A nevada Sheriffs Office continues to investigate the death that occurred at the burning man festival near reno. The Pershing County sheriff says the person died during the storm but not because of it. Festival organizers say emergency workers were called, but they could not resuscitate the person. Ktvu Bailey Ocarroll reports. Bad weather at the Festival Grounds has left as many as 60,000 people stranded, with no idea yet when they can leave. If an unusual late summer storm turned what was supposed to be a week away at burning man into this. This is eileen lelchuk snyders first time at burning man and now shes stuck in the nevada desert. The rain itself isnt. John gaines traveled from new york to attend the festival. Hes gone to burning man for the last 21 years. But he says hes never seen anything like this. Ive been through a couple of strong rains, but those were one time rains, created a problem and then it dried up and problem went away. The issue this year was multiple rains. And i dont know that the event has ever experienced that. Gaines made it out an hour and a half before the gates were closed. The rest of his group is still stuck. The only person in my group who got out, we have about 60 people out there. Theyre veterans. They know what theyre doing. They got food and water. Theyre not panicking more than a half inch of rain fell at the festival site on friday. More came down this weekend. Both john and eileen said people are making the most out of the situation action. Most people are still just chilling, as you can see around me, theres some empty campsites, but people seem to have been embraced it and are not. We worried about getting out of here . Smash mouth was formed in 1994 in san jose. Harwell retired back in 2021 due to those health problems, including Heart Failure. Complicated by years of substance abuse. Chp investigating a shooting on interstate 580 that left two people hurt in oakland. That happened around 430 saturday afternoon in the westbound direction near seminary avenue. Youre looking at citizen video from the scene. Chp says two people were in a car when they were shot. They drove themselves to the hospital where they are expected to recover. Officers say bullets hit another car, but no one was inside or rather, no one inside was hit. Police have not yet arrested anyone for that shooting. Time now, 404. Governor gavin newsom signing a bill recently that some lawmakers say will speed up the process of building new Affordable Housing. Ktvu is Lamonica Peters is in san jose with more from the senator who sponsored the legislation. California senator dave cortez says lawmakers across the state know there isnt enough Affordable Housing and state senate bill 406 is just one of the many steps theyre taking to do something about it. The bill addresses the environmental studies that are currently required by sequa or the california enviro mental quality act. Theres just nothing worse than having a project all ready to go, ready to build, you know, ready to house people already cleared environment and then just to find out that the little bit of government Financial Assistance that youre getting is going to cause you to have to go through those hoops all over again. Requires state and local agencies to evaluate and disclose the potential impact of new projects on the environment. Senate bill 406 will eliminate repetitive Environmental Reviews once a project has been cleared. Ultimately allowing projects to move forward in a timely fashion. This second sequa clearance will no longer be a requirement after january 1st. Cortez says there are projects throughout the bay area, including in his own district, that have been slowed down by having multiple environmental evaluations. He says california lawmakers realize they need to do all they can to build Affordable Housing faster. You know, fast has not been fast enough for the people who are seeing their kids. You know, move out of state. You know, families kind of broken up. Senator cortez says that because of senate bill 406, he believes that the state will now offer more financial incentives to builders to build housing faster. Lamonica peters, ktvu, fox two news. There are changes coming next year for students who apply for federal student grants. The new changes are designed to make applying easier for families to understand. Students can soon apply for 20 colleges to their fafsa. The application will also have fewer questions. More students can have their Financial Information directly transferred from the irs, which they say could cut out a major delay in getting student aid. The new changes will roll out in december is a busy area for rock climbing in Yosemite National park has been closed because of the threat of a rock slide. The National Park says climbers reported a new crack in the cliff near royal arches thats not far from the ahwahnee hotel. After inspecting the cliff, the park closed much of the area, saying there could be a threat of a large pillar of rock falling down. Caltrans closure of interstate 80 continues today. It has shut down the westbound lanes of 80 between interstate 780 and vallejo through crockett and onto highway four in hercules. Caltrans crews say they are completing the final phase of a major repaving project. The eastbound lanes still open this morning. The closure includes the westbound lane of the carquinas bridge. Its the first time caltrans has shut down the bridge for repaving since it first opened 20 years ago. All westbound lanes of i80 are scheduled to reopen no later than tomorrow morning. Ups and fedex stores will not be open, but they will pick up deliveries. Costco stores and its gas stations also closed today. And most transit agencies will run on a holiday or sunday schedule. This ktvu tom vacar spoke to one of the nations leading work experts about two issues that continue to shake americas workforce. We have the shortages. We asked employment lawyer and former edd director Michael Bernick to compare labor day 2023 to 2022. Its really the Seismic Shift of the pandemic. Hes talking about remote work, which he says is not dying off, as many believed it would or should. Remote work is here to stay. Its only it hasnt really decreased significantly, at least in most parts of the bay area. The other soon to come Seismic Shift is the impact of Artificial Intelligence on jobs. Artificial intelligence wasnt even an issue. It is exploded. The main impacts over the next year will be how ai impacts and frankly impacts positively in most cases, existing jobs. Californias employment is now at 4. 