Reporting from washington, i am jane obrien. Returning to the syrian city of aleppo a year after president assads forces recaptured it. The scars of war are still hard to heal. Lyse time, money, some of this will be rebuilt. But so many lives have been shattered, too, and possibly beyond repair. Jane north and south korea will be marching under one flag at the Winter Olympics, but in vancouver, the focus is on pyongyangs Nuclear Ambitions. And this treasured tapestry could be leaving france for the first time. We will tell you why it may be soon headed for the u. K. Jane welcome to our viewers on Public Television in america and around the globe. In northern syria, finding is fighting is intensifying in idlib, the last province still in rebel hands. But as the devastating conflict approaches its eighth year call all the main cities are in the hands of president assads forces, including the city of aleppo. It was recaptured from rebel forces a year ago. Lyse doucet reported in the last days of fighting and has returned to see what has changed since. Lyse dawn was little fear now for the city of aleppo. Gone are the warplanes, at least from here. A train now runs from east to west. Aleppo is back in government hands. Its tallest buildings leaves you in no doubt. Nor do the songs schoolchildren sing in praise of the president , in an area once held by rebels. Education, reeducation. A daily rhythm returns for this 12yearold. Her school was controlled by hardline islamist groups. I didnt go to school during the war because of the shelling, and there were armed men in the building. We didnt learn anything at all. Lyse this is what we saw here in the last days of battle. The smell of explosives still in the air. Buildings flattened by syrian airstrikes. Now safe enough for people to start coming back. One of the first on her street to bring her family home, like many others, she is returning from a government area to this small flat with no electricity, no running water. It was so hard to see the damage, she tells me. We are rebuilding bit by bit. Her husbands face says it all. The life he knew is gone. Life is slowly returning to these streets. You see the signs of it everywhere. Construction here is overwhelming. Time, money, some of this will be rebuilt. So many lives have been shattered, too. Possibly beyond repair. This is all that is left of the Industrial Zone at the edge of the city. Once syrias economic heartland, they are still fighting here. The front line a few hundred meters away. This factory was damaged and looted by rebel forces. It is terrible. Lyse all the factories were, more than 1000, except a very few still lie silent. It will take many billions to rebuild syria. How can a broken country do that . It take a lot of money, but we must say, we need all the countries relieve sanctions. Lyse you want the sanctions lifted on syria . Lifted on syria. Lyse the west says that will not happen until the war is over. We are going to finish it. We are going to finish it. Lyse the end of battle in this ancient city turned the tide of war in president assads favor. One year on, it is not over yet. So many lost so much. This great city may never be the same. Lyse doucet, bbc news, aleppo. Jane still a long road ahead there in aleppo. North and south korea have agreed to march together under a single unified korea flag at next months Winter Olympics in the south. But in vancouver, where Foreign Ministers are meeting, the norths Nuclear Ambitions are dominating discussions. Laura bicker joined us a short time ago. Laura, what has been the reaction to this idea of a united korea at the olympics . Laura there have been 2 reactions. The South Koreans are delighted but hesitant to go too far in celebrating, because there are suspicions around kim jonguns motives, and the Japanese Foreign minister has said it may well be that pyongyang is playing for time while it continues with its Nuclear Ambitions. South korea has a tough diplomatic line to take. On the one hand, they are here with the International Community pushing for further sanctions, pushing for the full effect of full letter of the law on the current sanctions, and on the other, they are extending this hand of friendship to kim jongun, getting into the negotiating table, hoping it can keep him there to talk about denuclearization. This is a double pronged attack that the government is taking. Earlier, i sat down with the foreign minister and asked her first of all, i asked her about Donald Trumps tweeting and whether that makes her job harder. She was very diplomatic, talking about the nature of democracy. Then i pushed her further and wondered whether or not the hard line taken by the u. S. Has brought pyongyang to the negotiating table. I think we understand north korea as better than anybody, having dealt with north korea for decades, having had a series of discussions off and on. We have not had significant engagement in the recent past, but this is an opportunity. You can have all kinds of theories of why they are here. But there is obviously calculations going on on the part of the north korean decisionmakers as to the as to their actions. But i think in the end, we have to make the most of it. Laura as you were watching , perhaps thehigh tweets between donald trump and response, as a country, were you watching knowing that you were on the front line and again, hang on a second, do my allies know that we could be at the brunt of this . Mmhmm. Well, we watch we track every messaging coming from north korea, coming from our allies, very, very carefully. The daily management of messaging is a big part of foreign policy. But again, we have to focus on the longer term. I think the longer term is on the denuclearization goal, we are very much on the same page with our american ally, but with the International Community, the denuclearization objective is written into the series of Security Council resolutions, and it commits everybody, all u. N. Members to that goal. Laura i also asked where the International Community were not on the same page, and it seems that south korea wants more humanitarian aid to reach the people of north korea while the sanctions take effect. Jane laura, you talk about the International Community, but 2 notable absences at the talks, russia and china. How effective can they be without those countries there . Laura when it comes to these talks, not very effective at all. With regard to russia and chinas view, both nations have been critical of the fact that they have 20 countries discussing north korea without them. However, you speak