The state of california breaking down a deeper understanding of the six under caters in our decisionmaking as it relates to making meaningful adjustments and modifications to the stayat home order. Aim working with local partners, Health Directors, and elected officials but also local sector leaders. What i mean by that is way begin to consider as it relates to expanding the definition of essential,. We consider the opportunity to open up spaces all across the state that have otherwise been closed. We are breaking conversations down working with our economic ander recovery advisers and working sector by sector to understand the unique challenges and characteristics characteristics. We have wonderful conversations with elected officials and representatives, democrats and republicans from all across the state of california. We had very spirited conversations around legalism. Everybody making a point. We need to be considerate to all of the work we do here in sacramento not from top down but bout are moving along very swiftly. I am breaking down the guidance with the consideration that these modifications will be in place in the next number of weeks, and making sure we are doing that in partnership and in could be council with local leaders all throughout the state of california. But one thing has become Crystal Clear. When we talk about chuck opportunities, economic growth, and reopening with modifications, the economy in a safe way in the state of california, not only should we be driven by data and Public Health as a predicate and we will be. Force. That means we really have to consider the needs of our workers, particularly those with children. And that is why today i want to make an announcement about an effort that has been, and i am not exaggerating, almost two decades in the making. These challenges are they birth necessity and invasion. In an innovative plattform that the department of social services has put up for childcare in this state. I have four kids. Many of you are watching have children. Many of you hoping to get back to work. Many of you struggling to educate our kids to care for our kids and take care of yourself and others and childcare has been a huge challenge. 63 of licensed childcare facilities in the state have been impacted there this crisis. That is a jawdrop been some hero you can work done. Our Hospital System up and down the state. We are able to partner with them and others to put 432 pop up childcare facilities very strategically placed all throughout the state of california. Because of the leadership of tone gnu at kuhns and the leadership of the speaker of the assembly. They prioritize with their colleagues across the political aisle. The support of emergency grants for childcare slots. I had a wonderful conversation with the womens caucus here in the state of california focused exclusively on the issue of childcare. Their advice, their council, their direction. They want to make sure that 100 million is well utilized and transgression with real transparency. 50 million was for new vouchers, and then 50 million in partner youship with the California Department of education was for facilities, making sure that they are sanitary, making sure that we have appropriate protective gear. Cdc just put up their information today on where those 50 million are going. They are going to get those dollars distributed and they put out that guidance and couldnt come too soon, but we are very grateful now it is up and we are going to get those dollars out there. So 100 million in that state. This new portal which ill introduce in a moment years and years in the making. Weeks and weeks in under the circumstances creation, and then additional positive news in the space. 350 million that came from the cares act because uncredible leadership of Speaker Nancy Pelosi and the partnership she was able to form across the aisle. Had conversations with kevin mci afterthrough leader. The state of California Republican leader. Everybody worked together to crow cite create 350 million. We are very close to making that public on the 14th of may, and that 350 million working with not just a womens caucus, subsequently so with colleagues of all political stripes and the assembly and the senate will prioritize the assessment in those dollars in realtomb as well. But in the interim, this portal is profoundly important. This portal is a tool to navigate. A tool where we do a lot of the vetting. We do a lot of the research. We do an assessment that is dynamic in realtime. It is updated that allows you to go in, type in your zip coned, and then see popups of all of these childcare facilities i he willth whether or not they are licensing. You have a chance to really learn about the quality. Youll learn about the number of available slots. The hours of operation, the size of the facilities and other information that is now being made available all throughout the state of california. There are still areas where we recognize not a lot of centers will pop up. That is on us to do more and do better in that space, and then the constraints with so many of these facilities shutting down makes that more challenging. That is our responsibility to work through and figure out. The childcare deserts in the state and make sure that everybody has equitable access to hide Quality Childcare in this state. This portal, by the way,. There are some Registration Requirements that separate what they are doing from what we are doing. This broader area. The most important member of the public today is the person that really spearheaded this effort and really lead this focus endeavor over the last four weeks. She made a point earlier that ill repeat yet again how many