Our objective is to get it on the president s desk by december. Reporter but right behind the tax reform plan is the ever present healthcare debate. I continue to believe Congress Must find a solution to the obamacare mess instead of providing bailouts to Insurance Companies. Reporter President Trump saying obamacare is, quote, virtually dead. This as a group of senators announced tuesday they have reached a bipartisan agreement to keep obamacare alive. Chairman alexander and i were able to find Common Ground on a number of steps to stabilize the markets. Reporter democrats accusing the president of trying to ruin current Healthcare Programs for millions. We have also put in some very significant antisabotage provisions. The president s have been sabotaging this bill. Reporter the president calling the latest deal a shortterm solution. However, the bill is expected to face an uphill battle because there are many gop senators who may be uneasy about supporting a bill that would keep obamacare intact. Live in washington, lauren blanchard, ktvu fox 2 news. Joining us to talk more about obamacare and where it standards is the director of policy analysis at the california pan Ethnic Health network. This caught a lot of people by surprise. Its a supposed deal between democrats and republicans on the senate side to keep obamacare alive for two years. Were you surprised . You know, we had heard that there was talk of a bipartisan deal. We welcomed this new development. I dont think we anticipated that it would happen so soon. But, you know, this is going to be a really great deal in terms of the new funds for marketing and outreach and also the bringing back the cost share reduction subsidies which President Trump cut. If it does squeak through the senate what are the chances in the house . Theres a lot of skepticism, i think, in the house and then of course you know, for us, we would like to see the details of the plan. There is, you know, as much as theres new funding we are concerned about some of the states flexibility and what that means for consumers so we are waiting for more details. It will take a vote of 60 in the senate and then goes to the house and well see what happens. This seems to go against everything republicans and the president have been campaigning on. They want to repeal and replace obamacare. If they make this deal, thats not going to happen, is it . Well, i think this deal is, you know, its a temporary deal so we would certainly like to see a more permanent solution and one that really, you know, builds on the success of the Affordable Care act. California enrolled 5 Million People into Health Insurance thanks to the Affordable Care act. We want to keep it that way. We want to continue to build on the program. So this would continue insurance payments for another two years so isnt it essentially just kicking the can down the road . It is. Its a temporary stopgap measure. It would be great to again see that, you know, permanent california did take steps, though, to protect consumers and so our health plans are baked into the cost of the elimination of the subsidies into the premiums this year. So for consumers, they shouldnt see much of a difference this year from, you know, last year. In the talking about premiums, there are some criticisms out there that Insurance Companies are making profits hand over fist, at the same time, you know, obamacare critics are saying, well, Insurance Companies cant afford to maintain these situations. Where are we at in all of that . Well, the cost sharing reduction subsidies elimination of those subsidies, the health plans had to include that as part of the rates for the year so they were in a tough spot too in trying to gauge what would happen with the president and at the national level. Now if this does pass and it goes through, um, there will im sure be conversations and discussions even as part of the proposal to figure out how, um, to make sure that Health Insurance plans are not double dipping. I know thats a concern and its something that i think the two senators hope to address. After hearing this today with what went through, do you have any messages or any advice for californians who may be worried about their Health Insurance . Reporter again, i would just stress that, you know, unlike i would californias an exceptional state. We were prepared, um, our exchange our marketplace worked with insurers to hold rates, you know, down for, um, for folks who rely on subsidies. They also were also self funded at the marketplace so they invested more heavily in outreach and marketing this year, um, so, you know, while we welcome the new development and we think its great, we would love to see a permanent solution, um, california is prepared and consumers are protected so it should be a good enrollment year. Thank you. The fires in Mendocino County sheriffs deputy burned more than 400 homes. Coming up next, how residents are getting help from a Farmers Organization thats been around for more than a century. An organization founded by farmers in the 1800s is helping people affected by fires in Mendocino County. As evacuees return home they need to look into longer term aid and assistance. Ktvus tom vacar reports from Redwood Valley with the transition. Reporter the shelter at Mendocino College has gone from more than 100 people to just 30 evacuees who still have the basics and will have them to be supplied as long as necessary here or at other service locations. The