6 higher than the national average, but still relatively low since last labor day. On average, wages have grown over 4. At the same time, though, now its below the wage growth we had in 2022. At labor day, which was 5. 2. And even more importantly, its been undercut by the continued inflation. Though californias job gains have slowed considerably, the golden state is still gaining jobs in 2022. We had over 50,000 jobs gained per month. Thats gone down the last month gain was about 28,000. And i think were going to continue to see continued slowdown due to the higher Interest Rates beginning to have their fuller impact as well as the depleted consumer savings tech layoffs continue from last labor day, but at a much slower pace. This one issue unchanged from last year, was and remains the lack of workers needed to fill lower paying direct service and nonunion blue collar jobs. Tom vacar ktvu fox two news. And new figures from the bureau of labor statistics show manufacturing tops the list of sectors seeing significant worker shortages with 550,000 jobs opening in july. Construction is next with about 336,000 jobs available. And the numbers show there are shortages of commercial airline pilots, High School Teachers and school bus drivers. Time now, 416 this morning. There are growing concerns about the threat of a major wildfire in california with the state now moving into the peak of fire season. And reporter erin heft tells us the recent decline in the number of fire lookout sites across the state is adding to those concerns. Up among the buzzards is sitting still inside the forest in Amador County stands the mount zion lookout. We currently have a 360 degree view. On a clear day, we can see up to 100 miles as a first line of defense when combating wildfires. The lake comanche Jackson Valley area staffed right now largely because of the work of rich martin. I believe that the human eye is the best tool up in the Lookout Tower northwest, we can see the pilot peak range, which is where another cal fire lookout is located, showing us the ins and outs of their day to day operations as the mount zion tower is one of two fire lookouts in both amador and el dorado county, staffed by 18 volunteers, some of whom have been the first eyes on some of our regions most devastating recent wildfires. You have called in fires from this tower before . Yes. What is that like . Its like you see the smoke and. Oh, my. Deborah abrams says its from here that she was the first to call in both the oak fire, which was at the time, 60 miles away. And also the alpine lumber mill fire through this little tiny line. And lining up the crosshairs that are right here. Also from here, she says shes helped track both the electra and caldor fires three and the miles. And then we look at the smoke that were going to call in standing at over 3000ft in elevation, giving a unique and extremely helpful perspective. A driver of a pickup truck was rescued from the bottom of a ravine after driving over the edge of cliff five days earlier. Crews near bakersfield and kern county found the driver saturday after receiving a report of a badly damaged truck that plunged over cliff. Authorities say crews placed the driver in a stretcher and then used a rope lift to rather use a rope to lift the driver to safety. The person was airlifted to the hospital. Supporters of the idea say Health Care Workers can spend more time with Mental Health calls than Police Officers can. Theyre very proficient in deescalating clients who are in behavioral or emotional crisis, and they have the time to spend. If that takes two hours, they can spend two hours an engine or an aid car cant spend that time. They have to get back in service. Medical workers can also help patients find longer term help. People who work in similar operations around the country say the biggest problem they have is finding money to keep those programs running so they can help more people. And now a number of restaurants and nonprofit groups across the country are joining forces to help the growing number of Older Americans who are lonely and looking for that companionship. Now, today, some workers in San Francisco use labor day to push back against the growth of selfdriving vehicles. Members of several unions say theyre going to rally outside the headquarters of cruise later today to try and push regulators to rescind rules allowing those selfdriving Car Companies to expand. They say the robo taxis are threatening the jobs of many bay area rideshare drivers. Tonight, a chp officer in the hospital after being hit by a car in downtown San Francisco. Ktvu is Alice Schwartz has the latest on the officer and the collision. It was 3 09 p. M. Here at third and harrison street in San Francisco. A chp officer on a motorcycle was thrown after colliding with a cadillac sedan. Its unclear how the crash occurred. Officer mark andrews of the chp told us by phone. First responders got to the scene south of market almost immediately. Emergency personnel