If they get that they next year, and it turns out to be everything they want to, big, small, and they can have people together safely, i know a lot of people who had to postpone and push their weddings off. They did it a year because they try to do it for a couple months and realized it wasnt going to happen. I hope next year is everything they hope it will be. And make those dreams come true. Lets cross our fingers and stay safe and follow all those protocols because we know there are many to follow. We talked about Governor Newsom and the latest numbers. Is still urging californians to follow our secret practice but he is also presenting some encouraging new numbers. Yesterday, the governor said the seven day average of new covid19 cases was down more than 21 . That is good news. The test Positivity Rate dropped to 7 . He added that hospitalizations were also down by 10 on average. And icu admissions were down 5 . However, the governor said that they could easily see those numbers go back up to people lower their guards. Lets not relive that experience again as we work again our way through the first wave of this pandemic. We anticipate the second wave in the fall. While statewide numbers are good, Governor Newsom pointed to the Central Valley as the biggest area of concern. Adding that the recent death of a teenager there is a sobering reminder of how deadly the coronavirus can be. Health Officials Say the teen also had Underlying Health conditions. Further details have not been release. Happening today, San Mateo County could become the latest county to find people and businesses that are found not in compliance with Public Health orders due to the pandemic. We will bring you our reporter who explains the ordinance, that they are considering today. Reporter good morning. The board of supervisors meeting just about to get underway right now. If the supervisors approved it emergency ordinance, it means that people could start receiving fines for things like refusing to wear a face mask in public. And also, businesses operating indoors when they should not be. Sometime this afternoon at their board meeting, only supervisors will consider passing an emergency order that would at financial penalties for people and businesses who do not comply. Fines for individuals for example would start at 100 for a first violation, and then go up to 500 for multiple violations in your. For businesses they range from 250 to up to 3000. If people are having a tough time doing it now, on their wn, we have an obligation like sure we help them get there. If that means finding them, if education doesnt work, then we will have to do that. Reporter other counties have passed similar enforcement measures and if they get a fine for Something Like this it would be an administrative violation. Not a criminal one. San mateo county was the last county to be added to the states Public Health watchlist for a rising number of cases. Because of that, a lot of businesses in the county had to shut down their indoor operation just this past weekend. Again, the board of supervisors meeting is about to get underway online for San Mateo County where were they were considered this emergency ordinance to introduce fines for people who do not comply with the Public Health orders. Community leaders and the chamber of commerce will explain details of the chinatown Outdoor Dining support project. It will provide money and Technical Assistance to help restaurants and outdoor spaces serve customers. Chinatown has more than 200 restaurants and other businesses that serve food. State Health Officials have outlined a plan to open Elementary Schools but are leaving the option largely up to county. The new plan only applies to students who are in traditional kindergarten through sixth grade. Their schools could be allowed to reopen if they are in a county that is not on the state watchlist and others may be able to apply for a waiver. All schools that want to reopen have to consult with parents d d labor unions safety measures. Students in the Oakland Unified School district are scheduled to start classes next monday but there is no plan on how the classes will be held. Educators are calling for a fair and safe start to the school year and they want time to build relationship with students and their families. They say the extra time is needed because it is harder when they are not in classrooms together. The district wants teachers to spend more time in class work, one group of teachers had a caravan yesterday to the superintendents home to protest what they are calling a lack of leadership. She is in charge of our School District and she has failed to prepare us for the school year. Teachers say they want all students who have access to technologye district has ordered 25,000 laptops for students to use but their arrival has been delayed because of the pandemic. The explosion wounded several people but at this time there are no reports of any casualties. People who were ordered to evacuate because of a wildfire burning in Colusa County are now being allowed to return to their homes. The mandatory evacuations from the fire have been lifted although people are being told to be ready to evacuate again if necessary. That fire is burning about 60 miles north of clearlake. So far, 560 acres have burned. It is now 75 contained. Containment numbers for the apple fire in Southern California have double. More than 42 square miles have burned in a fire in riverside counis 15 