The Union Representing teachers in the San Francisco Unified School District have announced a tentative deal with the district and this hopefully will avert that possible strike. We were talking about you remember earlier this month, the union voted to authorize a strike if contract negotiations broke down. But this morning the union posted on x that a tentative deal has been reached. They came to that agreement about 6 oclock this morning. According to the post of the agreement is for 2 years. The union says it includes substantial raises improved working conditions and more students support. So put it before the rank and file. Well see if and the majority of teachers approves it and averts a strike. Well, happening tonight in the south bay, a main thoroughfares set to be closed this entire weekend. About highway 87 in san jose. A repaving project is behind it all kron fours will tran is live for us in san jose with specifically what we need to know. Well. Highway 87 is moving just fine. No problems. But the clock is ticking on commuters because come 9 oclock tonight, you will not be able to go southbound, which is the nearest lanes to us northbound. On the other side, you will not be impacted because that took place in september. Were talking southbound direction. And if youre going to the airport, dont worry about it. It will not cover that stretch of highway 87 caltrans. They decided instead of just doing overnight work many times they decided lets just get it done one time. So over the weekend, southbound will belong to them all the way until monday. At 5 oclock in the morning, they will pave the roadway also work on the offramps. The on randes, the intersections to improve that with the shelf life being about 20 years for them to do it once again. The meantime, that will be inconvenient to heres what you need to know. The governor has allotted 10 Million Dollars to go to increasing Police Presence at places of worship and another 20 Million Dollars will support a Grant Program dedicated to enhancing security at nonprofit organizations considered high risk for Violent Attacks. They met with the city council on wednesday to explain the companys actions after last thanksgivings release of material refinery manager Daniel Ingram says that the company was actually unaware that the release was affecting the Martinez Community and they held off on telling authorities until they can better assess whether the release was harmful. Well, the refinery released an estimated 20 to 24 tons of spent catalyst into the surrounding community overnight. They were also 3 coke dust incidents in the last 3 months. One of which was carried into the community by when back in july. Ingram says that the refinery has begun notifying the Health Department immediately as part of its new procedures as well as new mandatory Safety Training and expanding its environmental safety staff. Thousands of homes and buildings were destroyed. These are some of the pictures. From that event. It all started when a small brush fire broke out near the called a cop tunnel. Oakland firefighters fought the flames and by that evening thought they had it under control. But the region was in the 5th year of a massive drought at the time and strong winds overnight fanned those embers back into a raging fire storm the next day with those flames racing over the hills to this day. The cause of that fire is still unknown. Hercules Police Arrested a man that they accused driving a stolen vehicle and then they found thousands of dollars inside a sock. They also found fraudulent documents inside of that black bag on wednesday morning, police pulled over a toyota 4 runner was on interstate 80. It was reported stolen out of san bruno. Police say the vehicle was rented using fraudulent documents. They arrested the driver on suspicion of vehicle theft using fraudulent identification and fraudulent credit cards. We charge them also with Identity Theft and being in possession of a stolen vehicle. Well, the man accused of Trafficking Cocaine and Alameda County and now is facing 24 years in prison. Alfredo. Perez, hes accused of possessing 10 or more kilos of cocaine for sale and child abuse to for storing contraband in the room in close proximity of a child. The Alameda County District Attorneys Office says that a search warrant at the home found cocaine, 2 loaded firearms and more than 100,000 in cash. His next court date is set for next tuesday or next thursday. Well, if you havent paid your taxes yet, youve got some luck going your way this week, the deadline to submit federal and state taxes was pushed back yet again to midnovember. Capitol correspondent. Eytan wallace, though, has more on what this tax deadline extension means for californias budget. As the state grapples with a multibillion dollar deficit. For the second time this year, the irs and state Franchise Tax board have delayed the tax filing deadline for millions of californians. The new deadline date november 16. Earlier this year as a result of deadly winter storms. The tax deadline was pushed back from the usual april 15th date to midoctober. Now that its been pushed back by another month. Government Officials Say that means the state will not know whats to tax revenues until at least midnovember. The California Department of finance expects 42 billion dollars to come in by midnovember. But given the uncertainty of the markets, deputy director, a few palmer says theres always a possibility less money than that actually comes in a big