Werent expecting to see themselves arrive at the this press conference. They were hand in hand. Apparently theyre still having a relationship together and they didnt answer any questions from reporters but they stood behind their attorneys and were present while the attorneys made their case. Going back to the beginning of this denise was reported kidnapped on march 23rd. She claimed she and her boyfriend had been tied up and drugged in the middle of the night and the kidnapper drove her to her parents home in southern california. A couple days after that investigation began, police came out and said that they thought hut kens had made the whole thing up. That all changed. That was the last we had heard of all of this until this morning. We didnt hear anything about the case until this morning when the fbi sacramento unsale and affidavit for a man named matthew mueller. How did they find him . They say last month he was sod in a robbery. The couple wasnt hurt. And mueller got away before police arrived. But he says he left his cell phone behind inside of that house. Dublin police were able to trace it back to his home. Thats where they arrested him last month and mule her has been in jail ever since. During mueller has been in jail ever since. And during a search of the property, they found evidence he had involved in the vallejo kidnapping. Some of the goggles that the fbi says were used to blindfold delaware any hutkins and we talked to the investigators who sought piece of evidence and you could see the long blond hair attached to the tape on the goggles. Her attorneys say she and her boyfriend were right all along. This changes nothing about the humiliation, the violence that was perpetrated on them. Nearly four months ago. By a psycho path, a sociopath, and when they told the Police Department this was real, within hours, the Police Department said it was a hoax and she owed an apology to the public. Well, today, the vallejo Police Department owes an apology to them. Reporter along with is that apology they said they would like police to continue working this investigation. The attorneys say they are concerned that there were other people involved. Other people who unlike mueller, are out on the streets. Now, we tried to contact Vallejo Police, we have not received any comment from them or any response on whether or not they will be commenting. Also left a message for the attorney for matthew mueller. Havent heard back from him either. Youve got to believe police are going to have to speak up sooner oar later. All right. Back to the suspect. Any known relationship between delaware any or her boyfriend . Any kind of connection . The details seem straight out of a movie. Yeah. And that was something the attorneys here referenced. When we asked the attorney what he thought about mueller and the crimes hes accused of committing. He said i think he watched too many movies and television. Because the whole of the whole thing. Remember the chronical, received a couple letters. Or at least one from someone who said that he or she was the kidnapper in this case and that in fact. Did it come out that today that it was actually mueller that wrote that letter . Reporter that wasnt mentioned but those emails allegedly by mueller are written out in full in the 60 page affidavit at this fbi released this morning and some of the information in them system pretty interesting. The person writing the email, and the fbi says it was muler writing those. The person apologized profusely for what happened to them. And the email mention that the perpetrator may have gotten the identity wrong. This may have been a case of mistaken identity. He may have been trying to kidnap the exfianci of mr. Quinn. So its a very complicated case and the affidavit is really interesting to read. At one point he explains the person writing the emails sent to the chronical explains that he considered himself a quote unquote gentleman criminal. Sort of the in the fashion of oceans 11. So very unusual. Just bizarre. Were still looking to hear from the vallejo Police Department. Thank you. We heard doug there talk about the humiliation. Demanding the apology. We will see. Also in the news today, wildfire season in california. Definitely up and running. Already a number of tanksers in the middle of battling fires have had to be grounded because of flames. Live with more on, this is now another threat. Something else these firefighters have to think about. Reporter certainly a dangerous job already. I got my own personal drone right here. I want to show you, just how quickly they can go up. Hundreds of feet in the air. This is illustrating the point here. And i got to tell you, out here, its been actually pretty hard to criminal this thing control this thing. And thats actually part of the point. Is that unless youre a professional and youre on fires, you dont really know what youre doing. I want to show you video from yesterday that was on that fire in san jose. And adds we saw shot by a viewer, this was not a big wildfire. So air support didnt play a big roll. However, on big fire, air tankers play a big role in prevents further spread of a fire. Ive get to control my drone here. And a little drone can reach havoc with any kind of airborne firefighters. Thats why in big incidents the faa will order a temporary flight restriction banning any aircraft that includes drones. Theres only one pilot in the air tankers. And theyre watching the ground come up as theyre dropping their fire retar dent. They dont have the another set of high eye of eyes for another drone or aircraft. Theres not supposed to be any. If theres a drone in there and it causes a midair