As you said, mark farrell has become the interim mayor. Here is what he had to say in his message to the city, just a few minutes ago. I heard the emotion in the room. I felt that also. I will be a mirror for every single San Francisco resident. My focus and my job is to represent everyone in the city of San Francisco, no matter their ethnicity or religion, my job is to represent everybody and i will do that. Reporter we obtained these photos of his swearingin in the Mayors Office at city hall tonight. He was surrounded by his relatives, his wife and his children who came down here for the unexpected and sudden change of events. It was a very emotional, contentious evening. Here is a little bit of what happened, leading up to the vote. Backers of supervisor london breed were outraged. The San Francisco board of supervisors voted 63 to appoint mark farrell as interim mayor in london breeds place. We have chosen mark farrell to be the interim mayor. Reporter the vote came after hours of public comment, the line of people stretching out the door into the hallway. At tuesdays meeting, the board took up a vote on whether to appoint a successor to serve until the june 5 election. We owe it to the charter and the public to have this conversation. Reporter both passionate and political, people spoke out. They pointed to london breed as a San Francisco native with heart and strength. She has chemistry. She can relate to all peoples of all persuasions, the gay and the straight, the white and the brown. Reporter critics said it was a conflict of interest and unfair for her to be board president , acting mayor and a candidate running for the contest. For the office. In the end, there was a contentious debate before voting. I have to work in the best interest of the city and being diplomatic. That is what a real leader does. You dont walk around with a chip on your shoulder. You dont hold grudges, you just keep moving. Reporter london breed will continue as the president of the board of supervisors. You heard her there, kind of setting out her tone for moving forward past tonight. We did talk to the mayors staff about what happens next. The staff says that they have not decided yet exactly when a replacement could be appointed for mark farrell, but that is expected to come soon. It is important to note that mark farrell is not running for mayor. He is not a candidate. There is the possibility of a writein, but at this point he is not a candidate. That was one of the key things that many of the people in favor of a changing of the guard cited as a reason for this vote tonight. A very interesting night in San Francisco, thank you. Police are investigating a double shooting in San Francisco that left one person dead and another wounded. It happened on richland avenue. We are live on the scene where there is a search on for a gunman. Reporter police just released the scene about 20 minutes ago. Officers were out here for about five hours. They have very little to go on, so they are asking the public to help them. Police say a little after 5 pm, they received a call of gunfire near the intersection of richland avenue and lee street. We did find two victims of a shooting and the suspect had fled on foot. Reporter officers provided firstaid. One of the victims was transported to the hospital, where they later died. The other victim is expected to survive. It appears that it is a male suspect, however we dont have further information on what transpired between the two parties prior to the shooting. Reporter People Living in the area say it is a mostly quiet area and were surprised to learn of the shooting. Offcamera witnesses said theys they saw a man and a woman arguing. Police say they have very little to go on and are asking the public to come forward with more information. For now they will have to rely on information from the area. The only sub days the only Description Police are releasing is that it is a man. They are asking the public, if you know anything about this case, give them a call. Not very much to go on right now. Part of the old span of the old bay bridge is set to become a peer developed for Public Access on the open shoreline. Instead of spending millions on demolition, the peers can access can provide access for boaters and spectacular views of the bay for relatively little cost. A campaign to repeal californias recent gas tax increase is picking up speed. Gas tax opponents say they have gathered more than two thirds of the signatures needed to place to place a repeal on the ballot. Now the only gas tax repeal measure that can qualify. Another measure was dropped after it was tied up in court. Activists must submit almost 600,000 signatures to qualify for the ballot. There is new information tonight on the effort to recall judge aaron peskin. Today the county registrar said that backers of the recall effort have enough ballot signatures to put a measure on the june 5 ballot. The call for his removal started after a sentence that many said was too lenient. A lawmaker wants to do more to try to bring young people out of homelessness. He says nearly 40 of the nations Homeless Youth live right here in california. His legislation calls for 60 million to construct more shelter space specifically for teenagers and to provide Services Targeted to help them. When youth remain on the street, they will eventually become chronic homeless adults. It is much harder to get someone off the streets and stable when they have been there for 10 or 15 years. Along with housing, the funding would go toward Mental Health services, drug counseling and educational support. This is not a good time to be without shelter. The weather is about to turn cold and wet. We have some rain back in the forecast, it is definitely going to be a nice looking weather system. We are going to be looking at some rainfall rate rates that will be up there, especially in the afternoon. It is going to rain. Youve got a lot of cold air, youve got the warm moist air. The city of san jose posted this notice saying Warming Centers will open tomorrow and stay open through friday at several locations including the talley library and Southside Community center. San jose opens the centers when temperatures strip dip into the low 40s and there is rain. The Real Estate Market is hot, with home selling just a few days after being listed. It is called the google effect. Experts say google and other Companies Movement has increased demand for good homes, close to mass transit and awardwinning school districts. I expect any home i put on the market to be sold within two weeks. Now to a followup to a story we first brought you yesterday about the problems with