Change weve had already lower 70s, lining up the east bay shoreline 75 for antioch 60s up to the north bay 69 for san jose were talking about 60s all over the board here with 50s just last hour so were starting to move now, lets compare now 24 hours ago. Yeah, everybody is in the yellow everybody is ahead of where we were this time yesterday and if you just work all even just last hour, the bay area immediately and points to the west were trailing so we really caught up quickly. Drier sometimes does that too and we have lots of solar heating of the suns getting a higher in the sky. Now right now as we hold this conversation at that excessive heat watch it will probably be upgraded to a warning later on today this kicks into effect in any case by tomorrow afternoon with us all this weekend now were talking about coverage in the east bay thats over the east bay hills Santa Clara County you can see getting involved in this in the south bay, sometimes they dont always get. Included in this and Solano County up to the north bay now of course that extends further off to the east and central valley. But the next step is to watch that excessive heat warning numbers easily middle 90s well off through the 101 05, one 06 possible. So the breakdown for you already 96 by one by 4 oclock there you have it 100 throwing interesting enough a few little scattered clouds in there because we have some tropical moisture sneaking up here thats going to be a player for the next 24 hours will talk about some of that to party. All right dave thanks a lot seen a couple minutes, lets get to a big story. Were following this morning. Its some good news governor newsome says the california maybe turning the corner in its fight against the coronavirus but he says that progress could disappear quickly. If people do not remain vigilant. Kron fours reyna harvey has it all in this live report from alameda high rain a good morning. Marty good morning and thats right some good news this morning finally right with governors saying were seeing a decrease in cases as well as hospitalization rates and this is because Health Officials are finally getting a chance to go through that back law data lot of it unaccounted for because of a system and data error so now those numbers are coming our get a chance to look at them. Hospitalization rates throughout the stay down 21 in terms of icu admissions those also down. 15 and the numbers we are looking good in terms of newly confirmed cases on wednesday, we saw 500 or 5,000 rather 433 cases. This number shows a significant decline from a record 12,807 newly daily cases reported across the state during that spike we saw just last month now its also really important to know before everyone gets too excited that they are still state officials processing that nearly 300,000 coronavirus test results that were lost because of that that year i mentioned earlier we talked to residents and kind of got their take on this new news. Well i hope that be. A decline in cases is actually true. These days. I dont know what to believe im always very skeptical when i hear anything come out. And of course knowing people have actually died makes it super real to me but also being a schoolteacher im not looking forward to starting school on monday and not seeing my children in person. If theres any good news. Thank the lord i am happy. And shes not the only one happy this morning other people have talked to feel the same way and Health Officials are urging people to continue to stay consistent in that behavior in trying to get a hold on the virus that means they want people to continue washing their hands Wearing Masks and practicing social distancing there are saying these are the steps that people should take in order to continue to see that decrease in coronavirus cases for now reporting here in Alameda County reyna harvey. Kron 4 news all right dana, thanks a lot for that live report from the east bay. One of the Current Health order indoor gyms must remain closed a select few have been able to partially reopen outdoors with a special permit. But for others, the closures are pushing them deeper into financial debt. Dave character is the coowner next 3 fitness in San Franciscos castro neighborhood. Hes also a member of the San Francisco independent Fitness Studio coalition that represents about 700 workers over the past couple of weeks character says that 6 of the groups Fitness Centers closed because of the pandemic mixed 3 fitness recently opened supervise sidewalk workouts character admits this Business Model is not going to keep them open for long. Still down 80 in terms of our revenue we anticipate many more on the horizon i was talking to a gym. Just the other day one of the bigger gyms and they have right now a quarter of a Million Dollars worth of debt. We have 20,000 worth of debt. Well earlier this week, the independent Fitness Studio coalition took these concerns in into the City Health Officer and theyre asking why physical therapist can reopen but personal training cant. So theyre now asking the city to change the way that it reopens businesses in San Francisco. In the east bay theres finally an agreement in oakland between the School District and the Teachers Union, the 2 sides have been negotiating logistics related to Distance Learning. Kron fours gayle ong has more about whats in their tentative deal. This is definitely the most Unusual School