And our top story at this hour is that mayor london breed join city officials Community Leaders to announce a safer San Francisco ballot measure for the march 2024 election. The mayor says this measure would remove obstacles that have been put in place that prevent San Francisco police from being able to more effectively and efficiently, do their jobs. Kron. 4 Charles Clifford joins us now live with more on the mayors plan. She says its going to keep the people the city safe. Charles . Yeah, well, the mayor and some other elected officials city officials have come up with a plan to make some changes and theyre going to ask voters if they think those changes will help. Good morning, everyone. On tuesday, San Francisco mayor london breed announced that voters will be asked to weigh in on a new plan to change how the citys Police Department and the Police Commission operate. The ballot measure is called safer San Francisco. And if approved, it would do 3 things. First. It would allow the Police Department to use new technology, including installing surveillance cameras and using drones. We can be living in the dark ages when technology, San Francisco is that ai capital of the world. We have technology tools. And we need to use them second. It would make changes to the Police Department that the mayor says allow officers to focus on dealing with crime. It also eliminates requirements were unnecessary paperwork. So do we dont keep sending officers back to their desks when they can be out on the streets. 3rd, the measure would make changes to how the citys Police Commission operates. From my perspective, many of them which have the majority are doing things to roll back important things that keep san franciscans safe. The mayor says that these changes are needed to improve Public Safety. So now were going to the voters and say voters of San Francisco. This is whats happening. These are the basic tools we need to improve Public Safety in San Francisco. The city is hoping to put the measure before voters in march of next year would only need a simple majority to pass. All right. Now we have know that at least one commissioner of Police Commissioner agrees. With the ballot measure, weve reached out to a few of the others to get some comment they have so far, not replied in the weeks and months ahead. Certainly there be a lot of debate and discussion about this ballot measure. But for now in San Francisco, Charles Clifford kron, 4 news. Charles, thank you so much. Well, going out to oakland where mayor sheng thao is delivering her first state of the city address. Its happening at the Oakland Council chambers right now. Its her first since taking on this role as mayor. And she said that her number one priority is tackling crime. Kron 4 Ella Sogomonian live for us now in the news room. Shes been listening to this address. Ella. Hows it going . Well, mayor thao has promised to double down security methods in the next few months saying that her own family has fallen victim to a home and car breakin, calling a surge in crime an acceptable. She vows to tirelessly work on responsive 911. Call system and addressed a failure to meet a deadline for a grant that would have helped oakland with ramp in retail theft. We missed an opportunity with the retail theft grant. And as mayor, i own that. The buck stops with me. So let me tell you what were doing moving forward. We are fast tracking the hiring of the grants coordinator were bringing in additional Grant Management expertise and were upgrading and modernizing the citys Grant Management software tools. Mayor thao tao did what she called the largest investment in affordable housing. More than 200 Million Dollars dedicated to the cars moving forward, saying that she also secured more than 53 Million Dollars in funding for more than 1000 units in the newsroom. We need to be held accountable for the things that you are not doing outside city hall in oakland, the coalition, some of mayor shane taos, harshest critics holding a rally detailing their displeasure with her tenure in office. Putting mayors down our City Council Leadership on notice. Do your or be replaced . Founder of the group neighbors together, oakland, seneca, scott organized the demonstration. His Mayoral Campaign last year was unsuccessful. And he has been accused of making homophobic remarks on social media, including at least one allegedly directed at a member of mayor thao staff. He says oaklands crime has spiraled out of control. And mayor thao shares responsibility for comes to the government. Turned into another homework assignment late that should have gave a city of oakland upwards of 10 million plus dollars. That was specifically for retail theft. Kyla grogan now in the Weather Center so we can find out exactly how warm were going to get on wednesday and thursday. Yeah, here we go. Heat advisories are up for good portion of the bay area. You can see where this is where its not right would be along the coast down the peninsula and also parts of the north bay, but a good portion of us. And certainly those north bay valleys are in this. And it does kick in for thursday for wednesday and thursday. Thursday expected to be the warmest day of the 2. So as we take a live look outside, you can see where we have those blue skies. That means High Pressure is about to be in control. Keeping a pretty nice today, but really rocketing those temperatures up as we get into wednesday and thursday and even the coast is going to get very warm notice looking upper 70s on thursday. But low 80s out at the coast. So, you know, that definitely kind of an offshore wind situation for us. But certainly today its been pretty nice out there. Weve got temperatures in many spots that are above average, but were topping off in the mid 80s in spots like santa rosa today. You can see were close livermore concord, having said that, San Francisco still looking pretty good. 70s and oakland, san jose about 80 degrees. The wind is starting to pick up right now. This is a bit of an onshore flow. But in the evening hours tonight will actually start to see an offshore flow developing that will help us to warm up quickly. And thats what we usually have when we start to see spots like San Francisco and the coast getting engaged in some of this heat as well. So High Pressure is sitting off the coast that is set to roll in. That is also going to keep us pretty warm tonight. So notice your spotlight. Moon bay also want to mention that we do have a high surface advisory that is out for tomorrow and a little danger at the coast with sneaker