arrive on the scene within approximately 1 to 2 minutes of the traffic collision. The motor officer was transported to San Francisco General Hospital with parents non life threatening injuries. Medical staff here at General Hospital are still treating him and were still unsure of what the extent of the injuries are at this time. The driver of the cadillac was said to be cooperating with officers that person was also taken to the hospital, although its unknown if they were hurt. According to officer andrews. I do know that there was another vehicle involved with the motorcycle, mike larkin lives in the outer sunset, but parked his car here earlier today to run an errand. When i got here, it had all taken place already. So im not sure. But there were there must have been at least 20 officers here or more here. Although larkin didnt see what happened, he said investigators wouldnt let him move his car as the officer landed right near his sedan. I came back about an hour or hour ago, and i could see theyd put the officer in the ambulance and i couldnt tell how how injured he was. But another policeman told me that hed been thrown in, almost touched my car. So he must have been thrown about 30ft. The area around third and harrison was closed to traffic for a block in every direction for hours while the california Highway Patrol, their Major Accident Investigation Team, gathered evidence taking pictures is part of their investigation. As for mike larkin, he says he drives slow, saying he knows it can be dangerous driving or walking in the city. Theres just a lot a lot to take in and people arent paying attention. A lot of people running lights and just driving too fast. But fortunately, neither the motorcycle officer or the other driver sustained life threatening injuries. There is Surveillance Video cameras at the intersection where the accident happened. No doubt that tape will be reviewed in the investigation. Alice wirtz, ktvu fox two news. Whoa a former High School Teacher arrested during a Football Game in brentwood. Video shared on social media shows 27 year old Carlos Hurtado running onto the field of Heritage High School during its game against Granada High School last friday. The School District says up until recently. Hurtado was teaching at heritage, but was then ordered to stay away from campus. Police chased after him when he was spotted. He was finally tackled by the granada football coach. There was no word why hurtado was banned from the premises. He was booked into the Contra Costa County jail on suspicion of trespassing and obstruction. A prison in minnesota remains on lockdown after inmates took over part of the facility. The stillwater state prison in bayport, east of minneapolis. Corrections officials there say about 100 inmates in one living unit refused to return to their cells. Authorities say all employees were removed from the common areas of the unit when that takeover happened. And extra police, firefighters and other emergency teams were standing by outside the prison as the situation unfolded. They say no one was hurt. The next republican president ial debate will be held near the end of this month and some of the candidates who were in milwaukee say theyve learned a little bit about how to handle their opponents from the first debate. But doug luzader reports the biggest questions remain about whether the front runner, former President Donald Trump, will join this time. But at this moment, im leading by so much that it seems to be foolish to do it. Now, this next debate will be on september 27th. House speaker Kevin Mccarthy was on maui this weekend with other lawmakers touring the devastation from last months wildfires. Mccarthy says he and his family have traveled to lahaina before and was familiar with the layout of the town. He says he wants to ensure the island recovers from what he calls, quote, sheer devastate on how can we make sure we find all those who are still lost and how do we rebuild . So after the fog burns off, if you get it or not and itll be sunny and itll be nice today. Temperatures pretty close to average, maybe a little below. But it was all about the weekend in the northern Sacramento Valley, northeast california, and for sure, in and around lake tahoe of 50 and 80 and also around reno, there were some pretty good thunderstorm activity popping up here. And the forecast models give them credit. They painted some pretty good totals up there. Now, some of the Higher Elevations picked up more than this, but 48 hour totals, blue canyon, two thirds. Reno had 43 100. Caples lake, a third of an inch. South lake tahoe, 15 to 1 is not far away, though you could find more than that 5060s on the temps probably stuck here. I think were going to stay in this range. Theres the overcast. Is there 36, though . Truckee, south, lake tahoe 5060s until you hit the desert, of course. And 70 and also 80s. A little spin in the atmosphere right there over my shoulder will kind of keep the beat going here. But the high and mid level clouds are now far enough away that we can say itll be sunny after the fog. Six to 70s coast and bay low overcast, cool to mild lows, mainly 50s, upper 50s, low 60s fog and sunshine. Nice to warm probably lake breeze there and temperatures settling in here for a couple of days at least through wednesday. Then it does gradually warm but no sign of any big warm up here until after the weekend at least. But temperatures will jump up a little bit there james, steve, i think i approve. Selah kitchener remembers her dad went through chemotherapy and was in remission. But three years later, he was rediagnosed with lung cancer and went into hospice care at home. At the same time, kellys health suddenly declined, too. She was just 13. He had a lot of medical mistrust and a lot of