First, big breaking news out of las vegas where Police Charged a man with the 1996 murder of the wrapper to box score tupac shakur. The man accused now is Duane Keffe D Davis. Prosecutors said this in court friday. The new jet Agency Associated press reported the chief Deputy District Attorney described davis as the on ground onsite commander that ordered the death of shakur. Two months ago police searched daviss house. He claimed to be a witness to the shooting. We will have more on breaking news throughout the hour and a press conference live. We will be coming to the developing story. And we had to the u. S. Shut down. Time is running out for the government to avoid shutdown. At midnight eastern tomorrow the government wl run out of money to fund itself unless congress can agree on a lastminute deal. If the story sounds familiar its because it is. This would be the 22nd time in the past 50 years u. S. Government services have had to be shut down because of a budget deadlock in congress. The last time in early 2019 saw a month of widespread disruption to the Worlds Largest economy. As things stand it looks like neither side is ready to budge on demands. House speaker Kevin Mccarthy brought a shortterm funding bill to the floor. It was in an attempt to extend funding through to the 31st of october. And by some extra time. But, that failed. With more than a dozen members of his own party refusing to back it. Government funding as a political issue with americas two big parties blaming each other for the stalemate. Here is democratic leader of the house hakeem jeffries. Why are we in the situation where extreme maga republicans seem determined to shut the government down . It is because the republicans and the right between rightwing ideologues and extremists in the house of representatives want to cut social security, above School Funding and criminalize abortion care. Thats their ransom demand. What happens now . We would hope to max cutler a political reporter joining us live from new york. Is deadline is exceptionally tight. What needs to happen between now and then to get a deal pass . Well, there has to be a new deal. The past couple days it does not seem like there will be one. We have one in the senate and one in the house and the house is responding to that one did not go sure. This does not look, you will have a shut down that has a democratic president. The president s agenda will not be able to move forward. All the agencies, even down to say that apartment of labor will not be able to do enforcement of wage protections for workers. Everything that the Democratic White House wants to get done. It will not be able to get done. It is not good for republicans either. That is where most of the blame is going. Todays measure that failed in the house was put forward by republicans. So, now, they are able to say, well, we were willing to negotiate. We put this forward. Do not blame us. Still a lot of folks will blame republicans this time around. If there is a shut down and it looks like it is going that way, how long can it go on . Markets hope it will be short. Memories are still fresh of the longest shut down in history, 35 days in 2018 over President Donald Trump insisting on money for the wall on the border with mexico. How long can this go . As he said before there have been so many shutdowns that have lasted. There was one in early 2018 that was just a few hours. Then there was the one in late 2018 to early 29 that was more than a month. So there is a white wide range of foot we are looking at here. There is no way to tell now. I think if the shutdown happens lawmakers have nothing else to do but prioritize coming to some sort of agreement. It is hard to imagine what that will look like right now. But, they will have to do it. It could be hours. It could be more than a month. Perhaps it speaks to the polarized Political Landscape that this is becoming a fellow fairly familiar feature of the playbook in u. S. Politics, so many shutdowns. Who ends up most affected by them . What Services Come to a halt . What services are able to continue . It is really the people of the United States that are affected. There are 2 Million People in the federal workforce. They are affected. The civilian federal workforce will n be getting paid. They will not be having to report to work. They will be furloughed. They presumably will be getting back pay. But, to not see a paycheck during this time, especially if it is more than a month, i have spoken to some of these folks and it would be very difficult for them. At the same time, i think a lot of americans, even if they are not directly impacted, like, perhaps, they do not rely on federal assistance, those people would be impacted. But even other folks will be thinking about this, i believe, when the election happens next year. And, certainly, i think candidates on both sides will be fielding stands about questions about this. Thank you, max cutler, our political reporter. Lets turn to the breaking news. The arrest and charging of a man over the murder of the wrapper tupac shakur in 1990 six. Kathy scott is an investigative journalist and author of the book the killing of tupac shakur. This man has been known to authorities since the killings happened. Are you surprised by his arrest . Not at all. I am pleased, very pleased. This was a long time coming. It was always known that he was in the car, that he and they were able to get him based on information he was providing himself out there in the media. Explained that to us. How this arrest could have come around. Because, as you say, he actually wrote a book about what happened. Some of those details have helped the authorities with their investigation. You know, you cannot keep people from