year the first day of school began monday for oakland unified School District students and like many learning from home and then i want to thank all of our parents for your continued patience for your grace and for your feedback and sharing whats working and whats not working we are taking all of that information to continue to ust board of education held the First School Board meeting wednesday, the same day the district reached a tentative agreement with the Teachers Union the 2 sides have been working for more than a month to reach a deal regarding distancelearning neither are available for an on camera interview but released this joint statement from the superintendent and Oakland Education Association president saying quote. Ucsf but police say theyve arrested a suspect in the murder of one inside one of their medical buildings that fatal encounter started inside the lobby of the ambulatory care center on irving street it happened at 6. 15 tuesday morning. Police say the image captured by a surveillance camera shows the suspect could be seen fighting with the victim. That victim is identified as 66 yearold and tom bosley he was able to exit the building but then collapsed on the sidewalk. And i could both resulting in death. Police say it does not appear that the victim knew his alleged attacker attacker. Well uber and lyft are threatening to shut down its service in california over a court order this week, a judge said that Rideshare Companies like uber and lyft must classify their california drivers licenses drivers rather as employees instead of independent contractors. Uber ceo says that thats financially impossible kron fours michelle kingston has more. I would rather see them shut down and continue to exploit people steve gregg drove for uber for almost 4 years totaling at more than 16,000 rides throughout the bay area are quit basically in a panic attack when coronavirus hit greg stop driving fearful of getting sick. He also saw this as a way out of the company one that he says was never supportive of its drivers if you cant. Some like to provide a social safety net. As these laws are designed to do for the people who are working for you whether their employees or contractors, not the system is broken and needs to change just this week, a california judge ordered both uber and lyft to treat their california drivers as employees instead of independent contractors guaranteeing them benefits like any other fulltime employee uber says it will likely be forced to shut down operations in the state for several months if its required to do this the attorney general in city attorneys in san diego, los angeles and here in San Francisco sued the ride hailing firms arguing they were violating the law by deeming their drivers to be independent contractors both companies are under pressure to alter their Business Models in california. Well some drivers though actually prefer the flexibility of working independently. Majority of drivers are parttime they are doing 10 or 20 hours a week or less so its probably not a shocker that a lot of them kind of you know uber and lyft have its problems to have its positives and negatives that have been well documented, but i think a lot of drivers are scared about losing that flexibility to log on whenever and wherever you aunt lawyers for uber and lyft say drivers are not fundamental to the business i want to see people who were working for a living. Earning a fair wage and having a social safety net not living in fear of not having insurance not living in fear of losing their job both uber and lyft are expected to fight the ruling. And San Francisco, michelle kingston kron 4 news. And still ahead this morning, what happens the Kamala Harriss senate seat of joe biden wins the white house. Governor newsome has a timeline if on what should be happening. Well have that coming up. Plus california prisons are hot spots for coronavirus cases, especially san quentin, well find out what inmate advocates one from prison officials to fix the problem. Good morning welcome back assigned 14 this thursday morning were getting ready to warm things up a seriously around the bay area and over the next couple days days for has all the details for you tonight if were ready to grill is what we are yeah good morning marty good morning everybody live shot coming in from the golden gate theres your blue skies going on karl the fog, hes taking the afternoon off the morning off actually. So very little fog going on for this mornings weve improve nicely those temperatures really start to pounce here 75 antioch livermore of 73 these going to be a hot spots today throughout the whole weekend but theyre getting a head start 70 and the benchmark number for a lot of the east bay shoreline with 60s up the north bay 66 meanwhile for San Francisco want to send it back down to Southern California here youve been hearing about the lake fire here and whats left of this tropical system the flow pattern is certainly setting more of that decade, tropical moisture here. It looks much more impressive on radar than actually is the amount of rainfall were getting here check some of the spots here very very little here. The possibility is still there. But its fighting to dry air in fact the air here at the surface is drier than what we have up here in the bay. So even those whats raining you got that evaporation of the rain and that sometimes can drive