fear in the medical system, so he didnt really want me going to the hospital right away because he felt like he wasnt taken very well. Care of. And he thought that the same thing was going to happen to me. I bounced back and forth between a couple of hospitals not really knowing what was going on, getting misdiagnosed a couple of times and eventually did end up at ucsf and was diagnosed with end stage liver failure. As she waited a couple of months for a transplant, her dad died. Selah says two weeks after he passed, she received a new liver. Selah was the first patient to receive a solid organ transplant at ucsfs Mission Bay Campus shortly after it opened. Five months later, she was back on the Basketball Court with a new lease on life. Fast forward to now. The 22 year old is a usc graduate pursuing medical school. My Number One Dream School is definitely ucsf. I would love love to be a part of their team and have my whole full circle moment with them. I would like to probably be an obgyn. I think that theres a huge need in the ob gyn field, especially for black women. What inspired you about the care you received that made you want to pursue becoming a doctor . I would say just the parental role that my care team was able to step into with my dad passing away only weeks before i got my transplant. Since then, shes done advocacy work and proved a commitment to health equity. The market had been at United Nations plaza for the past 42 years, but now its across the street at fulton plaza. Many vendors oppose the move because the old spot, they say, was larger. The city is converting the old location to a rec area with a skate park ahead of labor day. Elected officials and Union Workers gathered in the south bay to mark months of strikes across the state. They called it the hot labor summer. Strikes have happened involving nurses, teachers and of course, that hollywood writers and actors. Workers need more to be able to live in the ever more expensive california. And theres a lot of levers we can pull at the government level to help address these issues. Lifting up workers, giving them more economic power is one, but also making building more housing, making housing more affordable. So labor groups say unions play a vital role in protecting workers by fighting for a living wage and benefits like retirement, Affordable Health care, as well as housing , ensuring that were not settling for robots, driving our trucks and cars that were asking the actual people do that. Electricity is still out to 7 of florida this morning because of hurricane idalia. The storm knocked out power to roughly 570,000 homes and businesses, all across the state. 39,000 are still waiting for the lights to come back on. Coastal communities, including the city of cedar key, where that storm hit especially hard. Idalia took down walls and swept away appliances as large as washing machines. Not too foggy. Visibility looks okay there. And the roads are very clear. And nevada Sheriffs Office continues to investigate the death that occurred at the burning man festival near reno. The Pershing County sheriff says the person died during the storm, but not because of it. Festival organizers say emergency workers were called in, but they could not resuscitate the person. Ctvs Bailey Ocarroll reports that bad weather at the Festival Grounds has left as many as 60,000 people stranded and its not clear yet when theyll be able to leave. In unusual late summer storm turned what was supposed to be a week away at burning man into to this. This is eileen lelchuk snyders first time at burning man. And now shes stuck in the nevada desert. The rain itself isnt. John gaines traveled from new york to attend the festival. Hes gone to burning man for the last 21 years. But he says hes never seen anything like this. Ive been through a couple of strong rains, but those were one time rains. Is created a problem and then it dried up and problem went away. The issue this year was multiple rains and i dont know that the event has ever experienced that. Gaines made it out an hour and a half before the gates were closed. The rest of his group is still stuck. Its the only person in my group who got out. We have about 60 people out there. Theyre veterans. They know what theyre doing. They got food and water. Theyre not panicking more than a half inch of rain fell at the festival site on friday. More came down this weekend. Both john and eileen said people are making the most out of the situation. Most people are still just chilling. As you can see around me, theres some empty campsites, but people seem to have been embraced and are not worried about getting out of here. We know that its going to dry up in both echoed the same message that people are coming together. Therell be a lot of sharing, people proactively going out and saying, hey, ive got a couple watermelons and some cans of tuna and some water here. The bands manager says 56 year old singer Steve Harwell has only a week or so to live. Smash mouth was formed in 1994 in san jose. Harwell retired in 2021 due to health problems, including Heart Failure complicated by years of substance abuse. The chp is investigating a shooting on interstate 580 that left two people hurt in oakland. It happened around 430 saturday afternoon in the westbound direction near seminary avenue. This is video from the citizen app at the scene. The chp says two people were in a car when they were shot. They drove themselves to the hospital where they are expected to recover. Officer say some of the bullets hit another car, but no one inside any other vehicles was hurt. No ones been arrested for the crime. California governor gavin newsom has signed a bill into law that supporters say will ease the states housing crisis. The law is supposed to speed up Affordable