San jose police have set up a double perimeter at what is still an active crime scene. We are at the first here. As you move further down the 3200 block of montecito drive, you can see more crime scene tape and more police cars. A short time ago, officers at the equivalent of swap, did a sweep of the area. They moved on to do by a middle school grounds, where the track is, and where the face baseball fields are. Police officials confirmed that are checking to make sure the suspect or suspects are not still in the area. They are also checking for clues in a homicide that may also involve a Home Invasion. There is no information on the victim beyond he is an elderly man. No information on the motive for the crime. We have not been given any suspect prescription information as well or a possible vehicle be to be on the lookout for. The neighbors are concerned but have not been evacuated from their homes. Police tell me they are just being cut out of the crime scene area. If you live in the crime scene area, or if you have a friend there, you will not be allowed into the area. They are keeping neighbors put as they continue their investigation. Again, police say they plan to update us sometime later this afternoon. They will not give us an exact time. What we can confirm right now is that a homicide has taken place inside a home here on montecito, 3200 block, and elderly man inside his home. We are working to confirm it was a Home Invasion and homicide, or whether it was some other type of crime. We do not have the exact details of that, but we are working to get that coming up in the next hour. We will try to have that information for you. For now, we are live in the evergreen neighborhood of east san jose. We will head back to you up in oakland. A very troubling crime there. Now, we go to congress, and emotional testimony today on conditions that those detention facilities on the southern border, becoming a flashpoint in the immigration debate debate. With these women tell me they were put into a cell, and that their sink was not working, and we tested the sink ourselves, and the sink was not working, and they were told to drink out of a toilet bowl, i believe them. I believe these women. Several lawmakers testified about what they saw during recent visits to the border. Republicans at the Oversight Committee hearing, as well as Border Patrol officials, deny allegations by democrats that migrants are being held in unacceptable conditions. That hearing today comes as migrant communities across the country are bracing for expected immigration raids, starting us in the senate. Fox news mike emanuel has the latest from capitol hill. Plenty of drama in the house of representatives today at the oversight and government reform committee, a hearing to address allegations of abuse and neglect that migrant Holding Facilities near the southern border. Reporter several democratic lawmakers taking the unusual step of testifying about what they saw on a recent visit, accusing the Trump Administration of intentionally creating a dire humanitarian situation for migrants there. It is unnecessary to separate children from their families. It is unnecessary to have a policy to detain innocent women and families that have harmed no person and are legally seeking asylum. Reporter volunteers who have been working at those facilities say democrats have the wrong idea about what happens there. In the last four years that i have been working in the shelter, it has actually been overwhelmingly surprising how good the care is at the shelter. People come into our country illegally, we are taking them out illegally, it is very simple. Reporter democrats pushing back strongly, claiming the rate is legal, and saying immigrants across the country are living in fear. The president announced mass arrests and mass deportation. He said to the spirit across america that is breaking the hearts of so many. Reporter while the debate continues here in congress, Vice President pence is at the southern border getting a firsthand look at conditions for himself. On capitol hill, mike emanuel, fox news. There has been backlash and uproar, following the announcement of those integration sweeps Community Activists in santa clara are working to educate the undocumented population, and try to ease some of the fear in the community. Volunteers have been handing out these cards and putting up posters. They tell people to report i. C. E. Activity, if you see agents on your street, knocking on your door, or detaining a loved one. In Santa Clara County, the immigrant community is on edge. Naomi is less worries about her parents, about what a mess i. C. E. Enforcement might mean for them. When this happens, i feel more scared than angry. I do not want to lose them, because i do not want to raise my siblings by myself. I am 18. In a statement, they say they are prioritizing the arrest and removal of those who pose a threat to National Security and public safety. Community leaders say there may be collateral arrests, too. Those in the wrong place at the wrong time. We are still in power. The Trump Administration will not terrorize this community. While the threat looms, some local churches and synagogues are offering sanctuary to those who are undocumented, and advising people to come up with an emergency family plan. Governor newsom signed a bill today that is meant to shore up telephones biggest electric facilities is another wildfire season heats up. Power companies will have to spend at least 5 billion on the safety improvements. This law will also create a fund of up to 21 billion to compensate victims of the future wildfires that are caused by utility equipment. The governor said pt in a will have to help out past wildfire victims as well. Most importantly, they have got to sit down and make a deal with these victims. It has been 1400 days, some of these victims have not been compensated. You know, you do not walk