some winds because you have instability happening and sometimes even Thunder Showers with that dry lightning, not good so thats a little factor to some of this comes bubbling up to the north here. Its in the monterey bay looks like were fairly clear except theyll be maybe the afternoon a little in the way some cloudiness and some areas might get some high cloudiness particularly some nice sunsets and so forth tomorrow morning, some nice sun rises and then they should clear out by friday afternoon gets kind of think it looks like here by tomorrow morning. And then should clear out maybe some showers up in the sierra. Now thats why the advisory thing weve been talking about the excessive heat warning excuse me by that point on friday. Thats why they have in place because we wont have the interference of cloud cover by that point so for today noting that our High Temperatures in the 90s to near 100 the far east bay east bay shoreline. Basically is mostly in the 70s 80s it is to the south. Excessive heat watch because thats where we stand now is going to push those numbers high and Solano County east bay east of the east bay hills and out of the south bay to that could be with us until sunday evening. Then early next week there is some recovery. But the temperatures are only going to get back to close to seasonality were not going to see a nice big drop or any system thats going to help out is just going to be the decaying i pressure at that point so for today. Maybe im over exaggerating this but i threw some clouds in here for some afternoon clouds from that tropical stuff, 73 San Francisco, 81 for oakland, 91 meanwhile for san jose most likely thats the spot were going to see some this afternoon and also maybe some cloud cover up here to the Santa Cruz Mountains 104 antioch today, the High Temperature conquer checks in at one o one 98 for livermore again the east bay shoreline is looking at 80s misspoke us at some 70s 80s all day today and with this excessive heat warning coming were probably be looking at some 90s on this board to witness more details for you on the 4 zone forecast coming up in a bit marty sounds good dave, thanks. Now if joe biden Kamala Harris do win the 2020 election. There will be a vacancy in the senate and it will be up to governor newsome to decide who will take harriss seed for california in the u. S. Senate on wednesday the governor said that bidens choice of harris is meaningful to california. The governor endorsed her for president before backing biden new newsom and harris of Work Together for decades and the governor was asked if anyone else has been pitching themselves for the possible open senate seat you may be the only one that hasnt. Unless you just and that is only slight exaggeration and my last i looked its august of 2020. And my understanding is in january to the end of january 2021. That decision. Theres new data that shows children are more likely to get infected by covid19 away from school well hear from the bay area doctor on the safety of returning to class. Plus the number of laidoff workers who are applying for Unemployment Benefits is decreasing for the first time in months, well have the update for you. That is just amazing video is from lodi showing a Lodi Police Officer rescuing a man whos really wheelchair got stuck on the Railroad Tracks there. The officer happen to see them and during her patrol, so as the speeding train approached she jumped out of his squad car ran over to him and grabbed him. She was able to pull him out of his chair just in the nick of time, the 66 yearold man suffered a leg injury and was taken to the hospital but well what a story he has to tell. And new this morning. The number of laidoff workers who are appointed applying for Unemployment Benefits fell below 1 million for the first time in 5 months. Still more than 960,000 people applied for unemployment last week, fewer people are also continuing to receive state jobless aid that number dropped by more than half a million since last week, 23 states have paused to reverse reopenings as the number of coronavirus cases rises across the country. Also new this morning. The Worlds Largest Movie Theater chain is going to reopen more than 100 of its theaters in the u. S. Next thursday. Amcs expecting open 2 thirds of its more than 600 us theater locations by september 3rd now its still not clear if any california theaters will be allowed to reopen in these reopen theaters guests Must Wear Masks and the theaters will have lowered capacity and upgraded ventilation systems and to mark the companys one 100th anniversary tickets on opening day will be just 0. 