Housing projects across the state. The new law will simplify the Environmental Review process for new projects thats supposed to avoid any long term repetitive reviews, which can lead to delays. Theres just nothing worse than having a project all ready to go, ready to build, you know, ready to house people already cleared environmentally. And then just to find out that the little bit of government Financial Assistance that youre getting is going to cause you to have to go through those hoops all over again. Experts say californias Affordable Housing crisis is only expected to get worse in the years ahead. The states population is expected to grow by 10 Million People by the year 2050. Well, there are changes coming next year for students who apply for a federal student grants. The new changes are designed to make applying easier for families to understand. Students can soon apply for 20 colleges to their fafsa. The application will also have fewer questions. More students can have their Financial Information directly transferred from the irs. That could cut out a major delay in getting student aid. The new changes will begin in december. A busy bay area, a busy area for rock climbing in Yosemite National park has been closed because of the threat of a rock slide. The National Park service says climbers reported a new crack in the cliff near royal arches. Thats not far from the ahwahnee hotel. After inspecting the cliff, the park closed much of the area, saying theres a threat that a large pillar of rock could possibly fall. No word yet on when it will reopen. 506 is the time. But its a three mile stretch that theyve been working on, closing down the highway over four weekends to try to avoid a big traffic impact. But those detours, though, have caused some headaches and we could see a big backup with people coming back from their Labor Day Weekend vacations. Now it is closed westbound and i80 detours take drivers onto 780in vallejo past benicia and then onto 680 towards concord. You can then reenter 80 at highway. For now. This weekend is the first time in its 20 year history that the carquinez bridge has been closed. Many of us know it as the carquinez bridge, but its actually named the alfred zampa memorial bridge, named after an ironworker that worked on multiple bridges here in the bay area. He actually fell off of the Golden Gate Bridge and he was in the hospital for weeks. But then he recovered and came back to continue his work on bridges. And this weekend, they say that they are really celebrate ing him because coincides with labor day. And so theyre really going to be celebrating him. Were actually going to be talking to one of his family members later this morning about his work and kind of what it means to be up grading the bridge and upgrading this whole roadway as well. Now while the bridge has been closed, caltrans has also been able to work on some of the lights that needed repairing on the bridge as well. But they say when drivers return to the roadway, they should notice a difference. It should feel smoother. Oakland Medical Center to protest the ongoing contract negotiations with the hospital. The labor contract for many kaiser workers is set to expire at the end of this month. Well, labor day is a time to honor and reflect upon the importance in history of workers and americas economy, society and achievements. Ktvu is tom vacar spoke with a work and employment expert about two issues that continue to shake americas workforce. We have the shortages. We asked employment lawyer and former director Michael Bernick to compare labor day 2023 to 2022. Its really the Seismic Shift of the pandemic. Hes talking about remote work, which he says is not dying off, as many believed it would or should. Remote work is here to stay. Its only it hasnt really decreased significantly, at least in most parts of the area. The other soon to come, Seismic Shift is the impact of Artificial Intelligence on jobs. Artificial intelligence wasnt even an issue. It is exploded. The main impacts over the next year will be how ai impacts and frankly impacts positively. In most cases, existing jobs. As californias employment is now at 4. 6 higher than the national average, but still relatively low since last labor day. On average, wages have grown over 4. At the same time, though, its below the wage growth we had in 2022 at labor day, which was 5. 2, and even more importantly, its been undercut by the continued inflation. Though californias job gains have slowed considerably, the golden state is still gaining jobs. In 2022, we had over 50,000 jobs gained per month. Thats gone down the last month gain was about 28,000. And i think were going to continue to see continued slowdown due to the higher Interest Rates beginning to have their fuller impact as well as the depleted consumer savings. Tech layoffs continue from last labor day, but at a much slower pace. One issue unchanged from last year, was and remains the lack of workers needed to fill lower paying direct service and nonunion blue collar jobs. Tom vacar ktvu fox two news. Well new figures from the bureau of labor statistics show manufacturing tops the list of sectors seeing significant worker shortages with 550,000 job openings in july. Construction is next with about 363,000 jobs available. The numbers show there are shortages of commercial airline pilots, High School Teachers and school bus drivers. There are growing concerns about the threat of a major wildfire in california with the state now moving into the peak of fire season for some of the recent. For some, the recent decline in the number of fire lookout sites is adding to those concerns. Now, at one time, there were more than 600 lookout sites in areas of high fire danger across the state. That number has now dropped