away sitting down with these victims without a tear in your eye. The measure also caps utility providers, liability for wildfire damage from equipment failure. With the reality of more fires breaking out, cal fire is welcoming new seasonal firefighters. Tom baker went to a house fire academy in napa county to see the last day of classes today. Tom . Reporter here in wine country, it was Graduation Day for these seasonal fighters of fires. Next time they face fire, it is going to be the real wild thing. Cal fire and did a two week Training Academy today for returning seasonal firefighters of the sonoma, lake, napa district. They will be on the frontlines of every wildfire in this district, or anywhere else needed, during what will be the driest, hottest months of the summer and fall. They will also be dealing with the procedures and technologies from newfield radios to enhanced personal breathing systems, with a buddy breather accessory, to a new faster way to unload and set up their hoses. So, theyre all getting familiar with the new hose bundle, and they are very universal. So if they go to one station here in napa, and next week they are up in lake county, the hose bundles are the same. At this station, they take in not tying class, essential in rescue operations, using a triangular brace, or by clip size. At the station, this is where firefighters learn to fight fire with fire, not to actually fight the fire, but to save their own lives. And that of their compatriots. What they are teaching them is to run to their safe zone, and where they are going to deploy their fire shelter. But, on the way to that location, their safe zone, they are going to light if you see, and throw it towards the fire heading towards them. That in turn will burn material between them and the main fire, and give them a larger buffer, a larger safe zone. Reporter finally, of the so called dollhouse station, firefighters learn how to read smoke coming from a burning structure that they may have to enter, and how to keep the flames and smoke from overwhelming them. They will see once the compartments are closed, the fire is being starved of oxygen. That shows different color smoke, and a different velocity of the smoke coming in for the gables and the eaves. Reporter so far, california has been under less siege than this time last year. That was the largest fire season in california history. In round numbers, last year at this time, the state had already lost 149,000 acres. This year, the acres burned just 19,000, about 1 8 of last year, up to this time. And only a third of the five year average that is about 60,000 acres. The point of all of this being we hope that our luck holds out, but we have to be prepared just in case and doesnt, which it is not likely to do. She is especially animated on that issue. She is really in the news and a lot of different ways. Robert mueller is expected to testify even next week, the week after, depending on what happens. Under this alliance, folds back in will now be investing 2. 6 billion into its growth. The german carmaker will also be giving Ford New Technology to help build zero emission vehicles. According to both automakers, the steel has been in the works for months, it is a way to ease the cost of developing self driving and electric vehicles. Ford and vw could have partnered with anyone. Everyone was after us. We both chose argo. Together, we are on a path to create the industrys leading Autonomous Vehicle platform. The 40 vw Alliance Makes argo one of the highest valued Autonomous Car Development Companies in the world. For more on this partnership, i am joined by tim higgins, tech and auto reporter for the wall street journal. Tim, this is indeed a global collaboration now between two competitors, no less. Do you think it makes sense . Reporter it is actually a traditional play for automakers. We have seen this in the last couple of generations, where developing a car is expensive, and we have new technology. It is often a smart move to share that cost ensure that risk. We saw this in the past with the new engine, and the sorts of things in recent years. Now we see it again as Companies Really struggle with this idea of Autonomous Vehicles. Lets talk about what each company will gain from this partnership. For years, volkswagen has been preparing to bring out a new platform for electric vehicles, that is things will allow it to fill out many electric vehicles in coming years, but it is expensive. What ford is going to get, part of that platform allotted to deploy an electric vehicle in europe, allowing it to save potential billions of dollars in its own development there. On the flipside, volkswagen is going to get access to this Autonomous Vehicle technology that argo ai has been developing argo ai is based in pittsburgh, but has its roots here in silicon valley. A lot of people that came out of the uber projects worked there. And, it has been this kind of unknown entity, because they have not been out there making the same kind of obesity they used to with crews driving around San Francisco, or women driving around places like the phoenix area. Interesting, i did not realize it had bay area ties. Really, this comes down to scale and cost, right . That is the issue. It is unclear exactly when this kind of time in the Vehicle Technology can really deploy at a level where companies to start to make money on that. There is that risk, the uncertainty. You have got to the people that are developing systems who are high paid. They are expensive, then you have the operational costs. You have got to put dozens if not hundreds of cars to test on the road. This takes a lot of mileage in time. It is just increasingly clear it is going to be an expensive road to travel down. It certainly sounds like a Partnership Makes sense here. Do you see any risks involved with this alliance . The alliances in the past have been troubled. There is not a lot of history