Thousands of people are in quarantine with schools and Daycare Centers closed in a city northwest of germany because of a new outbreak of the coronavirus. This latest hotspot centers on the Meat Processing plant run by the german company. So far, more than 1500 workers have tested positive for covid19. Local Officials Say they cannot rule out a wider lockdown. All activity has seized. The meatpacking plant. But in town, a frantic effort is underway. Mobile teams are testing factory workers for covid19. Over 1500 have tested positive so far. 6500 workers and family members have been sent into quarantine. Fenced in, they are reliant on food deliveries. Many are Eastern European to work long shifts and in different conditions. The factory has turned the city into a coronavirus hotspot. Local officials are not ruling out a much wider lockdown. I could see this happening. It is a different situation compared to yesterday. Our mobile teams discovered some additional positive cases. 360,000 residents would be affected by a lockdown. There are also calls for extensive testing. The entire population has to be tested very quickly. There is no point in waiting a week for results, allowing the virus to spread. The outbreak has sent National Infection rates soaring. After cases declined dramatically in recent weeks, fears are growing that hotspots like these could have a wider impact. Phil a dw reporter has this update from the town. Here in the region, authorities are using targeted quarantine to avoid a regional lockdown. That is why residents on the side are free to come and go as they please while over here the y are living under total lockdown. They work for the slaughterhouse and now they are behind the fence with no entrance. Only police and Health Care Workers come and go. Health care are going doortodoor to try to test everyone for covid19. But society here was divided long before this fence went up. That is because a lot of the residents here, many from bulgaria and romania, have little to no contact with their german neighbors. This segregation could have contributed to the outbreak. That is because the workers are working 10 to 12 hours a day in a factory and coming back to the cramped living conditions. And now, the victim of an outbreak in the community, they are isolated more than ever. Phil we can talk through some of the wider implications of this with the dw political correspondent, simon young. Welcome, simon. Political pressure to expand testing around the meatpacking plant seems to be growing. Simon i think it is. If there is a lockdown in the city, that could affect more than 350,000 people there. So that would be a massive step. That is what politicians there, local and regional, are looking into. They are carrying out Testing Programs and say they are going to react soon. National politicians have also been stepping up to offer their reaction to the labor minister, for instance, saying he wants to make this Meat Processing company responsible, including financially, for what seems to be the failings there. A Health Expert has been saying he believes the virus is already spreading around germany and perhaps beyond from this hotspot in western germany. He says some of those affected he believes probably have already traveled. That is why he is calling for a massive program of testing as he describes it and also for travel restrictions. So in other words, there are thoughts going in the direction of imposing new lockdowns and taking drastic measures. The government is saying this is a massive outbreak. They are obviously very worried. Phil what are the wider implications . Could this lead to a broader lockdown behind the beyond the area . Simon there is a fear of that. We are seeing the r number, this key indicator that tells you roughly how quickly the disease is spreading. That has jumped up to 2. 88. That is the number in the last few days permit for a long time, it was in the safe zone well under one. That is an alarming signal. If it spreads outside, politicians may be tempted to look at the possibility of wider lockdowns. At the moment, regional targeted measures should have the desired effect. There is a reluctance to impose new lockdowns. People just emerging from the tough restrictions of recent months. I think there is a widespread sense of lockdown fatigue in germany as elsewhere. Phil simon young, thank you for that. Let me bring you some other developments in this pandemic. Around the world, Health Organizations say the worldwide Coronavirus Infections has stopped 9 million. In brazil, the virus killed more than 50,000 people. Hundreds of demonstrators turned out to protest president bolsonaro and his handling of the crisis. Many others showed their support for him. Authorities in south korea are seeing a second wave of infection around the capital driven by small but persistent outbreaks. The northern Italian Region of long body was the epicenter of europes coronavirus outbreak. More than 60,000 people died there. One of the towns artist it was bergamo. They say no family escaped the tragedy. Many are calling for responsibility. Imamages hard to forget. Military trucks loaded with coffins. Doctors and nurses as frontline fighters in overloaded hospitals. We traveled to bergamo, a city that is still in m ourning. First up, the old town, usually a tourist hotspot. Here we meet a community worker. Things have calmed down now, unlike at the start of the crisis. After a few days, some of us started breaking down emotionally. They were sobbing like babies. It was partly the pressure, but also because we were dealing with people who had seen two or three of their family members die, one after the other. During lockdown, this was one of the founders of super bergamo , an initiative to help those who could not help themselves. 200 they did 200 join him. They delivered food and medicine, relief for a suffering city. Everyone in bergamo knows somebody who died of covid19. The mural you can see behind me has become the symbol of the crisis. A nurse with wings Holding Italy in her arms. An italian artist dedicated it to Health Care Workers. The image has spread across the world. At bergamos cemetery, we visit the graves of people who died of covid19. A number of fatalities were the number of fatalities was so high that they had to be transported to other cities. At the peak of the crisis, more than 130 coffins were stored here in his church. It was unsettling because being here like that after a week, 10 days, i started smelling not only the smell of pine trees and fruit trees, but something else. Then i stop saying mass by myself among the coffins. People in bergamo are grieving for the loss of loved ones. But they are also beginning to ask questions. They want to know whyhy their region, which is one of the richest in italy, was so hardhit. Stefanos grandfather died in aa care home. He is now collecting the stories of other covid19 victims. We just want to know the truth. We want to know if it was just a fatality or