President trump has said that every american must receive equal treatment from Law Enforcement but then went on to say that todays surprise rebound in jobs was the greatest thing that could happen f race relations. Hes been criticized for invoking George Floyds name during that News Conference on the latest Economic Data. It comes as n sever videos have emerged of Police Responding to ptestsgainst Police Violence with more violence. Threport contain some distressing content. Reporter r days, the people of washington have been taking their calls for change to the white house. Nowhe citys mayor has approved her own. The renaming of an area on the president s doorstep, black m livester plaza. No peace repoer but nearby, the protests go on, in the shadow of the memorial to Martin Luther king. Somecenes of Police Brutality hes witnessed in recent days may have seemed disturbingly familiar. In buffalo, new york, for example, a 75yearold protester was shoved to the ground by a policeman. Another officer goes to help him but is held back, even though the man is now motionless and bleeding from his skull. Police file past and no one else is allowed to go to his aid. Two officers have been suspended. But its just the latest in a torrent of apparently unjustified of force atts these prot an assault from are behind in seattle. Ar what is that really doing . Reporter thst in charleston o a man peacefully trying to reason with o picers. Andice in l. A. , driving into protesters, to name but a few examples. For the incident that sparked all this, three officers have now been chargednd with aiding abetting murder. Another has already been charged with murdering george floyd. Minneapolis says officers will now be requiredo t intervene if they see a colleague usinged unauthororce. The president of the United States. Reporter the president s call for authorities to continue to be tough on the streets but has also talked of f equality black pele. They have to receive fair treatment from Law Enforcement they have t receive it. We all saw what happened last week. We cant let that happen. Hopefully george is looking down right now and saying, this is a great thing thats happening for our country. Its a great day for him. Its a great day for everybody. Nobodys ever done for the black community what President Trump has done. Think of it. Reporter well, it is eyo say there should be fair treatment for africanamericans with racism in this country, and with police culture, that is, of course, far harder to achieve in practice. Bbc news in washington. Well, we heard in the report there, psident trump saying that heoped george floyd was looking down and seeing the great thing that was happening in the United States. Former Vice President joe biden, who isected to take on mr. Trump i novembers president ial election, took issue with those words. George floyds last words, i cant breathe, i cant breathe, have echoed all acroso this n and quite frankly, around the world. For the president to try to put any other words in the mouth of george floyd, i frankly think ie icable. Well, mr. Biden went on to criticize the timing of mr. Trumps comments, coming as they did on the same day that we learned that africanamerican unemployment has hit a decad high. Well be breaking downhe broader Economic Data in a moment. But first, lets bring in andre perry, a fellow at the bitokings ine and author of the new book know your price, aluating black lives and property in americas black cities. Thank you so much r being with us. I wonder, given the coronavirus pandemic, whats happening with george floyd, wt was your reaction to President Trump congratulating himse saying that hes done more than any of his predecessors for thei black com . Well, i was stupified, because one, president s should not take credit for unemploymenc numberss the country that employers should. Ic but histly, the Unemployment Rate for blacks has almost always been double that for whites. So theres a structural element to unemployment that we know exists, that theres some racism baked intohe system. So none of us were surprised to learn that the Unemployment Rate for black americans rose while the Unemployment Rate for white americans dropped. And so thats just more evidence that theres something structural in the economy that needs to be fixed. And its also evidence that the administrations response to the coronavirus, through the cares act, the legislation that Congress Passed to provide relief, did not impact africanamerican the same way it did white americans. Ande historically, seen that as the economy recovers, it does leave behind those in then afrierican community more so than others. How does thatas inc the inequality gap that we already are seeing . Well, if you have inequality in the syste that any changes to it will not necessari have an impact. Decades of Unemployment Rates. We see that the rate forn afriericans is pretty much stable, in terms of its always higher than the white its suggesting that black unemployment oren black emplo is in service to white employment. That kind of dynamic, no matter how low t Unemployment Rate gets if its always higher for africanamericants not a good thing, to have that kind of structural inequality. We saw today minneapolis,nc e city c voted to ban chokeholds, made it aqu ement that Police Officers have to intervene if they see a colleague using excessive forcer i won what other reforms you think are needed. Well, if theres anythin that suggests that black people dont belong in an economy, its to see a Police Officer choke out a black person in broad daylight. Clearly the police are protecting andvi s, an aspect of the public that they dont consider members of the communit so we need to not only deal with the unjust policing, we also need to wealh the attitudes and behaviors that led to aff policeer to choke a black person out, because those same attitudeare inherent in employers, in housing professionals, and in other aspects of life. So we shouldot just look at economic or criminal justice solutions. We should also look for the drags in the market that produce inequality. All right. Andrew perry, i thank you so much for being with us. Appreciate your time. Now, lets look more broadly at the u. S. Jobs picture. Economists were braci for depression level unemployment of 20 from todays jobless report. What they got was not quite a sigh of relief, but definitely better than expected. 2. 