to the south korean government, they say this is necessary, that this was part of a joint operation. But then you hear from donald trump, who spoke to reuters earlier today, and it seems he believes russia is helping north korea get around the sanctions. It may well be that in the future, all of these countries will have to get together and find a way to push north korea even further. But south korea is finding it quite tough. They are finding it quite difficult to toe this line of that the people of south korea have voted for, which is negotiations with north korea, which is this line where they would like more humanitarian aid, and the International Community that wants to push kim jongun, that wants to take this further to the negotiating table and push those even further. That is a difficult line to follow. Jane laura bicker in vancouver, thank you for joining us. When it comes to the Nuclear Threat posed by north korea, the former chairman of the joint chiefs of staff, admiral mike mullen, has been outspoken about the consequences. He spoke to my colleague katty kay earlier. Katty there is this meeting in vancouver where theyre talking about what to do on the korean peninsula. How real do you think is the possibility of military conflict with north korea . Adm. Mullen well, i certainly hope it never occurs, although i am increasingly concerned about that possibility. Im encouraged with the discussions between the north and the south, although i dont take great comfort in that. It is a baby step, if you will , and a long way to go to see that prove fruitful. Im encouraged by the meeting in vancouver 14 countries whose leaders are very focused on this. I think that is tremendously representative of what needs to happen. But until i see Actual Movement with respect to the real issue, which is nuclear weapons, i remain increasingly concerned. Katty in terms of the sweep of history of the last 10, 15 years, do you think we are closer than we have been before . Adm. Mullen yes, i dont think theres any question that we are, and you see that in increased readiness levels that both the United States has and our allies are working on as well. The increased focus certainly the actions that have been taken by kim jongun. I dont see anything moving in the right direction. I think we are closer than we have been in decades in terms of potential conflict breaking out on that peninsula. Katty i want to ask you about the white house and americas engagement in diplomatic processes, and whether it comes to north korea or whether it comes to sanctions in iran, or trade, for example, there seems to be some kind of containing influence around the president and his instincts from generals, who you know well. Which wins out . Is it the president s gut, as he likes to call it, or the restraining influence the generals have . Adm. Mullen certainly so far secretary mattis and secretary tillerson have spoken clearly about the need for a diplomatic solution in north korea. I am somewhat optimistic that their influence and their counsel to the president is being listened to. I dont think we have had the debate we need to have in this country about the use of nuclear weapons. I think we almost talk about it somewhat cavalierly in terms of just another level of combat. They are devastating, the most devastating weapons on earth. All efforts to press this to the solution that does not involve combat and the potential for nuclear war have to be expended. Katty i imagine when you were joint chiefs of staff you worked with many african nations, including in the struggle against extremist groups on the continent. What do you make in Americas National security adviser president s derogatory comments about africa . What do you make in the context of National Security of the president s derogatory comments about africa . Adm. Mullen katty, one of the things that is very obvious when you work in this field is that countries around the world, both as the nation itself as well as individuals who lead them, they want to be treated with respect. We need friends and we need allies. Describing countries as they have been described doesnt i dont think you get anywhere in terms of where we can go down the road with respect to that relationship or in the global community. I hope this ends very quickly, although i think an awful lot of damage has been done. Katty the president has been in Office Almost one year now. What impact has he had on americas standing in the world . Adm. Mullen a lot of people are trying to figure out where we are going as a country, and the president as a leader of our country and the leader of the free world is creating an awful lot of that uncertainty, and i worry about the debate in washington, quite frankly, undermining the values that are so important to us as a country, and while we may not see the impact immediately, i worry about the erosion that takes place and who we are in terms of equality and freedom and democracy, and bringing all of that very much into question. Katty admiral mullen, thank you for joining me. Adm. Mullen thanks, katty. Jane you are watching bbc world news america. Still to come on tonights program, we are approaching the oneyear mark of Donald Trumps presidency. What has it meant for the economic and Political Landscape . After the worst drought in a century, residents of cape town in south africa already face strict limits on using water. Showers can be no more than two minutes long. But he couldnt get worse with the possibility of running out of water all but it could get worse with the possibility of running out of water altogether. Reporter there may be water all around cape town, but little of it is drinkable. The South African city is suffering its worst drought in more than a century. After three years of very low rainfall, western cape town is less than one third full. Authorities have warned of the couldhe taps run dry, but come as soon as the 22nd of april . If that happens, there will be Emergency Water rationing. You hope the government is doing something to prevent the day, because it will be a National Class that will be utterly horrific. It will be very serious. But i think it is reality, unfortunately. Reporter a reality that would make cape town famous for being the worlds first major city to run out of water. Businessesing are doing their bit, but there has been criticism of the governments approach. Other than to switch off all the caps there are alternatives, and there are countries that have proven there are ways to deal with drought. One has to look at the middle int and see what israel did response to desalinization. Reporter south africa is building desalinization plants. Officials say that if levels fall below 13. 