Reporter a siren as police patrolled Market Street this morning. This is legally enforceable. A violation is a misdemeanor, although the citys police chief says enforcing this is really a last resort. What it means with this shelter inplace order is that only essential businesses are opening. Heres a list. Grocery stores, pharmacies, restaurants for takeout and delivery only, no dinein service. Hardware stores and gas stations are open. Now, only people who work in essential businesses and services should be going to work. They include healthcare workers, police and firefighters, delivery drivers, journalists, taxi, uber and lyft drivers and people who work in Grocery Stores because they will be open. Things that arent essential and closed included bars, clubs and Retail Stores overnight empty in downtown san jose. Usually busy overnight district near first street. Leaders and Public HealthOfficials Say all of this is necessary to slow down the spread of coronavirus. A change in behavior, a change in our everyday lives. Starting today, both Sonoma County and its biggest city, santa rosa, plan to scale back to only essential Services Like the police and the fire department. All other Public Employees are being told to stay home. Now, this shelterinplace order is already having a big impact on many bay area businesses. Bars and restaurants are really hard hit. Last night in San Francisco, the owner of johns grill Near Union Square shut down the restaurant and gave away food that was left over to his 50 employees. One bartender just bought a house. Im just very scared right now and just worried about when the money is going to be able to come in. Im a nervous wreck. Of i have a disabled child, and, you know, he takes special formula and i dont know how that is going to work. I really dont know. Its really sad. The owner of johns grill handed out paychecks to the workers and vowed he is going to reopen johns grill as soon as possible. Similar scenes occurred outside of many other businesses in the six affected counties. Time is 7 06. Happening today, Alameda County supervisors will consider a new sick pay ordinance. Its a response to the pandemic. Supporters of the measure say it would guarantee paid sick days without any loopholes. They say encouraging sick employees to stay at home is more important than ever with the highly contagious virus now creating a National Emergency and this proposal will affect People Living in the unincorporated parts of the county. And with the shelterin place order now in effect, some bay area businesses are doing their part to help the elderly get what they need without having to put them at risk of the coronavirus. They are told to stay home for three weeks except for essential needs. This affects 7 Million People. Police and Fire Protection will be provided. Grocery stores, pharmacies and banks stay open. The governor announced several new measures to help people stay well during the pandemic including people who are anxious about going to the dmv. We are waiving it for 60 days but there are at least 60 days. No enforcement of expired licenses and expired registrations. The governor is halting evictions, foreclosures and durning on electricity. The state legislature suspended its session. More than half of the coronavirus cases in california are right here in the bay area. Santa clara county has the most in the state, with 138 cases and 4 people have died. San mateo now has 42 cases and 1 person died. 40 confirmed cases in San Francisco, no deaths. Contra costa county has 34 cases, but no deaths reported there. And alameda has 21 cases, no deaths reported there. President trump issued a new national guideline, but nowhere near the level of the shelterinplace order here in the bay area. Those restrictions include closing schools, avoiding groups of more than 10 people and stopping any discretionary travel for 15 days. The president says you should avoid bars, restaurants and food courts during that period. If everyone makes this change or these critical changes and sacrifices now, well rally together as one nation and we will defeat the virus. Many Health Officials say the federal guidelines should be even tougher. They are pushing for a National Quarantine and severe limits on domestic travel. At ucberkeley, education expert says the most important thing, have a structure so they can develop a rhythm to their time away from school. Professor frank wuerl says get them out of bed at the usual time, get them dressed, have breakfast, then spend time with books and Online Learning and arts and crafts. Also, its important that they get physical exercise. What really is important, i think, for children to expend some energy. It has a physical benefit and also psychological benefit. So we did a facetime and then we just played. He has, like, a mini basketball hoop in his room and me, too so we both tried dunking. With so many schools closed now, School Districts are trying to make sure that students who depend on School Meal Programs dont go hungry. They will also defer the first car payment on select models for 90 days for new customers. The judge overseeing the nia wilson murder trial took the extraordinary