if there is someone at the high level of power, so in the authorities, not the doctors or nurses, that have the possibility to contain this thing or even avoid that. He and others say the worst affected parts of the region should have been closed down at an early stage. They criticized the regions president in milan for putting profit before people. Before we find out who was responsible, we have to understand whether or not we made mistakes. From the regions point of view, we tried to give all possible answers and take all possible preventions. At a time when we were confronting an extraordinary situation, a time where nobody knew much about the virus. Back in bergamo, someone says the citizens will have to take things into their own hands. His initiative, super bergamo, will now start organizing concerts to support local artists. We have to be careful. We cant be too cheerful because we are doing this in a city and province that is in mourning. The project wants to be a hint of life, not just going back to work, but a real new start. A new start based on human relations. He is confident that over time, the city will manage to recover. But that optimism is dampened by the fear of a second wave of infections. Phil we can take a look now at some of the other news stories from around the world. German Airline Lufthansa is in crisis after being badly hit by the cororonavirus pandemic. The planned government rescue package i is still awaiting approval by shareholders. Residents of a village of iraqs northern border are fleeing Turkish Military operations against the kurdish rebels. Eu leaders have expressed great concerns about chinas proposed National Security law for hong kong. The two sides metet in a Virtual Summit on monday to try to find agreement on a trade and investment deal that europe hopes will help Companies Compete in china. The cooperatioion of Climate Change in the Iran Nuclear Deal was also on the agenda. There are concerns over human rights in hong kong. Dws chief International EditorRichard Walker is in brussels. Here is his take on whether european leaders are closer to getting what they want from china. Richard the president s of the European Council and European Commission took part in a press conference after those talks, and they were pretty clear that the two sides remain very, very far apart. On a large number of issues. This really is exposing the tough time that europe is having in really trying to calibrate a coherent stance towards china as china gets more and more powerful, more and more assertive on the world stage. The thing is that europe wants better relations with china, particularly on the area of trade. It really wants to find progress on this investment deal that they were talking about today. But that investment deal has been years in the making already. The negotiations on that go back fully seven years. The two sides have said this will be the year where they make a breakththrough, but the implication from the two president s today is that they remain far apart and china needs to make a lot of concessions. The picture on human rights is getting bleaker from chinas northwest down to hong kong in the south. The imposition of this National Security law seen by human Rights Groups as a grave threat to freedoms in hong kong. So the European Union is confronted with this reality that it is struggling to get what it wants from china, either on relating to its interests in trade or to its values in freedom and democracy. The coronavirus pandemic has been affecting how people make themselves heard politically. With bands on Mass Gatherings in place around the world, the if our Little Movement is the Environmental Movement is trying something different. A socially distanced sitting. Meanwhile, several hundred protesters rode bikes to remind people that the Climate Crisis is still with us. The more radical Extinction Rebellion movement is also returning to the streets. Dw news has been to meet activists from both groups in berlin. Helena and jacob are activists. They took part in the protests that turne Environmental Movementd into a household name. The coronavirus pandemic put an end to Mass Gatherings. It is now looking for new ways to raise awareness. Of course, you have to maintain social distancing. That means that we paint crosses on the streets in some cities and people keep their distance by standing on those marks. Or we form human chains with People Holding take two keep apart. Tape to keep a apart. We will use items like p protest signs. Asas part of online protests toy fridays for future placed 10,000 placards in front of the German Parliament in april. The activists know that such digital demonstrations will not be enough to push their message in the longterm. I think we were right to hold back. But now, our voice needs to be heheard again. We have to remind people what is most important. We have to be confident and clear that the Climate Crisis is the biggest crisis of the century. We have to treat it that way. They are also keen to take up the fight again. Extension rebellion are back with what they call rebellion week. Civil disobedience is compatible with social distancing, as s ths isin sitin shows. We are only a small group. I am glued to the spot and the rebels below me have chained themselves to it. This is how we protest and i think it is entirely appropriate. A handful of activists want to engage with the public through music and discussion. We do not want to limit ourselves to big demonstrations where you go out on the streets fofor only one hour and all that counts is your slogan and the amount of people who show up. We want to offer a space for people to exchange ideas. They have become more colorful and creative. But with the pandemic preventing big turnouts, climate protests have yet to reach their earlier power to exert political pressure. Phil the German Football League has accepted a lower price from domestic broadcasters for the rights to screen the bundesliga. From 2021, the top two leagues learn 60 Million Euros each season. How much is football worth post pandemic . Or rather, how much are broadcasters willing to pay . Cash makes up the majority of the budget for the 36 clubs competing in the bundesliga and bundesesliga 2. One point one billion euros will be divided up between them every season. Those are the terms of the new deal starting 2021 and lasting 4 seasons. I believe that this is a good result considering the times. But even outside of this context, it gives the League Security until 2025. And i am certain this deal we have reached will stand up to all other deals from other leagues in the coming one or two years. It is the first time in almost 20 years that the bundesligas Parent Company could not secure a rise in tv money. But that is largely due to covid19. With empty stadidia, no atmosphere, and no clear end in sight for the restrictions placed on football matches. The entire system surrounding football will change following the coronavirus pandemic.