the new bart cars. Two of barts new cars are still out of service. They were taken off the tracks for maintenance and now bart says that more work needs to be done. This comes just days after a brandnew train made its debut. It is unclear whether all the cars will be in service tomorrow. There is a new effort to close a loophole in state law that may make it easier to prosecute burglars who smash car windows. Car breakins have become an epidemic. The number is up 26 in 2017, compared to the year before. Under current law, prosecutors have to prove not only that a window was broken, but that the door was locked before the burglar broke in. State senator scott weiner told us what his bill would do. We are looking to change the penal code, so that you can prove burglary either by showing that the car was locked or by showing that there was forced entry, such as breaking the glass. The senator says he hopes the measure will be on the governors desk by september. Has no martin just mentioned a short time ago, there were earthquakes centered in the south bay. As you can see on this map, the first was just a short time ago. It was a magnitude 2. 9. Then a minute later, a 2. 7 quake struck in that same area. There were some tension tense hours for some on an alaska island. A magnitude 7. 9 earthquake struck about 200 miles southwest of anchorage. Kodiak island is the closest land to the epicenter. On this cell phone video, you can see a long line of cars heading away from the coast. Residents huddled in schools and other shelters for several hours until that warning was lifted around 4 am. The mayor of kodiak says people who live in that remote area understand the risk. We are very grateful there was no tsunami. We live in a very earthquake and tsunami prone area. A beautiful place, but that is what you have when you live in paradise. Fortunately, there are no reports of damage or injuries from that earthquake. Some people in the bay area received a tsunami alert on their phones this morning. But those alerts did not go out to everyone. Reporter the usual weekly test of the Warning Siren system went off without a hitch. Early this morning, the department of Emergency Services tweeted out a tsunami watch. Keyword watch. Its as if you are within three blocks of the Pacific Coast or five blocks of the bay, prepare to evacuate. What that means is the possibility of a tsunami is being evaluated and it is not a confirmed event. Reporter once it is confirmed, the alert level is raised. Then that would be a tsunami advisory or a tsunami warning. From there, we can use things like sirens to get the word out. They called off the alerts, but many did not receive such a notice. No surprise for the former emergency director. You can opt into this, but if you are not opting into the system, you will not get the alerts. Reporter so how big of a wave could hit San Franciscos ocean beach . The largest credible wave would be 10 to 15 feet, about the height of this wall and it would go in about three blocks, but there would be no giant wall of water, not at all. There are now new proposals to create a single statewide system for all kinds of disasters that could be precisely targeted, even down to the single block level. The you want to target it to the area you want evacuated. Reporter and alaskan tsunami would take 4 to 6 hours to get here. A japanese tsunami, 12 hours. California homeowners who lost everything in the devastating mudslides would have new protections under legislation that was just introduced. The bill would require Insurance Companies to cover damage related to mudslides, even if the homeowner does not have flood insurance. Recent mudslides were triggered by wildfires and the bill requires Insurance Companies to cover damages under the fire policy. These floods were clearly a result of a fire that had just, two weeks prior, taken out 220,000 acres of hillside. 21 people were killed in the Montecito Mudslides in Santa Barbara county. It is estimated that 10 of the homes there were destroyed. San Francisco Police are searching for answers tonight after a man was found on fire in the mission district. Bystanders spring into action to try to save that mans life. Reporter it was 1030 in the morning when a woman made a horrifying discovery near mission street. A witness was coming down the alley, saw some smoke. Noticed a man on fire. Reporter the woman ran to a nearby coffee shop for help. Got a cup of water, asked the cafi to call 911, ran back and through water on the man. And through water on the man. Somebody did that to him. Reporter police dont know what led up to the man getting hurt. It is unknown if it was self inflicted, accidental, or if there were suspects involved. Reporter the man was taken to the hospital and was reported to be in critical condition. Arson investigators were called to the scene. Investigators canvassed the area and took pictures of clothing left behind at the scene. I spoke offcamera to an employee of the coffee shop who told me that she tried to comfort the man as he waited for the ambulance. He told her he wanted to go home. She said his breathing was labored and that every time he opened his mouth, smoke came out. The area where he was found is frequented by the homeless, but police do not know if he was homeless. Some people get really upset if they see them walking. Reporter police are asking anyone with information or Surveillance Footage of the area to give them a call. One person is dead and another in the hospital with critical injuries after a head on crash this afternoon in San Francisco. The collision happened on visitation avenue shortly after 1 pm. Police say one car caught fire after the collision and flames then spread to a field. The crash happened when one vehicle was traveling east and collided with another that was traveling west. Witnesses say that one of the vehicles was trying to pass a slow moving school bus. It was two vehicles, collided. One driver of one of the vehicles involved, was pronounced deceased at the scene. Firefighters were able to keep the flames from spreading. Police are investigating to try to determine which vehicle was at fault. A suspect is behind bars after a standoff with police that lasted 36 hours. The man is accused of Armed Robbery on saturday. On sunday afternoon, he was found at the Wyndham Garden Hotel in san jose. Police set up a perimeter around the hotel, knowing that he was wanted on a felony arrest warrant. Finally, around 12 30 am he surrendered and was taken into custody. Five of the victims were taken to tennessees Vanderbilt University medical center. It is going to take a long time to heal both physically and emotionally.
