Financial analyst James Mcbride joins us. Lets talk about the stimulus talk. President trump abruptly took them off the table. Then reverse course last night. Do you think lawmakers will come together before the election for the American People and reach some type of agreement with stimulus relief . I do. Just yesterday he said the stimulus is essential to avoid a prolonged recession. I think it is fair to say the economy is screaming for a stimulant. As you know we are going into the president ial election with the highest Unemployment Rate ever. The airlines are furloughing tens of thousands of people. We have retailers and restaurants declaring bankruptcy. And many Small Businesses are closing permanently. I think it is fair to say the voters want. Why this havent been done so far. When you talk about the stock market saw it shoot up today. The dow jones of 500 some points. Is there a way to look within the market . Can trading activity give us any signal as to how the president ial race may turn out . I dont think so. I think with the economy what the market is doing is trying to decide what is going on and find what it once. There is some concern when it comes to taxes stimulus and things like that on the part of wall street. Wall street really wants is. It doesnt want a bush v gore situation. A situation where might number one what the market is hoping for decisive victory. May be divided government. Yesterday Goldman Sachs came out with analysis the said biden is ahead. Democrats the house. Guess what the stock market it will do well. No matter who wins the election there will be a stimulus. I was going to ask you there to say how the market might react if we have a Biden Victory or a trump victory. Again i think if the victory is the siphons. We can get beyonce decisive. I think the market will move forward. Quite rapidly. As we talked about for a vaccine is essential. If we can get some treatment some therapeutics. Once we get this election behind us i think the divisiveness will subside. In the market can move forward. If you think about it since march 23 this market is pretty much recovered. It is going in the right direction. I really do think we are in the full market. The direction is behind us we will continue moving up. Im very confident about 2021. As much as i am happy to get rid of 2020. We all need to get through 2020. James mcbride will let that be the last word. Thank you for being with us. We appreciate it. The operators californias power grid have issued a preliminary report on why they say they were forced to conduct rolling blackouts on august 14 and 15. It affected 800,000 homes and businesses. Ktvu tom joins us with the details that revealed the major surprise today. Reporter it is a major surprise. The superhot days when we have to rolling blackouts. Some california generators were actually sitting sending their power out of the state. We asked Uc Berkeley Energy economist and power grid board member borenstein were california generators really exporting power as people were plunged into darkness . It appears some of the energy was being exported. That is not unusual. Reporter most days california has enough electricity makers to supply the state. Because grid operators regularly easily and economically by any extra needed power from outofstate suppliers. These days however we rely much more on solar and wind power and Greenhouse Gas emitting fossil fuel power plants. This was a very unusual event. It was an extreme temperature it then. This was not the greatest energy demand. What needs to happen is we need an investigation by an independent Authority Like the attorney generals office. Which is what recommended. To get to the bottom of who is at fault. Why the did not do the proper planning. Why there were plans mysteriously offline. Power grid operators say three things came together to cause the blackouts. Extreme heat and covered the entire west spiking demand especially for air conditioning everywhere. The peak demand hour we did okay. The problem was a couple hours later. When the sunset. And demand wasnt quite as high. It was still very high. Reporter when the sunset the entire Solar Power System went offline as unfortunately so did a natural gas power plant that was supposed to pick up the slack. This isnt a problem solar. It is a problem with planning for wind solar is going to be produced. Reporter with so many fossil fuel power plants now retired the remaining fossil fuel power plants plus wind and hydroelectricity did not meet the demand. Third some companies and agencies that supply power to consumers and businesses underestimated how much power to order to meet increasing demand. Some of them did not demand enough electricity to be produced the next day as they actually need it. Reporter as rolling blackouts happened some california generators exported power to other states that had ordered it from them the day before. There are generators in the state have contracts to sell to users out of the state just like they are generators out of the state that have contracts to sell into the state. In an area and era of Climate Change we need far better planning. We need more renewable resources. And we need many more systems to store power for use during extreme peak events. That is the nature of Climate Change. Are they talking about making some changes here . On those superhot days when we need the power and they do something so they are not sending power out of the state and we can keep it here for californians who need it . Reporter you dont want to over order power because it is use it or lose it. They need to be more aggressive about how much of the power he will order within the state of california which is the giant economy in the west and the entire nation. That is going to change. The other thing there is a lot of new technologies being developed that can act really as batteries. When power is generated when it is not needed so much it can actually be stored not in actual batteries. Theres a little bit of that. But in other ways to keep the power in reserve so you can then use it when it is most important to use it. Those changes are coming. As we continue to go to renewables and more of those. You will see those take effect for right now this could still happen. We hope they get the new technologies up and working fast. I think we can agree those rolling blackouts are a Big Inconvenience for everyone. Absolutely. Tracking the weather their quality not that great today. It was a little better yesterday. Look at all the orange and windsor yellow up around marin county. Warrants in San Francisco. The smoke just lingering. We had a few green in the Santa Cruz Mountains and around point raise bodega bay. The green area they are. Not as nice as we would like it to be. Tomorrow will go the same way. The smoke models struggled because we have never they never dealt with this much smoke as so many different altitudes. So large a fire. That is what is happening. Until we get the big flush of southwest wind starting it should be starting tomorrow. We will see smoke around here. Less than healthy levels. Not extreme but not where we want it. You can see the smoke out here