Meanwhile, House Democrats are calling for the fbi to investigate whether he or the board of governors have committed any crimes by slowing down the mail. It is one of the most undemocratic things i have ever heard of. You are opposed to people voting by mail, disenfranchising them. Reporter nancy pelosi is bringing back the house from their august recess to discuss an emergency funding bill which would block the cuts made. This would require that all ballots are treated by first class mail. Nearly 1 dozen state attorneys general are preparing legal action against the Trump Administration in response to the cutbacks. President trump is calling the move politically motivated. I want to get it right. Reporter the postmaster general is also scheduled to testify the before the house panel, chad program, fox news. Lets talk about how the Postal Service became this political battleground. We have the sonoma state politics professor. David, reform for the Postal Service has long been needed. This goes beyond funding troubles. That is right. This is a Battle Royale of politics. We are weeks out from the election. You have the third Coronavirus Relief package, a series of dollars that went to the Postal Service because the Postal Service said, look, with all the mail that is forecast, we need more money. Then, you have lewis who was installed as the postmaster general in june of this year. He has been a supporter of the president along with his wife. Some changes have occurred. All of this builds up to the election. Standing back from this, the basic context is, some vote absentee. They have a reason for that based upon state law and provisions. Others, however, just want a mailing balance. Given the context of what is going on and where people are at, we expect a lot of mailin ballots. This is where the white house is pushing back. This looks like voter suppression. In political science, we call it negative mobilization. We might call it politics as usual these days. Talk about the fears. The Postal Service might struggle with the surge in volume on election day. So many people will plan to vote by mail. You could potentially risk getting covid19. A lot of people might be confused about how this made a sticking point. There were changes for how the Postal Service moves the mail, whether or not Postal Service workers could work overtime are possible. This has particular consequences in battleground states. The mail has slowed down in pennsylvania. Joe biden was born there. He lives nearby in delaware. It is a key battleground state. To slow down the mail and Delivery Service for those receiving medication and so forth, that could be a problem after the election or around the election time, especially with lots of voters voting. The actual notion to mailin ballot fraud is really not there. The potential for it exists. We have not seen evidence of this. This is a fullblown royal if you will. Thats are having their convention in milwaukee. The president has been able to grab airtime. You mentioned this slowdown in mail service. Is there any evidence that it is, in fact, intentional. No, it is in on. This is for veterans in places like pennsylvania or michigan. That will be more important with more voters voting. For example, you can check your ballot. You can mail it in. You can check about what is going on online. There are ways that voters can secure their ballot and check on its progress. A lot of this is just politics issues and political theater. There is a statewide emergency because of wildfires and extreme weather all across the state. This afternoon, a new fire broke out in the austin creek area. People are under an evacuation warning right now. The fires have burned 100 acres so far. It is continuing to grow. In napa county, Evacuation Orders have been issued for Spanish Valley because of a fire. It is called the gamble fire. People who are evacuated can head to Crosswalk Community church which is on first street in the city of napa. This fire is one of seven fires continuing to burn all across the state of california after that wild weather we saw and lightning strikes. We want to take you to the hennessey fire. This is burning in napa county. You can see police pictures. The fire is putting off smoke. So far, it has burned a 700 acres. It is 0 contained. Skybox is flying over the area. Evacuation orders are in effect. Firefighters are working to protect homes and other buildings. For more of the firefight, we are joined by rob roth. There are a lot of firefighters across california. Reporter yes, there are. They are burning in relatively remote locations. They could move fast. That is why firefighters are worried. There are new complex fires. That is the gamble and the 1510. 400 people received Evacuation Orders to go along with the 200 from yesterday. Lightning struck right out over here. At one point, the fire morphed into a fiery tornado. Tuesday afternoon, firefighters issued an Evacuation Order for the people in the area. The Emergency Operations have been preparing for events like this. To use a football term, nature is piling on. We have covid, we have fires, we have a heat emergency and the potential for rolling Power Outages. There is a lot going on throughout the state. Reporter they have set up a new evacuation site. People who are evacuated typically go stay with family and friends. Hopefully, those people are already within their social bubble. Reporter hundreds of firefighters have joined the fight. It is 103 degrees. It could be warmer on the fire line. We have access on very rugged terrains. Reporter so far, zero containment reported in california. There have been 60 fires in the region in the past 24 hours. That is a whole lot for them to handle. We really appreciate the update. It was touched on in robs peace, but cal i so did declare a stage two emergency. That could mean we could see more rolling blackouts happening later tonight in an effort to ease pressure on the states power grid. Operators have said cooler weather, as well as a big purse to conserve allowed cal i so to cancel its plans for a blackout last night. We are told if we continue to save electricity, we might not need rolling blackouts again tonight. Right now, given how we are tracking, we expect potential disruptions up to 2700 megawatts from 7 00 tonight. Those can be avoided with the proper conservation efforts. While rolling Power Outages did not happen yesterday, a number of customers lost power yesterday because of an equipment failure due to the extreme heat. The message this afternoon, very warm weather conditions and unsafe fire conditions. Mark . Hey there. This is the worst combination that is setting up the high fire danger scenario in Northern California and the bay area. We are taking a look at the chopper video over this fire. You can see, it is producing a lot of smoke and active fire behavior. If you think about it, we have been dealing with this sense saturday. Things are excessively dry. All of the brush is treated with heat. When you add in lightning strikes, the factor for those fires to rapidly develop, it is still hot. I cannot remember a time when the sequence of elements have been so challenging. We will continue to keep an eye on the fire conditions. We are now looking at statewide conditions. Upanddown the state, it is very hot right now. It is 108 degrees. At fresno, 105 degrees. We are coming closer to the bay area. Right now, lots of triple digits towards livermore. The excessive heat warning for