bush give any credence to that term. Gwen you were there. Yeah. This is the guy who repeatedly has said we have to be respectful and conscious of the way we talk about immigration and all the things that come with it. One of his senior writers helped write the r. N. C. Autopsy of why they lost in 2012 saying we have to speak a better tone. He sent a memo to lawmakers saying do not use the term. Yet hes married to a mexicanamerican, his kids are hispanic american, he says i guessst not offensive but what else would you call it . That is totally inconsistent with his demeanor and shoals either trump has gotten under his skin or hes trying to at least not at those people while maintaining being more respectful. Here you see the factions of the Republican Party that ended up sinking comprehensive Immigration Reform. It is in the partieses larger interest to get it off the table and restart with hispanic voter. Mitt romney only got 20 of hispanic voters. Now it is in the interest of the individual candidates or members themselves to be against Immigration Reform because theyre going to be attacked as providing amnesty and they face a primary challenge at home or face the wrath of adopted trump and the 20 , 30 of voters on the republican side who back him in a president ial election. Gwen how nervous does this make mainstream republicans and how nervous does it make conservatives . I talked to rob vander plat and i said do you think hes with you . He seemed to think he was capable of converting trump to his way of thinking butup not sure hes playing all possible angles. Remember, if he hadnt insulted john mccain at that event in iowa a few weeks ago he had insulted the catholic faith but by suggesting that sometimes he goes to church to eat the crackers and drink the wine and they dont care. It makes no sense other than the fact they see 20 , 30 october of Iowans Iowans and thats enough to win the caucus. When trump shows up, hes good for the media. Meet the press had him on laos week. They had the highest ratings theyve had in recent years. Hes good for business. Its not that the comments dont hurt. The comments energize his campaign. Every time he makes an outlandish statement and the media seems to call him on it it adds to it because he is willing to break the mold. Molly ive been reporting a story about exactly this. It will go up on the atlantic. Com in a couple of days, about the nervousness of the rip establishment. They are deeply nervous. They feel like this is not just far off in the future that this might damage the republican brand. People are clearly watching now. People are going to remember the things now. And theres been an aggressive effort by democrats to say trump is just saying the things that all republicans are thinking and this shows its a party of angry old white men and racism and resentment and prejudice and its making a lot of people nervous. Trump get mileage out of that. He can point to the republican establishment and see, i make them nervous. Im their worst enemy. The grassroots eats that up. But the people who are political professionals and beltway insiders, the despised beltway insiders like all of us, they really are worried that the damage is already being done to the peter party. Gwen if youre ted cruz trying to appeal to the same group, youre being outshouted. Very interesting but its not just only the republicans wrestling with trump. The democrats are having their own titan problems. As Hillary Clintons email problems persist. Hillary my personal emails are my personal business, right . So we went through a painstaking process and turned over 55,000 pages of anything we thought could be workrelated. Under the law, that decision is made by the official. I was the official. Gwen and thats exactly what a federal judge, the f. B. I. , and the state department are trying to sort out. Why doesnt this story go away, josh . Josh its like fly paper for Hillary Clinton at this point. There are so many investigations going on and so many court cases demanding access to her record. I think the count the other day from the state department was 39. 39 cases in front of maybe half a dozen different judges, all of whom are setting different deadlines and asking different questions. Theres about six investigations if you look at the Inspector General to the state department. The edge in committee, three different committees on the hill. So theres just so many developments that take place on a given day. There may be four or five things that happen that are significant about this email story and the result is its very hard for the campaign to get ahead of it or away from it. Gwen the campaign has tried three or four different approaches. The latest this afternoon putting out a point by point video rebuttal on twitter with the press secretary this is what youre hearing that isnt true. Have any of these pushbacks taken hold . The ones from hillary herself, including that press conference we saw some of hasnt been terribly successful. I dont think the joke went over that well about wipeling the server and having her engage on the nitty gritty doesnt seem like a great strategy because you have her being pulled down into the muck. I think a lot of it is democratic