right now. You see the fog clearly. The smoke is that dull tangent you see above the fog. Youre looking out in the avenues. That is kind of cool. Look at this plume rising up. Sometimes when the sun hits. Just barely see it. When the sun hits in these buildings there off some heat. You get a thermal. This will push the fog back up a little bit. That is a small thermal. Heres the plan. That weather system on friday saturday in a little bit on sunday is looks like it is weakening. The models are suggesting it wont have a big push of rain. At least at our latitude. We will see much cooler weather. We will see a chance of sprinkles may be showers. Not quarter inch or half inch. That has been taken off the table at least by the current model rounds. Hopefully that will change pretty soon. As you look at the fog along the coast you see the high clouds coming in. You see the wind. I will tell you i would like to see some rain. But we will see is clearing skies friday and saturday. We will also see a much cooler weather pattern. Moisture higher humidity increased fuel moisture spent in any amount of precipitation. Even if it is trace will at a certain degree of help. Especially in the north around the north bay in far north bay and up around the snake they will get good rain on those fires. Overall is a good thing. Not as much as we need. We would check it out with the latest model when i see you in a minute. 30 by 30 is how the governor explained it. Coming up his new plan to protect 30 of state land by the year 2030. Joining us to talk more about the coronavirus is doctor peter from ucsf. Today the drugmaker eli lilly requested an emergency youth authorization from the fda for the coronavirus antibody treatment are developing. It is so much of the treatment that President Trump received. The company said partial results from a trial of the drug suggests it might help keep patients with mild to moderate forms of the illness from progressing to the point they need to be hospitalized. How big a deal is this . I think it is potentially a big deal. We dont have enough results yet for the public to see. It is not been peerreviewed or published. I cant tell you much more than what was released in the press statement. In general it is a very promising kind of therapy. Particularly in early disease. Like the president received if it was truly early in his course. The idea is that you get the virus when it is most vulnerable be for the body gets angry and makes all this bad inflammation. Which really kills patients. So again it follows the early treatment is better. Infectious disease doctor i like the idea of antibodies and giving antibodies to people before the inflammation sets in. The medications the president is getting seem to work. The president said they should be made available to everyone. Do you see that happening anytime soon . The only difference with the president is that he was also on steroids. I worried the steroids is making him feel better then it actually is in terms of the virus in his body. But in general yes. I think in the future i think a lot of people are enthusiastic about the use of antibodies. Not only in early disease like the trial which eli lilly is submitting to the fda currently. But actually also in prevention. People in high risk situations. They are going in and they could get an injection that can last for a few months. So that they dont get infected. What about the idea of a vaccine . The medications were talking about here help people and they already have the virus. What about a vaccine to keep people from getting the virus in the first place . How long do you think it will be until we get a viable vaccine . I think to be safe and to have the most robust data i feel we wont really have this vaccine ready for prime time until early spring of 2021. And then it will be rolled out to Different Levels of priority. I think it will take some time. A few months even up to a year before the whole population can benefit. But im optimistic. It is a lot of work is in the vaccines. It is going much faster than we thought. The death rate is down across the country. But cases are going up in more than half the states in america. How concerned are you about the possibility of a second wave or is that what we are already seeing here . Im afraid this is the beginning of a gradual second wave. It is like the water level was rising slowly. And before you know it it is above our heads. Im encouraging everyone to get their flu shot at least you take that out of the equation. When everyone has these cold or flu like symptoms you cant tell if it is covid or flu or another respiratory virus. Everybody will overwhelm the system possibly with getting tested. We may not have enough testing supplies. If you take the flu shot you might at least take that out of the equation. We appreciate you taking the time to talk with us. Thank you so much. Thanks so much. Federal Officials Say officers have arrested 128 undocumented immigrants in californias sanctuary cities. The arrests were largely made in daly city san jose and los angeles. In some of the smoke certainly air quality not as good as we would like it to be. The fog coming in off the coast. We are looking to the south. That seabreeze is helpful. Was still up high with got a bunch of smoke lingering in the area. It is a function of just the significant amount of fire activity we have had. Not just in the state but in oregon and washington in parts of nevada. It has been that kind of a month if you will. Unprecedented in my tenure in terms of how much smoke weve seen. We will get a bit of a break from this weather system here. As it comes in. It will pop in here. It will drop in and increase the southwest winds and increase humidity. Perhaps drop sprinkles and showers. The forecast models are suggesting it will. They have backed off on the quantities. This event will be saturday mainly. It would be very helpful. The one thing we know for sure temperatures are cooler. They were cooler today. They will be cooler tomorrow. They will continue to stay on the mild side through the weekend. Until early next week when things heat up again. That is even if it doesnt dump a bunch of rain it will be enough to put the fire danger down a little bit with the increased fuel moistures and humidity and cooler temperatures. There is the seabreeze ingrain. A lot of it. There is the temperature at departures from yesterday. Bill i hate to do this. I have to interrupt. Im unable to say anything else about the accident. Other than it was tragic. Absolutely tragic. We are all heartbroken. Im also heartbroken for the folks who were there with him today. But everybody went right to work and we did everything we could for him. Im just proud of everyone in this department. The way they step up and show up. Im also very appreciative of our mayor. She came today to the hospital to pay her condolences. It means a lot to the family and to our fire family. I want to thank the Police Department and the sheriff department. Everyone has showed up for us today. We cannot be more grateful. Especially at a time like this. We train every single day. I cant give you any details about this drill.