most of the bay area remains in place until 9 00 tomorrow evening. You cannot see the cool spots towards half moon bay, actually pleasant with a help from a beneficial cpas. We have a bit of haze in the sky right now. We will take a look at some of the weather observations around a couple of fires. You can see the hennessey, the 1510, the mid90s to over 100 degrees. There is a bit of a breeze. The wind is around 9 to 13 miles per hour. We are tracking this in Sonoma County and up north. You can see this fire with a temperature of 97 degrees. There is a breeze at 60 miles per hour. Here is a look at the sky. We have some haze, not much in the way of fog. The headline in terms of whether, after this warm start, temperatures are in the 60s, 70s and 80s for overnight lows. That will be the case for tomorrow. We have a warm start for tomorrow. It will possibly be hot. We have the heat warning still in place. Tomorrow, we should begin to cool things off on your wednesday forecast. We will get more relief as we head towards thursday. I think, we should welcome that. Reporter there was a question about how this would help or hurt speeches. Because of this format, this prerecorded statement from Michelle Obama, it was made to be more of an landed. You talk about experts, she said, donald trump is the wrong president for our country. He responded, saying it was a highly divisive speech. He was frustrated by it. He said, she shouldnt have prerecorded her speech, even going on to say he is in office, in his words, because of the failures of the obama biden administration. Now, it should be known that he is currently at the border wall in arizona. He is comparing his immigration policies to democrats. But, in summation, that speech was powerful last night. A lot of people are still talking about the impact it will have on the rest of the week. They are asking voters to come out in mass in november. Yeah, we have to wait to see what the long term effects are for that speech. Senator Bernie Sanders had an Important Role last night. He was making the pitch to progressives that they need to support joe biden at this point in time in the country. Do you think he went far enough in ensuring that his core group of supporters are going to feel welcomed by the Democratic Party . Many were calling this a unity test from Bernie Sanders. He got to speak for 8 minutes, directly appealing, saying, look. This is where i differ from joe biden. This is when my policies differ. We have a chance for progress if i biden harris ticket is nominated. I remind you, this is where many have voted against the partys platform because it doesnt include medicare for all. There is frustration in trying to show the coalition for the biden harris ticket. They had republicans speak. Aggressives were upset about that. Many are saying, including when i spoke to, they would like to hear more about the party and joe biden in the rest of the week, speaking about progressives and their ideals. Take a listen. I do want to hear him have a commitment to fighting climate change. We have a green energy, green new deal. We are getting beyond the Affordable Care act. Now, tonight, we will hear from a popular congresswoman, and again, another point of frustration, she is only slated to speak for 1 minute. Progressives wanted to hear more from her. It looks like democrats have more to do to reach the further left of the party. Yes, there are frustrations from the time she was given, especially compared to some time that republicans got to speak. Lets talk about night two. We are going to have the night with a speech from dr. Jill biden. She will be speaking from a high school where she once taught. She is an educator as well as being the wife of the former first president. She is really going to share her husbands personal story, which is compelling in so many ways to voters. Alex, we heard a lot yesterday. I think, this is preview to the theme that we will see at the dmc. We did not hear a lot about policy, but a lot about his empathy. We have seen excerpts from that speech. She says, how do you make a broken family hole . Its the same way you make a nation whole. She is speaking in personal terms. Joe biden story, he lost his first wife and two children. He has experienced a lot of tragedy and death in his lifetime. Certainly, he will be addressing that and why she believes he is the right candidate for president. In terms of her being a teacher, she will speak in personal terms to teachers, especially in the shadow of the coronavirus as teachers are doing everything they can during Distance Learning. We have a program that offers stem classes, coding, multiple languages. That is a Robust Library that families can access at any time. We also have a lot of programs on our events page, book clubs, showing tales, a math club, a Virtual Program hallmark class that happens every day after school from 4 00 to 6 00. That is a lot of resources, not only for students, but parents who are looking for things to keep their kids entertained with an educational aspect. When you guys were sitting down and putting up the needs of san jose, where there are some neighborhoods that you felt were of concern that you wanted to make sure got Additional Resources . Absolutely. This is a big shift for everybody in san jose. Going from in person classes and having 26 libraries open to the public to all of the sudden trying to figure it out on the spot was really a challenge. We sort of rose to that occasion. We recognize that there are neighborhoods that do need more resources and more attention. We are working closely with School Districts to make sure they have those resources. A lot of services that are available have you gotten any feedback on the things that students do . We have gotten great feedback. We have had over 10,000 visitors to our programs. Through this summer and through the spring, that has been a great response. That was a big boost to our involvement in terms of classes. We also started express pick up. You know, with us being in shelter in place, students needing learning, adults need employment online, Access Financial resources, you name it, now is more important than ever for us to get those families connected and close the Digital Divide that exists. It sounds like your group is finding creative ways to provide Technical Support, especially to students and families who are struggling, once again, as the School Year Begins to navigate Distance Learning. How are you able to reach those partnerships with their institutions. School partners, local clinics, libraries, you name it. We work in partnership with them. We can have a widespread client base so we can bring our services if they dont know we exist. We do a lot of support through texting, phone or email. Families can do the modality. You can do workshop trainings online and through zoom. We have done trainings in person, making sure we adhere to tight social distancing protocols, being safe. You are reaching families through community centers. Compare that to 101 in santa rosa, 106, san jose for the 9 00 hour. Thankfully, we are not showing you much in the way of radar this afternoon. All of the active whether we are dealing with, the thunderstorms, yesterday, right now, it looks like activity is forming over the sierra, especially over the southern sierra. Right now, you have a bit of haze. Air quality will be impacted by smoke. This is what is produced by these fires. Still, a few high clouds are paying us a visit.