5 , but water supply to cape town will be turned off. ,eople here have been warned every drop counts. Jane we are just a few days away from donald trump marking one year in office. Since his inauguration, it certainly has been a wild ride. For all the controversy in washington, wall street has been humming along. Jon sopel has been taking a look at the wider impact of the Trump Presidency as he approaches the first anniversary. Jon to some, it might sound like a warning alarm. To the president , this clanging is music. For all the noise and scandals since donald trump came to office, the dow jones is up roughly 30 . Every day seems to bring another eyewatering high. Just look at the happy faces. If you are an investor, if your pension is in the stock market, you are going to forgive an awful lot from this president. But what goes up must come down, no . Are you worried there is a bubble . Im not worried there is a bubble, per se. Is there a connection that could happen . Certainly. But there is enough money out there that could backstop any kind of corruption correction. Jon they say that success has many parents and failure is an orphan. With the success of the stock exchange, donald trump wants to be the only parent. Take that alongside the tax cuts that have been recently introduced, and there is a growing sense of optimism in the u. S. Economy. What politician doesnt like that . What does this sentiment stretch beyond wall street in Downtown Manhattan . It seems to. This is wall street in a town in the Southern State of georgia. In november 2016, it voted overwhelmingly for trump, and if there is buyers remorse, it is hard to find here. Daniel owns a building in the area and says he cannot remember a time when business was so good. Im excited for 2018 and what is coming ahead of us. The calls, like i said, are out there, trying to figure out how to get all this work done is our next stage. That means it is going to be a strong year. Jon but does the optimism stretch beyond construction and have anything to do with donald trump . It is an attractive town built around the Historic Courthouse in the town center. What is the verdict of the voters . We brought together Trump Supporters and opponents. The thing i do like about trump, what you see is what he is, and hes not putting on a show. I think what he has done is absolutely phenomenal and for the economy it is exceedingly growing. Donald trump inherited a great economy from barack obama. Recent acts like a tax cut act are going to do longterm damage to the economy. Jon what do they think of his behavior, particularly on matters of race . After neonazis clashed with antiracism protesters in charlottesville, the president s complicated on who was responsible. President trump you had people who were very fine people, on both sides. Jon when black american football protested, this President Trump get that son of a bitch off the field right now. Jon and then there were the tweet storms. U. S. Media described as the enemies of the people, he boasted that his button was bigger than kim jonguns, and of course, declaring himself a very stable genius. I think he is a buffoon. Jon why . He does not seem to have a full grasp of world politics, he does not seem to have a full grasp of how government works. Even though he says certain things i dont like, he is putting America First and that is what we need in america. Jon the biggest threat to the president still lies in the Russian Investigation and whether there was collusion with the trump campaign. So is it fake news, as the president insists, or something more real . Oh, absolutely it is real. As soon as he fired director comey, there seems to be something there that is not coming out yet. There has been no evidence that i have heard that there is collusion. Jon what donald trump has done brilliantly is keep his base largely supportive. But he needs more than just a core. If he does not get the support of reluctant republicans and independents in the midterms, it could turn very ugly indeed for him, and the trump agenda could ground to a halt. Jon sopel, bbc news, georgia. Jane it has not left france in nearly 1000 years, but now the bayeux tapestry could go on display in the u. K. French president Emmanuel Macron is expected to announce the loan tomorrow if experts say the tapestry is safe to move. Lucy williamson reports. Lucy if anything puts current anglofrench relations in context, it is this. The bayeux tapestry, almost 1000 years old, telling the story of the Norman Conquest of england and the victory of william the conqueror at the battle of hastings. A very different kind of anglofrench summit. Now the french president has given approval for the 50meter bayeux tapestry to leave french territory for the first time. But moving something this big and this old is no simple matter. It is difficult to imagine how difficult to put it in a case and showcase and put it we dont know. Lucy present macrons president macrons gesture highlights frances deep ties a long history with the britain , although cynics might say it also highlights a crucial french victory over its anglosaxon neighbor. Art experts say it is a benign telling of the tale with moments of comedy and artistic influences from both sides of the channel. Even if tests confirmed that the move is possible, it is unlikely to happen for several years. But there was a lot of excitement in british museums. The opportunity to get really close to the bayeux tapestry and explore it is what is fascinating to all of us who have studied the bayeux tapestry. Lucy the exact location of the tapestrys famous battle has long been in dispute, but in hastings today, locals say that the artwork should be displayed there. People in hastings are proud of hastings, and it returning is even better. Because, you know, it comes from hastings the battle of hastings and all the rest of it. Yeah, good tourist attraction. The battle happened here, and there are not enough displays of what happened. It should come here. Lucy britain has twice requested the tapestry on loan, the first time for the queens coronation, but has always been refused. This initiative has the backing of president macron, part of the cultural exchanges he promised in his election campaign. But the deep ties with britain have often been tinged with rivalry, and one french official was joking about whether britain would find anything of similar merit to send them in return.