step of halting with only the third day of jury deliberations, instead he issued a verdict himself. Judge ruled that John Lee Cowell was sane when he fatally stabbed 18yearold nia wilson and injured her sister at an oakland bart station in 2018. That rare move was due to the age of some of the members of the jury. Given all the different variations or variables that were involved, i think the judge made the right call. More than half of the coronavirus cases in california are right here in the bay area. Santa clara has the largest in the state, with 138 cases and 4 people have died. San mateo now has 42 cases and 1 person died. 40 confirmed cases in San Francisco, no deaths. Contra costa county has 34 cases, but no deaths reported there. And alameda has 21 cases, no deaths reported there. With the shelterinplace order in place, some bay area businesses are helping seniors get what they need without risk getting the virus. You can see theres a line thats stretching down the way here. The reason for this line is because they really want to give seniors the least amount of exposure to other people as possible. So they are letting in small groups at a time. Now, starting today, from 8 00 a. M. To 9 00 a. M. , only people 60 and older can go into the store and shop. 9 00 a. M. To 7 00 p. M. Everyone else is welcome. They are giving seniors a comfortable place to shop. Customers are coming to a clean fully stocked store to get in and out without exposures. Volunteers are also taking phone and email orders for delivery and curbside pickup, as well. The special hours are also happening at the sunnyvale and rose garden locations. Vulnerable populations face the highest risk of getting the coronavirus. Its best to stay home or practice social distancing when you go out for that necessary food run. We care about our community and we realize that the coronavirus these are the people most affected and it was a really easy step to make sure to make sure their Shopping Experience is safe. They have 30 minutes to shop until the senior shop is over and everyone heads inside and until the store closes at 7 00 p. M. The reason again for this line, it seems overwhelming but the reason is because they are really limiting the number of people that they want inside because the whole purpose of this is really to keep the seniors Elderly Population the most vulnerable safe from coronavirus. Hundreds of thousands of bay area students are staying home so parents and others are trying to figure out what to do with them. Ucberkeley education expert says the most important thing is to have structure. So children and teens can develop a rhythm from their time away from school. A professor recommends getting them out of bed at the usual time, dress, eat, then books, learning and arts and crafts. He says its important that children get some physical activity. Last night the fda announced groundbreaking new policies to further increase testing, very substantially so. All states can now authorize tests developed and used within their borders, in addition to the fda. So the states are very much involved, involved from the beginning. But were stepping it up as moneywatch every much as we can. Testing proteiders are going well. In a short time all other labs will kick in. Its never been done before and its going to be something very i think its going to be incredible if its done properly. These are among the greatest companies in the world, actually. So the states are going to be dealing through themselves and with local governments, local physicians, local everybody. They are also dealing with us. We have a tremendous testing capacity. We are announcing a dramatic expansion of our medicare teleHealth Services. Medicare patients can now visit any doctor by phone or Video Conference at no additional cost including with facetime and skype. Its not been done before, either. In addition, states have the authority to Cover Telehealth Services for their medical patients. And by doing this, the patient is not seeing the doctor per se but theyre seeing the doctor. So theres no getting close. During this time, we will not enforce applicable hipaa penalties so that doctors can greatly expand care for their patients using telehealth. So the penalties wont be enforced. We encourage everyone to maximize use of telehealth to limit exposure to the virus. Its been a successful method of communication but never used on a scale like this. Youll be able to also better maintain Hospital Capacity by doing this. President trumps 15day coronavirus guidelines are advice for every american in every community. We would make one specific request, and that is we would urge Construction Companies to donate their inventory of n95 masks to your local hospital and forego additional orders of those industrial masks. Because of what the president asked to be included in legislation moving through the congress today, those industrial masks that they use on construction sites are perfectly acceptable for healthcare workers to be protected from a respiratory disease. But were asking Construction Companies that our president knows very well from his background, were asking them to donate their n95 