collision, it could cause damage to the aircraft, which could cause to grounded or cause midair collision and cause that aircraft air tanker to actually crash. Reporter and because more people are getting the drones, which im still having a hard time controlling in the wind, and because more people are using them to try to get dramatic video, it seems like father fires and other thing, coming increasingly problematic. So this is a proette si serious proette proette pretty serious issue. Clearly an issue if theyre trying to do air drops and fight the fire. You think the people would think about that. What happens at the this point in the game, you tack to the republican base. And then when you have finished that and start emerging. How do you do back . You start seeing their statements in Television Advertisements put up by their opponents whereabout about where they were. But they have go after their base and roll back to the middle and thats what hell be doing. Okay. So you mentioned it. We have scott walker. He seems to be the favorite right now. Jeb bush . Jeb bush is going to be formidable. Hes raised a lot of money already. Walker told me his main criticism of bush ironically is that hes been out of office for a number of years. And he was kind of sizing up the field and, you know, he had more Middle America appeal than marco rube owe. So all rubio. So all of these people trying to find their place in the giant hack of 15 candidates. Had the donald is the donald is always something to watch. Talk about a guy who shoots from the lip. You ask him a question hes going to give you an answer and it may not be a very political one at times. And you know around the issue of immigration, hes been very strident. Well, donald is taking it to true form about appealing toker why base. When it comes to immigration. And frankly to people a little on the extreme side. Theyre tired of politics. As it. S. He is not going to emerge from the pack. The question is whether he will run an independent campaign. Sort of like bernie sanders. Break out from the republicans. Exactly. And so will they run as independents . Thatll be something well watch overtime. One last question. Walker, if the Ohio Governor gets in hell be number 16. Theres a debate next month. But it certainly is the farthest. And ten years by anyones clock is a long time to really hope that the path will the still be functional when it gets there. But so far it has. Almost flawless. Since it woke up last january from its multiyear sleep mode and has been taking pictures as we get closer every day. And we see something new. That wets our appetite even more. Is the fact that was downgrade to a dwarf planet, well i shouldnt say dwarf. But does that take away all of the excitement . Absolutely not. Still in the same object that we sent to new horizons ten years ago. In fact, when was it lawned plut launched pluto was still a planet and then shortly after it was reclassified. Because it was found more like to be a new type of object were finding more outside of the orbit. Far from being less interesting. I think that it means that its something could be very much more interesting. Something we dent didnt know about before. And itll be the first close up example of the type of objects. And already its showing us things we didnt expect. Like color. This copper reddish tone. Yes. Potential atmosphere. Features on there like clips and still kind of mysterious dark regions which will get a much better look at by tomorrow when it makes had its close fly buy makes its close by. At the Crime Fighting tool many civilians, actually have it at your house. Now one bay area city hoping to tap into the home Surveillance Systems to solve crime in their neighborhood. And a Affordable Housing getting even more scarce in San Francisco. Where were gaining and losing precious property. Welcome back. We have all seen those videos, criminals caught on home surveillance videos. And today in the four by four. Were taking four minutes at 4 00 too to take a look at Crime Fighting tools. Joining us now to talk about it is the mayor. Lets talk about the Summer Safety Campaign you guys are working on with surveillance cameras. The safer neighborhood Camera Registry Program is just part of a Summer Initiative program weve got. Working on more gang prevention. More than 080 jobser 800 jobs for teens. But this camera reg city we think neighbors can use and Business Owners can help keep their community safer. Asking them to register their cameras. So they know they can put in a phone call and ask for permission. If i register myself, can police tap into my live feed at any time . There is that trust issue right here. Yeah. This is not involved the nsa. Theres no live feeds. Nobody tapping in. Really, what this does, it tells the police your location and the fact that youve got a camera. And thats all it does. After that, the police need to be able to call you, or email you, ask for permission, have a look at video tape, his historically thatll help them identify a license plate or suspect. And anybody is free to choose not to comply. And this is completely voluntary . This person has surveillance video. They might be able to help. How many residents are jumping on board with this so far . Well, we Just Launched a campaign. Weve already got 200 signed up. Were hoping that by the time were able to get the software, well have a couple thousand. And we have seen a couple cities where they have deployed this over 200 arrests resulted in about a year. So we know this can work. We just have to be effective in et going the word out. Issue in getting the word out. And you put out a phone call to the Police Department