OPINION
In 2000, Helen Clark's Labour Government introduced 20 District Health Boards (DHBs) by abolishing four Regional Health Authorities (RHAs).
Roll on 21 years and another Labour Government is abolishing the 20 DHBs and establishing
one centralised body, called Health New Zealand, but supported by four regional offices which looks to me like just a great leap backwards.
