Emergency crews rushed to the scene and rescued people. In my 20 Years Experience this was the worst flooding or water rescue disaster ive had to deal with. In the end 14,000 people workforce from their homes following the drenching rains. 500 homes and apartments damaged by floodwaters. This is my life. 80 or later what has been done to improve warnings and protections in an area which was hit by the worst flood in a century. Where much better prepared than we were last year. Thousands of people and hundreds of families where affected in San Jose City leaders say 18 families are still living in temporary housing. Reporter that day all he could do was watch the water creep higher and higher hoping it would not flood his home. Finally when the water reached his door and began pouring and he and his family, wife, wife, daughter and granddaughter had to leave and hope for the best. Ktvu was there the day after the flooding when he returned to see the damage. Today what he remembers most is the sludge that was left behind. It smelled terrible. It stunk. For like half your. Reporter the photo it was a toxic soup but they had no choice but to step into it, his deputies said lead to way nasty infection in his toe that took multiple doctor visits any round of antibiotics to clear. It was black. It was terrible. Reporter today his house is at the same location but it is practically new home. 60,000 in repairs and counting. He spent months living in his garage, first pumping the water out of his house and then stripping the walls to the studs replacing everything the water had touched. Everything. The stove, the cabinets, everything. Reporter up and down the block there are homes that are still unoccupied in they have been unoccupied since the flood. For him and his family, leaving was not an option. This is everything for you. Without the house. Nothing. Reporter while he says he will never forget the flood that devastated his home, he cannot imagine living anywhere else. This is my life, if i sell it, i will have no place to go. That is a story being repeated all along the creek but there is a lot of people who have yet to make it home. We were there on the block and sought two or three homes that were unoccupied. They have been that way since this day year ago. It is the lifechanging moment for so many people. You were there that morning when the floodwaters began to rise. I was there with george, our photographer and we were at the golf course first. That is where we started seeing the damage but there was the homeless encampment there and there were people there stranded. We are watching the frantic effort to get them out. The reusing helicopters and pulling the people out. As we wrapping up that is where george sprained his ankle so we got checked out by the paramedics and spent the rest of the day going over to the rock springs neighborhood. He toughed it out but it was amazing watching the devastation in seeing people brought out of their homes, people being brought out in every way conceivable, trying to rescue people. The water came up so fast. There are hundreds of stories just like this along coyote creek. The massive cleanup effort took the entire Community Rallying together but still year later people continue to rebuild. Maureen naylor now on the signs of progress being done. His surveillance camera was rolling that fateful day with the water started creeping up from coyote creek around 9 30 in the morning. 20 minutes later you see his pool on the left disappear. Then the entire backyard submerged in 30 minutes. That was not even the worst of the flooding. I did not think the water would be 5. 5 feet tall. If we had had any warning or clue, even where building the sandbags they said it was going to crest. Did not krister until about 8 00 at night. Reporter two miles south signs of spring and new life in the rock springs neighborhood. And new apartment complex roof here, freshly painted garage is there and construction on the sewer line is underway. They did a lot of work and did it quickly. Reporter margaret said you would never know her neighborhood was under four feet of water year ago unless you look closely. You can see where the watermarks are. Reporter the fence is not the only reminder of the flood. Neighbor say some cars that flooded have not moved in a year. This one stripped for parts. Ruben showed us how high the floodwaters were where he lived. I woke up and it was like whitewater coming out and started rising fast. Reporter this resident has one big take away. We do not always get all the information from our city, federal, local government so it is on us as individuals to be aware of what is going on. Reporter the first thing this resident did was post on social media asking for help with sandbags. We had 20 to 40 cars coming in dropping off sandbags. This video captured friends and strangers who helped and helped. One year later, they are preparing for the party to thank all those people who showed up when he needed it most. I saw some lady who took all of our electronics upstairs. I do not even know who she was. Reporter the Water District paid for his new fence and he has rebuilt his basement from the floor up. His goal was to have the repairs done by the oneyear mark. We wont have it exactly by the anniversary. Reporter while improvements