question. Mark. A big if. Still is out there and were in the middle of that could have major ramifications for the states 30 plus billion dollar budget deficit. But palmer says the good news for now as of the most uptodate data from july and august, the states revenues were coming in as projected 22 billion dollars coming in as expected during those months. Still amid the new tax deadline extension, he stresses cautious optimism. Thats a shift that the state has never had to do before in terms of delaying tax payments for that long, a period of time. Weve never had to do that before. So that has a new level of challenge risk uncertainty. And thats why he says the governor cited costs and budget concerns and about 40 of the bills he vetoed this year. The governor in many cases look at these bills and said good policy idea. But given the costs associated with it, not the time to consider right now. Republicans say they appreciate that, but they also believe more fiscal prudence. He will be necessary revenues come in short. It was good to see a lot of the governors veto messages reflecting a concern about speding and thats a good sign. But real fiscal discipline will be actually bringing spending in line with revenues. And we should have a better idea this january on how this will impact the state when the governor presented preliminary budget for the next fiscal year in sacramento. The judge ruled that the states attempts to prohibit sales of semiautomatic guns violates the constitutional right to bear arms. California attorney general rob bonta says his office has already filed a notice of appeal. Well see where it goes. And investigators say they all were started near homeless encampments in San Franciscos Mission District and then spread to these cars parked nearby. A lot of these cars belong to San Francisco Business Owners and kron fours dan thorn has their story. Several cars torched by an encampment fire in the mission this is just one of 3 fires to break out along or near stevenson street in less than a week. I think its a big deal because theyre getting worse. Business owner deseret barrera says shes been complaining to the city about encampment fires for months. Her fears were realized when her black bmw was destroyed last friday, adding insult to injury, people were seen rummaging through barreras badly burned car, espetially in scary. Individuals who are causing the fires are still outside. They havent been asked to leave. And theyre still there. With all of their equipment on monday. Just days after barreras car was charred, another fire torched several more vehicles on the same block. Its not normal to not feel safe when you start addressing the smaller problems that are starting to escalate into bigger problems and its like were not being seen at all at the lower level. Barrera says these fires could have been prevented if city leaders would listen and take action. She believes Business Owners and unhoused people are being failed. I just like its important to be addressed, especially if plan to still run a business here. And to still live here. Because i definitely am not happy with the current situations. Well, 10 32 is the time in 3 people, including a teenager, were arrested in connection with that fathers day shooting along San Franciscos embarcadero. Police say several people were injured, including a 10 yearold girl all caught in the crossfire. Officers believe that gunfire was between a black suv and people in a white car during a mile and a half long stretch along the embarcadero. The 3 newly arrested suspects are accused of being inside the white car. 2 people inside the black suv had already been arrested following the incident. One of them was released pending further investigation and the other was not charged. Police say theyve also seized 13 handguns for assault rifles and a large amount of ammunition during this investigation. Theyve yet to determine a motive in that shooting will keep you updated as that. Investigation develops. Meanwhile, in the east bay San Leandro Police arrest a man in connection with 2 deadly shootings inside of a gym parking lot. So the shootings happened back on september 14th in the 24th all outside a 24 hour. Fitness there at bayfair center. Police say in each case a man was shot and killed. Now after investigators looked through surveillance video, they determined that in both instances they noticed a man wearing the same black work boots and red backpack coming and going around the time of the shooting. Police say they later spotted that man wearing the same boots wearing the same backpack walking in the area near the gym. So they stopped him found they had a gun on him and then said they found more evidence in his home connecting him to the crimes. It seems almost every city in the bay area is plagued with organized retail crime and one of the problem seems to be that people who commit petty theft are arrested and in some cases right back on the street, the same day. Stealing again. Proffers dan kerman looks at how this is happening. In fact, just happened last week and what police are doing about it. We were able to arrest 2 of those suspects and recover over 150,000. So merchandise. One San Francisco police chief bill scott announced the arrest of 2 people in connection with the october 12 smashandgrab burglary at Union Squares dior store. One of those 2 was later identified as 23 yearold johnny woods. If that name sounds familiar, it should just 2 days before the new york burglary and