They also say they are forced to move outside of oakland just to maintain a living because they simply cant afford to live in oakland anymore without that cost of living increase. The city has offered the unions a 4 increase the first year. And a 2 increase the second year. But that 2 is contingent upon generated revenue that the union says they felt was too impossible to meet. They proposed an 8 increase in pay overall over two years but mayor schaaf says they cant spend money they dont have. That would require the city to cut 188 fulltime workers because of the 19 million deficit the city would face in two years. But the fight is deeper than money tonight. The strike itself isnt sitting well with mayor libby schaaf because of the impact its having on Services Like libraries, Senior Services and head start programs and how its going to shut them down. They have the money to keep up with the cost of living. I dont understand the stubbornness of not wanting to give us what we deserve. I continue to be extremely disappointed that the unions have chosen to strike when we have not reached impasse. That is very unusual. It is an unfair labor practice and we are taking the appropriate steps to get the courts to declare that is the case. The preliminary hearing today for the two men charged with Involuntary Manslaughter following oaklands deadly ghost ship warehouse. We heard from two men who lived at the ghost ship and one of them was very emotional on the stand. He cried as he testified against one of his friends. Reporter Derick Almena and max harris have each been charged with 36 counts of Involuntary Manslaughter for the fire last december one count for each victim. A musician who visited the warehouse on the day of the fire testified. Aaron marin described the building as a beautiful space and compared his stay there as like going to disneyland because of all the artifacts. He was there when the fire started during a party and barely escaped saying, everything was pure panic and chaos. I accepted the fact that it was over for me. Almenas Attorney Says marin testified that there were objects brought into the warehouse for that party including a bubblelike projection screen that blocked people from moving about. Serra argues that testimony helped the defense. It has nothing to do with my client or the codefendant. Thats these people who came up and placed these items there. That wasnt part of the warehouse. So i think that helps us. Reporter warehouse tenant jose avalos testified. He cried as he testified against his friend max harris. He said he paid rent to harris and that he heard from many people that harris hosted the party the night of the fire but that answer was stricken from the record because of hearsay. We said all along that the narrative in the press and that the District Attorney has had is wrong. The narrative is my client was second in command and he promoted the party. This is similar to the north bay Fountain Grove area, for example, where the hills come down into the city. This area was completely ravaged for 24 hours as the fire moved through here and burned down home after home. We watched them burn yesterday. Today its all about trying to tamp down areas, even like this obviously this home is destroyed but the idea was the Fire Department came up from los angeles counties, happened to be the unit that was here, and they drenched it just to make sure that theres no way that any embers could reignite when those winds come and if they come we are still all waiting in these mountains and all around Southern California for those santa ana winds to come back. Here there were gusts up to 70 miles an hour on monday night into tuesday. As you said there may be as much as 80 miles an hour today as the fires are burning now in five locations here in ventura and los angeles counties. So adam, right now, can you feel the winds picking up . Typically they pick up overnight and sunset. Reporter right. Now, we last night, we had that happen. Tonight not yet. You can see a little bit really light movement. Thats the First Movement we have had in hours. So does that mean theres more to come . We dont know. We are hoping the forecasts are wrong. I will tell you its still very dry. Thats something that was a little different than the north bay fires. Its just extremely dry, much drier than up there two months ago. Down here, we havent had any rain also because santa ana winds always come this time of year but generally theres rain that comes through other than the drought years so you will have at least some moisture on the ground. Theres been no moisture here really at all. And after that heavy rain last year, theres a lot of fuel and then when you bring the low humidity and the winds through like we saw monday night into tuesday, just made the per fire conditions. We have bay area crews down here with the whole mutual agreement helping fight the fires. Its been reported that in los angeles counties alone, they have told 100,000 people to evacuate. Where are they going . Reporter well, i think some of those numbers are down. A lot had to do with the bel air fire and people on both sides of the 405 freeway. For those in the bay area, thats right where the 405 freeway comes into los angeles so if you are driving from Northern California, driving south you come over the little ridge, you see the getty museum on the right and on the lefthand side is where ucla is and westwood and santa monica. Thats where the fire was burning. My wife on the way to work this morning was stuck in the fire and took some video and did some instagram as fire was on the both sides of the freeway. A lot of the evacuations were there. They are letting some people back. Theres some press conferences so i think the numbers will go down. You stay with friends like in the north bay area, you go to san diego for a couple of days. Every hotel thats open thats way from the fire lines of course is booked. You know what happened in the north bay fires. We saw neighborhoods and rows of homes completely destroyed, and then another area where there would be homes that were saved. Are you seeing the same thing happening down there . Reporter absolutely. Its eerie. Im from the north bay and i grew up there. I know this area, as well. My College Roommate is from here. Similar topography. Going through yesterday and today up see homes gone like we homes in Fountain Grove or coffey park. And then all of a sudden you see one home or two homes and sometimes its a home with redwood siding and shake roof and you think, how did that home neighboring and the three around it are all just ash . And you just dont know. I know that, you know, one man we sauteed last night we saw a little fire next to his house we flagged down one of the fire crews and they put it out and his home is the only one standingon the street. Sad especially so close to christmas and a lot of families came back to this. This home was oldest one in the neighborhood there for 75 years. Still a big fight to go. Adam housley in v county, thank you. How are the winds . They will be up to 50 miles an hour in the Higher Elevations into 