Chinas uighur minority. We speak to his daughter, who says his family has not seen him since he went to prison two years ago. Our family is no longer able to visit him. We dont e even knowow if he iss still alive. Brent more than four decades after his death, he is a hero for some. He haunts spain for others. The remains of former dictator Francisco Franco exhumed, relocated, and reburied. Im brent goff. To our viewers on pbs in the United States and all around the world, welcome. Nato headquarters has a problem with one of their own. Defense ministers are discussing turkeys actions in Northern Syria in the last two weeks. Unprecedented events. Turkey, a nato member, is closely collaborating in syria with a nato adversary, russia. Moscow and ankara have joined forces to drive kurdish fighters out of Northern Syria. Until recently, the region was controlled by the kurds, who were backed by the United States until President Trump with drew american troops. That decision cleared the way for turks to roll into syria. A russian patrol winds its way to the syrian town on the border with turkey. Only weeks ago, u. S. Forces patrolled here. Now the guard has changed. Russian forces share control of the border with turkish troops, and with the syrian army in a buffer zone that is just 30 kilometers deep. At a nato summit in brussels, the secretarygeneral welcomed the arrangement. The result of a deal between russian president Vladimir Putin and his turkish counterpart, recep tayyip erdogan. We have seen a significant reduction in violence. We agree we must build on this to make progress in order for us to find a political solution to the conflict in syria. We fully support you inlead efforts to reach a resolution. Hundreds have died and thousands this place since turkey launched its attack on the kurds on october 9. This town is under turkish control of after fierce fighting. A ceasefire has been declared to allow turk to allow kurdish troops to pull back. Erdogan has not ruled out further military strikes. Now our soldiers and Syria National army are patrolling the area of operation inch by inch and destroying the traps. If any of these terrorists come across us there, it is our national right to crush them, as it is already marked in written documents. The president also said he would send Syrian Refugees in turkey to europe. They panic when i say we will open the gates. Dont panic. When the time comes, the gate can be opened. It is a threat he has made before to silence criticism of turkeys offensive. Brent the words of a nato member there. To talk about that, im joined by our correspondent in brussels who is covering the nato summit boris. Good evening to you. Covering the nato summit for us. Was turkey the black sheep in the room, and what about the u. S. . Was there criticism of what the u. S. Did, withdrawing troops from Northern Syria . Terry im told everyone around the room, all the allies, did criticize turkey, did say they were not happy with the turkish actions, but that is something they have set before. They were basically repeating criticism they have all set as individual governments, but it did not go further than that. Actually, i was surprised to hear there was not a lot of heat in the room. Come out of this quite well. A week ago, yes, we heard criticism the u. S. Had pulled out its 50 soldiers which basically kept turks from staging this incursion earlier. We did not hear that today. Brent germany has proposed an internationally administered safe zones in Northern Syria. Lets take a listen to how the nato secretarygeneral described reaction to the german plan today. The German Foreign minister briefed allies on the way forward, and they gained broad support for the deal, a political solution, and also ways to try to engage the international community. Brent i dont think i heard stoltenberg address the russians who have already dismissed this german proposal. Did he lead them out intentionally, do you think . Terry i tried to get him to do that. I asked a question specifically about if turkey had expressed its willingness to accept this german proposal and if it would lead the way in convincing russia also to accept an international presence, and he really did not respond to me in the press conference on the topic of russia. It is surprising to hear the nato secretarygeneral and other governments basically accept the results of this turkeyrussian deal because its going to mean Russian Forces are just a few miles from naitos border. Truly, they are not comfortable with it, but it does not seem like anyone is getting details out of turkey on exactly what that deal means. Brent in turkey, and turkey remains strategically important to nato. I guess that is part of the problem here, but it appears to be forging closer ties with russia, so what do you think this means to nato and its unity moving forward . It is a problem for nato. U. S. Defense secretary mark esper mentioned that specifically in a speech he gave this morning. He said that turkey has always been a reliable ally, but it seems to be turning more toward russia and less toward the west, and he really urged ankara to change that direction. At the same time, this is not completely new for turkey. It did by a Russian MissileDefense System instead of a western Missile Defense system, and they blame the west for forcing them into that. They say the u. S. Did not want to sell its system, and there is some top European Union, having put a partial arms embargo on turkey, is going to push that even further, that they are going to look even more closely at russia as an arms supplier, so it is a very complicated situation right now and i think that is why we are not hearing more crystalclear ways forward. Nobody knows exactly what to do. You have to keep turkey inside nato. Nato is better off that way, the thinking goes, and turkey is better off, so theres really no discussion of turkey leaving nato or being kicked out, but nobody knows exactly how to truly bring it back psychologically, politically into the fold of western allies. Brent it is a geopolitical lovehate story almost. Teri schultz in brussels covering the nato summit for us. Thank you. Here are some of the other stories making headlines around the world. U. K. Prime minister Boris Johnson wants an early general election on to super 12. He says he will put forward a motion on monday to Ask Parliament to approve that. This comes after mps refused to fasttrack his proposed brexit deal earlier this week. Police and the