october 10th, she was arrested for shoplifting. One of 11 arrested by police in a theft suppression. Staying at the Pleasant Hill shopping center. It is frustrating to know that when an arrest is made, the person still doing and as the repeat offenders that were trying to target Pleasant Hill, police chief Scott Vermillion says before voters approved prop 47 back in 2014. Repeat offenders. Even those who commit petty theft or shoplifting could face felonies and serious time behind bars these days. He says those who are arrested for petty theft, even repeat offenders are typically cited given a court date and released. We have invested in prevention we have invested more needs to be invested in the consequences for stealing if people are out there and there are criminals, the keys, if out there every day, they wake up and theyre going out to steal any to start waking up in jail. We are struggling right now to make thatswe can impose actual consequences for those who are committing these acts. San francisco District Attorney Brooke Jenkins has made retail theft, one of her priorities. The smash and grab yours, not petty theft, and she was able to charge woods and another suspect with commercial burglary, grand theft, organized retail, theft and conspiracy and both are being held without bail. She says with laws as they are, prosecutors are having to change the way they charge organized retail theft. So judge is not only see the items taken but the conduct that occurred in doing it. This conduct is not simply going in and taking something and walking out. It often involves violence, which can elevate the conduct to a robbery things like cars being driven through the front doors of stores again, more dangerous and elevated criminal conduct that we can use as a basis to seek detention while the case is open. But also to add additional charges that allow us to impose more serious consequences. Well, happening today, there will be a rally at the southeast corner of valencia street and 22nd street in San Francisco after an lgbtq mural was defaced the artist Juan Manuel Carmona says that on october 6th, an art project depicting need a more was defaced during the rally. The artists will restore that original artwork. That whole thing is set to start at 11 oclock this morning. It runs until 02 00pm. Some disturbing sounds there, but those are the screams of the postal worker being robbed in San Francisco. The ups sent out this video which have that audio on it. They say it happened on tuesday evening in the Mission District right there on 26 in san jose avenue. The mail carrier wasnt seriously hurt physically but police are still looking for the suspect. Officials say that just in the last 2 weeks there have been a total of 5 mail carriers robbed in the city. San Francisco Police released body camera footage and 911 calls related to the crash and deadly shooting at a chinese consulate last week. The footage shows that john yuan yang was armed with a knife when he drove his vehicle into the consulate last monday. And we do want to warn you some of this video may find difficult to watch, but walk you through it. The 911 call came in just after 03 00pm. Someone called to say that a person driven their car into the consulate and that they were armed. Police say they arrived about 4 minutes after that initial call and by the time they got their pepper spray had already been deployed. The body camera Footage Shows Police ordering yang to get on the ground but he didnt. And here you see Police Coming in instead of getting on the floor. He apparently stood against the wall, holding a knife. And when a Security Guard in sfpd sergeant tried to arrest they say thats when he began swinging that knife. The sergeant block mister yangs right elbow as missing yang continue to turn towards them. Mister yang made multiple rapid downward swing emotions with the knife towards that direction of the sergeant and a Security Guard. As the first 2 uniform backup officers approached the sergeant and mister yang. The sergeant quickly step back, drew his firearm and the o i s occurred. Police say medics did arrive about 3 minutes later. They took yang to the hospital, but he died of his injuries. Photos that were revealed. Also show that night that he was holding and then inside his car, police say they discovered a large crossbow with arrows. Police are calling this a highly unusual event that could be easily involve many more casualties. When asked why it appeared that there were no attempts to deescalate the situation before shots were fired. Chief bill scott said that officers are actually trained to prioritize stopping a threat when theyre confronted with an active attacker. Well, 2 people in downtown walnut creek were robbed at gunpoint after leaving dinner. That happened wednesday night. Right near the intersection of botelho drive and locust street in broadway plaza. Police say 2 men approached the victims, pointed a gun and demanded that they give up their belongings. The suspects then got into a nearby white sedan and took off. The victims werent physically injured, but obviously emotionally traumatized. Anyone with information is urged to contact walnut creek police, if you know who was behind this. In the south bay, 2 women were arrested for organized retail theft and grand theft at the great mall in milpitas. Police say a Patrol Officer stopped the car that the women were in and inside discovered nearly 1900 worth of merchandise that they believe came from a nearby marshals.