15. Thats about what it costs to see a movie back in the 1920s and hes also bringing back some older films to show since so many new movies have been delayed this year because of the current coronavirus pandemic. Speaking of the pandemic marty in marine county get your kids into a Sports Program. We have the blessing of the Health Department ill good morning, everybody welcome back to kron 00 04am morning news. Were expecting a big warm up around the bay area here to tell us more about it is dave spahr id marty good morning and good morning, everybody and off to a blue skies start for the most part we a little bit of the ways somethin fog which kind of mixed out pretty quickly here for us and really havent waited all 75 going on for any talk at this hour lower 70s cover all of the east bay as you can see 60s up to the north bay 69 meanwhile for san jose. What we have going on is an excessive heat watch at this point expected to be upgraded to a warning. Theres the Coverage Area in the east bay over the east bay hills were also getting the south bay involved in this too with a lot of real estate as you can see the Coverage Area but up against the Santa Cruz Mountains and then Solano County in this 2 with those High Temperatures easily at 95. To potentially one 05 maybe even one 08 or so in those selective areas like Solano County most likely in contra costa counties. The breakdown today were at 96 or so come 1 oclock getting crowded by 4 to 100. Those scattered clouds are by design their purpose there because were getting some of that tropical moisture bubbling up. We may get a little sprinkle perhaps briefly in the Santa Cruz Mountains or so for late today tonight and into early tomorrow morning. When thats all said and done we go back to mostly clear and a way go the temperatures well cover your 4 zone forecast coming up in a bit party. All right dave seen a couple minutes friends, lets go to the north bay this morning where marine county Health Leaders have issued new guidelines for child care and youth programs. Going to be a lot of happy parents and maybe some happy kids to kron fours will tran live in the in marine with the latest i will. Im not sure about that marty i can get my kids to get outside get some physical activity but now if you are a parent in marin county. You can see the Health Department is allowing me to tell you to get outside and join a Sports Program because its a little bit safer. Theyre what it was just a few months ago because the covid19 cases its trending in the right direction going down which is why theyre starting to allow more people to join Sports Programs. Take a look at your screen. These are some of the bullet points that i want you to know sports is a big part and the Overall Health of your life right, its not just the education, the kids are online. But you need your physical wellbeing you can join a sports activity. Now from 12 people to 15 people so theyre allowing that it has to be outdoors for now now i can tell you can do to sports at the same time tennis running. Whatever you need to do outdoors theres body building as well like that resistance training. No basketball indoors, but we all know that you can do basketball. Outdoors if you can do it the very best you can while maintaining social distance maybe some activities, his first dribbling shooting what not but whatever you do that Program Needs to be at least 3 weeks long thats the minimum you can do it as many times as you can during the week, but they want that program to go on for at least 3 weeks so they can monitor how it all plays out indoor programs thats a no no for now, but if we continue to go with this trend of it going down that could be some good news down the road which means that things can move inside allowing events and tournaments and his face it this great weather will not last forever. Fall and winter will happen and yes, you still need to have your physical activity during that time. So good news in marine county. Get your kids out there young life and get them off the computer get outside at the very least ride your bicycle what a great day back to you. And well ive notice that youve gotten in the shade now still warm moran. Yes, oh my goodness marty just from stepping from the shade to the sun its about a 10 degree difference or so so mama didnt raise no dummy mama raised the person that was stay in the shade all right. Thanks a lot. Well glad youre nice and cool this morning. Thats will tran reporting for us from within. Other news this morning now that students are beginning the new school year the question remains why do children get covid19 infrequently and have fewer severe symptoms. Well ucsf benioff Childrens Hospital doctor, the only bar doc says that the reason theyre the main reason is the difference in the level of transmission between the 2 age groups. She also adds that the most recent data shows that children are more likely to get covid19 at home instead of school. Now the big question is is it really safe for children to physically return to school during the pandemic. The show that younger children dont seem to transmit has officially as the Older Age Group or as adults or when i say open everything now found interest was not going to probably do a better job in that remedy feels. But we have to support some place mall. Those and dont talk about them asking physical distancing recollections. Well doctor bardack says that ultimately succeeding against covid19 will take more funding and better testing. Here in the bay area there are now more than 64,000 covid19 cases and more than 900 people have died in the bay area from the virus were seeing the most cases again in Alameda County with over 14,000 infections and thats where the virus has been the deadliest as well with 212 deaths you can find a complete list of cases by county on our website at kron 4 dot com. Well have to see more than 2200 coronavirus cases in 25 deaths it appears that the spread of covid19 at San Quentin State Prison is slowing down with only 32 new cases over the past 2 weeks. Now during online News Conference inmates and their advocates spoke of little to no social distancing, poor ventilation and little