and i talked to an officer to find out how well it is. And bear with my. They launched about 2012. So far about 990 homes and businesses have registered. That has given police 3300 exterior cameras. He says of the 630 630 videos, of those he said they led to about 130 arrests. Theyre making air forces through this arrests through this, but why not have more Police Officers on the streets doing those police patrols. Is this kind of an answer to Police Officers that have left the department . Well, we need both. Everybody knows we need more Police Officers and were working hard. Right now were at negotiating actually our union. Were hiring actively. So a little bit of both. Whether we have 1400 Police Officers or 900, either way. We should be crowd sourcing the private sector resources we have around us. And lots of stores, lots of homeowners have cameras. Lets take advantage of the opportunity, and make us all safer. Is there and how can the homeowners and business, if they are interested. How can they get involved. Is it a simple process . You can simply go on the pd website. Or come to the mayors website. Thats usually rent controlled apartments lost through no fault evictions. San francisco proposition k set a gun control of 33 all new housing built in the city to be affordable. Right now were at about 21 city wide. The Planning Department says looking ahead, the project slated to be built between now and 2022 will include more Affordable Housing. Bringing that number to 57. Our top story is that bizarre kidnapping a couple of months ago. You recall that police at the time called it a hoax. They said the two victims made it all up. Now were learning a suspect is in custody. Arrestedarrested in a separate case. The evidence that police say connects him to the vallejo kidnapping. Including some goggles. And also, what we know about the suspect, including he attended one of the most prestigious universities in the country. And did a story about marijuana farmer steam steaming water and now in the bay area we have a another case of stealing water. Theyre accused of stealing water from a nearby creek up to 5gallons a minute. What prosecutors say they used that water for and also what could happen to them if they are connected. A clerical error appears to be one of the mishaps that aloud the Charlton Church shooter to get his hands on a gun. Today the electioning town county sheriff said a county jail employee entered the wrong information into a database when roof was arrested. That was on a drug charge back in february. That was caught and corrected in the jail database but not the state one. So when the fbi ran a background check in april, they called the wrong agency based on that error. So roof was allowed to buy a gun even though he shouldnt have been. The fbi is promising a full review and the sheriff says he will make changes to flag mistakes in the future. Mike thompson, who is the chair of the House Gun Violence Prevention Task force recently introduced new legislation to keep guns out of the hands of those he says should not have them. Including those who suffer from mental illness. The bill is called the Safer Communities act of 2015. And i spoke with congressman thompson today on the phone from washington, d. C. My first question to the democratic representative, does he himself own a gun. Absolutely. Im a gun owner. I support the second amendment. But im also a parent and grandparent. And i believe our people in our community, our neighbors should be safe. So specifically, how does the Safer Communities act of 2015 do just that . It provides intervention grants to states and local governments. It also has the provision that will allow for a temporary prohibition against the purchase or the possession of firearms forfolks who were for folks who were involuntary hospitalized because of Mental Health issues. So if you follow this class and try to buy a firearm and youre rejected, then the fbi alert system would alert the local Law Enforcement in your area that heres a dangerous mentally ill person trying to purchase a firearm. So it sounds like it kind of closes gaps in the federal policy throughout. Absolutely. We saw that in that tragic shooting here last year down in Santa Barbara where the parents expressed concern that their son might be violent but there was no law in place that allowed anyone to intervene and temporarily remove firearms. Thousand difficult do you think its going to be to get this bill through congress . Its going to be very difficult. You know, if you cant pass common sense Gun Legislation, that a majority, 93 of america supports, 84 of nra members, support. Im talking about my bill on the background checks, if that cant be passed after the tragedy at sandy hook, that gives you a real good idea how hard it is to pass any Gun Legislation. Well, it is difficult to pass Gun Legislation as we have seen. And we have seen these bills be introduced before. What sparked this one . Sandy hook shooting and i asked him how difficult will this be to get through congress and he said very difficult. But doesnt mean you cant fight to try and do it. All right. Straight ahead on the four, a mexican drug lord breaks out of jail, launching an International Man hunt. Now word today that one arm in the u. S. Government knew about the escape plan. You might recognize the name. She turned 18 this weekend and opened the first school for girls. During the Ribbon Cutting ceremony she said World Leaders are failing the syrian refugees, especially the children. There are 4 million. You remember this one, because of her work for going to school and educating girls. She was awarded the noble peace prize in 2014.