masks to their local hospitals and forego making additional orders. At the president s direction, we will continue to do whatever it takes. Well continue to marshal the best of the American People, the best of all the people behind me, the people behind them, our state and low officials and we will get through this. Id like to announce some significant actions that the president approved today. Earlier today, i sent a letter to fed chairman powell approving his request to use 13 3. The fed will be setting up a special Purpose Vehicle which the treasury will invest 10 billion in from one of our funds. That will enable the fed to guarantee the purchase of a1p1 commercial paper Going Forward. Thats a 1 trillion market. And it is critical to american workers. Its critical to american business. Around its critical to american savers who have a lot of that money in money market funds. So we heard loud and clear there were liquidity issues. This is very significant and will create i dont think well need to use it all, but we have the ability to have the fed purchase up to one trillion dollars of commercial paper is needed. That has already created significant stability in the market today. The second thing i would say is, you know, we previously talked about deferring irs payments. The president earlier this morning authorized me to announce this practice. I have previously announced we would defer 200 billion. The president suggested we increase that to 300 billion which we will be doing. Now, let me just be clearing on the specifics. We encourage those americans who can file their taxes to continue to file their taxes on april 15th because, for Many Americans, you will get tax refunds and we dont want you to lose out on those tax refunds. We want to you make sure you get them. Many people do this electronically which is easy for them and the irs. If you owe a payment to the irs, you can defer up to a Million Dollars as an individual. And the reason were doing a Million Dollars is that covers lots of passthroughs and Small Businesses, and 10 million to corporations, interestfree and penaltyfree for 90 days. All you have to do is file your taxes, youll automatically not get charged interest and penalties. Now, of course, any american has the right to extend their taxes, were not taking that right away. Thats an enormous amount of liquidity in the system, 300 million. The third thing is the president and i worked on a very significant economic stimulus plan. Although the president likes the idea of the payroll tax holiday, i will tell you what weve heard from many people and the president has said we can consider this, the payroll tax holiday would get people money over the next six to eight months, were looking at sending checks to americans immediately. What weve heard from hard working americans, Many Companies have now shut down, whether its bars or restaurants, americans need money now in the next few weeks. How much . I will be previewing that with the republicans. There are some numbers out there. They may be a little bit bigger than whats in the press. What help are you going to give to airlines . I have had discussions with all the Airlines Ceos this week. The Airlines Ceos have had conversations with the senate and the house as the president said, i was up with the subset of the republican senators last night. I have discussed that with them. I think as you know, this is worse than 9 11. Its almost ground to a halt. The president wants to make sure that although we dont want people to travel unless its critical, we want to maintain for critical travel. Im not commenting on specifics. We are very focused. Theres a lot of workers. This is strategically important to us and well be working with congress on that. The Airline Industry will be in good shape. Go ahead, please. Theres some talk about 1,000 checks to every american increasing support among republicans and some democrats for that. Would you support that going to everyone, or would you support some sort of income restriction on who gets a check . I think its check clear. We dont need to spend people who make a Million Dollars a year checks. But thats one of the ideas we like. We are going to preview that today. And then well be talking about details afterwards. I think we are going to do something that gets money to them as quickly as possible. That may not be an accurate way of doing it because obviously some people shouldnt be getting checks for 1,000. And well have a pretty good idea by the end of the day what were going to be doing. How are the mechanics of this working . We have been talking about a payroll tax holiday, some 500 billion worth. How would this idea of sending people a check work . We want to make sure americans get money in their pockets quickly. We want to make sure Small Business owners have access to funds. We want to make sure that hotels, airlines, we have an entire package. Well be laying out those details later today. There are four different ways you can do it. Look, we have four or five ways we can do it. Four ways in particular i think, the fifth a possibility. But theres some very good ways of getting the money out and getting it out quickly.