attention to keeping those who have the virus apart from those who dont advocates say that too little is being done to prevent another surge and theyve been calling on prison officials to cut the prison population. What concerns us. Not only. Is the well pretty sick ones are smaller. But the state has done far too little to address population in the sun for too little to address. Moving the medically vulnerable to safety. So far 11,000 inmates have been released early across the state, but san quentin remains at just over 100 capacity. Prison officials there now reviewing whether to release 6500 inmates who baby might medically vulnerable. So far only 8 of those have been released. An anti viral nasal spray might find off the coronavirus a team of ucsf researchers engineer a molecule theyre calling their own abs. They say it will essentially stopped the covid19 virus in its tracks. Now theyre looking for a partner to help prepare the product for consumers. A number of studies, we know that its stable is a dry powder its table to elevated temperatures and stable to our civilization and finally its properties will allow issue friendly inhome use by measles prayer inhalation and thats really the premise out of this project we know that it will be inexpensive to produce and therefore likely accessible to the entire world. Now researchers are saying that finding a partner to produce that nasal spray for sale could take at least a few months. Heading down to Southern California. Theres a Massive Wildfire thats burning in Los Angeles County and joining us live from the newsroom with the latest on that is gone 4 Sanaz Tahernia sanaas good morning. Good morning. Marty thats right fire officials have named it the lake fire. It started yesterday afternoon and has since to 10,500 acres prompting mandatory evacuations in the area. Now crews from multiple Fire Departments throughout los angeles and ventura counties are assisting in the fight, however, as of this morning, the fire is still 0 contained. Authorities are working to evacuate residents living north of lake hughes, which is about 60 miles from downtown los angeles, the American Red Cross has opened a temporary evacuation points in palmdale but because of the pandemic evacuees. The evacuees are asked to stay in their cars. The cause of the fire is currently under investigation party all right, thanks a lot for that report. Well still ahead this morning gunfire. Was interrupted over the past week in oakland, well find out what Police Believe is behind the spike of senseless shootings. And you paid tuition or ran for find out why south bay Sorority Sisters are calling out their National Leadership for the tough choice. They say theyre being forced to make. Want restaurants to open . And schools . Want the economy to get back on track . Youre not alone. And you can help make it happen. Stay 6 feet apart. Wash your hands. Wear a mask every time you leave your home. Choose to join the fight against covid19. Do your part. Slow the spread. Morning welcome back in the south bay, a group of San Jose State University Sorority Sisters say theyre being forced to choose between paying tuition or paying the rent. At a News Conference on wednesday, a San Jose State University sorority was calling out its National Leadership for not being very sisterly the sorority says at least 28 of its members are being forced to live together during the pandemic they also charge that headquarters is refusing to allow students many of them facing financial hardships to opt out of their 10,000 annual housing contract. Pie to simply deny or struggles during a pandemic and economic crisis is not sisterly theres not sisterly love young adults to contracts 5 prior to the pandemic these contracts are so hard to get out up we currently have members of delta sigma plan on dropping out of school for the fall semester because thats the only way page to let them out of their financial contracts. Well the students are also demanding the waiver of 2 to 3,000 in the annual fees that go to maintain another off campus building. All right looking to the future part of your weekend weve got a guest says that keep watch at this point its covering a good chunk of the bay areas you can see there probably going to be upgraded to a even excess of people warning now were not in it for today, but with taylor the 4 zone forecast and that extended the kron 00 04am morning alright, theyll be frying eggs on the sidewalk in the east bay he well inland for the next few days because its going to get hot days far as they are tell us more about it heidi well good morning marty good morning, everybody and blue skies and hot temperatures all for the weekend is what you can expect and we went through and were now getting in the middle august here we really havent had a really too much in the way too bad heat spikes going on here so its getting of the time of year we start to get them. Well return to seasonality into early next week. A look at bay Area Temperatures as we speak now they start to move really in the last hour because weve been talking all this morning about in the 60s and so forth. Now we have in the lower to middle 70s for most of the east bay trailing a little bit up in the north bay except right over will tran said thats where its warm 67 going on for napa 63 for santa rosa 72 69 in San Francisco and also in san jose. I want to send you down to Southern