5 million jobs last month and the Unemployment Rate actually went down to just over 13 . But lets put that in perspective. Prior to the global pandemic, americas jobless rate was below 4 . The last time it was even near double digits was just after the height of the financial crisis. Well, joining me now to discuss this is muhammad el aryan, chief onomic advisor ofs. Allyo forecasts were so far off. Why do you think that is, and do you think weve now reached the bottom o this economic fallout . You saw, forecasts were really, really far off. This will go down in history as the bigge mis by economists and wall street analystand the biggest data surprise to markets that rallied enormouslyhin the why is much harder than the what. People are sti trying to figure it out, because these data areitnconsistent other highrequency data. So we dont know. Certain elements are clear. Hiring more. Health care, construction. But not to thatxtent. A lot of people are still trying to figure it out and theyre scratching their head. We saw President Trump saying that he thinks the economy is going to take off like a rocket ship. Whats your take . Do you think there are still a lot of worries and concerns that the e tnomy is goingo face in the next few months . Yes. First, the initial conditions, as you said, on the Unemployment Rate is still 13. 1 . To put it in context, the highest we reached during the grea. Recession was 1 the lines outside food banks are still long. So t pain and suffering isnt gone. It is still considerable. So there is an issue how to deal with the immediate pain thats being inflicted on the segments of the population least able to carry this burde but then theres the recovery phase. Evidence to suggest there will think more of a check mark, a flatish and longishy. Recov i think thats what most economists suggest. And the key issuech here, w is the risk, is that the politicians say, well, the problems over. We dont have to worry about relief. We dont have to worry about repair. We dont have to worry a preparing our economy for a different world, post covid. We saw tay also wall street surging on thisew do you think the markets are being too complacenhe do you thinkre too high given the risks you mentioned . So the markets have hypothesis. Embraced a wwin and data has certainly supported that this week. Ths why we have this enormous rally. The first win is you look through thats the phrase you look through all the shortterm difficulties and you focus on the longterm. You focus on the viable of the viability of the american the s win is, even if ononomy. Youre wrong, it doesnt matter, because the Central Banks will bailou out. This week, we got evidence of relatively healthy reopeningsd very strong employment report supporting the first win. But we also got news yesterday that the e. C. B. Is doubling itso suppor markets, which affirms the second win. So i think that that mindset is deeply embedded that this market will continue to move far ahead o fundamentals. It ranks behind only the United States and u. K. In total number of deas. Brazils Northern City is one of the worst affected are and many ordinary people are taking an extraordinary role in order to helphe city hope. Our reporter visited the area to the ground has this report. Ke on reporter a month ago, he was an uber driver. Now, he collects bodies. Immediately knew what i was seeing. There was an unconstitutional, savautal beating. And i said, we have a videotape this time. So now it was like, o this is a nobrainer, on video. Everything that weve been saying all this time, now its on video. Reporter those of us that had spent years and years fighting against poce abuse almost cheered because we said, finally it cant be denied now. Reporter but it was denied. When the acquittals came down, not guilty, not guilty, by the fourth not guilty, i called my staff and said, get children, go home. The city is going to blow. We are getting word this evening of some rock throwing by youths in South Central los angeles. Report an already simmering fire exploded, stoked by racl and economic inequality, just as it has now. Ny thought the unrest would mark a turning point, just as it would do now we were hopeful that the uprising would free us from the foot of policing on our necks. But it didnt. Reporter most protestg for Police Reform recognize there has been steps in t right direction. But they say the mission of the l. A. P. D. Nee to change. Until it does, thi uniform will remain a symbol of persecution, not protection in most poor black communities. Until you go to guardian policing and provide safety for poor people as opposed to persecution and mass incarceration, you are going to see riots every generation. Reporter nearly 30 years ago, the focal point of much of the h rioting wase. Not this time. Now their intentional protesting in affluent areas of los angeles. Even if the people of Beverly Hills and bel aire dont feel their pain, theyll see it. While theocation hashanged and the faces and chants of a new, younger generation, the message is t same. We have a right to our rage this time, we have black lives matter. We have a movement for black lives. We have brilliant organizers who are saying, you know what . Lets make sure we move the work into spaces of white affluence. Letsrupt their spaces. Lets not just keep the pain and anger andage in the black community. But lets spread it out. Reporter then a Young College student who became an icon, mark craig h 2020 will be another important milestone. The energy that thisng y generation has showed right now can definitely make change. Iean, they made the most powerful man in the world go inside of his bunker. Thats symbolic. En this is all written and said, and the history books are eritten, thats whats gonna remembered. The protests in los angeles and frankly around the country ask rainbow s a rainbow proces ive been out with the protesters. I see who is protesting. Its a whole new generation. Anconsidering that i have beengh ng the abuse of police on africanamericans,ly liter for 47 years, i am inspired that there is aew generation rdy to take up the fight. Well, there is certainly energy on the streets. The big question now is, will it lead finally to real change . From americas troubled history with racism, lets look now to the future. Talking about children, about these talking to children about these issues can be difficult. My own form with a four and, eightyearohe question of how much to share and how to share it is a big one. Its a tricky balance, maintaining a childs innocence while preparing them for the world they will face as adults. Its all about whaau theirt and its all of our responsibility to talk to them and give them a good example.