to fewer than 200. Cal fire says these towers in the past have played a Critical Role in having volunteers to spot big wildfires before they get out of control. So we currently have a 360 degree view on a clear day, we can see up to 100 miles, i believe that the human eye is the best tool up in the Lookout Tower, northwest, we can see the pilot peak range, which is where another cal fire lookout is, is located. Cal fire says the recent declining number of Lookout Towers is due mostly to a dwindling number of volunteers. Its also pivoting to more web cams by 18 is the time. Members of several unions say they plan to rally outside the headquarters of cruise later push regulators to take back some of the rules that allowed those selfdriving Car Companies to expand. They say the robotaxi fees are threatening the jobs of many bay area rideshare drivers. A chp officer is in the hospital after he was hit by a car in downtown San Francisco. Ktvu is alice wertz has the latest on the officer and what happened with that collision. It was 3 09 p. M. Here at third and harrison street in San Francisco. A chp officer on a motorcycle was thrown after colliding with a cadillac sedan. Its unclear how the crash occurred. Officer mark andrews of the chp told us by phone. First responders got to the scene south of market almost immediately, Emergency Personnel arrived on the scene within approximately 1 to 2 minutes of the traffic collision on the motor officer was transported to San Francisco General Hospital with parents non life threatening injuries. A medical staff here at General Hospital are still treating him. And were still unsure of what the extent of the injuries are at this time. The driver of the cadillac was said to be cooperating with officers. That person was also taken to the hospital, although its unknown if they were hurt. According to officer andrews. I do know that there was another vehicle involved with the motorcycle. Mike larkin lives in the outer sunset, but parked his car here earlier today to run an errand. When i got here, it had all taken place already, so im not sure. But there were there must have been at least 20 officers here or more, although larkin didnt see what happened, he said investigators wouldnt let him move his car as the officer landed right near his sedan. I came back about an hour, hour ago, and i could see they put the officer in the ambulance and i couldnt tell how how injured he was. But another policeman told me that hed been thrown in, almost touch my car. So he must have been thrown about 30ft. The area around third and harrison was closed to traffic for a block in every direction for hours while the california Highway Patrol there Major Accident Investigation Team gathered evidence taking pictures as part of their investigation. As for mike larkin, he says he drives slow, saying he knows it can be dangerous driving or walking in the city. Theres just a lot a lot to take in and people arent paying attention in a lot of people running lights and just driving too fast. Fortunately, neither the motorcycle officer or the other driver sustained life threatening injuries. There is Surveillance Video cameras at the intersection where the accident happened. Well there is some public outcry in new york city as the nypd is warning it will fly drones over some Outdoor Events this Labor Day Holiday. Police say the drones can respond to situations more quickly than officers on the ground and can cover a larger area. Some of the Outdoor Events that could be patrolled this way include parades as drones have been used about 100 times in new york this year for emergencies and public safety, including a recent riot in which a social Media Influencer gave away some video game consoles in new york citys mayor says privacy rights will still be respected. We have to push back on the sci fi aspects of drones as no one is going to be monitoring. And you know what . Youre talking about your conversation, the fact that the police want to just drone into your backyard to see how many people youre having at a party, it really is a scary step for policing in general. We also live in a very vertical city. So is it safe to say that the police could now potentially use a drone to peek into apartments high up in the sky . The aclu released a report this summer that finds more than 1300 Police Departments across the us use drones in some capacity. A prison in minnesota remains on lockdown after some inmates took over part of that facility. The stillwater state prison is in bayport, which is east of minneapolis. Corrections Officials Say about 100 inmates in one living unit refused to return to their cells. Authorities say all employees were removed from the common areas of that unit that was taken over. Extra police, firefighters and other emergency teams were standing by outside the prison as the situation unfolded. No one was hurt. Caltrans crews are completing the final phase of a major repaving project in that area. Now, the closure includes the westbound side of the carquinez bridge. It is the first time caltrans has shut down the bridge for repaving work since it first opened 20 years ago. Cristina rendon talked with selena kushner about how she was inspired by the medical workers she met while she was hospitalized. When i was ten, my dad was diagnosed with osteosarcoma. Selah kitchener remembers her dad went through chemotherapy and was in remission, but three years later, he was rediagnosed with lung cancer and went into hospice care at home. At the same time, kellys health suddenly declined too. She was just 13. He had a lot of medical mistrust and a lot of fear in the medical system. So he didnt really want me going to the hospital right away because he felt like he wasnt taken very well care of. And he thought that