The surgeon is still on for the person that shot out a window at San Jose State University and now we are hearing from a student who was sitting right beneath the window as the bullet went by. We are alive outside the library with more on this. Reporter she says hes shes still in shock meanwhile the glass was falling to the sidewalk below. The sound took this freshman by surprise. I was studying for my exam and out of nowhere i heard the loudest pop number right above me. Reporter gunfire erupted chattering the window right above his head. We saw a huge hole in the glass, this glass all over my desk and all over my floor and myself. Reporter asstill falling from the shattered window and an area outside of the library is blocked off and police are continuing to investigate what happened. The float lab was created by designers and architects from the California College of the arts working with marine ecologists. This structure will float in the middle of the bay and is designed to provide a refuge for marine life and reduce coastal erosion. The focus today across the world is on the environment and making improvements there. Let me start with you and talk to us about what this float lab does and how it works and what the purpose is. The purpose is to create floating structures and you can think of them as upside down marshes but not like shorelines, here in the image you can see where you cannot bring back shorelines. You brought a piece of what this lab is made out of. So what it is made out of, described to me why some of this is necessary is to mark im going to talk or have margo talk about that. This is fiberglass polymer made by chrysler and associates and the point of this, it gets its strengths and curves. It holds up very well in marine water. With Digital Tools you can begin to contour and it gives this if you think of it upside down at becomes a landscape for animals. Different flows and surfaces. What sort of marine life will be making their home . Vertebrates, oysters, mussels, we are hanging structures that will hang from the bottom side. Why is this even necessary, why do certain species need this save space or refuge . One thing as margaret was mentioning earlier most of the bay is not native species in terms of what has evolved over time so what this does is create a solution for biodiversity in terms of habitats to start to replace the marine life but most importantly a dualpurpose addressing Climate Change in the sense that the project has really creatively made what looks like an art sculpture but has the functionality to be able to be multiplied and provide breakwaters but also become this upside down marsh to increase the biodiversity of the bay. So youre launching one of these labs tomorrow i know theres going to be a ceremony, the mayor is going to be there, what is the future, are we going to see the bay filled with these . These are a pilot and there could be more so that there could be a series of them that could break waves and come closer to a seawall so that you can stop these big surges. You can at least begin to slow down the ways but waves before the seawall. One of the things we have not talked about is how this could not have been done without the cooperation of the city of oakland. Absolutely. This is a first of its kind it is historic where going to celebrate. We appreciate you both coming on to explain this project. Coming up come on wild rides and tense moments today inside a chicago area mall, tonight the fbi is investigating how this car wound up inside the shopping center. Another democrat drops out of the race for the white house today, the new york mayor made the announcement this morning. One of his problems was gaining support. As of july less than 7000 people had donated to his campaign and candidates at the last debate needed 130,000 donations. He also had only 2 support and and a handful of pauls. His exit means there are 18 candidates remaining. It was a busy week in california when it comes to national politics, President Donald Trump made a stop and northern and southern california. So did ben carson and that orourke. Michelson hosted the issue is. He joins us now live with more on what they had to say during those visits. Good to see both of you of course the most hot button issues are guns and homelessness but lets start with dr. Carson who is the secretary of housing and urban development in charge of the federal response to homelessness. We are looking at a slew of options. We would like to work with the city and the state. It does not seem sometimes they really want to work with us is the key thing is we have people out there on the street and its not just because they are on the street its because theyre creating very unsanitary conditions which can be the precursor to an epidemic. So it is something. Are you considering the police option break up the tent cities . I think it is important that we support and empower the police so that they feel like when there are people who are unruly and infringing on the rights of others they have the ability to go and do something about it. Interestingly the governor of california asked secretary carson for 50,000 vouchers for Affordable Housing in this state. The secretary said were not going to give california that because youre not using the vouchers you already have. The other issue we are talking about is guns. Mandatory gun buybacks for ar 15 and ak47 so how would that actually work smart we talked to him about it. Im listening to not just democrats and republicans and gunowners and not gunowners alike they by and large every that this is what we should do as a country so i expect americans to comply with the law, those that own