of these things actually working out. These companies have different ways of doing things. Every automaker does. And egos and processes get in the way. That will be one of the challenges for this partnership. And as it is for all of these kind of things. On the surface, it does appear that it puts both of the carmakers on better footing for those two things, which is Autonomous Vehicles and more electric vehicles. And, legislation, working its way through sacramento to address californias housing prices, proposing more construction, especially along transit corridors. At this, we will talk with a housing advocate who will make the case for these bills. Labor secretary alex acosta is out, in a growing debate of his handling of the sex abuse case years ago involving billionaire jeffrey epstein. Jillian turner is in washington where President Donald Trump continues to defend acosta, and distance himself from epstein. It would be selfless for me to stay in this position, and continue talking about a case that is 12 years old. Reporter labor secretary alex acosta announcing he is stepping down from his cabinet position. As outlook folder, i do not think it is right and fair for this administrations Labor Department to have epstein as a focus, rather than the incredible economy that we have today. Reporter acostas resignation, coming in the wake of controversy. Critics arguing the former u. S. Attorney for southern florida was too lenient in a plea deal struck over a decade ago with accused sex trafficker jeffrey epstein. He made a deal that people were happy with, and then 12 years later, they are not happy with it. Reporter the president making it clear, acostas resignation was not requested by the white house. And saying the labor secretarys remarks wednesday were inadequate and decent. Alex acosta was a great secretary of labor. Reporter asked about his relationship with epstein, the president s of the two had a falling out years ago. The reason does not make any difference frankly, but i have not spoken to him in probably 15 years or more. I was not a big fan of jeffrey epstein, that i can tell you. Reporter the light helped said acostas deputy will become the new acting secretary. As california struggles with a housing crisis, there are two bills working their way through the state legislator right now, that aim to address this growing emergency. Senate bill 330, and senate bill 592 would prevent local cities and counties from imposing certain regulations that limit development. Supporters of the legislation include members of the mb movement, that is yes in my backyard, as opposed to know in my backyard. One of the members of the movement joins us here in studio to talk about these proposed pieces of legislation and the plans to build more housing in california. We are joined in studio by todd david, executive director of the San Francisco Housing Action coalition. Thank you for coming in. I think a lot of people, it gets a lot of peoples attention and you hear yimby. You are pushing for more construction of housing here in california. Lets backtrack a little bit. We know that there is a shortage of places for people to live. Why do you think that is . Sure. Let me start with this, the state of california is 49th in the country in Housing Units per capita. Right . Only the state of utah is in a more precarious position. Some people think maybe the families are larger in utah. I mean, so i just want to put that in perspective. Starkly, the question is like why, how did we get here . I think there is multiple answers. There is not just one thing that happened. Lets just think about San Francisco. Lets start with San Francisco. Two thirds of San Francisco is zoned only for singlefamily homes, or duplexes. So, it is only legal to build apartment buildings in an urban center of San Francisco in one third of the city. How will these pieces of legislation, taking their way through the legislator, make a difference and address that housing shortage . These two specific pieces of legislation that we are talking about today, sb 330, and sb 392, they do nothing to change the zoning. So, the zoning will remain the same. There is another bill, sb 50, that would do something for zoning. That is not a twoyear bill. Sb 330 and sbs 592, what they do, once a housing development, someone puts in an application for housing development, joint going to build housing, once the application is complete, the rules around building that get locked in. So a municipality cannot increase fees after the application. The developer knows the rules. That is what that does. What 592 does, there is something called the housing accountability act, which says that is zoning compliant Housing Project has to be approved by a municipality. 592 clarifies a couple of minor ambiguities. We have to wrap up in a moment, the criticism is this takes away control from local municipalities, a brief response to that. Let me say this, we have had total local control of the state of california for 150 years. I think that we would all say we are not happy with the housing situation. These bills are moving to have a little bit of state intervention to kind of combat, or to counter that complete low control. We have to leave the conversation there unfortunately. There is nothing he can say. He has written a report. The report says no collusion, and is said effectively no obstruction. Already, he has expressed reluctance to testify, says he wont go beyond what is written in his report. New orleans prepares for barry, the growing concerns this afternoon about flooding, as the storm is expected to make landfall now as a hurricane. We do not know the intervals between periods of heavy rain. We dont know whether there is going to be time for some of the rain to drain. Reporter Officials Say it is a slowmoving storm. Folks need to be ready to go it alone for an extended period of time, especially if the power goes. We also