the same thing was going to happen to me. I bounced back and forth between a couple of hospitals not really knowing what was going on, getting misdiagnosed a couple of times, and eventually did end up at ucsf and was diagnosed with end stage liver failure as she waited a couple of months for a transplant, her dad died, selah says, two weeks after he passed , she received a new liver. Selah was the first patient to receive a solid organ transplant at ucsfs Mission Bay Campus shortly after it opened. Five months later, she was back on the Basketball Court with a new lease on life. Fast forward to now. The 22 year old is a usc graduate pursuing medical school. My Number One Dream School is definitely ucsf. I would love love to be a part of their team and have my whole full circle moment with them. I would like to probably be an obgyn. I think that theres a huge need in the gyn field, especially for black women. What inspired you about the care you received that made you want to pursue becoming a doctor . Yeah, i would say just the parental role that my care team was able to step into with my dad passing away only weeks before i got my transplant. Since then, shes done advocacy work and proved a commitment to health equity. Its why selah will be honored with the colin powell medal of courage award at dream fest, the concert at San Franciscos chase center will feature foo fighters with all proceeds going to support ucsf, benioff childrens hospital. I am so excited to be a part of it. I feel like getting the award and all the events and opportunities i get to do is super validating that im on the right track and im kind of doing the right thing with everything that happened. I feel like turning around and giving back to the community is kind of the best way to not only like come out of the experience, but also help me cope with it. Caltrans will have a stretch of interstate 80 shut down the westbound freeway near the carquinez bridge has been closed between vallejo and hercules for the entire weekend. But its a three mile stretch that they have been trying to work on very quickly, closing down the highway over four weekends to try to avoid a big traffic impact. But the detours have caused some headaches and we could see a backup with people coming back from their Labor Day Weekend vacations that closure is on the westbound side this weekend. The detour takes drivers onto 780in vallejo past benicia and then onto 680 towards concord. You can then reenter 880 at highway four. If youre headed up toward sacramento, that side of the bridge and the highway is open right now, the pavement on i80 that were replacing, weve been spot repairing for over 30 years. So what were doing in one fell swoop is completely replacing that area so we dont have to go back for 40 years. This weekend is the first time in its 20 year history that the carquinez bridge has been closed. Many of us know it as the carquinez bridge, but its named the alfred zampa memorial bridge, named after an ironworker that worked on multiple bridges here in the bay area. He actually fell off the Golden Gate Bridge. He was in the hospital for weeks, but he came back after Getting Better to continue his work. So this Labor Day Weekend, he and other men and women that have been helping build and maintain our infrastructure, they are being celebrated today while the bridge has been closed, caltrans has been also able to fix some other things. They fixed some of the lights on the bridge and they say when people come back to this road after the headaches of it being closed and all of those weekends, they say people will feel the difference. A chp motorcycle officer and another driver being treated for serious injuries after colliding in San Francisco at an intersection yesterday afternoon. Witnesses say the chp officer was thrown off his motorcycle and into the street at harrison and third streets. The driver of the car involved stayed at the scene and cooperated with investigators. We spoke with the chp representative who says First Responders arrived at the scene very quickly. Emergency personnel arrived on the scene within approximately 1 to 2 minutes of the traffic collision. The motor officer was transported to San Francisco General Hospital with parents non life threatening injuries. The driver of the car also went to San Francisco General Hospital, but we dont know how badly injured either. Driver was. There are surveillance cameras at that intersection and officers will look at video from those in their investigation of the collision on the chp is investigating a shooting on interstate 580 that left two people hurt. In oakland. It happened around 430 saturday afternoon in the westbound direction near seminary avenue. This is citizen video from the scene. The chp says two people were in a car when they were shot. They drove themselves to a hospital where they are expected to recover. Our officers say bullets struck another car, but no one inside was hurt. Police have not yet arrested anyone for the shooting. Well the vision of a new solano city. New city in Solano County is being met with skepticism from some local residents and officials. The group Flannery Associates backed by major Silicon Valley investors, purchase large swaths of land near highway 12 between rio vista and fairfield, but theyll have to convince locals before they can build anything. And that may be easier said than done, since some residents say theyre concerned about the secrecy involved in this project. Solano county leaders are weighing the pros and cons of the idea, which is still in the early stages. If its done correctly, i think theres a lot of opportunities for the county. The better thing would be to approach our city leaders and work with us within our city boundaries, not to create a new