years this has been in the making and how wonderful it is to be in this position where we get to present it to you today. It might not be as big of a deal. Many of you without kids. But those with it kids that understand the power and importance of childcare and understand childcare is economic development. Well continue to take thoughtful approaches to insure the safety of as we look at the roadmap to modify the stay athome order. The department of social Service Released early whyer this month around social distancing and physical distancing in childcare programs really keeping those group sizes as small as possible for children. Extending that indoor environment to outdoors. Maps and other visual cues for children to keep that social distancing in place. Those cots for nap reasontime, six feet apart. Frequent handwashing with learning counting and learning songs and we are shake making sure that is happening across the board and how you can modify your pickup and drop off practices to reduce the entry in that of your facility. The department of. And other stakeholders throughout our state as we ensure our families across california had the supports they need to thrive. That is again the aggregated portal for so much information related to this crisis and our response to the crisis. Take advantage of other tv site and fulfill the opportunity to get some of these subsidized slots or high quality slots in their neighborhoods. They can get the relief they deserve. Speaking of the covid 19. Ca. Gov website. As i suggest for a lot of information. We update on a fairly consistent basis. We put out from the you outside is dynamic. Based on the conditions, based on the credible decisions so many of you have made to stay home and to physically distance. We have been able to continue to update that site. We have just an example a number of days ago updated it to allow for people to get clarity if they sell bikes. To allow folks to sell bikes working with the counties, to adjust on a countybycounty basis. Those guidances are up for the state of california. I met with faithbased leaders a few weeks ago. They wanted some clarification which we did on update. So many of our community providing critical social services, essential social services fcluding those with be health issues, our homeless brothers and sisters, seniors, Substance Abuse programs. Way want to make sure there is clarification. Able to to do the same as but relates to activities of showing homes, realtors and the like. I encourage you to take a look particularly in light of some of the updates today on open space and outdoor activities. It is essential that people recognize and avail themselves to the essential nature of physical and emotional support, and we recognize the state of california, recognizes the 200 parks. There is a real need and desire to have more points of access, and ultimately more points of clarification of what is allowed or what is not allowed. About two dozen additions were made on that site. I encourage you to take a look at it as it again, with a modification of s distancing. It has been allowed. We wanted to clarify the hiking protocols. Issues large and small. A lot of conversations in this state about, you know, things like, well, golfing, and whether or not that is appropriate in the bay area. The bay area put out some Additional Guidance on that. We wanted to clarify where the statute stands. That is a space loosening up in modifications. Some are close to suburban urban areas. I asked about horseback. And being able to play catch with your kids. Yes, they are appropriate. We have guidance on we encourag you practice enjoy activities outdoors. The only thing we dont want you to do is linger outdoors in ways where you are mixing or congregating or you are violating the principles we set out on our stayathome order related to large events and related to your health, the need to keep you healthy and safe. So i hope youll take a look at those guidelines, and they are certainly more exens pansive than we have seen. We hope to continue to update them. That site gets updated fairly consistently. I just want to make sure that you avail yourself to it and we, of course, are working hand and glove with our local Health Departments to make sure we are squaring our guidance and clarifying where there may be ambiguities. This is the phase we are in over the next few weeks, arguably, many, many months, well continue to work with our county Health Directors, our local officials. Theyll be constant need to update. That is whsome degree on a couple of our beaches inth state of california. As i have said from day one, one has to be open to argument, interested in evidence. We cant be driven by ideology. We have to be driven by the tread spread of this disease. I am going to announce in a moment the number of people who lost their lives getting close to record numbers yesterday. The you fact that we saw a 5. 