Happening now, a man accused of attacking a woman outside a San Francisco condominium building on august 11 could be released from jail. Home security and Smart Company ring, has quietly partnered up with hundreds of Police Agencies across the united states, giving them access to camera footage from homeowners. Washington post reporter, drew harwell, has reported in detail about this news. He joins us live this morning. Drew, good morning to you. Reporter the more house parties or go to in our neighborhood, the more ring cameras i see as well. I like your line in your story that says this is americas new neighbor watch. Whats going on with ring of these Police Departments across the country . We have 400 of them. Thats a pretty big number. And theres millions of the scammers across the country. What ring is doing is saying, to the police, you can go into your neighborhood, outlined where you want to collect video from, and they will work directly with those homeowners to get those footage, those clips of footage you need to essentially take down a crime. Its also raising all of these questions about privacy and surveillance for everybody in the neighborhood and not necessarily knowing they are being caught on camera. To clarify, homeowners can deny the request, yes and on that . Yes. They get an email request from the police. They can say yes, you can have all my video, or let me go to the video and i will share what i want. Or you can decline out right. So, it is still the user gets to decide. But that request is coming in a way that, you know, homeowners are not always expecting. This is a system they sort of set up, not necessarily to be an informant, but just understand what is going on in the home. It is a new element for people to understand anything about home surveillance. 30 agencies here in california are locked in on this program. The homeowner does indeed decline the request, i guess the question is can Police Actually go to ring, the company, with a subpoena to get the footage if they are really interested in getting it . So the rings as the officers are not told which houses say no to the request. And, ring also says, they will fight against overbroad requests from the police. They will supply information when just given a subpoena. But they will supply information if they feel like they have a legal obligation. Of police come to them with a valid court order, some sort of Binding Legal mechanism, they will respond with that information. And, the officers i talk to say when they go out and canvassed the neighborhood and knock on doors and talk to homeowners, they are looking for that little doorbell camera as well. Because they know, that is information they can chase down later on. These are, this is a brave new world we are entering. It is really changing how homeowners think about their lives. It is not like that ring is sending out press releases about this, drew. Why has the company been so confidential about this partnership with Police Agencies . You know, they have sort of told us a couple of agencies over the last couple of years, that there has been some announcement. We didnt have a sense of the scale. Nobody really expected that there were more than 400 of these. So i think, part of it is that ring has been trying to kind of work behind the scenes to get these police allies, establish this program and see how it works at scale. The other part of it is that there is a recognition and there is some resistance from some people who feel like this is a step too far. This is surveillance infrastructure that nobody has really voted on, run by a private company. So, there is some anxiety about how much is too much. I think ring is starting to recognize that they have to be a little bit more open about how the program is working. It seems like they are trying to do that. Reporter on the eastern and central part of the island late last night, people were boarding up their homes and businesses. There were stocking up on food, water and other essential supplies. It was nearly 2 years ago, september 2017, when Hurricane Maria impacted the island of puerto rico. The territorys infrastructure and power grid are still not completely fixture that storm. About 1000 roads are still blocked or under repair after damage from Hurricane Maria. There is still about 30,000 homes on the island with tarps on the rooftops. The experience we had with maria, we are taking measures so that the same thing does not happen again. Valley water directors in the u. S. Army corps of engineers will break ground on the project today in morgan hill. The upper yeagers creek has flooded several times in recent years. Phase 1 of the 1. 4 million project is expected to provide protection to more than 1600 homes and businesses in gilroy, morgan hill and san martin. Valley water says it is working with congress to secure funding for the second phase of the project, which could begin next year. Brazil has agreed to accept 12 million in aid to help fight wildfires in the amazon rain forest.