insiders who are getting nervous, starting to talk to politico and other publications saying the campaign need to be more proactive here. Now the campaign is doing something. Whether that is going to help i dont know but i think they think its better than not doing much. Dan you talk about the nervousness among republicans. How do you measure the nevisness among democrats . Theres a pot of democratic strategists who are trying to elect everybody but the president. Members of the house, senate, governors across the country. Gwen everybody but but the president and the people who are not working for hillary. They are nervous that this could sink the democrats best opportunity to retake the senate, take back some of the states that have gone republican over the last several years. The they dont think that the Clinton Campaign is taking them seriously enough. I think weve seen from the Clinton Campaign a lot that they dont see this as a big story. They cant understand why its capturing so much attention and in the polling that weve done. Weve seen that more than 80 of americans are paying a lot or some attention to this story and 52 of the people paying a lot or some attention say Hillary Clintons explanations are unsatisfactory. Only a third of varieties say the way shes explained this is satisfactory. This is going to dog them for a long time because there are so many investigations that are going to be going on for months. Gwen is this about the perception of her inactions or inactions or is it about the law . There are some legal concerns. Some republicans have tried to raise it as a criminal issue. She or others may have broken the law by sending classified information. Her team points out if the issue is about her private server, youre not supposed to send classified information on any unclassified system. Whether its an official one or your private one. They say theres no legal legal distinction. On the other hand a federal judge said that he believes that she violated government policy in that if an employee, meaning secretary clinton hadnt done that we wouldnt many this mess were in currently. Hes talking about the question of preserving government records and why do government records end up in private hands . Hillary clinton said its up to the official to decide but normally that take place while youre in offers. And plenty plenty of democrats remember, despite all the criticism the Obama Administration had of the bush administration, this administration has been much more aggressive about going after bradley, chelsea manning. Whats his. Name at the n. S. A. Snowden and the other guy, thomas democratic drake and they have prosecuted more people who have done Something Like this than any other administration before. By that, she should be suffering the same consequences. Take trump out of the equarkse this would be the story of the summer. Republicans would be kicking her butt and know they cant do that with trump in the field. While this is an interesting and classic clinton scandal, with trump in the field gwen democrats arent doing it either. This could be an opening. If you are Bernie Sanders. He leans away from attacking Hillary Clinton. Molly its an interesting question. Bernie feels very much this is a campaign about ideas and its not about personalities and about these little scandals. Mali has not known shonle a willingness to take the gloves off and the other two candidates, nobody can remember their names. The democratic fieldmo is not very competitive. Someone said this week they remind them of mitt romney. Even though he was running against the seven dwoifs he had an oddly hard time getting through the darn thing even though he should have been the prohibitive frontrunner. Gwen i talked to Bernie Sanders at the state fair. I asked him what happens next. Hes getting big crowds now and a lot of passion but then what happens after iowa and New Hampshire . You think South Carolina is winnable . Bernie South Carolina, nevada and other states. Lookthis aint going to be easy and one of the disadvantages that we have, which we have accepted, you are looking at the only Major Campaign for president that does not have a super pac funded by millionaires and billionaires. Gwen and everybody cheered. The truth is its not going to be easy for anybody. I was at his really a any rally in los angeles about 10 days ago and it dawned on me, this isnt a rally, this is a fundraiser. All these big event stadium events hes been raising are fund raisers. Ey give him 5, 10, 15 and he can build a huge network he can go back. To gwen final thought on the next shoe to drop with hillary and the emails . Josh i think well continue to see documents come out. One of the problems for the campaign is every months month were going to see more documents coming out, more discussion of whats in the documents and probably more being declared as classified information and this will go on until at least next year. Molly well, thank you, everybody. We have to go. As always, the conversation will continue online on the Washington Week webcast extra. Well explain why this might be the most negative campaign in history. Duh. That posts later tonight and all week long at pbs . Org Washington Week.