themselves, can you . Everybody knew that kvd was in the car the night tupac was shot and Orlando Anderson was the shooter. Duane keffe d davis, he is his uncle. But without hard evidence that they did not have the case. But then he writes in the book and in the book Duane Keffe D Davis writes he was in the car when tupac was shot and i think he went on a tv show on bet or something and said he actually handed that gun to his nephew Orlando Anderson that shot. So, that was the hard evidence they needed. They did not have hard evidence prior to his book. The second you put that in writing and admitted in writing, then, they had the hard evidence to have probable cause to search his house. They found a glock that tupac was shot with and they got electronic evidence that is emails, whatever else he was doing. But, yeah, they caught him on his own stupidity, basically. This is extraordinary. This happened 27 years ago. It is a case that has fascinated the world. It has puzzled investigators. For many people, a lot of this is new information hearing that there was a suspect all along. Is it just the case that the case was not prosecutable for 27 years . Lex the the police were not interested early on. Recently were not. I was all over it. They simply were not. I was all over it. The compton pd said Orlando Anderson was running around town saying, hey, i shot tupac. I shot tupac. And Orlando Anderson stopped saying he lived in content rate he stopped saying that when tupac died. Stopped saying he lived in compton when tupac died. They handed Orlando Anderson to the vegas police on a silver latter and they did not want him. They did not interview him. As the years have gone by it is a new sheriff. I like to say, the new sheriff in town. They had Duane Keffe D Davis basically living in las vegas. I mean, how dumb is that . They went and searched his house. Based upon his book, they were able to find more evidence. And, they had a grand jury, had the case before the grand jury and the grand jury brought down the indictment. So, we will see a trial. But, they were just not back early on they simply were not interested. The way the information i got from the cops was they thought it would go away and it did not. The case just got bigger. It certainly did not 27 years ago and it is still very fresh in many peoples minds. I wonder, obviously, the law will take its course now, as you said. We are likely to see a trial. Your mind, is this the beginning of the end of the mystery of the killing of tupac shakur or do questions remain . This solves the murder. This is the end to all kinds of theories out there that nothing is ever wasted with nothing that ever panned out. That puts that to bed. It puts it to rest. They tupac may tupac shakur rest in peace. And, one of the guys in the car will finally be charged with his murder. It is an extraordinary development. While republicans and democrats on capitol hill continue to tussle over funding, donald trump and a number of republican president ial rivals are in california for a Tea Party Conference just as good days after a heated televised debate that the former president refused to attend. We expect donald trump to start a 90 mute speech very shortly. We will dip into that when it happens. Mark williams is a republican strategist that joins me now from washington. It is great to see you, mark. Lets start with how important is this convention . The california gop. It is the state partys Biggest Convention ever. With over 1000 people attending including four president ial hopefuls. How significant is it . I think at the end of the day it is good for soundbites, but not much more. When you look at the path to a nomination, no, i do not consider california to be on that path. But, fresh off the heels of the debate earlier this weekend this week, you might think that there are folks that will look to try to continue some momentum. Certainly former President Trump will try to continue some momentum as well. He is kind of that effective leader at this point even though no ballots have been cast. I think they will try to make the most out of at the end of the da what i think is just a grab for soundbites at this point. Looking at the importance of the state of california in an election, it has 54 electoral votes. Its reliably democratic in general elections. But it appears the estate is clearly still significant in terms of the role it plays in a republican primary. Somewhat. But, i think when you go to kind of add up the math when it gets to a republican primary, i am not sure that at the end of the day, yes, it is definitely worth a good number of votes and what have you. But, i do not think that the winners really calculate anything past iowa, new hampshire, and super tuesday. So again, you will try to get headlines out of some of these things come out of california. But at the end of the day i do think its a make or break for anyone. The obvious question, then, is why would these four residential hopefuls becoming too, i suppose, make a stand at this convention . Donald trump skipped the last debate. But he is making a very long speech or. Speech here. Why would they do that . What is the calculation . That calculation is getting more media. There will be a bunch of capitalists. And donald trump will be there. This will be the opportunity to one, counter anything he says in the big speech. So, yes, it is important. But, again, we are still a long way off from ballots actually being cast in these primaries. So, i can get is for those who are not donald trump to try to figure out if they are in second place. Research found that poverty is increasing because of the cost of living crisis. The government is providing record levels of support but more than one million children without their own beds is something that needs to be addressed. A ban on some Single Use Plastics is due to come into force across england this weekend. From sunday, businesses will have to stop using single use plastic cutlery, plates, and containers. There are exceptions for takeaways and retailers. Police say cannabis farms are driving a major increase in cases of electricity theft in england and wales. In the u. K. Two people died when a coach carrying schoolchildren overturned in the northwest of england. 