3 to 6 a. M. The big issue there of course is you have lots of embers on the ground. We are talking about ventura and brentwood. The winds came up overnight but they hadnt put out the fire done a good job putting it out so an ember flies, boom, Oakland Hills fire so thats obviously the concern tonight and youre talking about thousands of square acres that have been burned so its going to be tough to, um, make sure all those are out. So heres what the winds did. Here it is 10 00 tonight. Up in st. Paula almost 40mile perhour gusts. Then right around 3 to 4 a. M. , the winds pick up. Some winds could be strong. They are forecast to go 80 but counts on 35 to 40, 45milean hour winds by 6 a. M. They back down by lunchtime. They dont go away but they are not as strong. Then as we get into friday, they start to go away. Theres the smoke plume we have been talking about. I was talking to a friend in ventura and the smoke is bad. You can see it. How many square miles of smoke are we talking about . Its an urban area especially by ventura so bad air quality especially at night when the smoke sinks. We just got an update on the biggest fire, thats the one in ventura. It has burned 90,000 acres and an unknown number of homes. But those homes could be in the hundreds. A new fire that started in bel air this morning destroyed as many as six houses in the very exclusive neighborhood. For the first time we are hearing the 911 calls from the north bay fires. Our Investigative Team have obtained more than 1,000 audio clips shedding light on what people first saw and how agencies responded. Candice nguyen and the 2 investigates team went through them. So far they are providing information on two heated issues what started the fires and did Law Enforcement drop the ball with evacuations tributing to dozens of deaths . Here are some of the first calls that night in october. Multiple calls reported some of the first power line related sparks around Sonoma County the night the fires broke out. Currently pg e is in the spotlight facing numerous lawsuits accusing the company of putting profits before safety by failing to trim vegetation around power lines. Later that evening, 911 calls started revealing how Law Enforcement dealt with frantic callers worried about evacuating reporter and you will remember we reported on complaints residents werent given warning. The Sonoma County sheriffs said there was a fire of panic and jamming up roads needed by first responders. 42 people died in the north bay fires and frank and julie, we have hundreds of calls to go through still. The more we learn, well update you. Thank you. The fbi set up a task force to investigate fraudulent claims and potential scammers related to the october fires in four Northern California counties. The task force was created to prosecute people trying to make money off disaster victims. Some people who were not even affected by the fires are getting letters now from fema for assistance with disaster losses. Thats because they had their personal information stolen by someone trying to get money from fema. Its really scary. We went to fema and they said, yes, someone has applied for funds in your husbands name. They have his birthday and his Social Security number. Whats more, numerous fire victims are having trouble now signing up for aid because someone else has already registered for assistance using their name and information. The fbi wouldnt say how much money, if any, has been defrauded but officials said it is important that homeowners report potential fraud. Almost 3,000 employees at the oakland unified School District had an unfortunate surprise when their direct deposit paycheck disappeared from their Bank Accounts. Ktvus rob roth talked with teachers and the School District about how it happened and whats being done about it. Reporter some 28 other team offers and other employees of the oakland unified School District got a surprise this morning. Their last paychecks were no longer in their accounts. Among them this Skyline High School social sciences teacher. Teachers are saying check your accounts to see if this happened to you. I checked my account. And then 2,700 had been removed from my account. Reporter the oakland unified School District says an employee in the Central Office accidentally deleted the december 1st direct deposit paychecks for many teachers, principals and staff workers. We had some kind of human error here at ousd where someone, um, hit a button, checked on something that they shouldnt have clicked on and it in the end reversed the payment for all these employees. Reporter the district had initially blamed a bank for the mistake. Now theres the question of how a payroll system could be so vulnerable to one persons mistake. Theres some sort of lack of oversight. If theres one keystroke that one employee can do that can create this, what were going to ask for is a Third Party Investigation about it. Reporter the Teachers Union president says she has been besieged by calls from nervous teachers. When you have an account that says its minus 2,000, 3,000, it puts our members into a panic. Reporter the School District is facing a budget crisis but says that has nothing to do with what happened. Look at this basically a almost an Atmospheric River at least this section. Look where its going, right up over this big ridge of High Pressure dropping down here. We are under a very broad ridge of High Pressure and when they are broad and theres a lot of spread on them they dont move very easily. This ridge, this one i just showed you, extends about 2,000 miles across at the base maybe farther doesnt want to move until maybe the 16th, 17th, 18th of december. So we are talking a good, you know, couple weeks here before we have a shot at rain if all verifies. You know that, could change. But just right now, dry looks to be the story of the west coast which is part of the problem in Southern California because they are on track san diego is on track for a record november, december lack of rainfall. They have had no rain i think essentially and this is usually they usually have a little bit by now, um, so thats part of the problem. These are the overnight lows. When the ridge gets big and fat it doesnt move. On the east coast theres a trough so theres a ridge and a trough. Like a big sign curve. Um, and with that said, neither of them are going to move. So on the east coast, its cold. Its going to be wet. Snowy for the next couple of weeks and we are going to be just like that say dry through the bay area weekend and beyond. Mostly sunny tomorrow and mild and then you look at december 2nd was our last rain and we are up there to december 17th for the next one and today is we got a ways to go, 11, 12 days before we see anything. And again things to know. The weather is attached. Its connected. When were dry and warm, somebody is going to be cool and wet and thats the east coast. So if youre going east of the rockies, they are in a very inclement very cold pattern. Check the numbers in the 20s and 30s and snow and its just going to be two weeks of dry for us and two weeks of cold and wet for them.