California. This leftover tropical moisture looks very impressive on radar doesnt. But at the surface. Remember their air to their error of conditions. Our drier than actually appear in the base we have this virga factor thats the evaporation of rain before striking the ground. Well something happens because of that you get some colder air it stretch to mix that starts to drive some winds will with the lake fire going on. You dont want winds. You dont want Thunder Showers without rain and those are still a little possibilities with this too and it might be a little chance of getting some rain on the surface which would be nice but thats the situation down to the end of the state. This is drifting north however, and this is the closer on shot whats going on up in the hills there where the lake fire is about hearsay and its dry there right now but with this flow pattern of this up sloping michael shower overhead want to send to the tropical atlantic. Its now back Tropical Storm josephine alright expected to actually intensify the next to 24 hours or so get up to about 60 Miles Per Hour winds and then decrease again back down to a tropical depression, tropical low. As it makes a curve away from the u. S. Mainland may even bypass it so its looking good on that front back home here with that leftover tropical moisture from our perspective up north here. Then well see maybe a little shower, perhaps some cloud cover thats why its in the forecast today overnight now in the friday here it is and to greet us tomorrow morning. This may keep our temperatures supported overnight not because this is tropical air above us necessarily but it acts as little bit of a buffer here to reduce the radiational cooling the we get overnight so it may keep our temperatures up a little bit and then friday as it clears out in time for the sun to join us away go the temperatures for highs today while the new models are kind of backing off a little bit in central valley, upper 90s we can see theres 97 for sacramento, 99 up there to reading. Meanwhile Central Coast is hovering in the lower 70s, 74 for l a x and 89 for san diego now for your thursday, this is not in the in the chest of heat warning zone. This is today now thats tomorrow that kicks and 73 San Francisco to the coast were looking at about 70 or so bayside 70s and lower 80s at hand here, heading down south were getting a 91 for example palo alto in redwood city, 85, 4 Mountain View in the south bay most readings in the 90s 99 morgan hill, los gatos an i 5. 92 milpitas 80s lineup much of the east bay shoreline to the south is going to be replaced by 90s tomorrow upper 90s tri valley. We talk about walnut creek earlier 99 just a rounding error one oh one for concord 95 san ramon 81 for oakland, jumping up here the north bay sonoma at 95. 100 vacaville also for any aac 97 for pittsburgh, the late poet 86 and 94 for santa rosa with more 90s heading down south even center fell 90 ok there you have your 7 day forecast and so its going to be rough for the next couple of days a lot of a sea of their pump and and polls will be i supposed to have midnineties going on by the time we get to next week some seasonality does return marty all right dave thanks a lot for your health this morning should you delay your routine dental visit according to new guidelines from the world health organization, the answer is yes because of the way covid19 spreads new guidance from the w h o urges that routine oral Health Visits like checkups cleanings and Preventative Care should be delayed. Infectious disease expert doctor Yvonne Maldonado says that while the 8 w h o has released its updated guidelines. Theyre also looking at the issue from a global perspective where certain areas may not have proper ppe. Really going to be a risk benefit calculation calculation here for both the provider and the patient. But yeah i think cleaning teeth is its not a trivial issue tennis really important for Overall Health that is oral health. Well doctor maldonado also said that as long as youre dennis is following cdc protocol in orders from local Health Departments. You should be safe to get your routine checkup. One person is in the hospital this morning after shots were fired in San Franciscos soma neighborhood. Police say the victim was struck yesterday afternoon near mission and 4th streets. No details this morning on their condition. Police say they have detained one person, but theyre still investigating. In the east bay Oakland Police are linking the recent surge in gun violence to conflicts among various gangs, gun violence has killed 5 people in as many days in oakland. And you can see on your screen where different the shootings have happened. This year 51 people have been killed in oakland homicides thats 5 more compared to the same time one year ago. Police say theyre struggling to continue the gang mediation meetings they conducted before the pandemic began and they say the same type of dramatic spike in homicides of also happened in other American Cities and keep including Austin San Antonio in denver. The San Francisco Police Department is showing off its support for the black lives Matter Movement much shared this photo of chief bill scott with one of the black lives matter posters displayed every police stations city. Millions of people are talking to us and we need to listen with the black lives matter banner. We are unveiling today.