need to be prepared for widespread Power Outages that wont be remedied as quickly as we would like. We are just going to ride it out. We have kind of taken the attitude that this is what we signed up for. We live in new orleans. This is what happens. I cant get scared every time something bad happens. Reporter normally, this time of year, the Mighty Mississippi river back here is about six or 8 feet above sea level. Right now, it is 16 or 17 feet, expected to crest of the weekend at 19 feet. The highest levy builds post katrina is 25 feet tall and so, before this storm even hits, it is already getting way too close for comfort. That is the latest from new orleans, casey siegel, fox news. All right, and certainly a lot of consent there along the gulf coast. It sounds like this system, in is somewhere between a Tropical Storm and a hurricane at this point. Yes, and again, a short tomorrow. Already, those bands of rain over areas of louisiana, we are talking mississippi, alabama, and it is a slowmoving system. We know what that means, when it is slowmoving, it continues to pummel that area, moving very very slowly into the state before it finally begins to deteriorate. Here is a look at Tropical Storm barry at the moment. Winds at 65 miles per hour, moving very slowly at about 6 miles per hour, and a west northwest direction. It really is going to be closed, whether or not it comes ashore as a Tropical Storm or hurricane. Once it comes inland, loses its team, it will again deteriorate. By sunday, it drops down to a depression, the winds will be at 35 miles per hour. As far as rainfall abounds, expected to be Severe Weather rainmaker to anywhere from 10 to 20 inches a possibility. As we know, they have been talking about it for days, the Mississippi River is already at about 16 feet, even a little bit about. Expect it to really peek around 19 feet, which is between moderate and major flooding in those areas. The army corps of engineers believes that the levees will hold up that is some good news there. They still have the storm surge to deal with, as long as strong winds. Here at home, we have got mostly sunny skies away from the coastline. No complaints when it comes to bay area weather. Maybe cloud cover there, that will not shake free as a get into the afternoon or evening hours, pacifica, halfmoon being covered, ocean beach, ask partly cloudy at the moment. I showed you a live shot in San Francisco, with a little puff of cloud cover streaming by. The onshore breeze at fairfield is 25 miles per hour. Concord reporting west at 13, and oakland at 18. That cool pacific air continues to move the the bay area. That is what is helping to keep the coastline cool and mild around the bay. Our inland cities, it is a warm one out there. This time, mike garcia and the whole gang featured in south San Francisco, and hundreds of people turned out this morning for the broadcast and all of the fun surrounding the big show. During each of our zip trips, we would like to introduce you to a hometown hero. This time, a young girl in south San Francisco, who needed help from firefighters in that city, more than 15 years ago, is now lending her hand to the department and chasing her dreams. Ktvus Claudine Wong tells us how a 911 call started a connection that has lasted to this day. Reporter it is all about being prepared. For emt sarah buescher, it does not feel like work. I have been working here for about a year and half now. Reporter as far as she can remember, this is the career she has always wanted. Reporter Little Things that kids will fill out, like in first grade, what you want to be when you grow up . Every single one of them has been a paramedic and firefighter. Reporter she says that dream may have been born south city firefighters responded to a 911 call. She was just four years old. It was probably about 12 hours. I have done a college free service by academy as well as my emt certificate. In the fall, i am going to start paramedic school, which is a year and half process. After that, i hope to be able to be hired. She is not going to quit until she gets it. That is what i tell her just to keep going. Reporter while there are no guarantees she will get to work here in south city once she becomes a paramedic, she is already making her mark as one of only four women in the department. It is changing. Of course it is changing. To be a part of that change is honestly one of the greatest things for me. Reporter both admit it is something to think about, remarkable odds that had been crossing paths for the first time so long ago. We are somewhere in the neighborhood now of 8000 calls per year. The odds of me being on duty at that particular time, to be the one who responded to her house, those are pretty long odds. Reporter pretty remarkable when you see where they are today. Here in San Francisco, pete has teamed up with 11yearold cindy white who will be checking the contents of the sea been once a week. And, doing an inventory of all the water bottles, wrappers, plastics, and micro plastics that have been collected from the waters of the bay. I like the environment, and i want to help it. I think it is better for the bay area. I also heard that there were more around the world. Reporter pete says the see bins in use around the world have already pulled close to two tons of waste from our oceans that could have been ingested by marine life. But, he says to truly make a dent in the problem, we all need to change our behavior. Ac been is not going to save the ocean, technology is not going to save the ocean, it all comes back to us, then the back, abandoned the plastic straw, i think invention combined with technology, that is how we will win the war on plastics. As part of his campaign to try to clean up the oceans, the ceo of c been is urging local governments around the world to install more of these devices, and make a concerted effort to limit the publics use of plastic.