waves on the back. The family of 52 yearold does or a huey who goes by lisa is desperately trying to find their mother after reporting her missing on saturday tuesday. Alameda police back out in the neighborhood where she was last seen her son justin telling kron 4 she has made no contact since saturday and she does not have a cell phone on her, which is trying to stay really. Really hopeful. And just, you know, hope for the best stay positive and keep our heads up because if we, you know, let that get to us and think too hard about it. Its time is ticking, right . She could be anywhere at this point. We have video that we just collected that shows her walking east found in the 2200 block antonio. Police say he had a phone conversation with the Family Member the day she went missing saying she was going for a short walk, something her family says she did quite often and would be gone for only a short time percent says she is on medication, but hes not sure if she had taken any with before. Heading out the door, just taking some for anxiety. I know shes taking some. To help with her parkinson just to help her become stiff, maybe sometimes sleeping aids as well. So theres a lot of different shes taking. Is concerning those medications are meant to be very periodic throughout the day. A different time intervals. So just a reminder that we are still dealing with that. So tomorrow is when the heats going to kick in and then it really peaks as we get into thursday. And thats when we could see, you know, 80 degrees tomorrow in San Francisco and even mid 80s potentially hotter than that as we get into thursday. The coast is also another place that i think could over perform now after wednesday and thursday are over. We are going to cool down pretty drastically as we head towards the weekend. So just got to have to hang in there, right . If you dont like the heat, these are the temperatures are right now. You can see those upper 60s and San Francisco, some nice 70s around the bay. Some beautiful 80s in spots like livermore right now saying about 83 degrees. San jose, 80 degrees, a little warm in nevado. They are at 88 but this is whats happening as we get into the next couple of days. You can see Southern California also in this heat advisory. It central opcalifornias too. So its not just us. It is going to be High Pressure that really influences the entire west coast as we head into wednesday and thursday. So essentially 11 00am wednesday 11 00pm thursday. Thats when the bulk of this is going to happen. North bay kind of goes into it thursday night, a peninsula as well. But that is to say that the heat is going to be with us for 2 days. And the reason for that is High Pressure, High Pressure, as you know is the thing that starts to warm us up brings us those clear skies. You can see its moving in as we get into wednesday and thursday. Then by the time we get into friday, thats when you start to see low pressure take over and thats why well see those temperatures change so quickly. So tomorrow, the beginning of this little snap of heat looking out for 80 degrees in San Francisco. 75 out of half moon bay. Its a pretty nice day out at the coast tomorrow and some 90s as we head inland cc spots like livermore, morgan hill looking about 94 degrees. So then we get into thursday. Thats were going to pump it up even higher in some spots. And that is the case in San Francisco where we could see those mid 80s as i was talking about at the coast as well. So thursday will be that peak of the heat. And then friday, its a very different story. Now. Want to mention we also have a northwest swell thats going to be coming in and that is bringing us the risk of sneaker waves and rip currents and now a high surfeit advisory where we could see waves 17 to 22 feet. Very dangerous out there make sure you do not turn your back on the ocean. And if you have guests that are with you and the next 24 hours, make sure theyre aware of some of our coastal dangers. People dont realize its so pretty, but it can get dangerous. Really quickly. We cool down on friday and then check out the weekend. We actually have. Yes, you see that a chance. You can see where it is. Cool with a low pressure is influencing the forecast there in the ohio valley to the east coast. Little bit High Pressure here. And of course, we move to the west coast kind of interesting because seattle rather cool today, low pressure dominating their forecast. Were starting to warm up and getting lots of sunshine right now at about 84 degrees in saratoga. In antioch, you can see 73 in oakland, some 80s up in the north bay, but its all about the heat advisory thats going to kick in as we get into tomorrow. And that is because that High Pressure is going continue to dominate. And were going to see temperatures start to soar very above average for october. But having said that, if you lived in the day any amount of time, you know, october can kind of be our wildcard month with this. Right now. A little bit relay are hanging off the coast there. But for the most part, weve got those blue skies out there as we take a live look from the east talk about berkeleys forecast where today in the 70s. But tomorrow looking out for mid 80s. And then this is the peak of the heat for you in berkeley, about 89 degrees on thursday. Before we then start to cool it down a lot. Has we head towards the weekend . So calling this kind of weather whiplash, ray, because we go from a little bit warmer today because of High Pressure to a lot warmer as we get into wednesday and thursday and then take a look at this. By the time we get into friday saturday and by sunday morning, you can see a little shower trying to come into the bay area. Now, will that hold together . That is always the question. But it will certainly knock our temperatures down as low pressure kind of becomes the dominating so if you like the heat, hang in there, if you dont take a look at this, this is the 6 to 10 day temperature outlook where you can see were actually by the time we get to monday, going to be rolling down to well above well, below average after that above average run. But you can see the marine layer kind of lurking here as we take a look at the Golden Gate Bridge, we will see a little bit of that rebuild in tonight, but then disappear very quickly as we get into tomorrow. And again, thursday will be the peak of this little heat. Snap notice areas around the bay could get not only in the 80s but up to that ninetydegree mark and even the coast looking at for the potential on thursday of getting up into the low 80s.