2 increase in the number of new positive cases in the state. Some modest increases in hospitallyizations and icus. Ill update those numbers in a moment. It is just another reminder this disease is not going away. A few people reached out to me and said oh, no, no, it will. We just need a little sunlight, and it is going to be solved. There is a sense that people are spreading that around that it is a disinfectant us. We are hopeful there will may be a seasonality to covid 19. Even in countries like singapore. They had a big setback. Roughly 1400 cases. In one calendar day just in the city nation state of singafore because they may have moved too quickly to open things back up. But is a way of long wind up windedly. Some people are more vulnerable. It doesnt matter your time of life. If you have a compromised immune system, you could feel much younger or put yourself at risk. May have just been tested. Not knowing a few days later you may your loved ones. The conditions last week were disturbing. I was candid about that. We had very consistent about that. We anticipated concerns with the weather coming back up and wanted people to be vigilant. In awe cow couple of our beaches we did see that happen. We saw incredible leadership. Their counand their partnerships. So many outstanding examples where people met the moment both as citizens of this state and as local leaders, law enforcement, and the like. We just want to acknowledge that. I want to thank everybody for that outstanding work. That is going to help us get to this goal of beginning to reopen the state much, much sooner. So lets keep that up. But in areas where we didnt see that, you have to acknowledge that. You have to own that. And you have to figure that out. So i have been lead by my Health Directors in partnership with council and many Health Professionals that feel we need to address that more specifically. As cities up and around the Orange County area. And those are the point of particular concern. So today, we want to make some clarifications. We are going to do a hard close in that part of the state in the Orange County area. We are working with the county. I want to acknowledge the great work of the county. They put together some interesting and thoughtful guidelines. Just an example of a lot of great work that is being done at the local level. Were bringing that into the conversations we are having up here. That is the spirit that we want to see all across the state. And i want to acknowledge that spurt in Orange County. People who arent practicing physical distancing that may go back to the community outside of Orange County and may not even know they contracted the disease and now they put other people at risk and put our Hospital System at rusk and the luck. L. County. These are large counties. Orange county. Those are three of the four largest areas of concern as it relates to a total number of people that have tested positive and the total have bee hospitalized. Orange county has been on wonde down there. Were a temporary pause on the beaches down there. State and local beaches. We want to work very closely. If we could get some framework and guidelines, we can reopen very quickly. We have to make sure we can get this right. Why undo all the great progress . Lets move this state forward together. I know there is that urge and desire. I hope you take a look at all the new activities that are allowable. Things that are already allowable but may not have been as clear. Those the 200 state parks that are open in the statute of california as long as we are modifying our behavior and practicing the physical distancing, were going to move through into this next phase. We are again, talking about that phase two in the next few weeks. The only thing that will set us back is behavior u. Not i have been a beach advocate. I finally signed a bill to open up to keep you safe. My job as governor is to keep you safe. When our health folks tell me they cant promise that if we promote another weekend like we had, then i have to make this adjustment, and so i hope it is a very shortterm adjustment. I room confident it will be because the spirit is disproportion innocently . They truly are except trying to solve the health problem. Trying to mitigate them that can grow into the future and i just want to update you. Just briefly i will comply. We had 95 families completely torn apart just in the last 24 hours. But doesnt take weekends away. Last weekend. But has not gone away. Dont be fooled by that. I know we want it to go away. We are doing everything in our power and you have that power. Your decisions have helped us flatten the curve in the state of california, but we havent bent that curve downward. We have just flattened that curve. It is stable, but 95 souls were lost in the last 24 hours. I hope that is a point of a remainder and caution in terms of the behavior that we are sefew of our beaches in the state. In the total number of positives. Yes, we are doing more tests and i am proud now in excess of 625,000 tests. We made a commitment to you. And get up to 20 to get on this way. Way are getting those testing sites up in Rural California and inner city, california. Even a county like Orange County which is one of the highest rates of the total number of positives. Again, size and scope. A very limited number of people have been tested in that county. So we need to provide more tesee these positives. But 5. 2 increase. Hospitallyizations went up just modestly within a percentage point. Less than a percentage point. That is where i want keep this momentum. Be smart in of enforcing the stayathome order. We are not reopening arenas with tens of thousands of people. That doesnt keep people healthy, and i think most folks out at the beach are going well, i get why you are not doing it at the arena. Maybe not necessary will you healthy here either. I know it is outdoors and i know all those distinctions. Lets be guided by common sense and by these Public Health officials that have dosuch an outstanding job guiding us through this you are pandemic. We are getting close. Awe lot more work to do. If we could just hold the line, we are going to get through this. I remain incredibly optimistic about more strong will you than we got into it. Now, that we are about awe week now out from those massive crowds that you saw in you Orange County. Are there any out break that would indicate there have been crowds that necessity tated you to take this step . Its