ar 15 to understand that surrendering these weapons is in the best interest and making sure we can address a gun violence epidemic that takes more than 40,000 lives per year. How do you actually get this done . Its a law that would be passed by the American People through their representatives in congress, a law which i would sign and enforce. We have seen this happen in other countries. Australia had a mandatory buyback of ar 15 said ak47s and its estimated that 16 Mass Shootings have been prevented since the law has been adopted. Of course it would be very difficult to pass Something Like that when congress is not even been able to pass universal background checks which now have 90 support which is something they have not been able to pass for years now. During football season removing timeslots, we have and on at 6 30 in the morning on saturdays and we are now moving to sunday mornings at 5 30 in the morning so if you would like to get up early we hope you watch live and if you like to sleep and we hope you will set your dvr. And a big day sunday. You have that and nfl foot wall and the emmys all in one day. Quickly there obviously here in california talk about mandatory gun buybacks that plays well, do you get the sense he has any concern about how that is going to play in the rest of the country in a broader sense for his campaign . I asked him that question, i think honestly we talked about the fact and what happened in el paso changed him as a person and a candidate this is a mass shooting in his hometown and i think after that experience he came to say i really dont care that much about the politics or the polls im just going to start saying what i actually believe and if im going to lose this race essentially im going to go out saying what i stand for and actually he has done better since he started doing that so we will see how that plays but interestingly on our panel this week is Holly Mitchell in charge of the budget for all of california and she did not agree with this idea of mandatory gun buybacks, even a progressive democrat here in california. Is interesting i feel like here in the bay area after ben carson says is, it was tell us something you dont know and in your interview days does he go further and obviously Police Support would be great and much needed but when you break up those tent cities where people going . He would not give the specifics of that and President Donald Trump has been asked about the specifics of that and said that is something we are now discussing. Were going to have an announcement about that soon so it seems at least the administration either has not come up with the exact solution they want for their not ready to announce it yet. And wanting for the north bay to be prepared for power outages. Early next week parts of the north bay will be under an elevated risk for potential outages as fire danger increases. We join you live from santa rosa after talking to the fire department. Reporter they lost 1320 homes here and there going to be upset about it power outage. Notice is given in certain areas, notice for the potential Public Safety issue as this weather builds up over the weekend and into ne. Although it will be very warm and dry and somewhat windy in the santa rosa area this weekend, pg nd as well as fire officials are bracing for a more serious situation at the beginning of the week. Right now a power shut off has not been initiated but we did find that there are some gusty weathers coming in monday and tuesday so we did raise the status up one level. This is the time of year that we typically reached the peak of our fire season locally. We had a lateseason and relatively quiet season which is good for us but we know the risks associated with late september and early october. Similar conditions are not confined to just toe santa rosa. Were looking at it in the sierra foothills and the north bay right now. Again we are just at the elevated status. Reporter we are now looking at and officially declared National WeatherService Red Flag warning situation. That is not happening right now it is entirely possible as the weather gets hotter and drier and as the wind picks up. Obviously if you have been outside the weather is already feeling warmer and we are really going to heat things up this coming weekend. As we know we typically get warmer weather this time of year and it also happens to be the driest time of year because we are coming off of the end of summer. In fact the final weekend of summer, if youre going to be out you will see a drop in temperatures on sunday, lets take a look at current conditions. San franciscos 77 degrees right now we have 80 four in the north bay oakland 81 and temperatures came up by 70 degrees today, Half Moon Bay by four, san jose by 5 00 so as we get into the evening hours we are going to remain with mostly clear skies, the wind is variable you see oakland has the onshore breeze, take a look at fairfield coming from the northeast that dry wind comes out and it looks like the northeast flow is going to be Even Stronger into the early part of next week and thats what we were talking about a moment ago. Outside our doors we have wall towall sunshine inside the bay and tomorrow morning we wake up to patchy fog along the coastline tomorrow afternoon we could see that far redevelop late in the day with bigger chances coming on sunday. Low 50s to low 60s one of the cooler spots in the north bay, afternoon highs are going to come up slightly, 76 expected over areas of San Francisco, low 80s for the space or at low 90s for hotter locations like concorde, temperatures will drop on sunday another warmup in the extended forecast, details are coming up in a bit.