u. K. Say they have secured a warrant to question a truck driver for another 24 hours after the bodies of 39 people were discovered in the back of his truck. The man was arrested on suspicion of murder. No charges have been filed yet. The victims were all chinese nationals. U. S. Democratic and republican lawmakers have been paying a tribute to the late elijah cummings, whose body is lying in state in the u. S. Capitol. The much loved representative served in the house for 23 years. A leading democrat, cummings was a central figure in efforts to impeach President Trump. A jailed member of chinas uighur minority has been honored with this years sakharov prize. The award is given out by the European Union and pays tribute to defenders of human rights. He has worked for more than 20 years to improve the rights of the uighurs in china, but he is now in jail as part of beijings crackdown against the group, which has seen more than one million uighurs locked up in internment camps. The European Parliament says he deserves the award for his attempts to foster dialogue with chinas majority. Earlier, we spoke with his daughter in washington, d. C. She told us what the prizeze mes to h her and her f family. I would hope this award can help him be safe in the prison since 2 2017, i have n not heard anything about my father. I dont know iff he is mentallyy doing ok or physisically doing. I dont know if he is even alive, and i hope this award can push china too r release more ns about my father and allow family visits and also eventually release my father. Brent in germany, the attack on a berlin Christmas Market in december 2016 was the worst act of terrorism ever on german soil. The perpetrator killed 12 people. Now two newly publicized selfies suggests he scoped out other potential targets in the german capital, including chancellor Angela Merkels private residence. The terrorist taking a selfie in berlin. But this is not just any old street. Behind him, you see the Apartment Building where chancellor Angela Merkel lives. Was the islamist planning an attack on the chancellor . Authorities investigated the contents of his cell phone. Politicians are shocked. While fact checking, we were annoyed that in the report, there was no comment noting that the chancellors building might have been in danger. Later, he posed in front of the berlin cathedral, and the terrorist made a sign of islamists. The cathedral is only a few hundred meters from the chancellors home. Was the tunisisian alsoo scoutig out these possible locations for attacks . When you look at the photos now, you do think that heas planning an attack but had not found the right target yet. In the end, he chose a different plan and decided to drive a truck into a crowded berlin Christmas Market, butt ininvestigators think he was alo consnsidering another attackck g weapons and bombs. These newly examined photos suggest he could have been planning an attack on the german chancellor. Brent staying here in europe, the remains of spanish dictator Francisco Franco have been exhumed from a state mausoleum and moved to a private family vault. The reburial follows a lengthy legal battle between his family and the socialist government, which argued francos grandiose burial site is not appropriate in a democratic spain. With 22 family members in attendance, the embalalmed and exhumed body of spains fascist leader was taken from its resting place where it had lain for almost 45 years. The family had not wanted his remains were removed, but as he went into the hearse, they and other supporters celebrated general franco. The men back i mussolini and hitlers who ruled spain as an autocrat the man backed by mussolini and hitler who ruled spain as an autocrat. The body was carried by military helicopter to the new burial site, a lower key State Cemetery outside madrid where francos wife is also buried. More supporters had gathered to show their allegiance to the dictator. Some expressed fascist sympathies and offered insults to the interim socialist Prime Minister, pedro sanchez, whose government had ordered the move. In a statement, sanchez said the relocation of the body was a step towards reconciliation. This decision puts an end to a moral affront such as the glorification of a dictator in a public space. One more step has been taken toward reconciliation that can only rest in a democracy and freedom we all share. For various reasons, some 32 of people in spain do not agree with the decision with some praising the generals grandson who came for the burial, and others offering prayers to franco. After a bloody civil war that claimed the lives of 500,000 people, franco still it seems has the power to divide his country, even from beyond the grave. Brent for more on this, im joined by my colleague from our spanish service. Its good to see you again. Why is this happening now . We are talking 40 years after his death. There was a fear that the big summation would reopen the wounds of the civil war, also of the dictatorship, and it actually happened. Spain never face his past the way other countries might have done, like germany for example. It was always something that they kind of looked away, and it was only in 2007 i mean, franco died in 1975, and it was only in 2007 that there was a law passed, and with that law, they removed public symbols from the streets of the s squares tht were still from the dictatorship. It is s a process that has been that has taken a lot of time, and there were a lot of appeals and battles until it finally happened, the big summation. The Francisco FrancoFoundation Gets public money, and francos family tried to stop the big summation. They actually appealed to the European Court of human rights. Brent the faculty things are happening speaks to the fact that not a lot of time has passed. Does bingo really still have supporters . Yes. The spirit of Francisco Franco is still alive nowadays in spain. What do i mean . We saw today fascist flags. They are legal in spain. Fascist songs. Also people supporting him and wanted to praise him today with fascist salutes. For all this time, for these 40 years, 44 years he was in the valley of the fallen, some supporters went there. We are talking about a really polarized society. Brent there was this valley they were afraid this valley where his remains were would become a tourist attraction for the far right. They want that to end now. Can we also talk about the start of a new era in spain . The big summation of franco that happened today is actually only the tip of the iceberg. Spain has still a lot of work to do to deal with his past. We are talking about a country that has around 2015 mass graves. 