been four days. So but may be premature to judge on the basis and remember, it is thursday, and this is through the weekend. Very to do a lot more on surveillance. That is the predicate of moving to phase two to phase three and expanding the portfolio of essential and nonessential services, and were still just not there yet. But look, we continue to monitor those numbers, update them in realtime. What is con sis tent and of concern is that the county in terms other ever hospitallyizations and positives. There inlies our concern. There enlies why the directors want to identify the problem and solving it before that problem spreads all throughout the statute of california in. Few problem. I just had a quick question. I am sure you saw that you are considering closures statewide. You met i want to find out what changed your mind. You hinted yesterday that you were talking to the Coastal Commission and statute lands about advice. So what kind of made you kind of pull back . We never did. This is the conversation we are were having. This is conditional of what we were sawing. I appreciate you acknowledging what we were saying yesterday, monday, last thursday, friday. We have been very consistent and engaging in those conversations. This is athe announcement. I cant square what others may have said, but this is what we are saying . We have seen some motion to possibly alieu some businesses to reopen tomorrow. You as long as they follow some countyspecific guidelines s. This something that the statute is aware of . I not only modot. We have received letters and the area and folks in other start parts of the state of california. There have been legislative efforts by local City Councils and boards of supervisors by what things will look like. Remember what we are all connected to is each other and the healthcare which is driven by local Health Directors and their determination of what is appropriate and what is note. You could go further and be more prescriptive. When you loosen up and go beyond california, then it is in conflict and there comes the challenge. Here is the good news. I have been you Crystal Clear not just today and all week. We have the opportunity to move into the next phase. The only thing that will stet us back. That will ultimately make a decision, not just a report or a resolution. I am confident that well get there together. Let me just hawk this as Crystal Clear as possible. Please me more than pleasing those you elected officials to help them and help all of us move through this pandemic. We are not out of the woods. No part of the state. No part of this country. You said local youism is determined. I wonder why now . Those people that say a beach closure is not necessary. Is it up for the locals to enforce . Heighten add wareness. A more Public Campaign here in terms of just Public Information and doing our best to lot folks know what is at stake if we set back the clock and delay our reopening. I want to get this economy open as soon as everybody else does. Some states are giving immunity to nursing homes. Magnolia rehab are currently under investigation for their handling of covid 19. My question is are you considering immunity for the states nursing homes, and if so, how would that work . There have been discussions. We are not in a position today to make any announcements in that space. Let me just acknowledge the seriousness of that question and know that we have a team of people working on that and as soon as we have something to say, i can asure you that we will let you know. The governor speaking live in his daily coronavirus briefing. He said we are not out of the woods. In fact, he said 92 people have died. 45 or 50 people dying now are almost double that again close to 100. The governor is issuing what he call ace hard close on the beaches in Orange County down in southern california. If you were with us on mornings on 2 and i hope you were, we were reporting on a memo that the governor wrote to all Police Departments across the state that said to prepare for the closure of state beaches as well as statute parks. We now know this is a very targeted enforcement focusing on Orange County alone as of right now saying beaches have to stay closed. That say direct result from what we saw over the weekend. People crowding Newport Beach. Huntington beach not respecting social distancing rules in effect. One supervisor is citing the benefits of fresh air, sunlight and Mental Health benefits. It looks like people who live in Orange County will not be able to do that at their beaches. It sounded like the governor was leaving open the possibility of rolling out these kinds of rules to other california beaches. But right now, it is just Orange County alone. You. One question about the enforcement plan. Well see what happens this coming weekend. How do you enforce it . Pond morning or monday afternoon during that News Conference that we are watching, he was not happy with those images, but on the flip side, the police chief of Newport Beach came out and said hey, you know what . Our beaches are expansive. They are massive, and i saw nothing wrong. He said, you know, look, people are six feet abart. You have to wonder if the governor was pressured at all from other jurisdictions or individuals across the state to focus in on Orange County. The sheriff there in that county tweeted just this morning about a possible statewide closure saying i am the protector of constitutional rights, and if an order is issued i believe violates our rights, i will enforce it. Maybe there are similar messages sent. It doesnt seem like it. This was his plan all along. Well have to wait. It will be interesting how that turns out over the weekend.