58 people were involved and the two that died were a 14yearold girl and the coach driver. Two children were taken to the hospital with serious injuries. One was described as suffering lifechanging industries. Police were called to the m 53 motorway near liverpool just after 8 00 a. M. No other vehicle is believed to have been involved. Our correspondent judith warrant is there and sent this report. The children on this bus should have been safely on their way to lessons. But, they never made it. Just after eight a talk this morning in rush hour on the m 53 motorway on murphy side this coach taking pupils to two different schools overturned. All three Emergency Services raced to the scene including a fleet of ambulances. With so many children on board the Major Incident was declared. We understand there were 54 people including the driver on the bus. Sadly i can confirm the driver and a 14yearold girl have died. Two children were taken from the same to a childrens hospital. All local hospitals were put on alert at a temporary center for the wounded wasnt set up. We took a number of patients to surrounding hospitals to be treated for minor industries. 50 children were transported to a casualty clearance center. Of those 50, 39 have been discharged. The remainder husband that have been taken to hospital for further treatment. The children were going to two neighboring schools. The boys to cold acre range Grammar School and the girls to the neighboring west kirby Grammar School where the teenager who died is thought to have been a pupil. Trauma support is being offered at both schools especially for children traveling on other buses in convoy with the one that overturned and saw the crash happened. The m 53 motorway has been closed all day. Emergency Services Work to recover the bus and find out what caused it to crash. No other vehicle is thought to have been involved. This is one of the bridges that runs over the motorway. You can see police have cordoned it off. They tell us they need to secure the entire area while their investigations continue. Tonight two families are grieving. With a large number of children impacted physically and emotionally two School Communities are reeling. A tragic accident there. We will swing to the u. S. Now. Dianne feinstein, a veteran Democratic Party senator representing the american state of california has died. At 90 years old. Feinstein had been in poor health for some time and announced she would not run for reelectionext year. In 1979 she became san franciscos first female mayor and entered the u. S. Senate in 1992. She was the first woman alongside congresswoman margaret boxer to be elected from this to the senator from california. Live from washington dc lets speak to alan litman u. S. President ial historian and president of history at the american university. Diane feinstein was a legendary figure first elected in 1992, the longestserving woman in the senate. How would you describe the way she carried herself and operated as a lawmaker . She was an icon of the u. S. Senate. And perhaps, unfortunately, a bygone icon. She was a through and through democrat. But, a moderate democrat that believed in civil relations with the other party. And, working as hard as possible with the other party to do peopless business. That kind of relationship seems to have gone by the boards in the days of extreme polarization as we are seeing a handful of radical Republican House members holding up the entire federal budget and is threatening a shutdown of the government. Kind of thing that would absolutely have appalled dianne feinstein. Quite a contrast. One of the things really coming through in the attributes people are paying to her is how she really stuck with causes that she believed in whether they were popular or not. She raised many uncomfortable issues like the u. S. s and aggregation practices, for instance. She often attracted criticism from both sides of the political sphere. This is about what she really believed in. You. Yes. She was firm in what she really believed in. And it did not neatly fit liberal or conservative. She was a strong supporter of surveillance legislation that followed 9 11. But, she was also a supporter of abortion rights. And, one of her singular legislative accomplishments was her absolutely outstanding work on the assault weapons ban in 1994, that unfortunately, we have let lapse. That is why she did not always satisfy the partisans on one side or the other. Another trait that has become increasingly rare at a time when the most liberal public republican is still more conservative than the most conservative democrat. You have hinted a couple times now at the fact that how she operated as a politician is something we do not see much of anymore. What do you think her legacy is . In terms of there being more politicians like her . Well, we would hope that it may commemoration of her death, we might see more civility in our politics. More bipartisanship. More willingness to work across the aisles. Sadly, im not entirely optimistic. The big question is, is this late senator a relic of the past, or is she a foreshadowing of perhaps a Better Future for american politics . That is the question hanging over the u. S. Now. It is.
