Police say a group of suitors were in a car and opened fire on the victims a 63yearold woman was killed who was one year from retiring from kaiser of alejo, the same hospital where she died. I spoke to a woman who told me she was graced by gunfire and her 10yearold son was shot and wounded. The boy is expected to survive as is the fifth victim, a man. None of the victims shot with the intended target. One relative told me the victims happen to catch out the lutz sprayed. The victims were outside celebrating the birthdays of two girls ages 1 and 4. Kaiser released a statement saying there devastated by the death of their longterm employee. Police have not discussed a motive, but they are asking anyone with information to give them a call. House democrats say the meetings focus was to examine the focus of Police Brutality and accountability. Enough is enough. People in the streets are telling you enough is enough. Lets talk about how much of the reforms we might see happen at the federal level. House democrats are pushing the justice in policing act of 2020. This would been chokeholds, it would establish a National Database to track misconduct, and it was stop no knock warrants. How much do you think these measures and other changes will improve the way communities of color are policed . Well, number one, from member the house of representatives is not the entire congress. While the republicans are in control of the senate, anything the democrats can pass in the house does not mean it will become law. Were going to need Common Ground there. I think it will be key. And then number two, policing is much the federal legislation can do. For example, when you said that this would band the hold it would be for federal officials and there would only be limited ways the congress could encourage state and local Police Forces to eliminate the carotid artery so cold as well. It is a delicate balance between what the federal government can do using the carrots and sticks that it has and what needs to happen at the state and local level. You have thousands of separate Police Departments and municipalities across the country. One of the changes that democrats are pushing for would be a change to qualified immunity for Police Officers. Essentially the protection that shields them from lawsuits in many cases. If that were to be enacted, how much easier would it be for someone to sue a Police Officer . That could be very significant. The 1960s added on their own t this idea of qualified immunity that goes back hundreds not be lawsuits particularly frivolous lawsuits. A lot of people perceive in the last 20 years the Supreme Court has made it too hard for injured plaintiffs to sue under federal civil rights statutes for damages because of this qualified immunity. Congress could certainly lower or eliminate that. The politics are the republicans have to be starting to drop a bit of a line in the sand on this to say no, we do not want to change this. If we could find Common Ground on that, it could be significant for giving turnback l belief for peop conduct by officers in in particular by supervisors and police commissioners. Is there anything that can happen at the federal level to address this issue brought to the forefront after the killing of george floyd . This issue of officers being led go from one department for misconduct and simply being rehired at another department that you could do. Rather what you could probably do would be to create a database and use federal funds to say, state and local departments you must report these to our database and then you can use that data to make decisions about who might be higher down the line. That is something that could happen and it could be a useful tool. You would have to have an agreement between the democrats and the house and republicans in the senate. And so this conflict here, on one hand, a great deal of respect and admiration for the hard work and tough work that Law Enforcement does on a day today basis. At the same time, they have to be held to a higher standard and be accountable. And so, if there is anything that comes from this tragedy, others that have died in the hands of Law Enforcement for no reason whatsoever is that we have to hold these institutions and the people who work in those institutions to a much higher standard. Moving forward, what does your Organization Plan to do and what do you want to do to address the social issues . I think thats picking up as part of it. When you see in justice, you cannot just sit on the sideline. If you sit on the sideline, you are siding with the oppressor. And so speaking up, giving voice to these injustices that we see. There are symptoms that could be compatible with these four infections. Fever, chills, other symptoms. And then to have the results available around 35 minutes in the case of this test. Is that because you can turn around so fast because the actual processing machine is on site and you dont have to send it to a lab . That is correct. Most hospitals already have machines on site where they can run the test in their local laboratories and do not have to send them out. That makes a huge difference to make treatment decisions about which therapy to use for the infection in real time. So having the results available quickly is important for treatment or management of the patient. Realistically, what is, what does this look like questions that says fda approved . Will we see at this fall . We do expect this test to be available for the upcoming respiratory season in the late summer and early fall. Okay. Absolutely, we work with a lot of the most marginalized of our county. We provide a number of services to folks that typically may not have access to a lot of the services that are needed. And so with covid19 because we have so many people who may be at a disadvantage, we are happy to provide free walkup testing for the community. How has the testing been going. What kind of turnout are you getting . Talk about how important it is to make sure the people are getting the test. That is one of the case attract the virus and control the spread. Absolutely. Especially now with so much going on. Was some of the shelter in place being lifted and the protestant things going on and people spending more time outside, it is important that they be tested. We know that if you are positive, your behavior will change. It is important that we keep the social distancing and that we wear a mask at all times. And sometimes, i think we get a little bit relaxed. We want to keep people in remembrance of how important this is. You may be a young person and healthy but you may be around other people that are more vulnerable. And sometimes people think that because they are young and health the, they are exempt from this virus and that is definitely not the case. We want to make sure that people are testing. They know whether they are positive or negative and we make this available to folks and they can come as often as they like. If you want to be tested once a week for your comfort level, that is fine with us. As you point out, it is important for all of us not to let our guard down. We are talking about a resurgence of the virus and that is something concerning. I know you also provide what you call whole person care. It is beyond healthcare. You help people that are struggling with homelessness, poverty, and food insecurity. We will help people to Access Services that may be difficult. Sometimes our systems are a little difficult for a person to get through. I talked to someone today who was in need of medical and they were telling me how difficult it was for them to fill out the forms. And so i said you need to come by and we will help you fill out the forms. There are things that are available to folks, especially to those at greatest need, but they may not know how to access it. We work with folks to make sure they get those benefits and services that will help them to live a healthier life. We also offer Mental Health services for folks too that is so important. In the middle of this pandemic and Public Health crisis, what you think would happen to your patients if they could not rely on the Health Center . Yes, i think a lot of them would be in trouble. A lot of the folks that we serve, they do not have a car. They cannot do the drive through testing. They do not have a computer so they cant register online. This is the reason my in the south bay we are at the Antioch Baptist Church in downtown san jose. We wanted to be in the parking lot and right in the middle of the neighborhood. Both of our locations are right in the neighborhood with the most vulnerable of our communities live. Right there for people can walk up. It is on the bus line if they have to catch the bus. A number four berlin sits outside of this house where five people were shot during a childrens birthday party. Two women were killed and three other people, including a 10 yearold boy were hurt. This happened at the home on cynthia drive in the crest neighborhood in north vallejo just before 10 00 on tuesday night. A group of shooters were in a car, opening fire on the victims. Killed was kim barnum smith, one year from she died. Also killed was 37yearold, nikki washington. Washington was passionate, people person, and a single mother of a daughter. I spoke by phone to smiths niece and washingtons best friend, saying she was grazed by gunfire and her 10yearold son was shot and wounded. The boys expected to survive, as is the fifth victim, a man. Is that none of the victims shot were the intended targets. They believe that shooters were gunning for the people next door.