city. I think that endeavor is a bit self motivated with their own end goal, which is to create a new playground for who they want there versus what the needs of our residents are. Now the people behind the proposal say they will be sending a survey to every household in Solano County and say they will be opening offices in vallejo, fairfield and vacaville to hear from residents about their opinions. It will likely force a long term closure of that park and the rain from Tropical Storm hillary also devastating for farmers and farm workers across part of the state , especially in Southern California. Agricultural groups say that statewide losses could end up in the billions. And you may see the impact at the grocery store. Some farmers say late rains badly damaged their crops and could they could miss the harvest season because of it. A busy area for rock climbing in Yosemite National park has been closed because of the threat of a rock slide. The National Park service says climbers reported a new crack in the cliff near royal arches thats not far from the ahwahnee hotel. After inspecting the cliff, the park closed much of the area, saying theres a threat that a large pillar of rock could fall. While there is no word when it will be reopened, water levels are looking good in the bay area. The sonoma Water District says the regions two main reservoirs ended last month, with the highest combined shortage levels since 1985. And they are the highest ever for the first time for this year. Cal fire says the recent declining number of Lookout Towers is due mostly to a dwindling number of volunteers to staff them. Firefighting efforts across the state have also been pivoting towards using webcams instead to spot fires. Well a driver of a pickup truck is recovering after being stranded for five days when their truck went off a cliff. Crews near bakersfield and kern county found the driver saturday. Authorities say crews placed the driver in a stretcher, then used a rope to lift the driver to safety. That person was airlifted to the hospital. Well, bad weather in the tahoe basin this weekend created Hazardous Conditions on the lake this weekend. And you can see in this video just how rough the water was. Well, the weather in the area seems to call for a break in the rain. So officials are hoping that will dry out some of the muddy, murky conditions that weve seen over the last few days. This is just a look of some of what people are dealing with out there. Some tents, camps have been destroyed from this on unprecedented summer storm. And were hearing from the people who are there walking for miles to get out of the thick of the mud. And that includes dj diplo and Comedian Chris Rock, who says they went five miles out of the way to leave the miserable conditions. Officials have asked people to shelter in place as well as conserve their food and resources. They are allowing anyone who wants to drive off the grounds to do so, but theyre advising against it for the risk of people getting stuck. Mobile cell towers, mobile chargers, theyve all been installed in the area. And we spoke to one man who says hes been to the festival for more than 20 years. He says this one is for the record books. Ive been through a couple of strong rains, but those were one time rains, created a problem, and then it dried up and problem went away. The issue this year was multiple rains, and i dont know that the event has ever experienced that. We are hearing from Law Enforcement in the area who now report at least one person is dead. Officials say that death is likely not a result of the storm. So they are investigating the festival reports to have a decision on whether to open its gates by nine this morning. Members of several unions say they plan to rally outside the headquarters of cruise later today. They want state regulators to roll back rules that allowed the selfdriving Car Companies to expand. Elected officials and Union Workers gathered in the south bay to mark months of strikes across the state. However critics are still worried that this high rise project and the Way Developers have been dealing with the city, it gives them some concerns. A lot of their reasoning for this does not make any sense to me. Ive ive read through the application, ive read through the citys response to the application in the its hard to i think the city has had to exercise a lot of patience in dealing with this developer for considering some of the outlandish accusations theyve made. A spokesperson for San Franciscos Planning Department says the city is still reviewing this latest application. San francisco is losing another one of its well known conferences is google cloud. Next is usually held at the Moscone Center every year. But next year, attendees will be in las vegas. The company did not say why it is moving. The convention represented from San Francisco says the city is talking to google about the conference returning in 2025. Happening today, city workers will start closing streets ahead of the annual dreamforce conference. Crews will close Howard Street between third and fourth streets. This conference is expected to bring about 180,000 people to San Francisco next week. Supporters of the idea say Health Care Workers can spend more time with Mental Health calls than police can. Theyre very proficient in in deescalating clients who are in behavioral or emotional crisis pts and they have the time to spend if that takes two hours, they can spend two hours an engine or an aid car cant spend that time. They have to get back in service. Medical workers can also help patients find longer term assistance. People who work in similar operations around the country say the biggest problem they have is finding money to keep the programs running so that they can help more people.