120,000 victims of the dictatorship. Families are still asking for justice, asking for international recognition, and we are talking about from our generation, the grandparents or maybe for the younger generation, the great grandparents, so it is still something that lives in the families. The society is polarized, and they are still waiting for the crimes against humanity to be prosecuted by spanish justice. Brent we have about 30 seconds. I know in two weeks, spain is going to have a general election. Will this play into that at all, do you think . Yes, not only the study is polarized, but the parliament is polarized. They accused the Prime Minister of using this as an electoral show, and the farright, who was actually going to probably gain more votes set franco should be respected. We are talking also about polarized congress. Brent as always, thank you. Youre watching dw news live from berlin. Still to come, a footballing fairytale in poland. How an awardwinning club in the countrys capital is fighting for a more inclusive sport. We will tell you in just a moment. We will take you to australia now where visitors have just hours to scramble up the iconic sandstone rock in the australian desert that is held sacred by the indigenous people. Beginning saturday, it will be permanently closed to climbers because of safety risks and because of its spiritual significance. Aborigines called tourists ants. There are many australians here right now. They feel it is their right to climb the national landmark. The aborigines holy rock. Teacher Anna H Hansen and herr cousin jefeff say the geological feature belongs to all australians. I thinknk you can be e respel about it. Its a rock. It is a wonder of the world. Its on my bucket list. Long ago, australians of european descent namamed it, but for the aborigines, it has always been more rude. Signs were put up here y yrs ago, plelease do not clilimb. Signs were up requesting people not leave their garbage around. Now the request has become a ban. This is sacred ground for us. The tourists neither understand it nor want to understand it. T. They say this is my rock. I say no, this is not your rock. It is our rock. There are 700,000 aborigines in australia, and many feel their disadvantage to this day. This artist couple are not against tourists coming in generaral, but they do want ther culture to be respected. It was a special Meeting Place for the tribes coming in. The climbing ban has been decided. The owner of a pub nearby is afraid there will be fewer tourists now. As a local business woman, she feels her needs were not given enenough consideration when n te decision was made. It hasas been very much partf our lives, both professionally and personally for a long, long time. Having one of those activities now removed just changes that. At least 35 people have died climbing the rock over the decades. Anna hansen and her cousin jeff have made it to the top. Maybe theres somee kinind f compromise where thehe public cn climb up to a portion only, not as far to the top, and that money goes back to the indigenous community. Now only tours around the rock will bebe allowed. The head of the parks Visitor Service wanants to show respect for ever virginias rights. S. Such a decision i is very important. That they can make such a huge decision themselves demonstrates they own the place and can make these decisionss without listening to what other people think. The installation field o of lights brighghtens upp the r rok everyy nightht, but if the patho the peak i is closed, a dark chapter in australias colonial history will close. Brent since early september, a mystery oil spill has contaminated more than 2000 kilometers of some of brazils most beautiful beaches. Critics say the farright president s government has been negligent in handling this crisis. Jonathan crane is here now with more on this. What is going on here . Bring us up to speed on, i guess, the dirty beaches. Jonathan yeah, oil has been washing up on the coast of brazils northeast for nearly two months now. More than 200 beaches have been affected and its not just beaches, it is all kind of marine wildlife. As you mentioned, the government has been accused of not doing enough, so people have taken matters into their own hands, quite literally. We are seeing lots of videos on social media of people using their bare hands to clean up the oil. Thousands of people have come together, and they basically roll up the oil in the sand and put it into thosose little plasc bags there. One partiticular cleananup move, this is their instagram page. They have 20 beach cleanup teams. They called for people today, they need money for gloves and masks so the operation can continue. Brent thats impressive. Do we know where the oil is coming from or who is responsible . Jonathan it is all a bit of a mystery. The government says its tests have shown the oil came from venezuela, but venezuela denies any responsibility. Unsurprisingly, brazils president has also been speaking out about this. He went on facebook a few days ago. O. He likikes to use facebook to address his supporters. I think we can see a v video of thatat as well, surrounded by ny officers and his defense miminister. He says it could have been a criminal act designed to sabotage an upcoming oil option which is worth tens of billions of dollars to brazil. He has not prorovided any evidence, and i think that sumus of the situation. Nobody really knows where this oil is coming from, how long the spill will last, and if it is getting better. It keeps seeming to wash up on the beaches as soon as it is cleared. Brent if the president is making accusations, thats one thing. Has the government been doing something about ththis . Jonathan 1500 troops were deployed initially to help the cleanup. Another 5000 announced this week will also be dispatched. Brazils environment minister has taken to social media to defend what the government has been doing. They have had help from the navy and also state owned oil company petrobras. Many say what they have done is to little, tooooate. Strong words. Obviously, comparisons being drawn with the rain forest situation in the amazon feeding into the perception the brazilian government is not doing enough for the environment. Brent thank you very much. A polish Football Club has been named best grassroots club.