community has embraced us. So we have had quite a few spontaneous volunteers, donations, anything that we ever needed. We put a call out and everything is in. We are golden. Reporter the lions club has a large food Service Available to all anytime they want it. Another thing we noticed, the Redwood Valley grange. It had assembled a sizable amount of relief goods and services for anyone needing them which is many, many people here. We are right here on the valley floor. And so yesterday they started letting people go into their houses and we were very aware that people would need counseling, people would need food, coffee, and when, you know, people go in and then they see that they have nothing and they are devastated, so they can come back here and sit and have a hot meal, talk to people, have someone watch your children while youre filling out forms. Reporter the Grange Movement is 150 years old in america. And the Redwood Grange here for more than a century is beloved. People are coming in and saying were so glad this place is alive because we got married here or our graduation was here. This is where i took my first dance class. So grange halls are open for a community hall. They are the original community hall. Reporter with kids occupied and supervised, the long tedious humbling experience of applying for aid is made more simple. And with spotty cell service a problem, the grange has arranged for internet for phone and computers. The grange now needs portable radios and chargers for folks so they dont have to waste gas running their cars to stay informed and recharge their electronics. Miss reynolds, whose home survived, is working nonstop along with other grangers. People where our houses are standing, because were such a tight community, its almost like we have guilt, you know . Reporter this family of eight has been crashing at a friends house since the tubbs fire gutted their santa rosa neighborhood. They have three kids themselves so theres a lot of people in the house. Reporter craigslist has been flooded by families like the gomez murrays anxious to find housing after a week of couch and cot surfing. I dont know where my toothbrush is. Reporter real estate prices and rents were already sky high before the fires. Nothing else has popped forward. And even friends of friends cant no one has anything. Reporter holly and gene webb who lost their home near coffey park came to this apartment complex today searching. I came here today not knowing that i was actually going to rent a place. She had one left. Reporter the gomez murrays have been responding to craigslist ads but with no luck. The kids would like a space to play soccer. Backyard that my brother and i can, like, play with our dad. Reporter this is the street where the family used to live in the Fountain Grove neighborhood. You can see that everything has been completely destroyed. They are hoping to find a new home that will accommodate all of them and cost about 3,500 a month in rent. Just need to find a place and get back on our feet. Reporter today the family stops at a shelter giving away essential items. We are looking for something for my son. So many families going through the exact situation right now the. Its hard to go through. We want to check the weather. Cooler weather and a chance of rain is good news for so many folks. Helping the folks. 100,000 people evacuated in the area. Its crazy. Everybody knows somebody. I dont know anyone who hasnt been touched by this at a fairly significant level. We saw the flames. They are still burning today. Its not over. We have good news with the weather on that note. Because we are seeing a cooler moister flow we are seeing fog back at the coast and with that fog, we are going to see a chance of some showers. These are around san luis obispo. North of us showers will move in. We have fog at the coast. And we basically have an onshore flow thats very helpful. Now, were talking about the fires because thats the most obvious thing. Obviously the most damaging. But the air quality is bad. When that happens it affects a lot more people than you think. If you have respiratory issues, now what im talking about or if you are older or young its very dangerous. So we have had some really bad air quality days. Um, as you look at the fog pushing in to the gate there you see the air trying to clear itself out. Right now, temperatures and the differences, well, its a little bit cooler tonight, 13 degrees cooler in novato, 16 degrees cooler than it was this time yesterday in santa rosa. Thats because of the onshore flow. Fog tomorrow morning. Forecast highs tomorrow 70s are the yellows, oranges are the 80s. So you see its going to be cooler and milder. You can bet cal fire will take advantage of tomorrow and take advantage of this, which is the showers were anticipating as we go forward, um, so tonight the fog back at the coast, everything is going this way thats a good sign. Everything is going this way and then, bang, thursday night into friday morning, this area moves down and this in the north bay fire zones, this rain could be a quarter inch or more north of healdsburg. But just the idea that youre going to take your humidity your relative humidity at 90, 100 in the fire zones is huge plus rain. So big help not just for us but for the entire state. So the forecast highs its an interesting time in the bay area. You can have the moments and this is a benchmark time that well remember all the other things.