have been made the work is far from done. The city of san jose expects to spend more than 27 million in the next two years since as some of the projects will not be completed until next year. One one about the 27 million price tag, the city of san jose expects to get reimbursed for the majority of that in the state and federal government. Lowering the flood risk in the future. Over the past year he said the city in the Santa Clara Valley Water District have taken several steps to prevent another disaster. There is a 70 page action plan that list the levels, a lot of command and those for learning residents. We do not have the common understanding of the data and did not have an agreement with the Water District on what was important and went to take action. We have corrected that by collaborating with them. We now have a clear system of watching and warning and preparation for the flood. Reporter the trifecta of high tech and High Touch Solutions is in place to notify residents. Emergency alerts can be sent to people in affected areas via cell phones. Community emergency prepared this. Reporter multiple long range devices can be staged or driven into neighborhoods facing imminent flooding. For its part the santa clara Water District has changed how much rainwater is held in anderson reservoir. Last year historic downpours pushed water over the spillway flooding the coyote creek and eventually rock spring and Williams Creek neighborhoods and a mobile home park. Ive been through it myself, i lost everything i owned three times. I have worked a lot of disasters. We always hope that everybody is fine today and hope they get housing and our prayers and thoughts are about them. Today i would have a lot more confidence because we now are working so closely together with the city of san jose in the santa clara Water District. Weve had numerous meetings emergency people working together to know what the issues that happened just before like the communications in different meanings of words and so on. We have new flood gauges. Where bringing a lot of confidence i believe to the people who went to the flood last year. Communication is so important when Something Like this happens. Jesse mentioned about the water levels at both anderson and coyote reservoirs being reduced. The city two tested on coyote creek upstream from san jose. How crucial is leaving that extra space . I know we have not had is what it winter as last year but talk to me about the importance of keeping those reservoirs lower. As you know we have to work with the department of Water Resources but you cannot go lower without other restrictions and bureaucracies of different agencies. We did not have all of those approvals. The water came at one time took him over the spillway. Is designed to do that. Rain does not come in increments so today we are keeping the levels lower, we have got that permission in the authority of the things needed and we are monitored very close. Wish we had more rain but right now it is below normal levels and everything is working. Know you had to get the special permission to be able to lower the reservoir level. Is that something you will continue to have to do in the future . That is correct. The dam was built for water supply and it was a certain amount of buffer for flood protection but we are increasing the flood protection monitoring the dam. Damn if you do, damned if you dont and as of right now, the trail system is here. Right now we are ahead of the process because our crease are being maintained in the water levels are down so if the rain does come we are well prepared. We do not have the capability to protect from one year to the next weather we will be rainy next year or dry next year. It is possible we may have to wait for another 10 to 30 years to see this much rain again to test out the new systems. Talk about the new system. The idea that we might get the large amount of rain throughout the winter. What happened last year is it rained early and often. The ground got saturated and when the rainstorm of february 20 came along, the ground was pretty wet. All of that rain would have rolled straight into the creeks and just exasperated whatever else was going on with anderson reservoir. To really reproduce that also dario again, it may not happen for another 10 years. Having a lot of rain is not the problem , it is having the ground saturated and then having rain on top of that. Yes. The saturation was definitely in factor. On the day in question san jose had about two inches of rain and it felt like it very rainy day for us but when you compare that to what happens all the time in places like oklahoma in the summer or in houston with the hurricane last year, two inches of rain is not that much. It is not like it fell in half an hour so we had two inches of rain spread out over the whole day. Still it may be a while until we get another storm coming and give us two inches of rain across the bay area. I hope we get one soon. We would like to see that. The root of the problem is our forecast do not go far into the future. We are lucky to get an accurate prediction a weak in advance if you have a reservoir near capacity after he rainy winter and you do not know theres the major what system on its way in 10 days or two weeks there is little you can do to prevent flooding.