contained. The fire started and it has forced thousands of people from their homes. Northwest of palm springs. Evacuees are being screened for covid19 at shelters and some are being redirected to hotels. The flames have destroyed one home and continue to threaten hundreds more. Nearby wilderness areas, campgrounds and hiking trails are closed and investigators say the fire was started by some type of vehicle with a Diesel Engine that was not working properly. The number of cases of covid 19 have exploded among a Small Community in marin county. Rapidly spreading through latino communities. Many of the people with the virus make up part of the marin county essential workforce. We investigated it and have more on the problems and what is being done to slow the spread. Reporter marin county is one of the wealthiest in the state that disparities exist here. And the coronavirus is taking a toll on those most critical to this economy. Backbreaking work, it is daily life to earn a paycheck. But it carries risks especially now with covid19. This virus is showing us that there are unique vulnerabilities. Reporter the community is in san rafael in a place called the canal. This latino and hispanic neighborhood is seeing a super spread of the coronavirus. And it worries Marion CountyPublic Health officers. It we got to wonder but affects all of us. Reporter data shows e identifying as latino or hiioanicn but the same group accounts for 75 of covid19 infections. And half of all hospitalizations there. Many of them are essential workers in fields, Grocery Stores and workshops. They are not paid attention to like the rest of the county. Reporter Leslie Burnside owns a business and see that the spirit which is why she has seen and laid no one out. I can try to protect my people. Reporter that it does not protect them from other factors. With low rages and hybrid comes overcrowded homes and the inability to cite elsa late if the Family Member becomes infected. Reporter even this 12year old recognizes the struggles. Many of us have to keep on working to get money for our families for them to be able to eat. If we can keep testing and helping people, at the ground level, but if we dont have policies, then it doesnt make sense. I know a lot of parents and teachers are very concerned and want those answers. We did reach out to several School Districts across the bay area about their plan and we have heard back from two so far. The San Ramon ValleyUnified School District board of education will talk about the new reopening guidelines at their meeting this morning. While the pittsburg Unified School District will stick to starting the year with Distance Learning and will not apply for a waiver for inperson learning. The California Department of Public Health reopening guidelines are just for Elementary Schools from prek to 6th grade. Schools and counties not on the monitoring list are allowed to reopen at any time for in person learning. But for the counties on the list which includes every county in the bay area, will have to get a waiver approved in order to reopen. The waiver process works like this. School leaders have to present their reopening plans to their local health officer. The Health Officers will consider their health and safety plans and also look after coronavirus data. They will consult with the state Health Department to accept or deny the waiver. The application has to have the support of parents, community groups, and labor unions which is an issue in oakland. The Teachers Union and Oakland Unified School district have not agreed on a reopening plan yet. If we do not have an agreement by august 10th, monday, we are prepared to move forward and teach with Distance Learning. Reporter while oakland schools figure out what their next step is, other districts, private and charter schools, that want to apply for the waiver have to make sure their counties do not have more than 200 cases per 100,000 people in the last 14 days. If they do, they will not be considered for a waiver. Soper, all counties in the bay area are under that threshold according to the chronicle. So waivers are a possibility. They are at home and a little bit more isolated. We are working with all of our partners to make sure they get into the hands of the family so they can have the resources they need for their education at home. It has been incredible to see what food banks and other organizations have done to immediately step up to fill the almost immediately. Lets talk about connecting with students who may be do not have a fixed address or who may not show up to School Every Day where you know you can hand the teacher a backpack and say give this to susie when she comes in on monday. I mean, that is where we work with different partners. Not just the School District but the county Health Department, theres a lot of different touch points that we have as an organization. We have 450 partners throughout the state to try and reach those students. Particularly those that are homeless and not always as easy to connect with. I think that is the breath of our organization in all 50 counties to try to get to them what they need. I just think the partnerships and the fact that we have been able to work with so many entities to get this out. Its not just School Districts but they are some of our key partners but also other entities including food banks themselves. In some instances we work with the food bank because they know the kids that are the most in need.
